INTRODUCTION

PREFACE

The Louisiana Wing of the Civil Air Patrol is composed of over five hundred civilian volunteers (seniors and cadets) who donate their time and skills to perform Missions for America. Formed just prior to World War II, the national Civil Air Patrol (CAP) organization of over 57,000 dedicated civilians is the Official Auxiliary of the United States Air Force, primarily responsible for inland search in partnership with 1st Air Force. CAP broadly divides its activities into three missions: Emergency Services, Aerospace Education, and Cadet Programs.

PURPOSE

The purpose of this Louisiana Wing CAP Emergency Services Hurricane Action Plan is to provide guidance and expectations for our planned emergency services response when a hurricane threatens the State of Louisiana. This plan addresses the actions expected of the LA Wing CAP members, and informs the agencies we support of our willingness to assist them before, during, and after the storm; and is intended to mirror/supplement responses of LA GOHSEP and Parish OEP responses. As always, service is our mission, but the safety of our personnel is the first priority of CAP! Our second priority is the protection of our valued assets entrusted to our members – aircraft, ground vehicles, radio equipment, and office/admin equipment. Of prime importance to us should a hurricane become a threat, is the preparatory planning to care for our ground and air assets; some that must remain “in place” during the hurricane and others that can be strategically relocated to “safe haven” locations until the storm passes. Throughout this preparation

process the LA Wing CAP remains committed to supporting approved requests for our assistance from

US federal agencies, the State of Louisiana offices, and local parish and other governmental entities.

These CAP missions could be multi-faceted to include: relocation flights of key agency personnel and equipment, aerial photos of major highway intersections denoting traffic flow along evacuation routes; assessments of water levels in key infra-structures such as ports, rivers, dams, and lakes; as well as aerial photos of key landmark pre-flood benchmarks, governmental and municipal facilities, schools and public locations; high resolution aerial photos of sensitive targets; and much more. Following the hurricane LA Wing CAP can be of value to all customers for detailed visual and photographic over-flight disaster assessment, “search” actions, and resource re-constitution.

LAWG AERIAL PHOTOGRPAHY

The Louisiana Wing of the Civil Air Patrol (LAWG CAP) maintains an aerial photography capability to respond to a hurricane event within Louisiana. Our volunteer professional members can provide aerial photography and aerial videography from our CAP aircraft, as well as detailed ground photography from our ground teams in our CAP ground vehicles.

LAWG CAP airborne photography capabilities include planning photo missions, conducting airborne photography, post-flight processing, and delivery of high-quality digital images to our customer. Within the State of Louisiana CAP maintains and operates a fleet of 10 aircraft strategically positioned throughout the state, each provisioned with digital photography equipment and highly-trained personnel. Because of the proactive approach to hurricane readiness, LAWG CAP is proud of our ability to launch aerial photography flights and process resulting digital photographs on very short notice.

LAWG CAP personnel are trained in aerial photography to obtain a variety of images depending on the target selected and the purpose of the photographs. Large area overviews allow the evaluation of weather conditions, flooding progress, and the general condition of an area. Near-vertical (nadir) photos allow a vertical look-down perspective, useful for evaluating seawalls, debris buildups at bridges, and the success or failure of sandbagging efforts. These photos can be overlaid onto digital maps for individual or composite aerials. Oblique photos shot at a forty-five degree look-down angle allow for an aerial perspective that includes water height at bridges and levees, damage to buildings and other structures, and the conditions of road usage. LAWG CAP has developed a level of expertise with VIRB 1080p remotely activated HD digital camera/recorders mounted under the wing of CAP aircraft, automatically or manually capturing nadir or oblique photos. LAWG CAP also has ground teams traveling in CAP owned passenger vans which are trained for numerous mission capabilities, including digital photography. A ground-based camera is often very useful to provide an additional perspective and greater detail to a series of airborne photos. In a dual response mission brief, LAWG CAP ground teams are trained and equipped to work in conjunction with our aircrews to produce coordinated photo packages. LAWG CAP (Ascension Parish Composite Squadron) maintains a 38-foot International Harvester Mobile Command Vehicle. This mobile van is outfitted with dual VHF and HF communications plus a mobile “hotspot” for internet connections. The “Grey Ghost” is fully self-contained and can be driven to establish a mobile command post for “on-site” operations. LAWG CAP maintains the computing capabilities to process hundreds of images per day. Processing includes correcting lighting and color balance, verifying geo-location information, and eliminating unusable or duplicate images. This processing improves the quality and the usefulness of images delivered to the requesting agency. LAWG CAP also imprints target and tasking information on each image, in both digital and human-readable formats, and renames each image with a simple easily read filename which allows for agency personnel to quickly identify the target, location, date and time of an image. LAWG CAP maintains the capability to upload these images to the requesting agency's online facilities, deliver the images by hand on portable hard drives, or make the images available on a CAP server for the agency to download.

SUPPORT OF LOUISIANA EMERGENCY OPERATIONS PLAN

While this hurricane plan applies specifically to LAWG CAP, it is designed to mirror, or complement, requirements of the Louisiana Emergency Operations Plan (LA EOP). The LA EOP is established by LA statute and is executed by the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) for all disaster support. The LA State EOP is an all-hazard plan. It assigns responsibilities for actions and tasks that the state will undertake to provide for the safety and welfare of its citizens against the threat of natural, technological, and national security emergencies and disasters. The LA EOP is designed to coordinate closely with the National Response Framework (NRF) and with Parish Emergency Operations Plans. It establishes a base on which further plans, procedures, guidelines, arrangements, and agreements can be developed. It is possible that Civil Air Patrol could be engaged for any of the emergencies covered by the LA EOP; however this document, the LAWG CAP Hurricane Action Plan, is limited in scope to a response based on hurricane activity. Working from a pro-active posture, the LAWG Director of Emergency Services (LAWG DES), with the assistance of wing staff and local squadron personnel, are encouraged to establish a working relationship with the State Asst Director of GOHSEP and OEP Directors and Parish Sheriff Offices throughout South Louisiana. This primary hurricane area is unofficially described as the parishes of LA south of Interstate 10, the areas expected to be most likely affected by a major hurricane along the south Louisiana coastal waters.

DOCUMENT UPDATE TRACKING

In order to keep this ES Hurricane Action Plan viable, local CAP unit commanders and staff shall review this plan annually seeking updates from local supported agencies, and provide input to the LAWG DES/DOV to maintain commonality and compatibility of this plan with their current local situation(s). Such review and modifications shall be completed prior to 1 June of each year, the official beginning of Hurricane Season.

SECTION 1 – PREPLANNING

FEDERAL / STATE INTERFACE

The support provided by the LAWG CAP will be at the request of federal, state, and local governmental agencies; and this support is expected to be integrated with the response provided by those agencies. Since Civil Air Patrol is an integrated functional responder within the State, its response plan must be compatible with the LA Emergency Operations Plan (EOP). This emergency service and disaster relief plan must, in turn follow the principles outlined in the National Incident Management System (NIMS). Integration with the State effort will normally be through the Air Coordination Branch (Air Operations Group) within the EOP which functionally supports all response efforts through the vetting of aviation assets committed to the response. CAP will provide and maintain a Liaison with the ACB as needed for the duration of the emergency.

The activation of Civil Air Patrol (CAP) in response to a hurricane emergency will be dependent upon either a Presidential Declaration of State of Emergency, or a state or parish confirmation of funding to support CAP operations. The Director of GOHSEP has the authority to activate, as well as terminate, the EOP. By statute, activation of the State Emergency Operations Center (EOC) also activates the EOP. In compliance with NIMS principles, the EOP clearly defines where supporting agencies will fit into the overall emergency response. These areas are defined as Emergency Support Functions (ESF). For the purpose of incident management, state and local governments will use the same emergency response terminology used by federal agencies. The EOP has adopted the National Weather Service terminology for a natural disaster conditions, namely by the following postings:

NOTE: Only the Louisiana Wing Commander or his designee may commit CAP resources to any mission. Subordinate commanders are not authorized to independently negotiate with the State of Louisiana for CAP services.

STATUS OF RESOURCES

1. As soon as possible after the danger passes, all squadron commanders shall assess any injuries to LAWG personnel, damage to aircraft, vehicles, facilities or equipment and report their status to LAWG DES and LAWG IC.

2. All preplanned disaster relief (DR) flight missions will be confirmed and flown as soon as possible and the appropriate product delivered to the customer.

3. Units with qualified ground personnel should interface with local agencies (governments, Red Cross, Salvation Army, etc) to determine possible venues for assistance. In all cases the Federal or State response will take precedence over local requests. They should remind those agencies to forward their requests for assistance through the local EOC which in turn can request CAP assistance through the GOHSEP tasking system. In no case may local commanders commit CAP assets without the express approval of the Louisiana Wing Commander.

4. The LAWG IC will decide on the location of the Mission Base and/or Staging Area(s) for post hurricane support. The first location for consideration will be the LAWG Headquarters and Capitol City Composite Squadron complex located at the Baton Rouge Metropolitan Airport (KBTR). Alternate facilities would include:

a. Green Flag East Building at the Alexandria International Airport (KAEX). b. Lake Charles Composite Squadron Facility at the Lake Charles Regional Airport

(KLCH). 5. The LAWG DES will assist the LAWG IC to locate personnel resources to initially provide

a full Incident Command Staff. This resource allocation can be tailored as needed by the taskings given to the LAWG IC.

6. The LAWG IC will contact the CAP LO at EOC to obtain any new requests for assistance that are being processed. If no federal emergency has been declared, alternate funding for requested tasks may be authorized through the standing MOU with the State.

7. The LAWG IC will determine the status and location of all prepositioned CAP resources, including LAWG personnel in the state.

8. The LAWG IC will brief the LAWG CC on the status of the LAWG assets. 9. All unit commanders will attempt to establish contact with all unit personnel to

determine the general state of their preparedness and provide assistance as needed. 10. As requests for CAP air/ground assistance are received, the LAWG IC will coordinate

with the Planning Section Chief (PSC) and/ or the Operations Section Chief (OSC) to issue tasking orders to units for air or ground sorties.

11. The LAWG DO and LAWG LGM will monitor asset status and request additional assets based on the projected needs of the LAWG IC.

12. Flight crews being assigned sorties will be advised to monitor 121.5 MHz and, Becker/Rhotheta equipped aircraft, 406 MHz for emergency beacons and report the location of such beacons to Mission Base, if, and only if, tasked to prosecute the ELT.

13. While most requests for assistance from local and state agencies will be made through their respective channels, it is possible that one or more of those avenues may have failed; and unit, wing, or CAP mission staff personnel may receive a direct request for assistance. Should this occur, such request should be forwarded through CAP channels,

via the CAP LO at EOC. Should circumstances require any LAWG member to take a direct request for CAP assistance, he/she should obtain the following information:

a. Name of the organization requesting assistance. b. Name of the person making the request. c. Position/title of the person making the request (must have funding authority). d. Phone number or other means of contacting the requesting individual. e. The request in detail. If a flight operation is requested, it must be accompanied

by an estimated flight time. If a request is ground related, the number of personnel and duration of the need should accompany it.

14. The LAWG IC will direct all requests for assistance to the NOC for approval. 15. Should LAWG need additional assets or support personnel, the LAWG IC will make that

request to the LAWG CC who, in turn, may request support through the Southwest Region Commander.

16. No request will be tasked without prior approval from NOC except as directed by the LAWG CC.

LAWG CAP HEADQUARTERS STAFF RESPONSIBILITIES

The LAWG Director of Emergency Serviced (DES) is responsible to review and issuance of necessary changes to this plan prior to the start of hurricane season each year (1 June). These changes could relate to CAP interface with current or amended EOP policies and procedures, as well as plans for movement and/or security of CAP assets. Updates to priority target listings for potential LAWG CAP taskings should also be coordinated with respective GOHSEP, OEP, and parish OEP and sheriff’s offices. LAWG DES is the primary coordination office with outside agencies and for coordination within the LAWG Commander’s staff. LAWG DES is responsible to brief the LAWG Commander (LAWG CC) and senior staff officers on the overall plans and procedures to be conducted during hurricane operations. The LAWG Director of Operations (LAWG DO) is responsible for assignment of aircraft resources and for the operational use of both land and air operations. Updates to assigned aircraft locations should be reported to the LAWG DES prior to each annual plan release. The LAWG Aircraft Maintenance Officer (LAWG LGM) is responsible to inform the LAWG CC, DES, DO, and senior staff officers on the operational status changes of any of the 11 LAWG aircraft. The LAWG Director of Communications (LAWG DC) is responsible for the issuance of aircraft and ground radio equipment, as well as the frequency programming of this equipment. LAWG DC is also responsible for the installation and operational status of the VHF radio repeater stations located throughout the state for expanded radio capability. Upon notification of an impending hurricane the LAWG DC should immediately assess the operations of these repeater stations and confer with LAWG Squadron Communications Officers for assistance in establishing long range HF net operations. The status of all LAWG radio assets and

communication preparations and/or communication concerns should be forwarded to LAWG DES. The LAWG Director of Administration (LAWG DA) and Director of Personnel (LAWG DP) should validate the current MIMS status of all LAWG personnel resources and complete updates as required. A status report of all assigned LAWG personnel should be immediately forwarded to LAWG DES, DO, and CC. The LAWG Vice Commander (LAWG CV) and Chief of Staff (LAWG CS) should assist the commander in any way possible and coordinate with squadron commanders in the performance of their hurricane preparations.

LAWG CAP GEOGRAPHICAL AREAS

The territory of LA Wing CAP is divided into three (3) geographical areas: Area 1 encompasses squadrons from Alexandria to the north including Alexandria (CENLA Composite Sqdrn and Green Flag East Senior Sqdrn), Monroe (Gen Claire Chennault Senior Sqdrn), and Shreveport (Shreveport Senior Sqdrn and Barksdale Composite Sqdrn). Area 2 consists of squadrons below Alexandria and west of the Mississippi River in southwest LA to include Lake Charles (Lake Charles Composite Sqdrn), Lafayette (Lafayette Composite Sqdrn), and Patterson (St Mary Parish Composite Sqdrn). Area 3 consists of squadrons east of the Mississippi River to include Baton Rouge (Capitol City Composite Sqdrn), Gonzales (Ascension Parish Composite Sqdrn), Hammond (Hammond Composite Sqdrn), Covington (St Tammany Composite Sqdrn), Kentwood (Tangipahoa Cadet Sqdrn), and New Orleans (Ponchartrain Cadet Sqdrn, Billy Mitchell Senior Sqdrn at Lakefront Airport, and Alvin Callender Composite Sqdrn at Belle Chase NAS).

LAWG CAP LOCAL SQUADRONS

Each LAWG CAP unit commander shall develop a specific squadron plan to provide guidance to members for the safety and protection of CAP personnel, as well as to assure security of squadron assets. This includes the disposition of ground vehicles, aircraft, radio equipment, food rations and unit supplies, etc. Predetermining of safe, secured storage areas should be of high priority. Considerations for movement of ground vehicles/equipment and aircraft should be reviewed with respective squadron commanders and plans for such movements coordinated with the LAWG DES. Local squadron commanders and squadron ES officers should interface with local airport authority personnel so as to be a part of their operations development planning for pre-disaster, during disaster, and post disaster modes of operation. Coordination should include such things as the use of airport electrical generators for hangar door opening and fuel pump operation, airport lighting and instrument approach systems, VOR systems; as well as their ability to provide fuel and/or other basic services for local airport operations. The squadron commander and squadron ES officer should also determine the availability of shelter, food, and other logistics should long term operations be required. This would aid in

determining the need for the acquisition of necessary items for damage assessment and disaster relief after storm passage. The squadron ES officer should have on hand a complete and current Alert Roster (LAWG Form 21) listing all unit personnel availability and equipment Status. This Alert Roster should be immediately updated as to the availability of air crew members (mission pilots, mission observers, and mission scanners) and ground team leaders (GTLs) willing and able to respond on short notice to the impending disaster. The forwarding of a current and accurate Alert Roster to the LAWG DES is of the utmost importance for meaningful status reports and future tasking of resources. Personnel involved with the relocation of an asset should prepare to deploy for the duration of the hurricane and until a safe return is possible. Coordination with neighboring local squadron commanders is expected by all unit commanders well in advance of the storm. Squadrons throughout the state (in particular Area 1, the units north of I-10) should be prepared, ready, and willing to assist other units on a moment’s notice. These unit commanders and squadron ES officers should ensure current Alert Rosters are on file with the LAWG DES. With Safety as our #1 Priority, all squadron personnel are expected to “volunteer” their services and offer equipment anywhere the need exists. Given their central location at Alexandria International Airport (KAEX), the Green Flag East Facility is designated as the primary Staging Area for consolidated LAWG CAP operations. Since the CENLA Composite Squadron also meets at this location, both the squadron commander and the Green Flag East Detachment Commander are jointly responsible for logistical support considerations for possible extended operations at the Primary Staging Area.

PLANNING CONSIDERATIONS

A hurricane emergency presents a constantly changing situation, and any plans must be flexible enough to change with the demands of the storm. Planners should realize that most geographical references to a named storm’s location are related to the eye of the storm. Severe weather phenomena (strong winds, heavy rain, sleet or hail, tornados, etc.) will probably precede the eye of the storm by hours, if not days. Pilots should exercise extreme caution for winds that exceed CAP aircraft capabilities (15 knot crosswinds) or winds exceeding CAPR 70-1 limitations that restrict aircraft operations (takeoff, landing, or taxiing) if wind velocity exceeds 30 knots for a dry runway, further limited to 25 knots if the runway is wet. While consideration should be given to moving aircraft further north, away from the Gulf Coast, this should be tempered by the fact that weather improvement after the storm will begin in the southern part of the state. The use of aircraft for post-storm activity could be delayed if the aircraft and crew are waiting in the northern part of the state for weather improvement while the southern part of the state is safely flyable. If the aircraft’s home base provides a strong hangar, not in a flood prone area, consideration should be given to keeping the aircraft at its home base for early post-storm deployment. Discussions should commence with unit commanders, the LAWG DO, DES, and senior staff (CC, CV, CS) to pre-determine the best course of action for evacuation prepositioning of assets or for “shelter in place” of assets for affected units. Based on the LA Wing Commander’s (LAWG CC) directives, unit assets and personnel will either remain in place safely secured or be deployed to a “safe haven.” At the direction of the LAWG CC, the LAWG

DES will then be responsible to notify all squadron commanders as to their expected actions. Coordination with the federal, state, and local agencies will also be established by the LAWG DES at the direction of the LAWG CC.

SECTION 2 - BEFORE THE STORM

EQUATORIAL OR CARIBBEAN STORM FORMATION

Any time a tropical weather system develops in the equatorial region or the Caribbean Sea, LAWG units should begin making preparations as if the storm is of great magnitude and will directly hit the Louisiana coast. Plans should be reviewed for implementation while there is still time before the storm could arrive. Squadron commanders should brief all air crew members and ground team leaders on current planning; and they in-turn should confirm their availability for action. All unit personnel should be kept aware of the status of the unit plans and offer assistance as required. The LAWG DC will provide updates to the LAWG staff on the location and severity of the hurricane, as well as the operational status of repeater communication stations. Pre-storm movement of equipment or personnel is NOT AUTHORIZED without the approval of the LAWG Commander (his/her designee implied throughout this document). The following guidelines are provided in preparing for an impending hurricane emergency:

(H-72 Hours, storm located in Gulf of Mexico)

1. After adequate consultation with LAWG senior staff, and the SW Region Liaison Officer (SWR LO), the LAWG CC is expected to direct the LAWG DES to brief the current status of the wing and request mission authorization from the CAP National Operations Center (NOC, 334-953-5823). Issuance of an Aircraft Relocation Mission Number by the NOC (as noted in the Web Mission Information Reporting System, WMIRS) will signal the start of air and ground operations by the LAWG. Only with this mission number assignment, or as directed by the LAWG CC, should resources be committed. The LAWG CC will also appoint an Agency Liaison Officer (LO) to temporarily represent LAWG at the GOHSEP EOC. If and when needed, he/she will prompt and assist EOC personnel in preparing a request for a Mission Number from the Air Force National Security Emergency Preparedness (AFNSEP) Duty Officer.

2. Following coordination with the NOC and their issuance of a Mission Number, the LAWG DES will brief all squadron commanders on the status of the LAWG and of any actions to be taken. The LAWG DES will also contact key LAWG personnel having responsibility for the movement and/or security of aircraft, vehicles, and other CAP assets to determine their availability and utility.

3. The LAWG DES will also establish coordination with the POC for GOHSEP at the LA governor’s office, and through key unit commanders, establish coordination with local parish sheriff offices and OEP directors for pre-hurricane requests for assistance.

4. All unit commanders will brief their unit members, confirm resource availabilities, and begin preparations to receive operational tasking. Any updates to the Alert Roster/Resource Availability Report (LA-CAPF 21) should be communicated immediately to the LAWG DES, who in turn, forwards the updates to the EOC LO.

5. Each squadron ES officer is responsible to evaluate and brief his/her unit commander on the status of assigned aircraft and vehicles. If aircraft or vehicles are inoperable due to maintenance, all efforts will be made to complete the maintenance as soon as possible. If the assets cannot be moved, the location of each asset shall be noted in the unit status report. Any endangered assets will be reported immediately to the LAWG DES and to the local unit commander.

6. Each squadron commander will brief the LAWG DES on the status and readiness of their unit using the LAWG Alert Roster, identifying available qualified personnel and assets.

7. Following the squadron status reports, the LAWG DES will brief the LAWG CC on the status and readiness of the Wing

(H- 48 Hours, storm located in Gulf of Mexico)

1. The Wing Commander will appoint an Incident Commander (IC) having operations authority for the disposition of all LAWG assets and personnel.

2. The Wing Commander, in concert with key senior staff advisors (CV, CS, DO and DES), will evaluate conditions of the impending storm and the availability of CAP assets in the projected impact area(s).

3. The Wing Commander will approve plans regarding evacuation of assets considering: a. Movement of aircraft stationed south of I-10 and I-12 as to:

i. Proximity to storm impact area ii. Availability of hardened aircraft storage area at home base(s)

iii. Probability of risk of flooding at home base(s) b. Decisions to move assets will be implemented immediately since deteriorating

weather, over time, may prohibit the movement of aircraft and/or vehicles c. All sortie information for any aircraft/vehicle movement should be entered into

WMIRS prior to departure from home station utilizing WMIRS, if able. If WMIRS is not available, direction for launch can be provided by the Wing CC or IC. Deployment sorties should be closed-out in WMIRS as soon as possible upon arrival at the deployment destination

4. The LAWG Agency Liaison (AL) will be requested to contact the appropriate military installations to obtain Prior Permission Required (PPR) permits or other authority to conduct operations to/from those facilities, as necessary. Other USAF or other military related requests are also to be coordinated through the SWR LO.

5. The LAWG DES will regularly coordinate with squadrons having custody of an aircraft and update the plan for that aircraft.

6. The LAWG DES will regularly brief the LAWG CC, the IC, squadron Emergency Services and Disaster Preparedness Officers, as well as squadron commanders on the status of the current LAWG plan and taskings.

7. The LAWG DES with also contact squadron commanders of those units with no aircraft and direct them to activate their units’ Hurricane Action Plan. In addition to exercising their plan, each squadron commander and/or squadron ES officer is expected to forward their updated Alert Roster to the LAWG DES and to be ready for post-storm tasking from the IC.

8. The LAWG IC will maintain coordination with the EOC through the duty officer. After consultation with the duty officer on the status of the LAWG assets, the LAWG IC will then brief the LAWG CC and staff on the current EOP status.

9. The LAWG IC will assign aircraft and ground unit assets to locations as requested by the LAWG DES or the CAP Liaison Officer (LO). The IC will direct tasking of personnel to staff these units based on requirements of projected tasking.

10. The LAWG LG, through unit commanders, will ensure that all CAP buildings, offices, hangars, etc., as well as any equipment and critical records contained in them are secured.

11. The LAWG DC will ensure that LAWG has established High Frequency (HF) radio contact with the NOC through the Automatic Link Establishment (HF/ALE) system and will determine whether LAWG will be involved with the National Communications System SHARES (SHAred RESources) radio network during the emergency.

12. The LAWG DC will also be responsible for directing the setup and operational testing of LAWG communications links throughout the state. The status of operations capability will be reported to the LAWG CC, DES, and the appointed IC. This should include such actions as:

a. Assistance with determining the best location, setup, and testing of communication links between the squadrons and the mobile command post(s)

b. Activation of the communications equipment at mission base and any designated operations locations

c. Ensuring that mobile command post(s) have all necessary equipment for VHF-FM, VHF-AM, HF/HF-ALE operations

d. Confirming that all battery powered communications equipment expected to be used will have battery back-up for 36 hours of continuous service

e. Ensuring that unit commanders outside of the affected area are notified to pack and prepare to move backup communications equipment, along with the required antennas and power supplies, into the disaster area

13. The LAWG Director of Logistics (LAWG LG), through squadron commanders/unit communications officers, will ensure that all generators are tested and ready for operation. Fixed generators will be fueled to maximum capacity. Portable generators will be tested and then, with portable communications equipment, secured to be ready for use during and after the storm. Additional reserve fuel should be acquired and stored in an approved safe location. In addition, unit communications officers should ensure that rechargeable backup batteries are placed on charge and that a good supply of batteries are available for each piece of equipment.

14. All unit personnel should contact their squadron ES officer to offer assistance in preparing their unit for the storm.

15. Each squadron ES officer will ensure that all unit personnel in any danger area are making personal preparations for the storm. If the individuals’ plans are to evacuate,

the unit ES officer should prepare and keep a list of evacuees’ destinations and phone numbers in order to contact them, if necessary.

WHEN A HURRICANE WARNING IS POSTED

(H- 36 Hours, storm located in Gulf of Mexico)

1. It is expected that storm preparations, both CAP and personal actions, should be

completed by this time, however: a. Any remaining preparations should be given the highest of all priories at this

time. b. Should any squadron or wing staff personnel be out of town, fellow squadron or

wing personnel should assist in making preparations for the absent individuals’ property and families.

2. The LAWG IC will now become the LO to the State EOC. 3. The LAWG DO will assure that all aircraft and moveable ground equipment are safely

positioned at their assigned locations. Again, the movement of potential threatened aircraft and ground equipment should receive the highest priority.

4. The LAWG DO will notify the Green Flag East Detachment Commander and the CENLA Squadron Commander to prepare for emergency operations at the AEX Staging Area. In anticipation of AEX operations, a Staging Area Manager will be appointed by the Wing CC / IC.

5. The LAWG DO will ensure that all final preparations are complete, or in progress to be finished as soon as possible. He/she will brief the LAWG CC and DES on the status and actual location of all assets and the availability of personnel that may be deployed after storm passage.

6. The LO will brief the EOC/Duty Officer on the status of the LAWG and receive any initial request for missions that will be needed after the danger passes.

7. Squadron ES officers are expected to contact their local Emergency Preparedness Offices, American Red Cross, and Salvation Army POCs to advise them to channel their immediate and expected “after storm” needs for CAP assistance through their own chain of command representatives at the EOC.

8. If necessary, LAWG Headquarters and/or Mission Base will be secured and personnel will return home or to a safe location. The LAWG DO and the LAWG DES will brief the LAWG IC on the location and status of LAWG equipment and personnel.

9. A final LAWG preplanning meeting will be held at a safe location or by conference call to make any necessary changes or additions to the initial response plan. The projected storm path will be checked against flooding predictions to determine the best placement of resources after the storm.

10. The LAWG DES will make a final status report to the LAWG CC of all LAWG equipment and personnel.

11. All personnel will take every precaution for assuring the safety of themselves and their families before and during the storm. Any personnel needing assistance should contact their squadron ES officer as soon as possible.

SECTION 3 - DURING THE STORM

(H0 Hours, Landfall)

PERSONNEL SAFETY

At all times, including during the storm, the personal safety of our people is the highest priority. Personnel should remain indoors and avoid travel unless emergency requires such travel. If travel is deemed essential for the safety and welfare of personnel the “buddy system” should be in effect to provide awareness, concern, and follow-up of all movements to ensure safe arrival at destinations. Utilization of the Organization Resource Management (ORM) safety methodology to mitigate as much risk as possible is a MANDATORY process for any personnel who must travel during the storm.

RADIO COMMUNICATIONS NETS

The National Civil Air Patrol organization operates one of the largest civilian communications networks in the world. With both High Frequency (HF) and Very High Frequency (VHF) capability, this net can play an instrumental role in any disaster relief effort. The HF net is based on the NOC operation of the Automatic Link Establishment (HF/ALE) system. This system automatically links the Wing HF radio capability to the national system through a suite of HF frequencies. Simply stated, the HF/ALE system uses “smart” radios to simplify the operation of an HF radio. This allows an operator to produce good HF communications results without an in- depth knowledge of HF propagation and frequency requirements. HF radios provide for long range communications as opposed to VHF short range line-of-sight communications. In the event of primary communications failures (land lines, cell towers, etc.), CAP is authorized to participate in the HF network known as SHARES (SHAred RESources). This net is maintained by the National Communications System and facilitates long range communications between authorized agencies in the event of primary commercial and/or military communications loss. LAWG is equipped to participate in both HF/ALE and SHARES long range communications.

VHF nets are used for shorter range communications due to their limitation of line-of-sight propagation. The range of VHF radios installed in CAP aircraft is enhanced by the altitude of the aircraft. Another method of increasing the range of VHF radios is through the use of repeaters. LAWG is equipped with repeaters throughout the state that allow for VHF communications over greater distances. Please note Figure 1 for the name, location, and range of each of the LAWG repeater stations. In anticipation of a likely commercial power failure, each CAP radio station should plan to be operational on emergency power for a period of not less than thirty-six (36) hours. During the

initial operating period, all attempts should be made to secure additional generators or batteries for extended operations. LAWG has access to seven (7) squadron based HF radios, five (5) home-based stations, and eight (8) mobile units to be used to augment all unit communications. Use of these radios should be done in coordination with LAWG Director of Communications. Communications logs for base stations or net control operators shall be maintained during any disaster relief mission, or other mission as required. Operators of these nets are authorized to pass official message traffic such as current weather conditions, emergency related messages, and other information which may be needed in planning additional responses to the emergency situation. In many cases, a station near the hardest hit areas may be able to relay damage reports and requests for assistance from local governments when no other means exist. Information being handled on these nets is considered sensitive, for official use only (FOUO), and not for public release. No CAP radio station will provide any information to the press or to the general public. Any request for information will be forwarded to the designated coordinating radio station which, in turn, will pass the request to either the LAWG IC or the assigned LAWG Public Affairs Officer (LAWG PAO) for consideration for dissemination.

(H+ 1 to H+24 Hours and Beyond, 24+ hr Response After Storm Passes)

STATUS OF RESOURCES

17. As soon as possible after the danger passes, all squadron commanders shall assess any injuries to LAWG personnel, damage to aircraft, vehicles, facilities or equipment and report their status to LAWG DES and LAWG IC.

18. The LAWG Agency Liaison (AL) will be assigned to the EOC/ to replace the LAWG IC who now resumes IC duties at Mission Base.

19. All preplanned disaster relief (DR) flight missions will be confirmed and flown as soon as possible.

20. Units with qualified ground personnel should interface with local agencies (governments, Red Cross, Salvation Army, etc.) to offer assistance. They should remind those agencies to forward their requests for assistance to their contacts in the EOC who can then work to assign CAP ground assets to assist with their local agencies’ needs.

21. The LAWG IC will decide on the location of the Mission Base and/or Staging Area(s) for post hurricane support. The first location for consideration will be the LAWG Headquarters Building and Capitol City Composite Squadron Building located at the Baton Rouge Metropolitan Airport (KBTR). Alternate facilities would include:

a. Green Flag East Building at the Alexandria International Airport (KAEX). b. Lake Charles Composite Squadron Facility at the Lake Charles Regional Airport

(KLCH). 22. The LAWG DES will assist the LAWG IC to locate personnel resources to initially provide

a full Incident Command Staff. This resource allocation can be tailored as needed by the taskings given to the LAWG IC.

23. The LAWG IC will contact the CAP LO at EOC to obtain any new requests for assistance that are being processed. If no federal emergency has been declared, alternate funding for requested tasks may be authorized by the Wing Commander.

24. The LAWG IC will determine the status and location of all prepositioned CAP resources, including LAWG personnel in the state.

25. The LAWG IC will brief the LAWG CC on the status of the LAWG assets. 26. All unit commanders will attempt to establish contact with all unit personnel to

determine the general state of their preparedness and provide assistance as needed. 27. As requests for CAP air/ground assistance are received, the LAWG IC will coordinate

with the Planning Section Chief (PSC) and/ or the Operations Section Chief (OSC) to issue tasking orders to units for air or ground sorties.

28. The LAWG DO and LAWG LGM will monitor asset status and request additional assets based on the projected needs of the LAWG IC.

29. Flight crews being assigned sorties will be advised to monitor 121.5 MHz and, Becker equipped aircraft, 406 MHz for emergency beacons and report the location of such beacons to Mission Base, if, and only if, tasked to prosecute the ELT.

30. While most requests for assistance from local and state agencies will be made through their respective channels, it is possible that one or more of those avenues may have

failed; and unit, wing, or CAP mission staff personnel may receive a direct request for assistance. Should this occur, such request should be forwarded through CAP channels, via the CAP LO at EOC. Any request for direct US Air Force support should be routed through the USAF Emergency Preparedness Liaison Officer (USAFEPLO) at the EOC.

31. Should circumstances require any LAWG member to take a direct request for CAP assistance, he/she should obtain the following information:

a. Name of the organization requesting assistance. b. Name of the person making the request. c. Position/title of the person making the request (must have funding authority). d. Phone number or other means of contacting the requesting individual. e. The request in detail. If a flight operation is requested, it must be accompanied

by an estimated flight time. If a request is ground related, the number of personnel and duration of the need should accompany it.

32. The LAWG IC will direct all requests for assistance to the NOC for approval. 33. Should LAWG need additional assets or support personnel, the LAWG IC will make that

request to the LAWG CC who, in turn, may request support through the Southwest Region Commander.

34. No request will be tasked without prior approval from NOC except as directed by the LAWG CC.

CLOSURE OF EOC AND DEACTIVATION OF EOP

(H+ TBD Hours, Recovery)

The Director of GOHSEP has the authority to terminate the EOP and close the EOC. He also has the authority to release assets such as CAP when they are no longer needed. When CAP is released by EOC, units will use the assigned Mission Number to move assets and personnel back to their home bases. Commanders should re-emphasize our NUMBER 1 PRIORITY - SAFETY during the demobilization phase activities. Entry of sortie completion information for air and ground sorties into WMIRS is essential to the proper assessment of status of the sortie and accounting for sortie expenditures. Other mission support expenditures by authorized individuals must be submitted to the LAWG Administrative Coordinator accompanied by original receipts. It is expected that squadrons located in impacted areas may need continued assistance. It would be prudent for neighboring unit commanders to check on impacted squadrons and offer assistance as needed. Basic subsistence supplies such as groceries, batteries, fuel, etc. may be delivered by CAP aircraft or ground vehicles with the proper request submitted to and approved by the NOC for disaster relief. Work duty and rest periods are dictated by CAPR 60-1 and will be adhered to by all personnel. A summary of these include:

1. Crew duty for “on duty” incident commander shall be no more than 12 hours in a calendar day. If sufficient ICs are not available to ensure continuous coverage, a request for assistance shall be forwarded to the NOC through the LAWG CC.

2. Staff personnel should be relieved from mission duty for periodic rest during any duty period. Six (6) hours of continuous rest within each 24-hour period is recommended.

3. Aircrew duty period. Aircrew duty period starts when an aircrew member reports for official

duty and ends with the final sortie to be flown during the aircrew duty period when engines

are shut down. The maximum aircrew duty period is 14 hours of official CAP duty. Aircrew

members will not exceed 9 hours of flight time between periods of crew rest. When

authorized by the wing or higher commander or their designee, the PIC may extend the

maximum aircrew duty period and/or the flight time within the period up to 2 hours to

compensate for unplanned mission delays, provided the additional time (in excess of the

standard requirements listed in this paragraph) is individually approved by all aircrew

members conducting the respective mission, and an appropriate risk assessment is made by

the commander and PIC involved.

4. Crew Rest. Aircrew members must have 10 hours of crew rest between the last official CAP

duty and the first official CAP duty in the next duty period; this accommodates 8 hours of

uninterrupted crew rest/sleep and two hours of personal preparation/travel time. Refueling,

de-briefing, uploading imagery, or other official business that requires active participation of

an aircrew member interrupts or delays that aircrew member’s crew rest period; crew rest

periods cannot begin until after the completion of official duties. Each aircrew member is

individually responsible to ensure that he or she obtains sufficient rest during crew rest

periods.

SECTION 5 – CALL FOR UPDATES

It is imperative to the rapid response expected of the LAWG CAP by our tasking customer(s) that regular coordination among all the “players” is achieved. It is incumbent to all CAP commanders, senior staff, and directors to work very closely with our civilian counterparts in the federal, state, and local government agencies to maintain a complete and accurate target listing of priority “targets.” With a pre-coordinated listing of potential targets of interest, Homeland Security, Disaster Preparedness, and Damage Assessment Missions can quickly begin when, not if, the next hurricane threatens the State of Louisiana and its citizens.
