O n Oct. 2, 2016, some 98% of those Hungarians who voted rejected a referendum that asked “Do you want the European Union to be entitled to prescribe the mandatory settlement of non-Hungarian cit- izens in Hungary without the consent of parliament?” Because fewer than 50% of eli- gible voters participated, the results were invalid. Prime Minister Viktor Orbán still claimed victory and promised a constitutional amendment to block the imposition of the EU policy. Some saw the rejection of the policy as a first step toward Hungary’s exit from the EU, in imitation of the British decision to leave the EU (see Special Reports on pages 292 and 296).
