If any sec-tion, subsection, sen-tence, clause, phrase or portion of this or-dinance shall be de-clared unconstitutional or void for any cause, such part shall not affect the remaining parts or provisions of this ordinance. W h e r e a s , it being immediately necessary for the pres-ervation of the peace, health and safety of the City of Guthrie and the inhabitants thereof that the provisions of this ordinance be put into full force and ef-fect, and emergency is herby declared to exist by reason whereof this ordinance shall take effect and be in full force from and after its passage as provided by law.
