Along with the general trend in business towards massive computerization, large scale enterprise resource planning systems (ERP) have become the backbone oftoday's information systems. These systems integrate information from all areas of an organization as well as up and down the supply chain. Increasingly, business people must demonstrate proficiency in their understanding of ERP system and be able to design, employ, and use these systems effectively as a requirement to a successful career. The Certificate in Enterprise Resource Planning is designed to provide students with the ability to demonstrate an overall understanding and working knowledge of the function, design, control, and use ofERP systems. It is based on the premise that students should understand at a conceptual level both their own technology as well as the technology of the entities with which they interact. Hence, the curriculum provides students with sufficient conceptual understanding and applied skills to be able to navigate the complexities of transaction processing and data queries inherent in modem ERP systems. Emphasis is given to the predominant ERP system within large organizations, which is SAP, culminating in SAP TERPIO instruction and the TERPIO examination.

Initially, the program is being developed at the request of the U.S. Army through high level contacts at Fort Jackson resulting in a Memorandum of Understanding (see attached General Partnership Agreement and attached Memorandum of Understanding between Fort Jackson and USC). The Army has specifically targeted financial and control officers and civilians working in finance and control. They anticipate at least 75 students per year to be taught in cohorts of 25 each.

Beyond the Army, we anticipate additional demand from graduate students within the Darla Moore School of Business for ERP certification. This conclusion follows a limited number of other schools who offer their students similar certificates including: University of Southern California, University of Texas at Dallas, Kelly School at Indiana University, Virginia State University, and Georgia Southern University. The limitation preventing most schools from implementing similar programs is the availability of faculty who are qualified to teach ERP courses at both conceptual and technical levels. We have this capability within our college.

Program Revenue and Cost Addendum

This proposed certificate is designed, initially at least, to meet educational needs within the Army's

finance and control function related to enterprise resource planning systems. Contacts at the Financial

Management School housed at Fort Jackson were developed as the result of outreach efforts by

President Pastides. These contacts have outlined their educational needs and have committed to

identify cohorts of officers and civilian employees to participate in the proposed educational program.

In the coming year, we anticipate 3 cohorts, each with 25 students. The approved credit hour fee for

Graduate Certificates in the Moore School of Business is $675 and the Certificate requires 12 hours,

resulting in $198,600 in estimated revenue per cohort and $595,800 in revenue expected across the

three cohorts.

We will need for four course sections per cohort, with 12 sections needed across the year. We

anticipate addressing staffing needs via teaching done on an overload basis (with dual compensation

provided) and temporary faculty hires. This model is appropriate in light of the fact that our staffing

needs related to this certificate are contingent upon funding availability within the military. With this

staffing model, faculty instructional costs are estimated at $225,000 (including fringe benefit costs). If

the 12 sections were to be staffed by the hiring of two full time clinical faculty with ERP and SAP

expertise, we would estimate faculty costs to be $312,500.

Given the nature of the program, additional expenses associated with orientation, technology and

software licensing and SAP certification will be incurred, with costs estimated to be $60,000 for the

three cohorts.

Executed in this format, the certificate has the potential to generate between $223,000 to $310,000 in

gross margin. At this point, our ability to provide the course offerings described above are linked to the

Army's commitment to identify cohorts of students. If the military were not able to participate, we

would eliminate the course offerings associated with the military cohort program and with that, the

associated faculty and program costs.

General Partnership Agreement between Fort Jackson and the University of South Carolina

Purpose of this Agreement

This Memorandum of Understanding (MOU) between Fort Jackson and the University of South Carolina (USC) setves to outline

guidelines for a general partnership to increase collaboration between the two institutions. This partnership, and the areas of potential collaboration outlined below, have been deemed by leadership at both institutions to be mutually beneficial.

Purpose

MEMORANDUM OF UNDERSTANDING

Between US Army Financial Management School and

The University of South Carolina

To establish a partnership between the US Army Financial Management School (FMS) and the University of South Carolina (USC) for the purpose of expanding and enhancing professional development opportunities for US Army Financial Managers, both military and DA civilians.

Authority

Title 10 ofU.S.C § 1599d authorizes The Department ofDefense (DOD) authority to prescribe professional certification and credential standards for financial management positions within the DOD, to include formal education. Given the technical nature of federal accounting and information systems, Title 10 U.S.C. § 4301 authorizes members ofthe Army the opportunity to study at professional and civilian educational institutions to acquire knowledge and/or experience within the financial management specialty in order to perfect and professionally develop themselves. To facilitate training, Title 5 U.S.C. § 4103 authorizes the head ofthe Financial Management School, as an agent of the DOD, to establish, operate, and maintain training programs that utilize both Governmental and non-Governmental facilities.

Formal Agreement

This Memorandum of Understanding (MOU) is a formal agreement between the FMS and the USC Darla Moore School of Business (DMSB) to establish specific educational programs for Army financial managers.

Enterprise Resource Planning (ERP) with SAP TERPlO Certification Course

Participants successfully completing all requirements ofthis program will earn the SAP TERPlO Certification as well as 12 Graduate Credit hours from the University of South Carolina. This program is designed to provide students with an overall understanding and a working knowledge of the function, design, control, and use of Enterprise Resource Planning (ERP) systems as implemented by the Federal Government and also by its suppliers. Students will get an understanding of their own technology, as well as the technology of the entities which they interact. The curriculum provides students with the conceptual understanding and applied skills to be able to navigate the complexities of transaction processing and data queries inherent in modem ERP systems.

Courses

The program will consist of 4 graduate level courses that amount to 12 graduate level credit hours. Course descriptions are provided below. In addition to teaching the basic material included in each course, faculty members will, as appropriate, incorporate additional material specifically relevant to integrity and efficiency.

ACCT 728: Financial Accounting with a Federal Government Emphasis. This course focuses on accounting concepts, conventions, and assumptions for an understanding of the content and

underlying principles of financial statements. Emphasis will be given to accounting at the federal level as well as the accounting systems of private suppliers and contractors.

MGSC 596: Database Management for Business (Into to ERP Systems) This course provides a technology overview focusing on principles of database design using the latest database managements systems software (SAP).

ACCT 737: Systems II (Advanced ERP Systems) This course covers the design and implementation of accounting systems with an emphasis given to advanced topics related to ERP systems and the strategic use and governance of IT systems.

ACCT 741: Special Topics in Accounting (SAP TERPJO Certification Emphasis) This course will focus on organizational structures used in business processes, and allow students to identify key master data for business process execution. Additionally, this course will ensure students can discuss the various SAP type transactions for each business process cycle and identify the key integration points between different business disciplines supporting each business process cycle. This course includes registering for the C _ TERP 1 0 _ 65 certification exam.

The FMS will identify up to 25 students for each cohort. Students complete this program in a 4 week period. All instruction is provided by the USC faculty and courses are taught on the campus of USC. The first iteration will be conducted as a pilot course. FY14 schedule:

Admissions

All students admitted to the program will meet the USC admission requirements. For admission to the ERP SAP TERP10 Course, all students must have an Undergraduate Degree. It is preferred that all students have some experience using the General Fund Enterprise Business System (GFEBS), the Army's SAP ERP system. The FMS will provide a consolidated list ofprescreened candidates to USC for its review. Candidates will complete a USC admissions process·. USC will conduct an admissions review of the applicants and provide the results to the FMS.

Partnership Roles and Responsibilities

USC will: • Identify qualified Army students through a streamlined USC admissions process. • Identify and provide qualified faculty to instruct all course lessons. • Provide facilities for classroom instruction. • Identify course materials (books, articles, etc.) and syllabus in advance of each course. • Provide the billing statement at the outset of each academic term to the government (FMS)

in accordance with the agreed tuition and fees. • Provide feedback to the FMS regarding student performance and lessons learned. • Based on student feedback and FMS recommendations, adjust program as needed.

FMSwill: • Identify a minimum of 15 students to attend each ERP SAP TERP10 course. • Coordinate directly with USC on admissions procedures. • Monitor and coordinate payment of all tuition and fees as described below. • Recommend guest speakers as appropriate. • Seek feedback from USC regarding student performance and lessons learned. • Provide USC feedback from post course student surveys.

Tuition and Fees

• The total outlay for the SAP TERP1 0 program is $7,304 per student to be paid to USC. In addition to the tuition of$7,104 per student, there is a $200 per student "Tech" fee that covers the SAP examination. These costs will be consolidated on one invoice from USC. (Note: Tuition and fees are subject to change on an annual basis)

• The FMS will provide students with the identified books. • The government (FMS) will be billed on a per-student, per-term basis using the above

calculation as each student is registered into the USC system. • Payment is due within 60 days of billing. Funding for the Department of Defense on an

annual basis is subject to congressional appropriation; thus, payments are subject to the availability of funds.

Duration of Agreement

This Memorandum of Understanding is consistent with, and builds upon the General Partnership Agreement (MOU) between Ft Jackson and University of South Carolina dated 19 April 2013 and applies specifically to the Darla Moore School of Business (DMSB) and the Army Financial Management School. This MOU will have a termination date of 5 years from the date of its execution. Either party may terminate this agreement upon 90 days written notice to the other party. The DMSB and the FMS will negotiate the terms for future partnership programs as required.
