CODE OF CONDUCT

DESCRIPTION

During routine inspection, Chief Engineer found that

water coming out from expansion tank of Harbour

Generator and overflow from the tubes. It has been

found further that F.W. coolant has been mixed with

sea water.

Change over H/G to DG 1 immediately and stop H/G.

Report to Technical Superintendent.

Dismantled F.W. cooler and off-land to shore for repair

and pressure testing.

AMENDMENT CODE OF CONDUCT

Our Chief Executive Officer, Madam Caroline Yang conducted the refresher training to all Hong Lam Marine Office Staff on amended Code of Conduct. In professional Integrity, Transparency was added to the existing behavior of Honesty, Integrity, Respect and Impartiality.

All Employees shall adhere to the highest standards of behavior during their course of employment with the Company including: - Honesty - Integrity - Respect for People - Impartiality - Transparency The purpose of this Code of Conduct is to describe the standards of behavior and conduct required from all Employees in their dealings with customers, suppliers, clients, co-workers, management, agents and the general public. All Employees shall observe the standards set out in this Code of Conduct at all times. Non-compliance with this Code of Conduct shall result in disciplinary action.

DESCRIPTION

Pump room bilge float sensor was raising along with the cargo

level and no bilge alarm was activated although the cargo level

inside the bilge was 30cm height above the floor.

Vessels should check pump room bilge float sensor condition

and alarm status. Alarm should be activated within a couple of

second with short lift only.

GOOD PRACTICES OF USING SCBA AIR COMPRESSOR The SCBA air compressor is used to fill up the Air bottles of the SCBA sets used for firefighting or entering enclosed spaces. The SCBA air compressors needs to be operated in a special way. They are smaller than the conventional compressors found on ship.

The person using the SCBA set has to breath the air whatever is good or bad quality from the bottle. Therefore, it is utmost important to ensure that clean and good quality air is filled in the bottles for the safety of the user.

Recently it was noticed on one of our vessels, the Carbon dioxide (CO2) content in the bottle is high during the air quality test. Most of our vessel keep the SCBA air compressor in a compartment where the air is not so fresh like outside open area normally. When the compressor start, the suction will take the air around it and the same air will be filled into the bottles. If the atmosphere or air in the compartment is not clean, the bottles will be filled with same unclean air. That is the reason that high CO2 content air from the compartment was taken by compressor and filled into the bottle. Therefore, it is necessary to ensure the suction of compressor takes the clean and fresh air. For that purpose, it is recommend to connect a length of normal flexible hose at the compressor suction as per below picture. Prior to starting the compressor to fill the bottles, the suction hose shall be extended outside compartment and hang where it can get the fresh air. Then the fresh air will be taken and filled the bottles.

While operating the SCBA air compressor, there are certain points that should be followed in order to ensure smooth starting and operation of the compressor.

Pre-Starting Procedure

Follow the below step-by-step procedure before starting the compressor.

Extend out and hang the suction hose outside compartment where the fresh air is. (Ensure there is no Cargo smell or toxic gases around)

Fill water in a bucket or filling tank (if fitted) to keep the bottles cooled as heat is generated while filling the air. Bottle will show full pressure due to expansion of air by heat and compressor will stop automatically. But pressure will drop when the bottle cools down and end up with bottle not been filled fully.

Check oil level in compressor-sump through indicator glass fixed on the side of the compressor. Check O-ring is placed in DIN-coupling male part and is in good condition and also no O-ring is there

in the female-part of the valve on the bottle. Check the bottle visually for any damage and ensure correct rated pressure as compressor. Place bottle in water bucket or tank. Connect hose to the bottle and do not tighten too firmly as the pressure will ensure a proper fit. Open the valve on the hose by turning counter clockwise. Open the valve on the bottle by turning it counter clockwise.

Procedure for starting the compressor

Following steps are to be followed for starting the compressor:

Even though the unit has automatic condensate draining you should drain the condensate frequently while filling by turning the knob. Otherwise air inside bottle will have high water content.

The compressor will stop automatically on reaching 300 Bar (or around 310 bar). If not, must stop it immediately by manual. (DO NOT rely on auto function as over charged bottle will explode).

Close the bottle valve (1st) by turning clockwise. Close the hose valve (2nd) by turning anticlockwise. After filling all bottles open the hose valve carefully to relieve pressure from hose. Drain condensate from the compressor and water from the filling tank.

Refer to maker’s manual for regular maintenance such as renewing of filter cartridge.
