Who is CCI?•Introductions

Why do a Census and Survey of Homeless Individuals?

The point in time (PIT) count is a snapshot of the number of people considered to be homeless on one given day. It estimates the extent of the problem for an area and is reported to the US Department of Housing and Urban Development to acquire Federal funding and reported to the Florida Department of Children and Families to acquire State funding.  The Emergency Services and Homeless Coalitions of Jacksonville and Nassau County are responsible for conducting the PIT count for Duval, Clay, and Nassau Counties.  The Coalition and the individual agencies also use the PIT count data to apply for other funding opportunities.

How is the Census and Survey Conducted?

The point in time count includes data from the agencies as well as from a street count.  Each county is broken down into smaller areas called zones for the street count.  A group of volunteers then canvases each zone counting and surveying homeless individuals using the HUD definition of homeless for the PIT.  An additional group of volunteers surveys homeless individuals at the different shelters around town. 

It is done at the end of January for two reasons.  First, it is cold, which helps drive people into places where they can get warm.  Second, any governmental monetary assistance is usually running low at the end of the month, so individuals will go to the agencies that can help them get by.

What is the Process?•Review  the survey, information sheet, and obtain directions to the shelter before the 23rd.

•Arrive at the shelter by the designated time.  Car pooling is encouraged.

•Check in with your team leader.  They will then give you a clipboard, a script, surveys, and pencils.

•Don’t be shy…this is the time to survey.  Your team leader can point individuals out to you who have not been surveyed yet.  You may survey two people in an hour, you may survey five people in ½ hour…it all depends on the shelter.

•When you are done, check out with your team leader, go to your car (preferably with someone), drive home. 

•A few days after the survey, you will receive a volunteer survey to fill out.

ETIQUETTE•Treat the participant with respect and dignity.

•Assure the participants that their responses will be kept confidential and that information will be presented in aggregate form only.

•Give participants time to answer and listen when they do – don’t just focus on completing the survey.  This is more than just asking questions, it should be a conversation.

•Always remember to thank the participant for their time.

•Overall, be professional and respect the participant’s time.

SAFETY•Remember where you parked.

•Keep in sight of team members – never venture off alone.  Stay in groups of at least 2‐3.

•Wear appropriate and comfortable clothing – sneakers, jeans, sweatshirts.  Please don’t wear flashy clothes (tank tops, jewelry, skirts, etc.) that might make you stand out.

•Check in and out with team leader. 

•Don’t give any money to the participants.

•Be cautious of health risks.

•Provide personal space.

Interview everybody willing that you believe to be homeless – even if they say they are not homeless.

Read the opening survey line and ask the participant question 1…

The ServicePoint card is AKA “meal line card,” “Sulzbacher card,” “scan card,” etc.

If you are unable to obtain a reliable number, move on to question #2.

If they answer “Yes,” ask if you can record their number and legibly write it in the space provided.  If you are able to record their number, move on to question #4.

If they answer “No,” check the box.  Then…

…explain to them that we would like to enter their information into a safe database used by service providers (HMIS).  In order to do so, we need their permission.

At this time present them with the ESHC ROI.  

The participant should print his / her name and initial the appropriate box.Explain that he or she can choose to:

• have all information collected shared• have most information collected shared• have no information shared

Offer the participant a blank copy of the ROI.  

Answer any questions they may have.  Move on to question #2 once they choose whether or not to have their data entered into HMIS.

Legibly complete questions #2 and #3 with their first name and the last 4 digits of their SSN.
