Executive Summary

Overview of the Rapid Survey for Mapping of Urban Homeless Populations for Shelter Planning in

Delhi: May – June 2011

1. The central government and all state governments/UTs in India, to build permanent 24 hour

shelters for the urban homeless, with appropriate facilities, to enable them to enjoy their

fundamental right to life with dignity. The shelters must be adequate in numbers, in the ratio

of at least one per lakh of population in all 62 major urban centre identified under JNNURM,

by March 31st, 2011. The remainder cities above one lakh population should be also covered by

this programme in 3 years. All shelters for homeless people should be functional all through

the year; and not as a seasonal facility only during the winters. Entry to the shelters should be

open to homeless all through the day and night.

2. The central government and all state governments/UTs that 30% of the shelters in every city

should function as specialized shelters catering to particularly vulnerable populations such as

women, aged, disabled, mentally challenged, and recovery shelters for homeless patients etc.

- Letter dated 13 Oct, 2010, from Commissioners of the Supreme Court to the

Supreme Court

The Supreme Court of India, in the writ petition 196/2001, has directed all state governments and union

territories to establish permanent homeless shelters in the ratio of at least one per one lakh urban

population in each city, and to include in these numbers sufficient shelters for most vulnerable

populations among homeless people, like single women and the aged and infirm.

In order to plan the locations, numbers and nature of permanent shelters to be established for homeless

populations in any city, it is necessary to first conduct a rapid survey of homeless populations of the city.

This is distinct from the detailed survey which would need to be undertaken subsequently, which would

be in the nature of a detailed census of every homeless person (possibly integrated with bio-metrics), in

order to ensure individual entitlements to each homeless person and household, such as ration cards,

financial inclusion and health insurance.

A survey on the same lines was conducted in Delhi in May-June 2011 to pilot the concept and the report

contained in the following sections details the output of that exercise.

The purpose of the Rapid Survey (as distinct from the subsequent detailed census) of homeless

populations was as follows:

1. Identifying the areas with high concentration of homeless population along with a

categorization of the homeless concentrations in terms of Large, Medium and Small

2. Profiling the populations in these concentrations in terms of Gender, Age, Earning vs.

dependent, occupational categories and special needs

3. Identifying the deterrents preventing the specific sub-groups from using the shelters if available

in their location, as well as identifying the aspirations of the homeless for a shelter by specific

sub-groups

4. Resource mapping of the identified needs with the current resources (mainly buildings, relevant

services and land which are being or can be redeployed for use for this purpose) available with

government or to be provided for in the respective locations

The Delhi phase of the “Homeless Planning” outlines in the sections above was conducted between 18th

April to 10th June. The survey was a huge success, meeting all deliverables within time and cost. Given

below are some of the key aspects of the survey:

First and foremost, for the first time all stakeholders involved with working with the homeless were part

of the exercise to form what was called the “One Delhi Homeless Team”

The major stakeholders involved in the exercise were as below:

The various phases were done as per the timelines below:

• The project is proposed to be divided into 3 phases:

• Planning Phase: Onsite: 1 week: 19th to 23rd April

• Field Phase: Onsite: 5 weeks divided into 2 parts

– Rapid Survey: 2 weeks: 25th April to 7th May

– Resource Mapping: 3 weeks: 9th May to 28th May

• Data entry, Analysis and Report preparation: Offsite: 3 weeks in 3 parts

– Data Entry & Analysis: 1 week: 28th May to 4th June

– Peer Review: 1 week: 6th June to 11th June

– Report writing: 1 week: 13th June to 19th June

The methodology specific to Delhi, which was employed involved leveraging the existing knowledge of

various stakeholders as outlined below:

Survey Phase

• Used the previous knowledge base available with SC commissioner's office, MNGO & HRC’s as

base

• Divided teams as per districts & worked with respective HRC’s to build upon the existing list

• Conducted surveys between 8 p.m. to 4 a.m.

• Survey conducted using focus group discussion method

• Effort to cover all main categories of homeless in a location

• Identified concentrations, aspirations

• Mapped homeless concentrations to existing available resources including existing government

buildings, government land, existing shelters etc.

• Phase based on the output of the survey phase & the resources identified at every location

• Divided teams as per districts

• Took help of area specific executive engineers to confirm whether locations were viable for

shelter planning or not. This also included identifying available buildings at each of the identified

locations, which can be deployed after suitable refurbishing, for the shelters.

• Preference was given to shelters with good ventilation, open spaces and a healthy environment,

wherever possible.

• In terms of allocating existing resources, preferences were given to independent women

shelters.

Some key findings that emerged from the survey have been provided below:

• 190 locations visited & 175 concentrations identified across 9 districts

• 478 Shelters needed across categories

– 452 locations identified

• 28 Porta Cabins

• 424 Permanent structures

– 40 existing buildings +

– 384 land sites

• 40 current shelters identified which have “less than 10%” occupancy”

– Identified alternate uses for 27 of these shelters

• Residential schools for the homeless children, Women vocational centers,

Extreme disability centers etc.

• Overall Nearly 80% of Homeless are Males and 20% are females

Hopefully this report will help the shelter planning for the homeless in Delhi first and then nationally in

the short term.

Understanding Urban Poverty

Urban poverty: a global view

Urbanization1 is viewed to contribute to continual economic growth critical to poverty reduction. The

clustering of firms’ and peoples’ population2 open opportunities for investments, availability of services,

and prospects for jobs. But on the other hand, it brings conditions of congestion, unemployment, stark

inequalities, and crippling social problems drawing a phenomenon called poverty.

Population estimates indicate that urban population growth will swell up to five billion in 20-year time3

as well as urban poverty propelled by urbanization. Much of this is projected to happen in Asia and

Africa.

At present, it is calculated that one-third of the urban residents are poor which represents one-fourth of

the world’s total poor4. This is attributed to many that move to cities with no or less education and low

skills lagged behind struggling for a day-to-day living.

A research5 initiated by the World Bank relates that urban poverty is rooted in a complexity of resource

and capacity constraints6, inadequate government policies both at the central and local level, and a lack

of planning for urban growth and management”. With the rapid urban population growth in most cities

in the above mentioned continents, left inertly addressed, sooner or later urban poverty will complicate

to worst.

Urban poverty: the national scenario Alongside the hasty population growth is the increasing density of poor inhabiting cities. Asia has a

proportion of 28 percent (28%) of urban population, and a total of 25 percent (25%) urban poor – the

highest in the world.7

India, as the fastest growing economy in Asia, contributes a big chunk of share to both density – urban

population and urban poor. Over 286 million people now are inhabitants of the country’s cities8; three

of them, namely, Mumbai, Delhi and Calcutta, are haven of 17 percent (17%) of the world’s slum

dwellers9; destination of an estimated 1 million workers coming from agriculture every year with around

34,000 not getting into the organized sector; and “refuge” of countless number of child laborers many

are girls trafficked for commercial sexual exploitation10.

Based on the population growth pattern, it is expected that 41 percent (41%) of India’s total population

will be living in urban two decades from now. This is an indicator that more slum dwellers, jobless or

casual workers and child laborers would inhabit the cities, creating a phenomenon called “urbanization

of poverty”11. With currently urban poverty posing problems of space, housing, livelihood and or

employment, water, sanitation, health, education, social security along with the social needs of the

vulnerable groups such as children, persons with disabilities, aged and women (disregarding the fact

that certain aspects of economic development associated with the process of urbanization i.e.,

restructuring and dismantling of larger industries like mills and slum demolitions has “backwash”

effect complicating the predicament of the urban poor), this would be a worst case scenario.12

The recent report on urban poverty backed by UNDP13 relates that Indian state governments are

wrestled with challenges on making the cities inclusive, productive, efficient and manageable. This they

could only do by seeing urban development from the context of the urban poor highlighting their rights

for affordable and accessible adequate basic amenities, social services, and access to livelihood

opportunities which require efficient urban planning, good governance and strong political will. They

should as will see urban poor as partner rather as mere subjects of all these efforts.

Homelessness in India: a stark reality In India, urban poverty is “so real” with millions of homeless people squandering at almost every corner

of its cities. They generally occupy any vacant space i.e., roadsides, pavements, temple-mandaps, and

platforms as temporary abode while, ascribed their condition to extreme poverty, unavailability of low

cost housing, unstable employment, and violence instituted at home. Street children, beggars, sex

workers, and daily wage earners such as construction workers, rickshaw pullers, and street vendors

basically are among the homeless in India. 14

A census conducted in 2001 indicates that there are 1.94 million homeless people living in India. Three-

fifth (3/5) of them is living in villages and two-fifth (2/5) is in cities and towns. This figure however is

viewed an underestimation for approximation point out that merely the population of street children

and beggars are accounted 18 million and six (6) million, respectively. 15

The plight of the urban homeless in the country is highlighted by the 8th Report of the Commissioners of

the Supreme Court16. The report underscores ordeals the day to day life offers to them. Homelessness

itself is considered a crime. They are stigmatized criminals and or mentally ill. Their mere existence is

deemed illegal due to the danger posed by their presence. Their dwelling in public or public spaces is as

well an offense. Several laws and policies regulating urban land are barring them from building shelters.

Homeless people survive through causal and unprotected arduous labor, vagrancy, and or prostitution.

With unfixed income vis-à-vis source of living, they are paying everything i.e., a utilization of toilet, a

bath, transportation, a drinking water, and or a shelter when they choose to stay in it in a night or so;

tall financial expenses they have to burden besides other social services they need to avail e.g.,

healthcare, which is unimaginable for regular meals requires an enormous expense which is difficult to

manage. In fact, often, they eat according to what they can afford, forged, and or is given by charity or

vagrancy. Its quantity or quality is no longer a consideration provided there is something to fill their

hungry stomachs. Due to this practice - irregular, less or poor dietary intake - they suffer from ill health.

The homeless comprise the significant number of the estimated eighty (8) to two hundred (200) million

of people who sleep hungry every night.17 This condition makes them susceptible to extreme weather

conditions. The rise or fall in temperature increases the basal metabolism rate (BMR) of a body resulting

to a requirement for more calorie intake to maintain its temperature. Several numbers of homeless

people died in the streets in winter 2009 due to a very cold weather and in no avail their demise could

be associated to starvation. Despite of all these however, being among the most vulnerable and

disadvantaged in the society, they are not covered by food schemes.18 According to the aforementioned

report of the OSCC, 60 percent of them do not receive any form of assistance provided for below the

poverty line (BPL) category of the population merely because they do not have a proof of residence.

Confronting urban homelessness: a prelude Relevant to the urgency and severity of the above concerns, the OSCC brought the plight of the

homeless to the attention of the Honorable Supreme Court. The OSCC’s petition dated 13 January 2010

conveys the difficulty of the homeless in the streets of Delhi. The High Court promptly responded to this

petition and accorded directions pertinent to what the Commissioners are demanding. Realizing the

need to fulfill and protect the entitlements of all the homeless across the county, the OSCC’s successive

demands dated 25 January 2010 implore that the same directions have to be issued to all states’

concerned government agencies.

It is gratifying to note that the interim orders issued by the High Court in response to OSCC petitions are

overwhelming. Below are the summaries:

The Supreme Court Order dated 20 January 2010 issued the following directions to Government

of Delhi, the Municipal Corporation of Delhi, the New Delhi Municipal Corporation and

Cantonment Board: a) To set up at least 100 temporary shelters for people living in streets

within one week; b) To build at least 140 permanent shelters for people living in the streets by

December 2010; c) To set up at least 500 community kitchens across the city and provide

nutritious and cheap cooked food; d) To issue AAY ration cards to all homeless people in Delhi

with a validity of at least two years and renewable if they remain homeless in the city by March

31, 2010 and; e) To file an affidavit to the Supreme Court on steps undertaken to protect the

food and shelter rights of homeless people in the City by 15th February 2010.

The Supreme Court Order dated 27 January 2010 underscores actions undertaken by concerned

authorities regarding the directions issued on 20 January 2010. Important information it conveys

is that the Government of Delhi will take immediate steps in coordination with all its agencies

and non-government organizations to provide night shelters to the homeless, improved existing

facilities for them, and provide blankets, water, and mobile toilets.

The Supreme Order dated 05 May 2010 transmits responses of states to the petition of the

OSCC dated 25 January 2010 demanding that the same directions (issued on 20 January 2010 to

the Delhi Government Municipal Corporation of Delhi, the New Delhi Municipal Corporation and

the Cantonment Board) should be issued to all states and state’s agencies working for the

homeless. States’ and Union Territories’ affidavits and responses are positive and some

important actions they would undertaking are: a) take a detailed survey on the homeless and

respond to their entitlements accordingly; b) build a shelter for a lakh population in all urban

centers and provide basic facilities and amenities such as clean drinking water, light, toilet and

provisions for their security and; c) formulate comprehensive policies protecting the rights of

the homeless.

Definition of homelessness The term “homeless” mean such persons (including men, women, eunuchs and children) who don’t have

a home or settled place or abode, AND

1. Spend their nights in night shelters, transit homes, child homes for a short term stay, OR

2. Live on pavements, OR

3. Spend their nights sleeping in the place of work such as shops (including dhabas), factories

and offices etc., OR

4. Spend their nights in/on their means of livelihood such as hand/push carts, rickshaw etc., OR

5. Spend their nights in public places such as railway platforms, bus stands and places of

worship etc., OR

6. Live in temporary structures or under-construction buildings at construction sites.

Persons living in rented or own houses in Delhi or NCR will not be considered homeless.

Community Shelter for Homeless: A building, porta cabin, shed or a tent that offers a safe and suitable

habitat for several persons (Homeless) for temporary living and not as a household or permanent abode.

However, period of stay can vary from days to years.

Night Shelter: A Community Shelter that is used only for night time from 7 PM to 7 AM.

Special Community Shelter: A community shelter that is suitably equipped for the use of persons with

special needs. There can be following kinds of Special Shelters:

1. Community Shelter for Homeless with Physical Disabilities: A community shelter that is suitable

for the use of physically disabled Homeless persons.

2. Community Shelter for Recovering Homeless Patients: A community shelter that is suitable for

providing out of the hospital care for ailing Homeless Patients.

3. Community Shelter for Women and Children: A Shelter that is suitable for the homeless women

and children

4. Community Shelter for Homeless Families: A Shelter, that is usable for the families including

women and children.

5. Community Shelter for Homeless Children (Boys): A community Shelter suitable for Homeless

Boy children.

6. Community Shelter for Homeless Girl Children: A Community Shelter Suitable for Girl children

7. Community Shelter for Drug Users: A Community Shelter Suitable for drug users.

Planning for the Homeless

The Supreme Court of India, in the writ petition 196/2001, has directed all state governments and union

territories to establish permanent homeless shelters in the ratio of at least one per one lakh urban

population in each city, and to include in these numbers sufficient shelters for most vulnerable

populations among homeless people, like single women and the aged and infirm.

In order to plan the locations, numbers and nature of permanent shelters to be established for homeless

populations in any city, it is necessary to first conduct a rapid survey of homeless populations of the city.

This is distinct from the detailed survey which would need to be undertaken subsequently, which would

be in the nature of a detailed census of every homeless person (possibly integrated with bio-metrics), in

order to ensure individual entitlements to each homeless person and household, such as ration cards,

financial inclusion and health insurance.

The proposed methodology can be adapted for every city in India with minor adaptations. The section

below outlines the general methodology for doing such a survey which will then be followed by the

Delhi specific inputs.

need to cater for additional resources.”

Project phases The project is proposed to be divided into 3 phases:

Proposed Methodology In order to effectively implement the project, the following methodology is proposed:

Phase 1(Planning): In order to determine the areas of high homeless concentration where surveys can

be conducted, a round of interviews is required with the local NGO’s working in the area of homeless in

a respective city plus respective government agencies like the Municipal corporation to determine a

tentative list of homeless areas.

Once the list is compiled then the city should be divided into smaller regions in line with the

administrative set-up of the city to ease coordination with the government at later stages.

It would be useful first to constitute survey teams plus an attached data entry and analysis team, from

about 5 teams in a smaller city to 15 teams in a metropolis. Teams may constitute around 4 persons

each for the survey, a combination of state and local government officials, NGO representatives,

homeless youth volunteers, and student and youth volunteers (such as from the NSS and NYK) PLUS a

team of 2 data entry and analysis specialists per team totaling up to 6 people per team.

Each survey team should be given a city map, and the city may be divided into compact segments, based

on the numbers of teams available. Prior to the survey, they need to be oriented to a) profile and

problems of the homeless; b) participatory research techniques; and c) ethical responsibilities.

Each survey team should be given one vehicle, and the rapid survey conducted over two weeks. The

time of the survey would be from 8 pm to 2 am, because homeless people can only be identified and

contacted at this time.

The team will identify groups of homeless persons in numbers of 25 or more so as to justify building a

shelter. These will be mapped on the city map which they carry. As far as possible, they will hold focus

group discussions with larger clusters of homeless persons.

In the planning phase special window should be created for training of the survey teams with full

understanding of the objectives, methodology, data to be captured and the do’s and don’ts during the

survey. This should include the data entry and analysis team plus volunteers if any. A brief orientation

manual like the current document can be given a couple of days prior to starting the survey as a pre-

read to the training session/sessions.

Phase 2a (Rapid Survey): Once the survey locations with high homeless concentrations have been

identified, then we propose to do rapid surveys focused on the following:

1. Identifying the areas with high concentration of homeless population along with a

categorization of the homeless concentrations in terms of Large, Medium and Small

2. Profiling the populations in these concentrations in terms of Gender, Earning vs. dependent,

occupational categories and special needs

3. Identifying the deterrents preventing the specific sub-groups from using the shelters as well as

identifying the aspirations of the homeless for a shelter by specific sub-groups

4. Broadly identify the possible locations that might be used as is or upgraded to be used as

shelters and in some cases be built afresh

The survey would be conducted using focus group discussion methodology as an effective method to

obtain the best possible responses from the target audience.

In the focus group discussions, the questions will be asked based on a pre-determined format focused

on the following core areas:

What is the total population of the homeless cluster including women and children?

What is the predominant age and gender profile of the homeless population in that cluster?

What are the predominant occupations undertaken by this homeless cluster?

Do they have any special needs and challenges, such as disability, leprosy, TB, High drug use etc?

Details.

Are the majority of homeless residents those which have been at this location for more than

one year, or less? Please specify?

Do they have access to any shelter? If so, details, and their evaluation of that shelter.

If the government sets up a shelter for them, would they a) welcome that; b) oppose it; or c) be

indifferent? Reasons.

If they were to have a shelter, what would they seek from it in terms if a) location; b) facilities;

Are there any resources available in the vicinity where these shelters could be built? The

resources could be in the form of a land or building

This information would be recorded and collated for each district in a metro or an appropriate

geographical location which would ease interaction with government bodies. For ex. A metro like Delhi

has 9 districts and if we collate information by district then it is easy to approach the right set of

government officials. The data entry and analysis would happen in parallel to the survey to ensure a

faster turnaround.

Phase 2b (Resource Mapping): Based on results from the rapid survey, the local government and

Municipal corporation officials will be contacted and collaborated with to visit the proposed shelter

locations found during the survey or help in identifying feasible locations to build the shelters.

Typically executive engineers belonging to the respective districts will accompany the survey teams to

qualify the available land/buildings at each of the identified locations, as feasible or not feasible based

on government considerations. If such buildings are not available, government will identify appropriate

sites on which the permanent shelters can be built. Preference will be given to shelters with good

ventilation, open spaces and a healthy environment, wherever possible. The shelter building designs

should be low cost and environmentally appropriate, including where considered appropriate the use of

prefabricated structures.

Phase 3 (Data entry, Analysis and Reporting): While broad trends emerging from the surveys and focus

groups will be identified during Phase 2 itself, detailed analysis and report writing will be done in Phase

3. There will be regular status update meetings to track the progress.

This report would then be shared with the local government body as the basis for funding and approval

proposals for each shelter (women, aged, disabled, mentally challenged, and recovery shelters for

homeless patients etc.).

This rapid survey for homeless report will be used by the state government, local body and other

organizations assisting these, to plan the locations, and types and numbers of shelters in each location.

The minimum numbers of shelters in each urban area, as per SC ratified norms, is one per lakh of urban

population. Thus if the city is of one crore (ten million) population, it would qualify for at least 100

permanent homeless shelters. Of these around 30 would be shelters for especially vulnerable homeless

groups. Where the general (working men’s) shelters, and the specialized shelters (such as women, aged,

disabled, mentally challenged, and recovery shelters for homeless patients etc.) would be located, and

the numbers and mix of types of shelters in each location would be based on the findings of the rapid

survey. The rapid survey feedback would also guide the planning of the services and management

systems of the shelters.

The Delhi Situation Government of Delhi is well aware of its responsibility towards the marginalized sections of society.

Although the city is hugely stressed with the fast pace of in-migration of people from every socio-

economic status, from almost every state of the country, it strives to provide a humane habitat for all. It

has recently created a dedicate government body, Delhi Urban Shelter Improvement Board (DUSIB) to

take care of shelter needs of poor people. The board is mandated to plan, build and facilitate smooth

functioning of the houses, dormitories and special shelters for the poorer sections of the societies,

including the homeless.

Opening of shelters in various locations of the city could be one effective ways of addressing the

problem of homelessness. The crux of most of the problems that homeless people face when they live

on streets lies in people’s perception towards them. Starting shelters presents an opportunity to the

general public to interact with the homeless in designated spaces and help change pre-conceived

notions about them.The general perception about homeless stems primarily from their instable living

patterns and appearance. Living on street, forced to move from one place to other, they have little or no

access to bathing, washing and toilet facilities. Without bath and unwashed for days on end produces a

repulsive image about them. By opening of more shelters, this situation could be improved. If they begin

to appear clean and look ‘regular’, hostility towards them will reduce. It will also enhance the interaction

between the two groups, thus reducing the biases against each other.

Staying in the shelters, can control and minimize the extent of problems, which in turn, can give them

opportunities to explore more options. Shelters provide a platform for interactions between the

homeless and the police. Stable and fixed accommodation also means less suspicion. Further, people

staying in the shelter could be issued Identity Cards. This will enable them to get those jobs, which they

do not get due to their homeless status.

At present, the number of shelters being run in the city is too less to meet the requirements. Few

shelters are started during the winters only. Thus more shelters are required on a permanent basis.

Currently DUSIB has a network of 64 shelters of various kinds that are intended to be used for the

homeless. However, a large proportion of these shelters are not used by the homeless because of

various deficiencies. The Board intends to review suitability of these shelters and take necessary steps to

make the shelters appropriate for the users. It also intends to expand the network of shelters to meet

the Supreme Court’s mandate to provide one shelter for every 100,000 population with 30% shelters for

the special groups.

Shelters, certainly, are much more than places for night time sleeping. Therefore, serious efforts are

required to locate, design and develop these shelters in a manner that they not only fulfill the most

basic requirements of an individual but also serve as the ground from where person could begin to plan

his life beyond the hostile and unfriendly streets.

It was with this objective of planning for the shortfall of homeless shelters in the city, that this planning

exercise was undertaken by the Supreme Court Commissioner’s Office in partnership with MNGO,

HRC’s and other civil society organizations.

The Delhi experience

The Delhi phase of the “Homeless Planning” outlines in the sections above was conducted between 18th

April to 10th June. The survey was a huge success, meeting all deliverables within time and cost. Given

below are some of the key aspects of the survey:

First and foremost, for the first time all stakeholders involved with working with the homeless were part

of the exercise to form what was called the “One Delhi Homeless Team”
