I am impressed with the tradition of excellence that exists in the Hoquiam School District and know that it is because of the dedication of our Harbor community and the hard work of students and staff.

BackgroundI would like to take this opportunity to introduce my family and myself. First and foremost, I am a husband and a father. My wife Nani and I have been married 26 years. We have five children, two girls and three sons, ranging in ages from 11 to 22. Our oldest daughter attends Brigham Young University in Provo, Utah. She is pursuing a degree in education. Our second daughter is currently serving on a volunteer mission for our church in Cordoba, Argentina. She will finish this December and return to Brigham Young University, where she is pursuing a degree in education. We are bringing three boys to the Hoquiam community and schools. community. My family is very important to me, and I feel that my experiences as a father have helped shape me into an educator and a leader. I strongly believe in a quality, individualized and comprehensive education for all students. Hoquiam is known not only for its competitive extracurricular programs and academic excellence, but also for the positive and healthy relationships that exist between staff and students. I take very seriously that you have entrusted the young people of this community to our care and expect our staff to give their very best.My mission as your Superintendent is also my passion, and that is the reason I do what I do. That mission is to maintain and grow a rigorous teaching and learning environment that provides EVERY student with a sense of belonging while helping students to grow intellectually, emotionally, and socially. It is critical that our students graduate from Hoquiam High School career and college ready, so they can experience success and achieve their goals in life. Earlier this year, I was able to participate in different community/district activities such as HHS Graduation, Lincoln Elementary awards assembly, and a Hoquiam Rotary meeting. I am looking forward to spending time in the school district meeting students, teachers and support staff. I have been working closely with our district administrators and staff to develop work goals that will maintain our excellence and drive us toward continual improvement.

2017-2018 Transition Activities As part of the transition, the following are some of the activities I will be conducting during the 2017-2018 school year.

PHASE I: INTRoDUcTIoN

July-August 2017 The purpose is to provide personal introductions and begin establishing relationships with both internal and external stakeholders. Structure opportunities to meet and greet various constituent groups such as school board members, teachers, professional and support staff, community and state officials, community college, community organizations and HSD Partnerships. Get to know names. Reach out to the previous superintendent, current district

Through shared dialogue, interactions, and reflection, begin developing a common awareness and understanding of the perceived strengths, weaknesses, opportunities, and challenges of the Hoquiam School District. Report findings to the school board. PHASE IV: ENGAGEMENT & PlANNINGNovember-December 2017This phase communicates to the stakeholders and partners areas of potential focus. New action plans may be created based on the data that has been collected. The HSD Strategic Action Plan (May 2016) will be the foundational instructional plan for the district.

A familiar face will be assisting Principal Brock Maxfield at Hoquiam High School this fall. Bonnie Jump has been educating Hoquiam children for the past 20 years. She has a wealth of experience in both teaching and administration. Bonnie has recently been teaching English, ASB Leadership, and Credit Recovery at Hoquiam High

School. She has also served as an administrator at Central Elementary and Hoquiam Middle School.A “proud” Grizzly 1988 graduate, Jump received her bachelor’s degree from Western Washington University and master’s from City University.

She is married to HHS teacher Steve Jump and has three children, Skyler, Maya, and Zander.

Bonnie hopes her passion for helping people and understanding the community will serve her well as the new HHS Vice Principal.

When schools attempt to improve academically and culturally, an important piece to that improvement is often left out, the STUDENTS! Hoquiam High School is looking to partner further with our students to help make our school a better place for ALL… Three components comprise this plan to promote academic and cultural success.

component 1: Mental HealthThe Hoquiam School District has teamed up with MyTown Coalition, Grays Harbor County Health Department and Columbia Wellness to bring sustainable programs to teach students about Mental Health and how it relates to suicide, offer best practices for helping students with depression, and highlight how we can support each other.

We will be the first school in the state to offer the Hope Squad program. Staff and students will be trained in the curriculum later this month.

These programs are designed to support and educate students about Mental Health and how to support students struggling socially.

component 2: Parent/Upperclassmen MentorshipThe second focus to our efforts for school improvement is students working with adults to support our incoming Freshmen.

Grizzly Fusion is a program that started last year that includes trained Senior and Junior tutors or serve as role models for Freshmen Navigation classes.

We recognize that the ninth grade year in high school is the most vulnerable time in a student’s career. Fusion leaders will also be trained in Why Try and Hope Squad strategies

to help student engagement and academics. Last year we started this program with 15 Fusion leaders and saw a 24 percent decrease in Freshman classes failure. This represents a huge reduction over the last five years. We will expand the program to 25 students this year and are excited to be working with a great group of mentor leaders.

component 3: Student Empowerment and AspirationsThe third focus this school year is student empowerment and aspirations. Three guiding principles create a system where students feel appreciated and valued:

1. Self Worth2. Engagement3. Purpose

Focusing on these three guiding principles supports students in articulating a vision of where they want to go in life. It also supports educators and parents to listen and helps students with taking the steps to achieve those goals.

Utilizing a system of Student Voice creates an opportunity for listening to student input and time to think about their future.

Student Voice is a system researched and created by Russell Quaglia that increases the opportunities for students to participate in school decision making. This empowerment helps students connect with school creating more self worth, engagement, and purpose.

Our goal this year is to work in partnership to improve school culture. We believe that educating students about Mental Health, engaging them as partners, empowering all to value each other, and taking responsibility for who and what they are becoming will be key to achieving our goal.

We are so excited to welcome you and your child back to school. We hope you have enjoyed a restful summer and look forward to starting school on Tuesday, September 5 (see below for start dates for Lincoln preschool students).

Information on your child’s teacher for the upcoming school year was mailed to you the first week of August. If you haven’t received this information, please contact the school. This letter includes the school supply list, which will also be available at Walmart and posted at the school.

Meet and Greet NightLincoln will have our annual Meet and Greet from 5:00-6:00pm on Thursday, August 31. At this event you may drop off school supplies, see your child’s new classroom, and meet the staff. Many parents have reported that this event helps to calm students before the start of school.

open HouseOn Thursday, September 14 from 5:45-7:15pm, we will hold our Open House. During this time, we will

share tips for helping your child at home and give you the chance to talk with your child’s teacher.

Encourage ReadingOur team would like to highlight a continuing focus at Lincoln: Encourage reading at home.

Nothing is more valuable to your child’s education than having them read at home for at least 20 minutes a night. If your child is not yet reading, then reading to them is just as effective and vital.

lincoln Welcomes Students With Meet and Greet, open House

On July 28 the newly constructed Hoquiam School District Administration Office arrived on four semi-trucks, causing a major stir of excitement as it traveled through the community.

The purchase of the Administration Office is the culmination of many hours of discussion and planning from Board of Directors, district personnel and community.

Funding for projects came from a building lease the district currently owns (Washington Elementary) and

strategic transfers of monies to the capital budget. The new office is located on the ground formerly known as Lions Park. Adjacent, a new maintenance shop is being erected and is expected to be completed by the end of September. The new maintenance shop will serve as a dry storage location and vehicle parking.Stay tuned for the Open House to recognize these great new facilities.

PHASE II: lISTEN To UNDERSTANDSeptember-october 2017This phase includes intentional meetings with all the different stakeholders (internal and external). The intent is to listen and learn by capturing feedback, perceptions, and critical information that can be used to create a picture of the current and past realities. The following activities will/may include: Active conversations in one-to-one or small group settings with school board members, district and building leadership, professional and support staff, parents, students, community partners and stakeholders. Participate in as many community and school activities as my schedule permits. Be visible in the schools. Visit classrooms in each building once a week, leaving positive relationships and building feedback. Make personal connections with Transportation, Food Services, Technology, and Maintenance Department. Collect, review, and organize a comprehensive profile of the district based upon multiple measures (i.e. surveys, student assessments, other performance indicators). Report findings to the school board.

PHASE III: MAKING SENSEoctober-November 2017This phase provides the constituent members and groups with the results from the ‘Listening to Understand Phase’. The findings from the interactions, along with the data profile of the district, are used to create the current realities and help inspire a collective vision for the future. Activities conducted in this phase will be used to build understanding, consensus, and promote new thinking. Activities include: Facilitate an internal review with the district administration and school board of current realities and perceptions, insights, processes, and

Use the information collected in partnership with the school board and district stakeholders to implement and/or enhance the Hoquiam Strategic Action Plan (Updated May 2016). Hello! We are so excited for the new school year to begin. We hope you are enjoying your summer and are spending lots of time exploring all the many fun activities that the Harbor has to offer. We look forward to seeing all the children in the fall and can’t wait to begin a year of fun and learning at Emerson.

Goodbye and Hello!We have a few staff changes at Emerson. Mrs. Branshaw, Ms. Cook, Mrs. Ekman, and Mrs. Kempkes have moved on to other adventures.

Joining us this year is Ms. Katelyn Gwinn, who will be teaching Kindergarten, Ms. Morgan Pickar will be teaching First Grade, Ms. Susan Ulbin will be teaching First Grade, and Ms. Teresa Harper who will serve as para-educator in our building.

We welcome our new staff, and we send our gratitude to those who have given so much to the students and families at Emerson.

classroom PlacementInformation about your child’s teacher and the school supplies list were mailed the week of August 14. If you have not received a letter, please call or stop in the Emerson office to make sure we have your correct contact information. Our school supplies list is posted outside at the school and will also be available at Walmart.

open House for First GradeEmerson will be having an Open House for our first grade students on Wednesday, August 30, from 6:00-7:30pm. This will give parents and children a chance to meet teachers, see their classroom, drop off school supplies, and figure out what bus they will be riding. Students feel more comfortable on the first day of school because of Open House, so we encourage all to attend. First graders will start school on Tuesday, September 5.

Family connections for KindergartenKindergartners will start school

on Friday, September 8. Family Connection meetings will be held between Tuesday, September 5 and Thursday, September 7 for the kindergarten students and parents.

We will send you a scheduled time for your Family Connection meeting, and if the time does not work for you, please call the office to reschedule.

These meetings provide the teacher an opportunity to get to know your child and family, and it also allows you to address any questions or concerns you may have.

Beginning kindergarten can be a big transition, and this meeting promotes a smoother path for your child and family.

We are excited to see you at the Open House and during the Family Connection meetings.

Emerson office opens August 16The Emerson office reopened on Wednesday, August 16. Office hours are 8:00am-3:30pm.

If you have a child going into Kindergarten or you know someone who has a child going into Kindergarten who has not yet registered, please stop by the office to complete this step.

Our focus at Emerson is to develop a love of learning and reading. Reading at home is one of the best ways to help a child learn to read. We encourage your family to continue reading at home throughout the summer and into the school year. If your child is not reading yet, reading to them is just as helpful and will help them on their way to becoming an independent reader.

Thank you for being your child’s #1 teacher and working with us to help your child be successful in school. Enjoy the rest of your summer and we look forward to seeing your child in the fall!

At the end of the 2016-17 school year, the Hoquiam School District school board and new superintendent Mike Villarreal announced the appointment of Jason Ihde as the new principal of Hoquiam Middle School. He has been serving as the Assistant Principal at Hoquiam High School for the last two years and began the transition to the middle school on July 1.

Mr. Ihde begin his career in education in 2001. He has taught special education, middle level English Language arts, and served as the dean of students in a middle school in Tacoma prior to moving to Hoquiam. His background and leadership skills make him an ideal

Showing up for school has a huge impact on a student’s academic success starting in kindergarten and continuing through high school. Even as children grow older and more independent, families play a key role in making sure students get to school safely every day and understand why attendance is so important for success in school and on the job.

In Washington State, the law requires that children ages 6 to 17 who are enrolled in public schools attend school Monday through Friday, unless there is a good reason for being absent. In this case, the parent or legal guardian must excuse the absence by notifying the school. Preventing truancy, student safety and academic progress are important to both parents and educators.

Following are tips to prevent absences:

Communicate with your student frequently about school.

b Talk about family expectations regarding school attendance.

b Discuss family expectations for earning a high school diploma.

b Praise positive behaviors and achievements in school.

b Look for attitudes from your youth that indicate unhappiness

with school or fear of attending school.

b Listen to what they say and ask questions.

Communicate with your school frequently:

b Review the student handbook or district website about attendance policy and procedures on excusing absences from school.

b Respond quickly when the school notifies you of an unexcused absence.

b Learn how you can check your student’s attendance via Skyward.

b Immediately address issues of concern about your student with the school.

Your student will receive a calendar magnet with the district calendar for the 2017-18 school year. This magnet contains important information about the days of school this year. It also has a space for families to track student attendance so they will be

aware of how many days a student has missed. Students are far more likely to be successful in school when they attend regularly. Please contact your student’s school if you have questions or concerns about regular, on-time school attendance.

Washington State’s truancy law, known as the Becca Bill, requires the school/district and the juvenile court to take specific actions when students are truant. Students are considered to be truant when they miss more than half of the school

day without a valid excuse from a parent or legal guardian. Under the attendance law, the Hoquiam School District is required to take the following steps:

b After one excused absence in a month, schools are required to inform the parents in writing or by phone.

b After three unexcused absences, the school is required to initiate a parent conference to improve the student’s attendance.

Pay Attention to Attendance: Attendance Counts!

If children don’t show up for school regularly, they miss out on fundamental reading and math skills and the chance to build a habit of good attendance that will carry them into college and careers.

Preliminary data from a California study found that children who were chronically absent in kindergarten and 1st grade were far less likely to read proficiently at the end of 3rd grade.

Kindergarten and 1st grade classes often have absenteeism rates as high as those in high school. Many of these absences are excused, but they still add up to lost time in the classroom.

Many of our youngest students miss 10 percent of the school year—about 18 days a year or just two days every month.

Chronic absenteeism in kindergarten, and even preK, can predict lower test scores, poor attendance and retention in later

grades, especially if the problem persists for more than a year. Do you know how many young children are chronically

Find out what day school starts and make sure your child has the required shots.

Build regular routines for bed time and the morning.

Talk about the importance of regular attendance and about how your child feels about school.

Don’t permit missing school unless your child is truly sick. Use a thermometer to check for a fever. Remember that stomach aches and headaches may be signs of anxiety.

Avoid medical appointments and extended trips when school is in session.

Keep a chart recording your child’s attendance at home. At the end of the week, talk with your child about what you see.

Develop back up plans for getting to school if something comes up. Ask a family member, neighbor or another parent for help Seek support from school staff or community groups to help with transportation, health problems, or no safe path to school.

b After five unexcused absences in a month, the parent and school may enter into a contract to improve the student’s attendance. The case can also be referred to a community truancy board.

b After five unexcused absences in a month or 10 unexcused absences in an academic year, the school district may file truancy petitions with the juvenile court.

b Finally, if the student is not in compliance with the court order resulting from a truancy petition, the school is required to file a contempt motion.

New Principal Announced for Middle Schoolchoice for the role of principal.

Mr. Ihde and his family are proud Hoquiam residents and have enjoyed getting to know the incredibly generous community we have that supports students and our schools. He is looking forward to spending much time with your children, getting to know their personalities, learning styles, and interests, as well as celebrating successes, small and large.

Welcome Back Home VisitsCentral started a new tradition last year. We set aside a day to personally invite students to Open House with a quick home visit. During our visit, we have a special gift, a Central Bear T-shirt, to help students feel the excitement of being a student at Central! If we miss you or don’t make it to your house - no worries. You can pick up your t-shirt during Open House. We are hoping everyone will wear their t-shirt on the first day of school for an all-school picture! Welcome Back Home Visits are scheduled for Friday, August 25.

open HouseOpen House is scheduled for August 31 from 6:00-7:30pm. Students will be able to meet their teacher, drop off school supplies, and see their classrooms. We’ll

provide ice cream sandwiches to all to finish off the evening.

New Staff & PositionsCentral will have some new faces as some of our staff have moved on. We wish Ms. Tucker, Mrs. Hoke, and Ms. Dunn the best in their new endeavors. Three new teachers and a new dean of students are excited about being part of Central. They have a vast amount of experience and knowledge to offer. We also had a need for an additional special education teacher and are delighted that our own Ms. Beyer will be filling that position. This year’s staff includes:

School Bus Routes & Schedule 2017-2018 School YearThe transportation department

would like to welcome all of our students back to school on Tuesday, September 5. Our goal is to do everything in our power to safely transport your children to and from school. Although we make every effort to ensure safety of students on the bus and at the bus stop, situations do require your assistance and participation to ensure the safety of your children when walking to and from their assigned bus stop.

When walking to the bus stop or to school, please remind your child to follow a few basic safety tips:

Cross the street at the corner and use crosswalks. Obey traffic signals. Look both ways before crossing the street. Use sidewalks whenever possible. Be at the bus stop at least five to 10 minutes before scheduled pick-up time.At the bus stop/school loading zone: Don’t play in the street. Stay back at least three feet from the curb/road as the bus approaches. Always cross in front of the bus AFTER the driver gives the signal. When exiting, move away from the bus. Stay out of the “Danger Zone.”

Please notice the following law regarding items that should not be transported on the bus:

WAC 392-145-021 General operating requirements: (3) Heavy, sharp, bulky, and/or other articles which may be hazardous in the event of an accident or an emergency stop shall not be transported unsecured in the passenger area of any school bus. Specific attention is directed to items such as skis, ski poles, vaulting poles, large musical instruments, riser platforms, etc.

In no case will items be secured in such a manner as to impede access to any exit. Items that shall not be transported within the passenger area of a school bus include all forms of animal life (except service animals), firearms, weapons, breakable containers, flammables, and all other articles which could adversely affect the safety of the school bus and passengers.

This year, all schools in Hoquiam School District are making a special effort to ensure that all students fully benefit from their education by attending school regularly. Regular attendance helps children feel better about school - and themselves. One of the interventions that has been required by state law is the development and use of the Community Truancy Board (CTB).

The Community Truancy Board (CTB) is a panel of trained community volunteers that meet on a regular basis in the high school library to address attendance concerns of students and their families that are at risk of being considered to be truant. Students with excessive unexcused absences enrolled in Hoquiam Schools will be invited to participate in this intervention process to improve school attendance.

The goal of the Community Truancy Board (CTB) is successful school re-engagement and renewed progress toward school completion and graduation for students struggling with attendance. Members of the CTB identify collaborative efforts to prevent truancy and remedy barriers to school attendance in their early stages prior to full Juvenile Court involvement.

Volunteer members of the CTB can include a Facilitator; School Administrator; Community Members trained to support students and families through this process.

DID yoU KNoW?Starting in kindergarten, too •many absences (excused and unexcused) can cause children to fall behind in school.

Missing 10 percent (or about 18 •days) increases the chance that your student will not read or master math at the same level as their peers.

Students can still fall behind if •they miss just a day or two days every few weeks.

If you believe that you or your child has experienced unlawful discrimination, discriminatory harassment, or sexual harassment at school, you have the right to file a complaint.

Before filing a complaint, you can discuss your concerns with your child’s principal or with the school district’s Section 504 Coordinator, Title IX Officer, or Civil Rights Coordinator, who are listed in this notice. This is often the fastest way to resolve your concerns.

A complaint must be in writing. Send your written complaint—by mail, fax, email, or hand delivery—to the district superintendent or civil rights compliance coordinator.

If your complaint involves exceptional circumstances that demand a lengthier investigation, the district will notify you in writing to explain why staff need a time extension and the new date for their written response.

Step 3: School District Responds to Your ComplaintIn its written response, the district will include a summary of the results of the investigation, a determination of whether or not the district failed to comply with civil rights laws, notification that you can appeal this determination, and any measures necessary to bring the district into compliance with civil rights laws. Corrective measures will be put into effect within 30 calendar days after this written response—unless you agree to a different time period.

Appeal to the School DistrictIf you disagree with the school district’s decision, you may appeal to the school district’s board of directors. You must file a notice of appeal in writing to the secretary of the school board within 10 calendar days after you received the school district’s response to your complaint. The school board will schedule a hearing within 20 calendar days after they received your appeal, unless you agree on a different time line. The school board will send you a written decision within 30 calendar days after the district received your notice of appeal. The school board’s decision will include information about how to file a complaint with the Office of Superintendent of Public Instruction (OSPI).
