Elva Reyes, chairwomanof the Lansing for Cesar E.Chavez Committee, said theparade, dances and live mu-sic in Lansing served as acelebration before the com-mittee works to raise funds to build an en-trance for the plaza, located at Old Town’s

Lot 56, to honor the deceased civil rightsactivist.

In September, Lansing City Council ap-proved the plaza name, along with an hon-orary additional name of Cesar E. ChavezAvenue for Grand River Avenue. The deci-sion was made about a year after the effortbegan, Reyes said.

“We have such an opportunity,”said Summer Schriner, an Old Townbusinesswoman addressing councilmembers Oct. 18. “Things have al-ready been put in motion.

Anna Malavisi walkedthrough the unfinishedhome on South Washing-ton Avenue last week andalmost couldn’t believe itwill soon be hers.

She already can pictureherself and her threedaughters there — studyingin the living room, cookingtogether in the new kitch-en, her bookshelves againstthe wall.

“There are three bed-rooms and two bath-rooms,” said Malavisi, aMichigan State Universitygraduate student and a sin-gle mom. “I can’t believeit’s going to be mine.”

As of Oct.16, it was.Malavisi and her daugh-

ters are the 100th family tobe placed in a home by theLansing office of Habitatfor Humanity, an interna-tional nonprofit that buildshomes and provides mort-gages for low-income peo-

ple.Volunteers started build-

ing the home on the MSUcampus in September aspart of a partnership withthe Whirlpool Corp.

The house was thenmoved to its permanent lo-cation in Lansing.

The Oct. 18 council voteduplicated the previousweek’s — with Brian Jef-fries, Carol Wood, EricHewitt and Derrick Quin-ney voting against recon-sideration, just as theyvoted againstthe incentives.

Their vote came despitelanguage in the 2008 saleagreement for the old CityMarket property that wassupposed to become Mar-ket Place. It specificallystates that the “developerand city each agree touse commercially reason-able efforts to pursue allsupport available for theproject such as brownfieldfinancing (and) brownfieldtax credits.”

Gillespie has spent sev-

eral months debating withlabor groups over “projectlabor agreements.” PLAsare pre-hire collective bar-gaining agreementsestablishing wages and oth-er workplace rules. Theyessentially stipulate unionwages for the workers.

And labor groups turnedout, as they did the weekbefore. What was notice-ably different were the au-dience members wearing “Ilove Lansing” T-shirts.

Schriner wore one asdid Matthew Penniman, aLansing resident.

“Lansing is in competi-tion with the other cities inthe Midwest,” he said, urg-ing passage of the incen-tives.

About 30 people spoke,taking both sides of the de-bate.

The council’s tied voteon Oct. 11 convinced someresidents — Joe Manzella,regional programs managerfor the Lansing EconomicArea Partnership Inc., andRory Neuner, a policy an-alyst for the Safe Routesto School National Partner-ship — to announce theirintentions to run for Coun-cil in 2011.

They rallied a campaignon Facebook, an online so-cial networking site. Thatcoming together led to theoutcry at the Oct. 18 meet-ing.

“We can’t play thesegames anymore,” Manzellasaid at the meeting, wear-ing his “I love Lansing” T-shirt.

Of the “no” voters, allbut Jeffries are up for re-election next year.

Brownfield plan for Knapp’s building renovation OK’dThe Lansing City Council passed the

brownfield plan for the renovation of theformer Knapp’s department store to its de-velopment and planning committee.

The plan would allow Eyde Co. to seek$4.9 million in Michigan Business Tax cred-its.

In all, Eyde is seeking $24.5 million inincentives. The latest project budget, in-cluding financing costs, is $36.4 million.

The East Lansing developer plans toturn the long-vacant building at the cor-ner of Washington Square and Washtenaw

Street into a mixed-use building withretailers, office space, a business incuba-tor, high-end apartments and undergroundparking.

The council postponed a hearing on anapplication for a $2 million BrownfieldsEconomic Development Initiative grant forthe project.

Eyde in August announced it had notreceived the grant but plans to reapply.Developers will likely wait to seek coun-cil approval until later this year when theyhave their application ready.

“We started seeing our people gettingrefinancing approvals,” Paquette said. “Wethought, ‘If these people can get a refi-nance, there’s a problem.’ We’re workingwith the poorest people. It was predatory,and we saw it coming.”

At least one of their homeowners whorefinanced ended up losing the house,family support manager Heather LaFavesaid.

The Habitat homeowners who stuckwith their original mortgages have beenseemingly immune to the nation’s foreclo-sure storm.

Only four of the families they’ve helpedsince 1987 have lost their homes to fore-closure, while in recent years defaults

have risen dramatically across Michiganand the nation.

There were 915 foreclosures in Ing-ham, Eaton and Clinton counties in Sep-tember alone. Foreclosures that monthwere up 15.1 percent over August, and areup nearly 38 percent from a year ago.

The difference, LaFave said, is thatHabitat doesn’t look at mortgages as abusiness transaction.

It’s part of an ongoing relationship cen-tered on a single goal: keeping families insafe, stable homes.

“We don’t want to take houses back,”Paquette said. “That’s not what we’re herefor. We will be in tears.”

So will Malavisi, but hers will be thegood kind.

“I’m speechless,” she said. “I can’t ex-press how I feel. I am so grateful to Habi-tat.”

Halloween can be frightening -- even dangerous -- for thefamily dog and cat. Pet owners should take precautions toprotect their best friends from Halloween dangers that rangefrom chocolate to burning candles to strange sights and sounds

Place candy out of reach. Chocolate is toxic for dogs: just oneounce can be life threatening for a dog weighing 10 pounds. Andcandy wrappers can cause choking. Have pet-healthy treats onhand to distract pets from candy.

Put burning decorations up high. Awagging tail can knock over acandle or small jack-o-lantern, causing injury to the pet and the possibility of fire. Be sure yourpet does not have easy access to Halloween decorations.

Keep your dog on leash. Even well-behaved petsmay suddenly run out an open door in pursuitof trick-or-treaters. It’s a good idea to have your pet wearing his identification tags, too – justin case he gets loose.

If you want your pet to wear a costume, choose one that won’t restrict his movements or coverhis eyes. Be sure there are no small pieces he might swallow. Introduce it slowly, one piece ata time, and let him to get used wearing it before the big night.

Some pets become anxious at the shrieks and shouts and constantly ringing doorbell. If yoursis nervous, confine him to a room in the back of the house and check on him regularly. If youwill be out for the evening, consider taking him to a boarding kennel, where he will have com-pany and be away from the sights and sounds of the night.

LANSING — The Cap-ital Area Humane Society(CAHS) will more than dou-ble its low-cost spay andneuter program to help con-trol the area’s growing pop-ulation of unwanted pets,thanks to a $80,000 grantfrom PetSmart Charities,the organization announcedtoday.

A new spay/neuter clin-ic will open early next yearat 5919 S. Cedar in Lansingwith additional supportfrom the Humane Alliance,a network of low-cost spay/neuter clinics based inAsheville, N.C.

“We want to humanely

reduce the homeless petpopulation in Greater Lan-sing with a focus on serv-ing pet owners with limitedfinancial means,” said JuliaPalmer, president and CEOof CAHS. “Difficult econom-ic times don’t just createhardships for individual andfamilies - they have a dra-matic impact on pets aswell.”

Lansing was identifiedas a region in high-needof low-cost spay/neuter ser-vices based on the area’seconomy, and homeless-petproblem. The number of un-wanted pets and incidentsof pet neglect have been

mounting in Ingham, Eatonand Clinton counties overthe years, overloading localshelters.

The new facility will al-low CAHS to provide 11,500spay and neuter surgeriesannually, up from the cur-rent 5,000.

Surveys suggest thatnearly 90,000 companionpets (cats, dogs and feralcats) in low-income house-holds in the Tri-County areahave not been spayed orneutered and that nearlyhalf of those live in house-holds where the ownerswould prefer to have thesurgery performed — if they
