Welcome to the Kent County Youth Fair!
Entering any class or event in the Horse Program at the 2015 Fair automatically declares agreement on
the part of the exhibitor, leader and parent to the following:
• Showing at the Kent County Youth Fair is a privilege and responsibility for those exhibitors who
have successfully completed all 2015 Horse Project requirements.
• Positive conduct, good sportsmanship, integrity and respect towards others are priorities at all
times from exhibitors, parents and leaders above any class placing or award.
• All exhibitors and leaders in the horse division are subject to the rules and regulations defined
by the Michigan Department of Agriculture, the Kent County Fair Board and the Kent County
Horse Leaders Association.
o Any violation may mean forfeiture of points, premiums, and/or awards, in addition to
possibly being banned from further competition in the Horse Program and/or all project
areas.
o Complete Kent County Horse Rules and Regulations can be obtained from the 4-H
Office.
• Participation in Fitting & Showing is required by every exhibitor to show completion of project,
cleanliness and fitness of animal and exhibitor, and general knowledge of exhibitor.
• The project animal can be owned by the exhibitor or borrowed/leased from someone else as
long as the exhibitor has had the major responsibility of caring for and working with the project
animal since May 1 of the current project year. The emphasis is on the time and effort the youth puts into his/her project animal.
• It is required that all project horses have a negative Coggins test within the current calendar
year of Fair 2015.
• It is required that all project horses be immunized against the minimum of Tetanus,
Eastern/Western Encephalomyelitis, Rabies and West Nile.
• Animals 56” and under, which are over 5 years of age, must be shown in pony classes if
available. When measuring ponies, ½” will be deducted from measurement if the pony has
shoes.
• All members and visitors are to be out of the barns at closing time, 10:30 pm each night
• Only Barn Captains, Horse Leader Executive Committee members or Security have authorized
access after closing.
• Removal of ANY exhibit and/or project animal prior to the published release time of Saturday,
August 15 from 5:00pm to 8:00 pm or after 10:00pm, without prior written permission from the
Horse Superintendent, will be fined the amount of premiums; and forfeit ALL ribbons and
trophies in ALL project areas. See the Kent County Youth Fair – Early Release Policy in the Fair
Premium book for further detail.
• Project animals may only be schooled by the exhibitor unless prior arrangements have been
made with the Horse Leader Executive Committee.
• Each club is responsible to clean their own area in the horse barn including the aisle way and
stalls at the completion of fair, removing ALL items; trash, debris, bedding and manure. The Fair Board has the right to fine a club the amount of premiums and cost of clean-up if this is not
complied with.
• No pets (including dogs), bikes or remote controlled toys are to be used in the areas designated
for horses.
• No smoking in or around the horse barns, arenas, or tack/feed trailer areas.
• The make-up ring is for those waiting for upcoming classes and not for schooling.
• Exhibitors using the exercise arena must follow the rules for that arena.
• Lunging is allowed in designated fenced-in areas only.
2015 Guidelines & Requirements
Order of Go – there will be Order of Go in Contesting, Jumping, Jumping Prep, Ground Poles & Dressage.
All other classes will run first come, first serve.
Dress Code (applies to all horse project area functions)
• The following dress code applies to all 4-H members and their families:
o No clothing promoting alcohol, tobacco, drugs, profanity, sex or any other
negative connotations.
o All undergarments (bras, sports bras, camisoles, underwear, boxers, etc.) must be
covered up.
o No clothing with excessively large holes/tears (includes shirts, pants/shorts) or shirts
torn down the sides.
o All shorts must have a minimum of a 2” inseam.
o Everyone must wear shirts.
o No flip-flops, sandals, open-toed, crocks (or knock-off’s) are to be worn in or around the
barns or horse traffic areas.
• The following footwear code applies to all 4-H members handling/riding an equine:
o 4-H members must always wear boots or shoes designed for horseback riding when
handling or riding at 4-H events. Handling includes but is not limited to leading, riding,
bathing, and cleaning stalls.
o Tennis shoes are not acceptable when riding or handling your equine.
o Footwear code is a state rule that can be viewed under the Horse and Pony Project
Show Rules & Regulations at

• The following consequences will apply:
o 1st violation – a warning will be given to change or cover up.
o 2nd violation – the Kent County Horse Leaders Executive Committee will ask the offender
to leave the grounds.
Fitting & Showing/Showmanship
• Participation in Fitting & Showing is required by every exhibitor to show completion of project,
cleanliness and fitness of animal and exhibitor, and general knowledge of exhibitor.
• Fitting & Showing (the completion of project) will be judged in the FIRST Showmanship class
entered by the exhibitor. Points/placings earned prior to completion of Fitting & Showing will be
forfeited.
• Upon completion, the exhibitor will receive an exhibitor tag from the ring master
o It is the responsibility of the exhibitor to take the exhibit tag to the ribbon station to
claim their Horsemaster and Fitting & Showing ribbons.
o The exhibit tag must be turned in prior to any other showing.
Dropping & Adding Classes
• Please sign the drop list at the Entry Booth for classes you wish to drop as soon as possible.
• You may add classes at the Entry Booth by 8:00pm the night before the class.
Class Splits
• Classes will be split at 16 riders and will be posted on the bulletin boards.
• Riders must ride in their posted splits.
• Splits are expected in most Novice Division rail classes and some Junior Intermediate rail classes.
Grand & Reserve Showmanship and Equitation Championship Classes (Monday & Friday afternoon)
• All exhibitors placing 1st or 2nd in their Showmanship or Equitation (includes Equitation Over
Fences) classes may enter.
• Exhibitors must show in the discipline they won the 1st or 2nd (i.e. Western, Hunt Seat, Equitation
Over Fences, Dressage, Saddle Seat, Gymkhana).
• Two Showmanship Grand & Reserve Champions (chosen from the Junior, Senior or Horsemaster
levels with a fair age of 13) will be invited to show in the Kent County Showmanship
Sweepstakes on Saturday in the Reath Barn.
Senior Presentations & Horsemaster Freestyle Presentations (Monday Evening)
• Presentation Applications and Bio’s are due with Project Books – neatly printed or typed please.
• Horsemaster Presentations may be 7 minutes long including set-up and tear down
Contesting (Monday, Wednesday, Thursday Evenings)

• Appointments of the Rider:
o Approved safety headgear required (ASTM-SEI).
o Approved footwear with heel required.
o Shirt must be long sleeved and tucked in – no club jackets.
o Western tie/scarf and belts are optional.
• Appointments of the Horse:
o All horses must wear a breast collar (western) or breast plate (English).
o Snaffle bits are permitted only when English appointments are used or if the horse is 5
years of age or younger.
o Western riders with horses 6 years of age or older are required to use either a
conventional hackamore, a western bit with shanks or a combo bit.
• No re-run will be given other than to break a tie for placing or for a problem caused by an
official.
• It’s the rider’s responsibility to be ready and on time to run.
• Entries will be read over the PA system – Rider will be called on deck – then called to run – A 5
second last call will be given before moving on to the next entry
• Riders may not enter the arena until the previous rider has safely exited.
o Rider must be MOUNTED when entering the arena.
o Horse and rider may NOT be led into the arena.
o Horses may not run through the gate.
• Riders must dismount and lead out of the arena after their ride.
Jumping (Tuesday Morning)
• All Jumping riders MUST be evaluated by the Jumping Committee prior to July 15, 2015 to
participate in jumping events.
• Riders will complete their Over Fences class as a level, immediately followed by their Equitation
class.
Jumping Prep (Tuesday Morning)
• Jumping Prep is for WALK TROT ONLY.
• All Jumping Prep riders MUST be evaluated by the Jumping Committee prior to July 11, 2015 for
safety to participate in this class
• Riders must show safety while maneuvering around standards, wing gates and other typical
jumping obstacles to be eligible for this class.
Hunt Seat Ground Poles (Tuesday Morning)
• Ground Poles is designed to prepare the horse and rider for future over fences work.
• Horses may not have any leg wraps, splint boots, bell boots…
• Riders who enter jumping classes are NOT eligible for the Ground Poles class.
• Riders who enter Ground Poles class are NOT eligible for Jumping classes.
Bareback Equitation (Wednesday Morning)
• All seats are combined for bareback equitation.
• Helmets are required for all riders regardless of seat.
• Riders winning 1st or 2nd may compete in Grand and Reserve equitation.
Dressage (Thursday Morning)
Dressage Goals & Guidelines:
• Freedom and regularity of gaits.
• Harmony, lightness and ease of the movements.
• Lightness of the forehand and the engagement and impulsion of the hind quarters.
• Acceptance of the bit/bridle, submissiveness without signs of tenseness or resistance.
Correct Appointments: (See Michigan 4-H Rules and Regulations AND Kent County 4-H Rules and
Regulations for complete list)
• Plain English snaffle bit and bridle (NO Pelhams or Kimberwicks allowed).
• Cavesons, flash, figure eight or dropped nosebands are allowed.
• Martingales, side reins or running reins are not allowed.
Gymkhana Equitation (Thursday Afternoon)
• Gymkhana is the Equitation class for dedicated contesting riders only.
• Anyone placing 1st or 2nd in any previous Horsemanship/Equitation classes is NOT eligible for this
class (with the exception of Senior Advance or Horsemaster).
• Exhibitors must have been evaluated for (see section on Contesting) and shown in a minimum of
three contesting events
• Appropriate and correct contesting appointments are required according to the Michigan 4-H
Rules and Regulations.
• Exhibitors Equitation will be judged according to the correct position and aids for contesting.
• Horses are to be under control at all times. Bucking, rearing, racing, swapping leads and refusing
to go forward and/or stand will be SEVERELY penalized
Versatility (Friday Afternoon)
• Versatility is for Junior Advance through Horsemaster riders only.
• Versatility includes Hunt Seat Equitation Pattern, Western Equitation on the rail, and Cloverleaf

COMBINATION AWARDS
• A High Point Combination Trophy will be given in each Division/Level.
• Exhibitors must participate in all point classes to be considered eligible for an award.
• Equitation classes will be used as the tie breaker (indicated in BOLD)
• Points will be given on a 6 points to 1 point basis according to placing, being pro-rated for under
six riders. All DQ’s and excused riders will count as riders
• Any member previously winning a High Point Combination Trophy is not eligible for that same
award in that Division/Level – the exception being Senior Advanced and Horsemaster.

HIGH POINT TRAIL TROPHY
• A High Point Trophy will be awarded to the highest trail score in each Division/Level.
• Tie breaking elements will be determined by the call judge and the Trail Chairman prior to the
start of any trail class.
• Any member previously winning a High Point Trail Trophy is not eligible for that same award in
that Division/Level – the exception being Senior Advanced and Horsemaster.
SPORTSMANSHIP AWARD
• Nomination forms are located at the Entry Booth.
• Parents and members may nominate ONE person for the week.
• Leaders may nominate as often as they want and may nominate members from their own club.
• Nominations will be accepted at the Entry Booth until NOON on Friday.
HERDSMANSHIP & BEST DECORATED BARN
• Individual clubs, stalls, tack stalls and area will be judged throughout each day on the
cleanliness, safety, and activity in and around their stalls.
• Club decorations will be judged daily.
