PROPERTY VISITS assessor or his representative may visit and inspect a property situated on

the territory of the municipality between 8 am and 9 pm, from Monday to

Saturday, except on holidays. The person must have an identification card

with his photograph, issued by the Director General of the MRC, and he

must show this on request. Furthermore, the vehicle used is also clearly

identified with the logo of the assessment department of the MRC de La

Haute-Yamaska.

The property visit, which will include taking photos of the buildings, will

begin in April of this spring in the Val-Maher and chemin Ostiguy sector,

and will then continue in the Montagne sector of Shefford. In 2018, we will

complete the inventory in the centre of the municipality in the surrounding

sectors of Waterloo and the village of Warden. Should the taxpayer be

absent repeated times when the assessor or his representative comes to

inspect, a card will be left so the owner can make an appointment.

A CALL FOR HELP TO RESIDENTS! SHEFFORD TOWNSHIP HISTORY We are calling on everyone who lives or has lived in the township to share their stories with us, whether

through photos, anecdotes or documents. We would especially like to have old photos of Shefford Township

to prepare a heritage circuit which we hope will see the light of day in the fall of 2017.

For the new municipal assessment rollThe assessment department of the MRC de La Haute-Yamaska, which

services the Municipalité du Canton de Shefford, will carry out new property

inspections in 2017 and 2018 to prepare the next assessment roll. It will

be deposited between August 15 and September 15, 2018, and will come

into force on January 1, 2019. Since the last visits were some eight (8)

years ago, a substantial revision will be necessary to bring fairness to the

property values on the assessment roll, and to modernize it to bring it into

compliance with the Municipal Taxation Act.

To prepare the new assessment roll, the assessor or his representative

will carry out a complete visit to the properties. Mssrs Pierre Bessette and

Gérard Ménard have been assigned to carry out this task.

We note that according to article 15 of the Municipal Taxation Act, the

elementry school, the multifunctional community centre and the

Coopérative de solidarité Santé Shefford)

The elementary school

This project began in 2012 with an application to the authorities of the

Val-des-Cerfs school board (CSVDC). This request was forwarded to the

Ministry of Education (MEQ) following the school board elections in 2014.

Since then, the school board members have regularly approved and sent

forward our resolutions to the government bodies. Just this past December

2016, we learned that the school project was still on the table because

we were asked, through the school board (CSVDC) authorities, to send a

resolution by which the township of Shefford agreed to give the land for the

construction of an elementary school. We were told that the Minister would

not announce any new schools in 2016, but would do so in the spring of

2017. We hope that our application will be among the projects announced!

The multifunctional community centre confirmed

Following the municipal elections in 2013, your council decided to retain

the idea of studying the feasibility of a multifunctional community centre.

A committee was struck to carry out a preliminary study the objectives

of which were to assess the needs of the community for such a facility

and to establish the estimated cost of the construction to allow us to first

obtain the financing for this project under the Fonds de développement des

communautés from the MRC de La Haute-Yamaska. The council of mayors

of the MRC awarded us the sum of $60,000 from this fund to prepare the

plans and specifications. Then, we presented an application for a grant

from the Fonds des petites collectivités (FPC) Volet 2 (a fund for small

communities). This funding, if obtained, will allow the Municipality to obtain

a grant of 66 % of the cost of our community centre. Unless we obtain this

funding, we will not be able to build in the immediate future.

The Coopérative de solidarité Santé Shefford

This citizens’ committee and the people who seek health care services did

an excellent job of research and consultation among the citizens. This first

study made it possible to consider creating a healthcare coop. In Septem-

ber 2016, the cooperative applied for a grant under the Fonds de dévelop-

pement des communautés to firm up this service for our population. The

application was refused by the council of mayors of the MRC de La Haute-

Yamaska, despite the fact that the application had been accepted by an

apolitical committee. The amount sought by the Coopérative and accepted

by the apolitical committee was $100,000. This sum would have been used

to purchase equipment and carry out the interior finishing of the health

cooperative. Losing this grant made it necessary for the committee for the

Coopérative to redo its business plan.

As soon as your council knows the future of these three projects that our

community needs, we will be happy to provide more information.

WELCOME TO A NEW EMPLOYEE…The Municipality is pleased to introduce you to its new secretary-receptionist,

Mrs. Louise Boisseau. She began working for us on January 26.

Mrs. Boisseau comes to us with a great deal of experience on all fronts:

general administration, accounting and secretarial. Her expertise and

personality add themselves to the already welcoming and professional

characteristics of the staff of the Municipalité du Canton de Shefford.

PARC DES MONTAGNARDS: ATTENTION DURING THE SPRING THAW!*The Parc des Montagnards is CLOSED during the spring thaw period, and

closure is strictly monitored. This temporary closing of the park, which will

occur soon, will be announced on the internet site of the Municipality and

on the Facebook page of the CENS-Parc des Montagnards.

Unfortunately, the closing and re-opening dates for the park cannot be de-

termined in advance, since the condition of the trails during the thaw, and

snowfall and climate conditions are determining factors in this decision.

When the thaw begins, we strongly recommend that before you go to the

Parc des Montagnards, you go to the internet site of the Municipality and/

or the Facebook page for CENS-Parc des Montagnards. Here you will find

clear information about whether the Parc des Montagnards is closed. If

there is no message that the park is closed, you can consider the park

open. Please note that you will also find out, via these platforms, whether a

park closing is planned. The notice of an imminent closing of the park and

the notice of the official closing will also be clearly posted at the entrance

to the Parc des Montagnards, at the appropriate times.

The closing of Parc des Montagnards and its trail are intended to protect

them during the spring thaw. Park use during this time damages, and may

even ruin the trail in places, and the sides protected by the creation of

runoff sloughs to take the water away from the trails by hikers. Only last

year, volunteers from Conservation Espace Nature Shefford (CENS) had to

spend many hours to repair damage caused by hikers who decided to

ignore the ban on using the park.

The Parc des Montagnards is a collective treasure. Let’s protect it to pres-

erve the benefits it offers and its beauty, and, as well, to respect the work of

these volunteers. In addition, don’t forget that when the park is closed, you

will still be able to go to the Parc écologique Jean-Paul-Forand to hike. The

trails in this park have been specially constructed to dry quickly, making

them usable in all seasons.

WALK, RUN, PEDAL!By Denise Papineau, municipal councillor

Hiking and walking, jogging and biking are becoming ever more popular

in our region, both for our pleasure and physical well-being. These active

transportation modes are more and more popular for commuting to work or

daily shopping. This is true across the province and in Shefford as well; we

see more hikers, bikers, joggers on our roads at all hours, in all seasons,

during the week and on the weekend. This is a positive indicator of a heal-

thy, lively, confident and sustainable municipality.

To develop an even more attractive and safe environment for our citizens,

your council studies a variety of solutions to improve movement by foot or

bicycle. Whether in natural surroundings, as are the trails in the Parc des

montagnards or the Parc Jean-Paul Forand, in residential areas, in new or

existing housing projects, or on the major traffic corridors, we plan to gra-

dually improve public thoroughfares to make active transportation easier.

The territory, the roads network and infrastructures are closely related, and

they are the three levels of factors to consider in creating an environment

favourable to walking and biking. We will be paying close attention to these

three aspects and to the habits of citizens who are already regularly using

some of these transportation axes for their travels.

This process begins with a long term vision to maximize resources as the

region evolves. Once the major lines are determined, it will be easier to

add the short branches to the network, to weave the network more closely

together and make it accessible for young families and other active

generations and for seasoned sports practitioners. Whether one has a half-

hour of free time, a few hours or a day free, the opportunity to hike, starting

from your doorstep, and to enjoy managed trails nearby, will contribute to

developing the lure of being active outdoors and the feeling of security.

Care for our citizens is at the heart of our concerns to promote the kind

of developments that lead to a municipality where the quality of life is

everywhere present and respected.

INFORMATION EVENING, A CALL TO ALL CITIZENS

For the last several months you have been receiving information from

various local media sources about the creation of a Shefford health coop.

Last fall we made a request for funding to the MRC de La Haute-Yamaska to

help cover some of the costs of equipment and furnishing the future clinic.

At the MRC meeting held on December 14, our request for this assistance

was turned down. However, this refusal does not threaten our project in

any way and our board of directors has since met to rethink our funding

strategies. In this regard, we also met with the mayor of the Municipalité du

Canton de Shefford, Mr. André Pontbriand and his council to explore ways

in which the municipality itself can help support us. Subsequent to this

meeting, the town has now voted to grant us a sum of money equal to what we can gather from the population. Along with this major

indication of support from the Municipality, we are currently in discussions

with another partner to round out the financing of equipment and furniture.

It is now up to the population to step forward with its own support for the

Coopérative de Solidarité Santé Shefford. To that end we are now intensi-

vely involved in a membership campaign with a minimum objective of 1000 members prior to our annual general meeting which is planned for

June 2017. The cost of a share is $50 and it is reimbursable. It is also pos-

sible to obtain another share as a supporting member for a cost of $500.

Our objective is to have 100 supporting members. We encourage all

local companies, businesses and professionals to support us in this vital

community well-being project.

USEFUL INFORMATION

Trees and branches

Every property owner has the responsibility in any season to trim branches

or cut trees that may hinder road circulation. However, before you cut down

a tree, please contact the municipality’s urbanism and environment service

to determine if a permit is required.

Fencing in agricultural areas

All fencing in agricultural areas must be installed outside the municipal

right of way to facilitate the maintenance of proper circulation (i.e. haying,

drainage ditch cleaning, signage, snow removal, etc.).

Waste collection containers

Your trash and recycling containers must be placed within the access area

to your property, in every season. Thank you for respecting this requirement.

Temporary carports

As winter comes to an end, it is time to give some thought to dismantling

your winter car shelter. This structure is allowed from October 15 to April

15 each year, to essentially cover the snowy season. Beyond that, it must

be taken down.

A new type of septic installation system has now been authorized

Tertiary septic disinfection systems using ultraviolet rays have been allowed

on municipal territory since November 1, 2016.

While rarely required during the construction of a new residence or

replacing an existing system, the Municipality now offers the opportunity

to take advantage of this system that has worked well elsewhere in the

province. This will allow property owners whose soil permeability is not

optimal or whose available surface is not sufficient for a traditional drainage

field, to easily treat their waste water and still respect the environment.

TRAINING OUR FIREMENBy André Cadorette, director of fire prevention services

This past January 27, some 22 fire prevention officers representing the

six regional municipalities (Shefford, Waterloo, Bromont, Roxton Pond,

Cowansville and Farnham) met at the Shefford fire station for a day of training

on managing a ‘’Mayday’’ situation. It was all about dealing directly with a

crisis situation in which one or more firemen returned from a call in some

form of distress. The safety of our responders is always paramount to us

when we intervene. That is why the officers of the six services wanted to offer

this training to everyone.

The regional fire services are increasingly called to work together. The uni-

formity of our intervention techniques is therefore of primary importance if

we are to be cohesive units when we work together. This eight-hour training

session, which combined both theory and practise, unfolded smoothly thanks

to everyone’s enthusiasm and the leadership and organization of our captain,

Mr. Jean-François Girard.

A brief summary of firemen training:Training of one initial fireman (0 to 25,000 inhabitants): 255 hours;

Training of fireman 2 (25,000 to 200,000): 120 hours;

Training of officers (0 to 25,000 inhabitants): 150 hours;

Specialty functions such as the operator of the auto-pump and the elevation

vehicle: 30 hours each.

What are they?

An invasive exotic species is a plant, animal or micro-organism (virus, bac-

teria or fungus) that is introduced outside its natural setting. Its establish-

ment or propagation may become a threat to the environment, the economy

or society.

How do they get here?

Most invasive exotic species are introduced into our environment through

ships’ ballast, by pleasure craft, by activities such as fish-keeping (aqua-

riums), horticulture or aquaculture and by trade in animals kept as pets.

Transportation, specifically of merchandise, diseases in species living in

the wild, and wood used for packaging and heating may also serve as the

point of entry.

INVASIVE EXOTIC SPECIES*

What impact do they have?

On the environment:

Introduction and propagation of invasive exotic species have a major im-

pact on local biodiversity. They cause the displacement of indigenous spe-

cies through predation or competition for food and other resources. They

can also decrease the genetic diversity of certain indigenous species, by

crossing with them, and they are a threat to some rare or fragile species.

More globally, invasive exotic species can disrupt or harm the composition

of natural ecosystems, and compromise their sustainable functioning.

On the economy:

Control and management of invasive exotic species can be difficult and

costly. These species may have a negative impact on forest, agricultural

and aquacultural productivity. Infestations of invasive exotic species (EEE,

the French acronym) can even have a negative impact on property values.

On society:

Infestations can also have negative impacts on society. They can affect

human health by increasing the risk of disease or by causing human or

animal suffering. Water, or nature-based recreational activities, such as

canoeing or hiking, can also be limited or harmed by the presence of or

infestation by invasive exotic species.

What should you do?

• Avoid planting these species.

• Eliminate or keep these plants under control. Cutting and repeated har-

vesting can limit the growth of these plants but there is a risk that they

will be propagated by growing from plant fragments left in the ground

or the dispersal of seeds. If you try to get rid of them, make sure that

you get everything (stems, inflorescences, roots). Do NOT just throw

them away outside and be especially careful if you are near a water-

course. Attention: Giant hogweed can also present health risks to you.

• Do NOT compost these plants. It is best to get rid of them permanently

by drying (stems), intense heat or fire (roots, rhizomes, inflorescences,

seeds.)

• Check and clean the machinery (excavator, lawn mower, agricultural

machinery) after working where there are such infestations.

• Furthermore, if you are moving about in or on the waterfront or bank

of a stretch of water, don’t forget to clean canoes, motor boats, trailers

and all-terrain vehicles before going to another stretch of water.

• Choose and grow non-invasive species!

THE GREENING OF SPRINGBy Denise Papineau, municipal councillor.

To celebrate the first day of spring, a press conference will be held at

the Shefford Parc de la Mairie to announce a full range of environmental

activities to be staged across the MRC Haute-Yamaska. For a tenth year,

organizers who recognize the value of our natural areas have joined

forces to publicize and promote concrete activities and actions to protect

and improve our natural heritage. Among the activities proposed are an

invitation to the population to get to know and invest in their own areas.

There are proposals to suit every taste and every age during the spring

revival.

Environnement Haute-Yamaska is a group of partners whose objective is to

share activities, information and knowledge, to reflect on the issues at stake

and to develop environmental projects in the region.

THE YAMASKA, IT’S YOUR HABITATBy the Organisme de bassin versant de la Yamaska (OBV-Yamaska)Are you concerned about the condition of the water flowing through your

municipality? You are not alone! The Organisme de bassin versant de la

Yamaska (OBV Yamaska) has developed an action plan in collaboration with

the stakeholders and we would like to work with farmers, citizens’ groups and

municipalities, among others. Visit our website (www.obv-yamaska.qc.ca),

follow us on social media, subscribe to our newsletters, and learn more

about our projects and events related to the management of water in the

drainage basin. Since the winter of 2015, the six main MRCs in the drainage

basin of the Yamaska River, including the MRC de La Haute-Yamaska, have

been working together to better manage our waters. The Regroupement des

acteurs municipaux de l’eau de la Yamaska (a group of municipalities involved)

is concentrating its efforts on the protection of the waterfront buffer zones and

promoting good agricultural practices.

A Shefford resident more than steps up to the plate

We are pleased to announce that one of our citizens, Mr. Stéphane Paradis,

is one of the ten finalists in the contest, ‘’LADN Montérégie, édition 2017’’,

a competition to recognize Leadership, Audacity, Determination and Inno-

vation among the entrepreneurs of the region. The organizer of this contest,

the Table d’action en entrepreneuriat de la Montérégie, will crown the four

winners this coming March 22.

The Municipality extends its warm congratulations to Mr. Paradis and his

company, Équipements sportifs Un par Un inc., which makes sports pro-

ducts exclusively for athletes, for having reached the finals of this competi-

tion. We will all be pulling for him on March 22 to ‘’knock it out of the park’’

and finish first.

This donation of material has allowed our recreation people to build a practical

cabin - which can be dismantled - for municipal events. The major advantage for

us is that it can be used on any site.

This tiny cabin, christened ‘’The Shack’’, will allow us to better respond to many

of our needs, including as a service and welcome kiosk, a place to store equip-

ment during events, a small heated spot for employees during a winter activity, a

distribution place for Halloween candy, and so on.

This much appreciated corporate sponsorship will be proudly acknowledged on

OPEN HOUSE AT PARC NATIONAL DE LA YAMASKA

Saturday, May 27 is a date to mark in your calendar. As part of the 2017

spring edition of Printemps vert de la Haute-Yamaska, the parc national de

la Yamaska will host an open house for residents of the MRC de La Haute-

Yamaska. The entire population is therefore invited to discover or rediscover

this special protected territory.

Forty years ago this year, the former Choinière dam-reservoir was created

with various tracts of land. To remind residents of its history there will be

tours offered on rabaska canoes as well as information near the dam itself.
