MONTHLY REPORT for December 2014 By: Deputy Chief Don Wertanen

POLICE ACTIVITY: • The department handled 1272 law incidents for the month, issued 82 infractions, 29 criminal

traffic citations, 28 criminal citations, 9 parking infractions and made 82 criminal arrests. • During the month, Animal Control Officer Bob Hill handled 66 "animal problem" complaints,

32 abandoned vehicles, 1 code enforcement complaint and 28 parking complaints; 15 animals were impounded.

• On 12-06-14 at about 2300 hours, officers were dispatched to an establishment in the 700 block of J Street for a reported fight with a possible display of a knife. Officers located the 30-year old Hoquiam man at 8th and J Streets; he was detained at gun-point due to possibly being armed with a knife. The investigation revealed the suspect had been drinking and was highly intoxicated and, for no apparent reason, had punched the doorman in the face. The suspect left and shortly returned holding something shiny in his hand; the doorman believed it was possibly a knife. Although it was determined a knife was not involved the suspect was booked into the City Jail for Assault 4th Degree.

• On 12-09-14 at about 2050 hours, officers had received an anonymous tip of a 39-year old Hoquiam man, a well-known dealer in illegal drug sales, was flashing a large amount of methamphetamine also a large amount of cash. It was also learned the subject was driving a Ford Ranger with a canopy. Officers were familiar the subject and where he frequented. Surveillance was set up in the area of the 2800 block of Simpson A venue near an apartment complex where a lot of short stay vehicle and foot traffic was observed. The suspect was observed entering the vehicle. He was stopped and arrested for Driving While License Suspended 3rd Degree. During a search of his person after arrest, a large amount of cash was located in one of his pockets. The vehicle was seized as evidence and a warrant was secured. During the search of the vehicle two bags of methamphetamine were located as well as packaging material, scales and ledgers of drug sales. The suspect was booked into the County Jail for Violation of the Uniformed Controlled Substance Act (VUCSA) with Intent to Deliver, Driving While License Suspended 3rd Degree and a Felony warrant for VUCSA out of Pacific County. This is a good example of good street-level drug enforcement by our officers.

• On 12-09-14 at about 2108 hours, officers were dispatched to the 600 block of Monroe for a Burglary complaint. It was reported the resident' s boyfriend had broken in and was acting disorderly. Officers were also told the suspect, a 31-year old Hoquiam man, had left and possibly went back to where he lives in the 700 block of Lincoln Street. Officers located the suspect sitting in a vehicle in front of his house playing the radio extremely loud and ignoring the officers. While attempting to talk with the suspect he jumped out of the vehicle yelling " I' ll kill you all when I come back". Fearing the suspect was attempting to gain access to a weapon, along with his bizarre behavior he was tased. The suspect made it to the front porch and grabbed hold of his father's leg, who had come outside to see what was happening. A struggle

ensued and the suspect had to be tased again in order to handcuff him. The suspect was transported to the jail where he continued his bizarre behavior and would not calm down. It was discovered he had smoked "bath salts" and drank alcohol which brought on excited delirium. The suspect was transported to the hospital for treatment. Once cleared for incarceration he was booked for Disorderly Conduct, Resisting Arrest and Assault 4th Degree.

• On 12-28-14 at about 0318 hours, officers were dispatched to an Assault complaint in the 300 block of i 11 Street. It was reported two males were beating a third male with a metal pipe. Officers arrived and saw two men standing over another male; one was holding a metal pipe in his hand. Upon seeing the officers the suspects, a 23-year old Bothell man and 24-year old Aberdeen man, turned and staiied to run off. One suspect tripped over a bush ai1d the second was found hiding behind shrubbery. The piece of re-bar used to assault the 23-year old Bellingham man was located near the first suspect. The victim sustained facial fractures and cuts to his head; he was transp01ied to the hospital for treatment by HFD. The investigation revealed all three had been drinking at an establishment in the 700 block of J Street when they got into a physical fight. The victim had run away with the two suspects following. When the victim was knocked to the ground one of the suspects started hitting him with the re-bar; the other suspect had taken the victims watch and wallet, which were recovered near the scene. Both suspects were booked into the County Jail for Robbery 151 Degree and Assault 211

d Degree.

BUDGET: • For the month, 110 hours of overtime was expended for patrol as listed below:

Overtime expended for the month that was not under patrol or investigations above: Administration 9.75 hours (Administrative Assistant) Police Services 44.5 hours (Jail Coverage) Drug Task Force 33.5 hours (DTF Detective)

Reimbursed Overtime: DUI Emphasis 26 hours

PERSONNEL: • On 12-13-14 Hoquiam Officers, Crime Watch Voltmteers and members of the Explorer Post

participated in the 49111 Annual Shop with a Cop program. This program was developed to give under-privileged children in the Grays Harbor area a chance to shop with officers for gifts for themselves and family members. Walmart $100 gift cards were donated to each child to spend on whatever they wish. Hoquiam Officers are matched up with children selected from Hoquiam grade schools. The children and officers have a great time, everyone is treated to a breakfast at the Aberdeen Eagles and also got to meet Santa Claus. The children were then transported to Walmart in police vehicles with lights and sirens. The kids get a kick out of the parade and shopping for Christmas. Volunteers wrapped the gifts as the kids were treated to cookies and juice before being picked up by their parent.

• Chaplin Sean Hollen has been the Department Chaplin for 8-years and has been a tremendous asset in the time of need for the citizens of Hoquiam.

FACILITY: • The department billed DOC for 574 bed days in the amount of $48,715.38 for the month of

December.

VOLUNTEERS: • For the month, CRIME WATCH members volunteered a total of 58 hours of service, which

included residence and business checks. CRIME WATCH members also participated in the Shop with a Cop program and the Montesano Festival of lights.

• For the month, the Hoquiam Police Explorer Post logged a total of 62 hours, which was a combination of patrolling with officers and meetings. Members of the Police Explorer Post also participated in the Shop with a Cop program.

STATISTICAL REPORTS: The following statistical reports encompass police activity for the month. The first statistical

report titled "Law Incident Analysis, Time Reported" is a summary of each law incident by the day of the week and by the time of day.

The second statistical report is a listing of "Law Total Incident Report, by Location Code". The three general areas of the city are designated by location codes: HPD Baker 6 is defined as the east end, HPD Baker 7 is the downtown area and west to the high school, and HPD Baker 8 is the north end of town from Emerson A venue. Any location codes that are outside of the city were likely generated as a result of phone call requests to the station, traffic safety patrols or agency assists.

The third statistical report, "Total Law Incident Report, by Nature of Incident" shows the total for each of the basic law incident types handled by the department.

The final two monthly reports included in this packet are "Total Traffic Citation Report, by Violation" and "Total Offense Report, By Statute Description". The first report lists the specific infraction or criminal charge and the number of violations issued under that charge. The second report is reflective of the number of "arrests" made under each statute. The two reports may overlap on some misdemeanor offenses if an arrest/booking was made followed by the issuance of a criminal citation. The second report captures felony arrests, but may not include misdemeanor or felony cases which were submitted to the prosecutor for review of charges (cases cleared without an arrest).
