NGO WORKING GROUP INFORMATIONElectionsThe elections for vacancies on the Working Group will take place in October this year, so please think about whether you might want to nominate someone from your community organisation to join the 13 person representative body. We need your input to continue to influence the work the NGO Working Group does.

The Health and Disability NGO Working Group plans to deliver 5 regional workshops around New Zealand in the last months of 2012. These events will be free to attend and are likely to be half-day workshops for non-profit health and disability community organisations. We want you to tell us what topics to cover and when and where will suit you best. Of course, we won't be able to satisfy everyone this time, but we will try to meet the needs of the majority (if these first events are well-received, we may do more in 2013, so all your ideas will be useful to us). Older People's Health/Aged CareThe Health and Disability NGO Working Group has been exploring older people’s health issues and the current role of the non-profit sector. Their paper is now online at www.ngo.health.govt.nz/moh.nsf/indexcm/ngo-prioritiesandprojects-planningfunding#older

By sharing what they learnt, the Working Group hopes to facilitate greater NGO involvement in creating alternative options for older people. The Working Group’s summary is not intended as a complete comprehensive collection of all that is going on. It is for those NGOs and others who do not currently have significant expertise and knowledge of older people’s health issues, but whose services or skills may be extended to contribute to this growing area of need.

Party Pills: Reversing Onus of Proof ComingDistributors and producers of party pills and other legal highs may soon have to prove they are safe before they can sell them, in a reversal of the onus of proof. If they cannot prove that a product is safe, then it won’t be allowed in the marketplace.

A new unit is to be set up within the Ministry of Health for issuing approvals, and companies wishing to sell these products will need to give specific technical information about their product to this body. There are likely to also be restrictions on the use of substances which are approved (such as a legal minimum purchase age, and restrictions on the types of premises where they can be sold).

This annual statistical publication presents and summarises suicide information received from the New Zealand Mortality Collection, and admissions to hospital for intentional self-harm sourced from the New Zealand National Minimum Dataset.

Preventing and Minimising Gambling Harm: Consultation document The Ministry of Health has released a consultation document on the services it proposes to purchase to prevent and minimise gambling harm in the three year period from 1 July 2013 to 30 June 2016.

Cancer: Historical summary 1948–2009 A summary of cancer registration and death data from 1948–2009 for selected cancer sites.

Cancer: New registrations and deaths 2009 An annual statistical publication that collates and analyses data on primary malignant tumour cases diagnosed in New Zealand, as reported to the New Zealand Cancer Registry.

Proposal to introduce plain packaging of tobacco products in New Zealand The Government has agreed in principle to introduce a plain packaging regime for tobacco, subject to the outcome of a consultation process. The attached document sets out the Government's proposal and rationale for plain packaging.

Internal Affairs - Review of Seven Community Funding SchemesSeven non-departmental funding schemes are currently being reviewed. They are the Community Development Scheme (CDS), the Community Internship Programme (CIP), Support for Volunteering Fund (SVF), Community Organisation Grants Scheme (COGS), Digital Literacy and Connection (DLC), Disarmament Education Grants (DEG), and the Youth Workers Training Scheme (YWTS).

CIP funding (currently $331,000) is to be reduced by 30% - a drop of $100,000, and this amount will go to the Support for Volunteering Fund. It is proposed that the seven organisations be merged into one, although the COGS scheme and community-leddevelopment initiatives (those the Department of Internal Affairs is piloting in five communities) are likely to be ring-fenced.

NGO INFORMATION New assistive captioned telephone service for elderly, hearing impaired and deafThe National Foundation for the Deaf Inc seeks support from the NGO health and disability sector to get the word out to people who are hearing impaired or their carers or support people, family members and friends, that a captioned telephone service called CapTel is now accepting registrations.

By using CapTel the caller, who is hearing impaired, is able to read the conversation and respond verbally and be heard by the call recipient who is not hearing impaired.

Social isolation can be a big issue when hearing loss interferes with a person’s ability to connect with family and friends. In particular, people who experience recent and/or increased levels of hearing loss, who have prior experience using telephones and lose their ability to hear on the telephone often benefit from using CapTel.

CapTel costs $99.00 (this low price is available only to the first 200 registrations). Please email Adam Paterson : [email protected] for further information.

Skylight – because grief happens and support matters! Skylight is delighted to let you and your team know about the new web page hub recently established for sibling support - as well as several brand new downloads produced by Skylight for personal and community use. They have looked forward to being able to provide such a site for a long time, so are thrilled it is now available. Skylight recognises that the brothers and sisters of children or teens who have a serious illness, a chronic health condition or a disability have their own unique needs too. Research from around the world confirms that supporting siblings well is very, very important. On this new web page hub Skylight has brought together all kinds of information that may be helpful for siblings – and for those who care for them and want to support them. This is a unique hub and includes input from around the world, as well as brand new downloads developed by Skylight – great stories and an interactive booklet, as well as an information sheet for parents and carers.

National Civil Defence exercise - Operation ShakeOut planned for September!Advance notice: 29th September 2012

New Zealand ShakeOut, a national earthquake drill coordinated by Civil Defence, aims to have a million people taking part in the first ShakeOut drill held nationwide in any country.Participants at home, work and school will practice “Drop, Cover and Hold” – the right action to take in an earthquake.It could be useful to publicise it on your website to encourage disability sector participation.The link is http://www.shakeout.govt.nz/

FUNDING, FELLOWSHIPS, AWARD OPPORTUNITIESNew Making a Difference Fund round now openThe Making a Difference Fund is part of the Think Differently Campaign – changing attitudes and behaviour towards disabled people. The fund is an annual grant that supports social change initiatives at the community level.

The fund supports communities to develop projects that mobilise change at a local level. It gives priority to projects that are collaborative, have support from across the community, and have a clear plan to effect local change.

Applications are welcome from all regions and sectors – recent projects include a community circus in Auckland, and workshops for Upper Hutt City Council staff.

The campaign and fund objectives are to: increase knowledge and understanding of disability increase the personal relevance of disability for all New Zealanders mobilise personal and community action for positive change address the social environment that tolerates or accepts exclusion of disabled people.

Proposal to introduce plain packaging of tobacco products in New ZealandConsultation document – closing date 5 OctoberThe Government has agreed in principle to introduce a plain packaging regime for tobacco, subject to the outcome of a consultation process. The consultation document sets out the Government's plain packaging proposal, gathers the views of interested individuals, businesses and organisations, informs New Zealand's trade partners and invites their comment, and seeks additional information relevant to the proposal. Review of the Medical Council’s ‘Good Medical Practice’ document – closing date 12 October Good Medical Practice aims to outline the duties of a good doctor in a simple and direct manner. It is intended to help doctors to monitor their own conduct and the conduct of their colleagues. It is also intended to serve as a source of education and reflection for medical students. It is often referred to by patients who are uncertain about the quality of care they have received. The resource is accessible to everyone, and the standards outlined are clear and easy to follow.

Good Medical Practice also has another important function. It is often used as a standard against which professional conduct is measured. It is used by the Health Practitioners’ Disciplinary Tribunal, the Council’s Professional Conduct Committees and the Health and Disability Commissioner in determining whether a doctor has acted appropriately or not.

The advice it contains therefore needs to establish a clear line in the sand against which conduct can be measured.

The Medical Council is seeking feedback from doctors, patients and other agencies engaged in the regulation and practise of medicine on this resource, and on changes that are proposed. While the Council believes that Good Medical Practice remains useful and relevant, they also think that it could be improved in a number of ways. Kiwis Experiences of AntidepressantsPeople are being encouraged to take part in the first survey to ask Kiwis about their experiences with antidepressants. The survey is being run by researchers from the Department of Psychology at The University of Auckland.

Anyone who has been prescribed antidepressant medication in the last five years is eligible to take part in the survey even if they are no longer taking them. People who have been prescribed antidepressants but decided not to take them at all are also encouraged to take part.The online survey is at http://www.viewsonantidepressants.co.nz/

Other InformationDrug & Alcohol Court Seeks Treatment ProvidersThe Ministry of Health is seeking drug and alcohol treatment organisations who are able to support NZ’s first Alcohol and Other Drug Court, which is a pilot project. They are looking for groups who can provide a range of specialist services for offenders, like drug and alcohol screening, community-based treatment, and drug testing services.
