SECTION-11. CLEANLINESS
According to section-11 of the factories act 1948, every factory must be kept clean and free from
effluents arising from any drain, privy or other nuisance.Following precautions must be taken-
accumulation of dirt and refuse shall be removed daily from the floors and benches of work rooms,
passages and staircases.
the floor room of every workroom shall be cleaned at least once in every week by washing with
disinfectant. means of draining and maintenance shall be provided where the flooer is liable to become wet.

Inside walls is painted with washable paint At least once in 3 years

SECTION-12.
DISPOSAL OF WASTES AND EFFLUENTS
Section-12 lays down that effective arrangements shall be made in every factory for the treatment
of wastes and effluents due to the manufacturing process carried on therein, so as to render them
innocuous, and for their disposal.
Such arrangements must be approved by the authority prescribed under the rules.

SECTION-13.
VENTILATION AND TEMPERATURE
According to Section-13(1) effective and suitable provision shall be made in every factory for securing and
maintaining in every work-room
adequate ventilation by the circulation of fresh air, and
such a temperature as will secure to workers therein reasonable conditions of comfort and prevent injury
to health.
Section-13(2)- empowers the State Govt. to prescribe a standard of adequate ventilation and reasonable
temperature for any factory or class or description of factories or part thereof.

SECTION-14. DUST AND FUMES
Section 14(1)- deals with the effective measures which should be adopted to keep the work-rooms
free from dust and fume.
Effective measures to prevent the inhalation of any dust or fumes which may be injurious of
offensive to workers employed.
Exhaust appliances should be applied as near as posiible.
Section-14(2)- says that in any factory no stationary internal combustion engine shall be operated
unless the exhaust shall be open air or outside the factory.

SECTION-15.
ARTIFICIAL HUMIDIFICATION
The State Govt. is empowered to make rules for all factories in which the humidity of the air is artificially
increased. The rules should relate to-
prescribing standard of humidification.
regulating the methods for artificially increasing the humidity of the air.
directing prescribed tests for determining the humidity of air.
methods to be adopted for securing adequate ventilation and cooling of the air in the work rooms.
The water taken for humidification shall be taken from public supply or other source and shall be
effectively purified before it is so used.
An inspector may by order in writing, specify measures to be taken to purify the water, if the water is not
purified in the specified manner.

SECTION-16. OVERCROWDING
No room in the factory shall be overcrowded to an extent injurious to the health of the workers.
I order to prevent overcrowding- there shall be atleast 9.9 cubic meters for every worker for the factories in existance before the
commencement of the act,
there shall be atleast 4.2 cubic meters for every worker for the factories which are built after the
commencement of the act.
The chief inspector may paste a notice in the work room indicating the maximum no. of workers
who may be employed in the room.

SECTION-17. LIGHTING
Every part of the factory must be provided with the sufficient and suitable lighting, natural
or artificial or both.
Effective provision must be made for the prevention of glare and the formation of shadows
likely to cause eyestrain or risk of accident to any worker.
The State Govt. may prescribe standards of sufficient and suitable lighting.

SECTION-18. DRINKING WATER
In every factory, effective arrangements shall be made to provide drinking water to the workers. The
following rules are to be observed in this regard-
to maintain drinking water at suitable and convenient points.
clear demarcation of drinking water area in language understood by majority of workers.
no such points shall be situated within 6 meters of any working place, urinals, latrine, spittoon, open
drain etc.
arrangement should be made for providing cool drinking water where the no. of employees are more
than 250.

SECTION-19. LATRINES AND URINALS
In every factory-
sufficient latrine and urinal accommodation of prescribed types shall be provided.
separate enclosed accommodation shall be provided for male and female workers.
such accommodation shall be adequately lightened and ventilated.
should be accessible to workers.
adequate no. of sweepers should be employed o keep latrines and urinals clean.
Where more than 250 workers are employed-
all latrine and urinal accommodation shall be of prescribed sanitary types.
the floors and the internal walls up to the ht. of 90cms. Of the latrines and urinals and the sanitary blocks
shall be laid in glazed tiles.

SECTION-20. SPITTOONS
There shall be provided sufficient no. of spittoons at convenient places and they shall
be maintained in a clean and hygienic condition.
No person shall spit anywhere except in the spittoons. A notice containing this
provision and the penalty for its violation shall be prominently displayed at suitable
places in the premises.
If a person violates this provision he may be fined up to Rs. 5.

Washing facilities (sec 42)
In every factory-a.) adequate and suitable facilities for washing shall be provided and maintained for use of the workers
therein;
b.) separate and adequately screened facilities shall be provided for the use of male and female workers.
c.) such facilities shall be conveniently accessible and shall be kept clean.
The State Government may, in respect of any factory or class, or description of factories or of any
manufacturing process, prescribes standards of adequate and suitable facilities for washing.

Facilities for storing and drying clothing
(sec 43)
The state government may, in respect of any factory or class or
description of factories make rules requiring the provision
therein of suitable places for keeping clothing not worn duringworking hours and for the drying of wet clothing.

Facilities for sitting (sec 44)
Sec 44 provides for sitting arrangement for such worker who are obliged to work in a standing
position in the factories so that they may sit whenever they get a opportunity for rest
Sec 44 also provides for such sitting arrangement which enables the workers working in sitting
position to work efficiently.
The state govt. may by notification in official gazette declare that provisions of subsection 1
shall not apply to any specified factory or class or description of factories or to any specifiedmanufacturing process.

First Aid Appliances (section 45)
According to section 45, readily accessible first aid appliances(with prescribed contents) must
be maintained in every factory during all working hours.
Sec 45 also provides that first aid box shall be kept in charge of a separate responsible person
who holds a certificate in first aid treatment recognized by the state govt.
this sec also provides that a factory shall maintain an ambulance if the no of workers
ordinarily employed therein is more than five hundred.

Canteen
According to sec 46 a canteen shall be maintained in factory if no of workers ordinarlyemployed therein is more than 250.
The state govt. may make rules regarding the standards of such canteen food stuff surve
therein as well as the constitution of managing committee for the canteen etc under sec
46.

Shelters ,Rest room and Lunch
rooms Sec 47 in every factory wherein more than 150 workmen are ordinarily employed there shall
be provided adequate and suitable shelters or rest rooms and lunch rooms for the workers
(shall be sufficiently lighted and ventilated and shall be maintained in cool and clean
condition
The state govt. may also make rules regarding the standards in respect of construction
accommodation.

Creches
Sec 48 provides for maintenance of crche in every factory wherein the no of women
ordinarily employed in 30 for the children of such women .
It also provides for the standards in respect of construction accommodation furniture and
other equipment provided in the creche
the state govt. may also make rules under sec 48 to provide free milk or refreshment or both
for the children in those creches

Welfare officer
According to sec 49 in every factory where in 500 or more workers are ordinarily
employed the occupier shall in the factory such no of welfare officer as may be
prescribed
the state govt. may prescribe the duties ,qualification and condition of service of
officers employed under sub section 1

State Govt. To Make Rules To
Supplement Chapter V Sec 50 Power to make rules to Supplement this Chapter
- the state govt. may make rules
(a) exempting subject to compliance with such alternative arrangement for the welfare of
workers as may be prescribed , any factory or class or description of factories from
compliance with any of the provisions of this chapter.
(b) requiring in any factory or class or description of factories that representative of the
workers employed in the factories shall be associated with the management or the welfare
arrangement of the workers
