Empanelment for

Hospital Architect Consultants

1. BACKGROUND Various health care facilities like District Hospitals, Community Health Centers, Primary Health Centers, Sub Centers, and Dispensaries including residential quarters are situated in different district of the State. A few healthcare facilities are to be constructed afresh and some existing buildings need comprehensive repairs, periodical repairs, strengthening, retrofitting and reconstruction. 2. OBJECTIVES

Haryana State Health Resource Centre (HSHRC) requires the services of suitably qualified and registered Architects & Consultants to provide comprehensive Architectural & Engineering Consultancy Services including preparation of Plans, Designs, Interior Designs, Estimates of Cost, Tender document etc. for various health related infrastructure works in Haryana. HSHRC intends to empanel Architect-Consultants for development of Health related infrastructure projects likes construction of hospital buildings both big and small in nature. Request for Proposal are invited from reputed Architect-Consultants for taking up comprehensive Architectural & Engineering Consultancy Services including preparation of Plan, Design, Interior Design, Estimates of Cost, Tender document etc. TERMS OF REFERENCE (TOR) FOR EMAPANELMENT OF HOSPITAL ARCHITECT CONSULTANTS 3. SCOPE OF WORKS

3.1 GENERAL

The Consultant Firm shall provide comprehensive consultancy services in project conceptualization covering space utilization, keeping in view with the FAR available out of the total plot area, feasibility study w.r.t structural safety & other statutory issues. Functional and equipment requirements and shall integrate both existing & proposed building as single unit. Shall prepare preliminary project report, project cost estimation, detailed architectural engineering and service design, detailed project report, preparation of bid document, draft NITs etc. The design consultancy will cover mainly but not restricted to the following: Documented pre design studies which will involve preparation of reports in

regard to site survey and if required soil investigation.

Reports, drawings and other related documents for architectural and related engineering disciplines that will include electrical, sanitary and plumbing, heating ventilation and air-conditioning, equipment planning, fire detection and fighting, gas manifold, interior design, landscaping, site development and signage.

3.2 SPECIFIC ACTIVITIES

The consultants will submit the following submittals for the works as mentioned under the scope of works above. The submittals shall be for each type of health facility and related buildings at each of the sites. Discussion with users at their places for requirement should be done for which minutes of meeting and other report are to be given.

3.2.1 Site survey/site plans The consultant will visit the sites for visual assessment of the site and the surroundings. The survey findings will have to be backed up by photographs. Site survey including the soil investigation reports (if required) along with the site plan indicating the physical dimensions of sides and diagonals and the existing location of structures if any, adjoining properties, existing trees, natural drainage, sub-soil water level, any electrical lines, sewers or drains that may be passing through or near the site, orientation including north direction will be documented for the above mentioned sites in A3/A2 sheet size format.

3.2.2 Project report Preparation of project report for each type of health facility and related buildings at each site that will include: Executive summary Project description, scope, and narrative These sections will serve to summarize and clarify the proposed design and program for a health facility including staff housing. In addition to stating facts of the project, they should also illuminate the goals and concept behind the process used for arriving at these facts. Sizing and utilization of space This will take into account programmatic and functional needs as they relate to room size, basic equipment, furniture, circulation, structural, mechanical, electrical, medical equipment and space requirements that must be included in a health facility including Staff Housing. Diagrammatic plans These plans will illustrate how the sizing and utilization of space works as an actual building plan resulting in most efficient, effective spatial relationships both horizontal and vertical. The plans should also include the structural

system, electrical and sanitary, plumbing system, fire detection and fighting, gas manifold, lifts, DG set, laundry, boiler, laying of internal communication system, CCTV camera, LAN, PA system etc. and any other mechanical systems proposed in the design.

Site analysis and use plan The purpose of site analysis is to inventory and analyze the natural and human imposed conditions of the site to determine the development constraints and opportunities. The process will include: Collecting and reviewing of site restrictions if any as pertaining to site utilization capacities. Review of local traffic conditions, and analysis of how they affect site access, exiting, and circulation. Review of existing site information, including surveys and geo-technical information, to determine constraints or opportunities afforded by site size, shape, or condition. Site visits, for visual assessment and photographs of both the actual site as well as its surroundings.

3.2.3 Preparation of Concept design and Site plan

This will include: Location on site, the Health and related facilities including support spaces. Location of vehicular circulation and parking. Location of landscaping and other special site features. Architectural floor plans including elevations and sections. Structural and related engineering drawings. All designs shall confirm to and fulfill the requirements of latest Indian building codes and practices. Designs should consider the internal traffic flow of patients, staff and other services. All the structural design and drawings shall have to be proof checked by HSHRC or its assignees and compliance to the remarks raised shall be carried out in shortest period.

All the design parameters relating to above shall be included in the project report.

3.2.4 Preparation of Preliminary drawings.

Technical input by engineering expertise in the field of electrical, sanitary and plumbing, HVAC, equipment planning, vertical transportation, fire detection and fighting and gas manifold would be required at this stage. Interior design and material finishes would also be addressed.

3.2.5 Preparation of working drawings for execution of works at site.

The consultants shall prepare all detailed drawings at required scale including part details for the following disciplines: Architectural Electrical (internal and external) Sanitary/plumbing (internal and external) HVAC (AC, Mechanical ventilation, Exhaust) Fire detection and fighting Equipment planning Gas Manifold Vertical Transportation ETP/STP RO Plant DG Set Laundry CSSD Kitchen Internal Communication such as phone, CCTV cameras, Public Address System etc. Landscaping Site development (boundary wall, entrance gates, roads, pavements, paths) Interior design (if required) Signage (internal and external), name boards

3.2.6 Preparation of Tender documents (BOQ and the estimates).

The consultant shall prepare the BOQ (Bills of quantities) and the estimates as per the requirement in size A3 for each individual structure, consolidated per site and consolidated as per the lot. The specifications will be in A4 sheet size format. Detailed estimate and the specifications for the project shall be prepared on the basis of sanctioned SOR (schedule of rates) for current year and of respective district of the B & R department and non-SOR (schedule of rates) items where ever applicable shall be supported by rate analysis. Two draft copies and soft copy will be submitted to HSHRC or its assignees for approval. Detailed estimate of structure to be dismantled, items wise as per Government prevailing norms and bill of quantities should also be prepared. On approval of the draft tender documents (BOQ and specifications) by HSHRC, the consultant shall prepare final copies of the specifications and bills of quantities. (2 copies) All estimates should provide structure wise, site wise as well as lot wise details.

3.3 DESIGN GUIDELINES

(A) For Repairs, Strengthening, Retrofitting and Reconstruction Methodology for repair, retrofitting, strengthening should be worked out as per the requirement of the structures and as per latest IS codes. The consultation of Seismic Advisor if required should be taken. The consultant would have to produce required design for review as per suggestions of Seismic Advisor/ Structural Consultant.

(B) For New Construction The consultant will have to prepare type design of Health care facilities (SC, PHC, CHC, DH and Dispensary) as per requirement and the well integrated site plans for such structures. Alternative type designs including the internal organizations of the various room groups and their special relations to one another should be provided. The final design for each site must take into consideration the shape of the site, the most appropriate entrance point, its orientation towards access roads, neighboring buildings, the sun and prevailing wind direction, and to the architecture of the surrounding buildings, particularly the older ones, which have distinct design features. Thoughts must be given to incorporating verandahs and courtyards, which give shade and permit cross-ventilation, rainwater drainage, rainwater collection and harvesting. Consideration should also be given to installing natural cooling systems, solar water heaters and other innovative features to reduce the costs of energy consumption. Environmental aspects, such as the safe disposal of hospital waste should also be given special importance. The building design must comply to the disabled friendly guidelines. Particularly where old, well-functioning buildings are to be replaced, the aim should be to apply the positive features of the old buildings, while incorporating the requisite structural security and any necessary material and functional improvements. The system of fire fighting shall be developed. The system of collection of rain water shall be developed at each site and requisite proposal along with plan shall be specifically included for water harvesting as per latest practice.

The provision shall be made including sump, pump, electric motor and underground /overhead tanks of sufficient capacity. The feasibility of tube well may be decided at site of work and necessary provision may be made for tube

well, pump room etc. with submersible pump and other accessories if not in existence. The provision of septic tank, soak pit and feasibility of drainage connection to the existing drainage system available in the town should be checked and provision should be made accordingly by the consultant. The architectural design of the proposed buildings should be such that enables these to merge completely within the surroundings.

3.4 CONSULTANT’S SUBMITTALS FOR PARTICULAR ASSIGNMENT

All submittals (from 3.2.1 to 3.2.6) shall be submitted to the Haryana State

Health Resource Centre headed by the Executive Director for necessary

approvals and if need be, appropriate amendments shall be carried out by

the consultant at every stage of submission.

Architectural drawings, related and ancillary engineering drawings including

backup calculation along with the tender documents at every stage of

submission will be closely scrutinized by HSHRC or its assignees.

All above submittals will be computer generated using latest Microsoft Word,

Excel, Project, and Power point software programs where ever applicable. All

Architectural and related engineering drawings shall be prepared using the

latest version of Auto Cad and other engineering software program.

Structural designs and drawings shall be proof checked by HSHRC or its

assignees and/ accordingly the consultant shall comply his structural designs

and drawings as per its comments.

The consultant will submit (2 sets) of drawings and (2 copies) of documents

related to architectural and engineering works to HSHRC for approval at

every stage of submission.

The consultant will also submit soft copies of the drawings in Auto cad

format and PDF format and other engineering drawings in the respective

formats. Soft copies of the BOQ, estimates and specifications will also be

submitted at the time of final submission.

4. SUBMISSION OF BIDS

i. The ‘ORIGINAL’ proposal shall be prepared in indelible ink. It shall contain no inter-

lineation or overwriting, except as necessary to correct errors made by the firm itself. Any such corrections must be initiated by the person or persons who sign(s) the Proposals.

ii. All pages of the ‘ORIGINAL” Proposal shall be signed by the eligible authority.

iii. The RFP should be submitted in ORIGINAL in an outer sealed envelope containing

two separate envelopes, labeled as part I and part II along with the cost of document in the form of Demand Draft of Rs. 5000/- (Five Thousand) in a separate envelope in favor of ED, Haryana State Health Resource Centre payable at Panchkula. The two envelope shall be labeled as follows:-

iv. Both the above mentioned envelopes should put together by applicant consultancy

firms in one single outer envelope. It shall be sealed and should be clearly labeled as "Bid for Empanelment of Hospital Architect Consultants". Also the envelope must be clearly marked “DO NOT OPEN, EXCEPT IN PRESENCE OF THE TECHNICAL COMMITTEE” and should be delivered by speed-post/courier/by hand, not later than 1500 hrs on 22-09-2014 at the following address:-

v. Completed proposal must be delivered on or before the Bid Due Date and time.

4.1 PRE QUALIFICATION CRITERIA (PART I)

Should have satisfactorily completed at least two works of similar nature in health

related infrastructure works whose total project cost should not be less than Rs.

10.00 crore in Government, Semi Government / P.S.U. or Large Private Sector

Companies in the last three (3) financial years.

The applicant should not have been debarred or blacklisted by any State/Central

Government authorities. The applicant would furnish an undertaking to this effect.

**Part II containing technical bid would be opened only for those entities who are

pre qualified on the basis of the above criteria. In rest of the cases part II would not

be opened. Part II shall be further given score on the following criteria.

4.2 SELECTION CRITERIA (PART II)

The firm shall be weighted on the basis of 100 marks assigned for the credentials (Technical and Financial Capabilities) details of which are as follows:- a. Average annual turnover in last three years-Maximum 20 marks.

50 to 100 Lakh 100 to 150 Lakh 150-200 Lakh More than 200 Lakh 5 marks 10 marks 15 marks 20 marks

b. Total number of healthcare projects costing minimum Rs 10.00 crore and above

completed in last three financial years - Maximum 20 marks.

c. Experience of Technical Person (the profile of technical persons would be as under) -Maximum 30 marks.

Architect

Minimum B.Arch. with 10 years experience and must have handled large size projects. Should be registered with Council of Architects. Knowledge of AutoCAD will be appreciated.

Hospital Planner MBBS and MHA/M.Phil in Hospital and Health Management with minimum 5 years experience in Hospital and Healthcare Consultancy

Structural Engineer Minimum BE or B Tech (Structural) with minimum 5 years experience and must have handled structural design of buildings.

Civil Engineer. Minimum B.E. Civil having minimum 5 year experience or Diploma Civil having minimum 10 years experience and must have knowledge of building construction and public health engineering.

Electrical Engineer Minimum B.E. (Electrical) having minimum 5 years of experience or Diploma (Electrical) having minimum 10 years experience in internal wiring, external electrification A/C ducting, HVAC etc.

Biomedical Engineer Minimum B.E. (Biomedical) having minimum 7 years of experience in equipment planning and medical technology

d. Experience in constructing other projects having project cost of minimum 10.00 crores or above -10 marks

e. Presentation relating to firm’s usefulness before Technical committee- 20 marks.

On the basis of aforesaid selection criteria only top five applicant Consultants will be selected for empanelment. The empanelment would be valid for a period of three (3) years. However empanelment of more Consultants in future would be at the sole discretion of HSHRC.

4.3 DETAILS OF ANNEXURES TO BE SUBMITTED:

Following details are to be submitted by the Agency/individual along with the application.

PART I

i. Name and address of firm/individual along with Registration No. (Annexure 'A' and/or Annexure 'B')

ii. List of healthcare related Projects/Building completed in last three financial years costing above Rs. 10.00 Crore each (Annexure ‘C’)

iii. An affidavit stating that the applicant has not been debarred/blacklisted by any State/Central Government. PART II

iv. Turn over details with Copy of audited Balance Sheet for the last 3 Financial Years. (Annexure 'D')

v. List of healthcare related projects/building completed in last three (3) financial years having total project cost of not less than Rs. 10.00 Crore each. (Annexure ‘E’)

vi. Organization chart/list of Technical Professional with bio-data of each professional. (Annexure ‘F’)

vii. List of other projects/building completed in last three (3) financial years having

total project cost of not less than Rs. 10.00 Crore each. (Annexure ‘G’)

5. Pre-Bid Conference

Haryana State Health Resource Centre (HSHRC) will host a Pre-Bid Conference, schedule for which would be intimated later on. HSHRC may incorporate any changes in the RFP based on acceptable suggestions following interactions held during the pre-bid conference. The decision of HSHRC regarding acceptance of any suggestion shall be final. It may not be possible at the Pre-Bid Conference to answer questions which are received late. However, prospective applicants are free to raise their queries during the meeting and responses will be conveyed to all the prospective bidders (by way of hosting amendments/ clarifications on the website. The representatives of the interested organizations may attend the pre-bid conference at their own cost. The purpose of the conference is to provide applicants with information regarding the RFP and the proposed solution requirements in reference to the particular RFP. HSHRC shall provide each bidder with an opportunity to seek clarifications regarding any aspect of the RFP during the pre-bid conference.

6. Issue of Clarification

HSHRC at its own initiative or in response to a clarification requested by a prospective applicant(s) can issue corrigendum. All corrigenda would be published on the website of the Haryana Government; www.nrhmharyana.org, www.haryanahealth.nic.in, www.hshrc.org. All such corrigenda shall be binding on all the applicants. The applicants are also advised to visit the aforementioned website on regular basis for checking necessary updates. All enquiries from the applicants relating to this RFP must be submitted in writing exclusively to the Executive Director, Haryana State Health Resource Centre. 7. CRITERIA FOR WORK ALLOCATION

The consultant once empanelled with HSHRC would henceforth be assigned a particular consulting assignment based upon submission of their financial proposal on project specific terms of reference. The sole criteria of selection will be total cost of consultancy submitted by the consultant for the particular assignment. The staff mentioned in as per serial no 4.2 part c is minimum requirement however the Consultant will have his own supporting staff for carrying out various activities.
