APPROVING THE REQUEST FOR THE GRANT OFSONA INCENTIVE AWARD TO ALL OFFICIALS AND EMPLOYEES

OF THE BLURB, CHARGEABLE AGAINST THEAVAILABLE FUNDS OF THE BOARD

WHEREAS, the Key Shelter Agency Employees Association has requested therelease of the SONA Incentive Award for CY 2007, citing the appreciation andrecognition of the contributions and untiring efforts of all officers and employees of theKey helter Agencies in the successful attainment oftheir common goals as evidenced bymarked improvements and developments in housing and shelter, which were among theachievements cited by Her Excellency, President Gloria Macapagal Arroyo in her Stateofthe Nation Address last 23 July 2007;

WHEREAS, the grant for the request of the SONA Incentive Award finds legalbasis under Section 2, Rule X ofthe Omnibus Rules Implementing Book V ofExecutiveOrder No. 292 (Administrative Code of 1987), which reads :

'The system is designed to encourage creativity. innovativeness,efficiency, integrity and productivity in the public service by recognizingand rewarding officials and employees individually or in groups, for theirsuggestions, inventions, superior accomplishments, and other personalefforts, which contribute to the efficiency, economy. or otherimprovements in government operations, or for other extraordinary actsor services in the public interest. "

Moreover, Section 35, Chapter 5, Subtitle A, Title I, Book V ofEO292 provides:

"The President or Head of each department or agency isauthorized to incur whatever necessary expenses involved in therecognition ofpersonal efforts of ubordinate officers and employees ofthe government which contributed to the efficiency, economy or otherimprovement ofgovernment operations. ,.

WHEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED TOAPPROVE the request to grant SONA Incentive Award at a reasonable amount, thefunding ofwhich shall be charged against the available funds ofthe Board.

REQUEST OF KSA EMPLOYEES' UNIONS FOR GRANTOF SONA INCENTIVE AWARD FOR CY 2007

This refers to the Memorandum from the presidents of the seven (7)employees' unions of the key shelter agencies (KSAs) requesting the VicePresident and HUDCC Chairman Noli De Castro for the grant of the SONAIncentive Award to each officer and employee of the KSAs, namely: Pag­IBIG Fund, NHMFC, NHA, HLURB, HGC, SHFC and HUDCC, in theamount of FIFTY THOUSAND PESOS (PSO,OOO.OO).

In view thereof, please be informed that the aforesaid request findslegal basis under Section 2, Rule X of the Omnibus RulesImplementing Book V of Executive Order l~o . 292 (AdministrativeCode of 1987), which reads:

"The system is designed to encourage creativity,inno vativeness, efficiency, integrity and productivity in thepublic service by recognizing and rewarding officials andemployees, individually or in groups, for their suggestions,inventions, superior accomplishments, and other personalefforts, which contribute to the efficiency, economy, or otherimprovements in government operations, or for otherextraordinary acts or services in the public interest. .~The grant of the SONA Incentive Award, however, is left to the sound

discretion and approval of the management of your respective agenciestaking into account the availability of funds for the said purpose andsubject to the existing accounting and auditing rules and regulations.

This is to respectfully request your goodself for the grant of the State-of-the Nation Address(SONA) Incentive A ward to each officer and employee of the following key shelter agencies,namely: Home Developm ent Mutual Fund (HDMF), National Home Mortgage FinanceCorporation (NHMFC), National Housing Authority (NI-IA), Housing and Land UseRegulatory Board (I 'ILURB), Home Guaranty Corporation (HGC), Housing and UrbanDevelopment C oord inati ng Council (HUDCC) and the Social Housing FinanceCorporation (SH F ') in the amount of FIFTY THOUSAND PESOS (PSO,OOO.OO).

The grant of this benefit would be in appreciation and recognition of tile co ntribution anduntiring efforts of all the officers and employees of the above-mentioned age ncies in thesuccessful attairunent of their common goals and endeavors as ev ident: d by markedimprovements and developments in housing and shelter which were among theachievements cited by Her Excellency, President Gloria Macapagal-Arroyo in her State­of-the-Nation Address last July 23, 2007.

This request finds sound legal basis as stipulated under Sec. 2, Rule X of the OmnibusRules Implementing Book V of Executive Order No. 292 (Administrative Code of 1987)and to wit:

Section 2. The System is designed to encourage creativity, iunovativenessefficiency, integrity and productivity in the public service by recognizing andrewarding officials lind employees, individually or in groups, for theirsuggestions, inventions, superior accomplishments, and other personalefforts which contribute to the efficiency, economy, 01' other improvement ingovernment operations, 01' for other extraordinary acts or services ill thepublic interest.

Funding for this purpose shall be subject to the availability of funds for Employees Benefitsof the respective agencies and to the existing accounting and auditing rules and regulations.

SIR, the officers and employees of the different Key Shelter Agencies will forever beindebted to your good self by the grant of the said benefit especially in these times ofturmoil and economic crisis as it will help alleviate their already depressed and dampenedspirit.
