01. Community Engagement Summary

Starting in late 2019, the South Australian government has engaged with the local community and interested stakeholders to progress the election commitment to open Hope Valley Reservoir Reserve to land-based recreational activity.

A mail out was undertaken to hundreds of nearby residents, followed by door knocking in November 2019 in the residential streets adjoining the reservoir reserve to raise awareness about the initiative to open the reserve, gather initial ideas and identify any issues or concerns residents might have.

This was followed by two community drop in sessions held in early December 2019 at the Hope Valley Scout Hall to gather early feedback.

These early engagement processes identified a range of issues and opportunities to be considered in providing public access including:

• Types of experiences and activities people would like to see provided at the reservoir reserve

• Management of impacts on neighbouring residential properties including maintaining views into the reserve, security and privacy, traffic and car parking in nearby streets and visitor behaviour

• Provision of appropriate infrastructure to support public access such as toilets, signage, car parking and picnic facilities

• Opportunities to conserve and restore native vegetation and protect wildlife

• Desire for ongoing engagement about what is being planned for the reservoir reserve.

In late March 2020, the Hope Valley Reservoir Reserve Community Reference Group (CRG) was established following an Expression of Interest process and it’s first of eight meetings was held in April. The CRG comprised 14 members with a range of interests and perspectives about the reservoir reserve. The CRG worked to a Terms of Reference which included that the reservoir reserve would provide land based activities only and that recreation within the reservoir reserve would be balanced with the safeguarding of drinking water supplies.

The CRG worked through a range of information, ideas and issues to help develop the draft concept plan for the reservoir reserve and realise opportunities for recreation. Key considerations of the CRG included:

• How to manage public access given the interface of the reserve with neighbouring residential properties

• The opportunity to provide walking and cycling trails throughout the site in addition to visitor access on the dam wall

• The other types of activities that could enhance visitor use and experience of the reserve such as a nature play area, picnic areas, viewing areas over the water and fitness equipment

• Infrastructure that would be needed to support visitation such as car parking, toilets, fencing and signage.

The concept plans illustrated in this report have been developed in response to the guiding design principles as well as feedback from the CRG.

Additional features have been proposed for the south-western corner of the site following consultation with the project task force.

• Ensure SA Water infrastructure assets are protected, and operational and maintenance requirements are maintained and coordinated with new public uses

• Ensure risks to drinking water quality are eliminated / minimised

• Facilitate appropriate public use within the Reservoir while mitigating risks to visitor safety

• Crime Prevention Through Environmental Design principles are adhered to

• Tree monitoring and replacement strategy to reduce potential safety risks

• New trails that engage with the Reservoir and are integrated with the surrounding bicycle and pedestrian path network

• Provide accessibility for people with disabilities or mobility issues

• Provide multiple entry access points around the perimeter of the Reservoir

• Passive recreation areas and nodes offering opportunity for longer stays, including new infrastructure such as toilets, car & bike parking, signage etc. to enable use and enjoyment of the Reservoir

• Interpret the Reservoir’s distinct natural and cultural heritage to enrich visitor experience

• Protect the privacy and security of properties directly adjoining the reserve

• Maintain valued views into the reserve from surrounding residential areas and encourage passive surveillance

• Manage visitor behaviour so it doesn’t adversely impact nearby residents (e.g. location of car parking, noise, anti-social behaviour etc.)

• Establish indigenous vegetation buffers and improved habitat areas for the benefit of local flora and fauna

• Long-term landscape rehabilitation and tree replacement strategy that will provide more indigenous trees and vegetation for enhanced animal habitat.

• Protect and enhance existing wildlife habitat and design appropriate public uses to ensure ecosystems thrive and are sustainable
