    the White House. Marking their third

    bilateral summit, the two leaders

    reflected proudly on the

    transformation of United States-India relations during the last

    decade, affirming that the

    partnership between the two democratic nations is stronger today than at anypoint in their 67-year history.

    Rooted in common democratic values and strong people to people ties, the

    United States and India have developed a comprehensive global strategic

    partnership, both in name and in substance that has made their citizens safer and

    more prosperous.

    President Obama and Prime Minister Singh pledged to make the next decade

    equally as transformative, challenging their governments to reach the full potential

    of this partnership, particularly in the areas of security cooperation, bilateraltrade and investment, energy and environment, higher education, and global

    architecture. The Leaders called for expanding security cooperation between

    the United States and India to address 21st century challenges in the areas of

    counter-terrorism, cyber, space, and global health security.

    Applauding bilateral defense cooperation, including trade and military exercises,

    President Obama and Prime Minister Singh expressed satisfaction with the

    progress achieved to date in defence relations. They emphasized the need for

    more intensive defense cooperation on both sides. The Leaders reaffirmed their

    desire to further strengthen defence trade cooperation endorsing a Joint

    Declaration on Defence Cooperation as a means of enhancing their partnership

    in defence technology transfer, joint research, co-development and co-

    production. President Obama encouraged the further participation of US firms

    in partnering Indias efforts to enhance its defence capacities. President Obama

    also welcomed Indias decision to participate in the Rim of the Pacific (RIMPAC)

    naval exercise hosted by U.S. Pacific Command in 2014. Affirming

    their deep concern over the continuing threat posed by terrorism, President

    Obama and Prime Minister Singh stressed the need for joint and concerted

    effort, including dismantling of terrorist safe havens, and disrupting all financial

    and tactical support for terrorism. The Leaders decided to significantly expand

    information sharing and intelligence cooperation to address threats to theirrespective nations including strengthening the bilateral relationship to exchange

    information on known and suspected terrorists. The Leaders emphasized the

    importance of expanding homeland security cooperation to enhance exchanges

    on megacity policing strategies, securing the global supply chain and anti-

    counterfeiting efforts. India welcomed the U.S. offer of membership in the US

    Global Entry Trusted Traveler Network Program, to facilitate expedited entry

    of Indian travelers to the United States.

    Noting that two-way trade has increased fivefold since 2001 to nearly $100

    billion, President Obama and Prime Minister Singh agreed that there are no

    insurmountable impediments to bilateral trade increasing an additional fivefold.

    President Obama expressed confidence that the ongoing Indian economic reforms

    and policy measures to liberalize Indias economy would accelerate economic

    growth, opening greater avenues for trade and creating jobs in both countries. In

    this respect, the Leaders recognized in particular the role and contribution of the

    Indian and U.S. Information Technology industry and the IT enabled service

    industry in strengthening India-US trade and investment relations.

    The Leaders reaffirmed their commitment to concluding a high-standard BilateralInvestment Treaty that will foster openness to investment, transparency, and

    predictability, and thereby support economic growth and job creation in both

    countries. The Leaders welcomed progress towards increased engagement by

    experts from both governments, underlining the need for expeditious progress to

    address all trade and investment policy issues of bilateral concern so as to remove

    obstacles and improve the business environment in both countries. In this respect,

    both sides agreed to consider establishing a Joint Committee on Investment in

    Manufacturing.

    The Leaders also committed their officials to work toward a successful outcome

    at the World Trade Organization Ministerial Conference in Bali. The Leaders

    welcomed the robust cooperation in cutting-edge scientific research and jointcollaboration in science, innovation, and entrepreneurship, for the benefit of

    citizens in both countries. The United States welcomed the invitation by India

    for the United States to be Partner Country in Indias Science and Technology

    Summit in 2014.

    President Obama and Prime Minister Singh discussed ways to strengthen

    bilateral efforts to promote energy efficiency, clean energy, and address climate

    change. In the civil nuclear power sector, President Obama and Prime Minister

    Singh noted that, with government-to-government procedures agreed,

    commercial negotiations between U.S. companies and the Nuclear Power

    Corporation of India (NPCIL) are proceeding. They welcomed the

    announcement that NPCIL and U.S. nuclear company Westinghouse have

    concluded a Preliminary Contract to develop a nuclear power plant in Gujarat

    in India. Building on this, the Leaders urged NPCIL and U.S. companies

    Westinghouse and General Electric-Hitachi to expedite the necessary work to

    establish nuclear power plants in Gujarat and Andhra Pradesh. Both sides

    reaffirm their commitment to the full and timely implementation of the India-

    US Civil Nuclear Cooperation Agreement.

    The U.S.-India Partnership to Advance Clean Energy (PACE), launched by

    the two Leaders in 2009, is expected to pave the way for energy to millions of

    Indian households. To expand the availability of clean energy resources to

    more people, President Obama and Prime Minister Singh endorsed the

    proposal to launch Promoting Energy Access through Clean Energy (PEACE),

    a PACE initiative, to rapidly deploy innovative renewable energy solutions to

    those who currently lack access to energy.

    Recognizing that climate change is a defining challenge of our time and that

    there are mutual benefits to intensifying cooperation, President Obama and

    Prime Minister Singh announced the establishment of an India-U.S. Climate

    Change Working Group to develop and advance action-oriented cooperation,as well as to begin an enhanced dialogue focusing on working closely in

    developing an ambitious climate change agreement for the post-2020 period,

    and on strengthening bilateral efforts in this regard.

    The two leaders agreed to immediately convene the India-U.S. Task Force

    on hydrofluorocarbons (HFCs) to discuss, inter alia, multilateral approaches

    that include using the expertise and the institutions of the Montreal Protocol to

    phase down the consumption and production of HFCs, based on economically-

    viable and technically feasible alternatives, and include HFCs within the scope

    of the United Nations Framework Convention on Climate Change (UNFCCC)

    and its Kyoto Protocol for accounting and reporting of emissions.

    The Leaders are committed to support the full implementation of the agreed

    outcomes under the UNFCCC with its ongoing negotiations. They strongly

    welcomed the efforts of the Secretary-General of the United Nations to

    mobilize political will through 2014 towards the successful adoption of a

    protocol, another legal instrument, or an agreed outcome with legal force

    under the convention applicable to all parties by 2015, during COP-21 that

    France stands ready to host. They also supported complimentary initiatives,through multilateral approaches that include using the expertise and the

    institutions of the Montreal Protocol to phase down the production and the

    consumption of HFCs, based on the examination of economically viable and

    technically feasible alternatives. They will continue to include HFCs within the

    scope of UNFCCC and its Kyoto protocol for accounting and reporting of

    emissions.

    President Obama and Prime Minister Singh emphasized the dangers that high

    oil prices can pose to the global economy and the need to increase oil market

    transparency and emergency response collaboration, through closer

    coordination and bilateral dialogue.

    The Leaders stressed the need for diplomacy to resolve outstandingissues relating to Irans nuclear program, and called on Iran to comply

    with its IAEA and UN Security Council obligations.

    The two Leaders also deplored the use of chemical weapons in Syria,

    stressing that the global norm against the use of chemical weapons by

    anyone and anywhere must be maintained. Consistent with the U.S.

    rebalance to Asia and Indias Look East policy, the Leaders expressed a

    desire to partner more closely with other Asia-Pacific countries,

    including greater coordination with Japan, China and ASEAN, among

    others, including through the evolving institutional architecture of the

    region. The Leaders share a commitment to support regional multilateral

    institutions as they continue to develop into effective bodies built on

    international rules and norms that can address shared challenges.

    Noting the contributions of Indian peacekeepers to global peace and

    stability for sixty years, the Leaders decided to expand their United

    Nations peacekeeping cooperation, including capacity-building efforts

    with third countries. Reaffirming that in the years ahead, the United

    States looks forward to a reformed UN Security Council with India as apermanent member, President Obama and Prime Minister Singh agreed

    that both their nations bear a responsibility to ensure that the Security

    Council continues to effectively play the role in maintaining

    international peace and security envisioned in the United Nations

    Charter.

    Building on ongoing consultations between India and the United States

    on East Asia, Central Asia and West Asia, and the trilateral dialogue

    mechanisms with Afghanistan and Japan respectively, the Leaders agreed

    to expand their consultations to include a dialogue on the Indian OceanRegion, to deepen coordination on cross-cutting issues including

    maritime security and conservation of natural resources. The Leaders

    resolved to work together to end extreme poverty, including through

    expanding efforts to end preventable child deaths through the Child

    Survival Call to Action. Fifty years after the launch of Indias own

    agricultural Green Revolution, the Leaders applauded their

    countries work together with African partners Kenya, Malawi, and

    Liberia, to provide capacity building and exchange best practices for

    food security.

    Looking forward, President Obama and Prime Minister Singh

    recognized that increased cooperation in these areas will strengthen

    the United States-India strategic partnership, highlighting shared

    democratic values and the capabilities the United States and India

    have to work together across Asia and around the globe. The two

    countries have crossed a threshold in their relations where both

    recognize that successes at home and abroad are further advanced bytheir cooperation.

    ONGC Videsh Limited has expressed interest for bidding in the

    4th Licensing round for seven offshore and one onshore oil/gas blocks

    in Tanzania, keeping in mind the measures to be taken to strengthen

    cooperation in the field of Oil and Gas. Tanzania has appreciated the

    various initiatives taken by India for setting up infrastructure projects in

    Tanzania, namely 200 MW gas-based Combined Cycle Power Project,

    Wind Power Project and the Dry Port Project. India, on the other hand,

    has agreed to cooperate with Tanzania for rehabilitation and

    modernization of the Tanzania Railway system. The matter came up for

    discussion between Dr. D Purandeswari, Minister of State for Commerce

    and Industry and Dr. Abdallah O Kigoda, Minister of Industry and Trade,

    Tanzania, during the 3rd meeting of the Tanzania-India Joint TradeCommittee (JTC) held at Dar-es-Salaam, Tanzania on 25-09-2013.

    The matter relating to the ban on export of rough Tanzanite imposed by Tanzaniaalso came up for discussion between the two Ministers. In response to theIndian request for revoking the ban, the Tanzanian side assured that the matterwill be considered. The Indian delegation also agreed to consider the Tanzanianrequest to establish a Gemology Institute in Tanzania and offered help in capacitybuilding by training master craftsmen of Tanzania.

    Both the sides further agreed to double the volume of bilateral trade in the nexttwo years and to reduce the trade imbalance, which is currently in favour ofIndia. The volume of bilateral trade in 2012 was USD 2.12 billion. During theJTC meeting, the Tanzanian side appreciated the facility extended by India to

    Least Developed Countries (LDCs) through the Duty Free Tariff Preference(DFTP) Scheme for LDCs, which came into effect in August, 2008 with Tariffreduction spread over five years. The scheme has helped the Tanzanian exporterstowards enhanced market access in the Indian market. In that respect, theexports to India have grown from USD 196 million in 2008 to USD 526million in 2012.

    Dr. Purandeswari in a bilateral meeting with Dr. Kigoda noted with satisfactionthat the Indian investments in Tanzania are steadily rising in diversified sectorssuch as agriculture and agro-processing, construction, financial services,manufacturing, mining, tourism, telecommunication and transport. From 1990

    to June, 2013, investment by Indian companies in Tanzania is estimated to beUSD 1.91 billion. Both the Ministers felt that there is a huge untapped potentialfor increasing Indian investment in Tanzania. The Indian Minister raised theissue regarding high cost of resident/work permit by Tanzanian authorities.

    A mega event namely India Show being organized by Confederation of IndianIndustry in collaboration with Ministry of Commerce and Industry, in Dar-es-Salaam from 25th to 27th September, 2013, with the theme as NurturingGrowth, Enhancing Partnerships, was inaugurated by Dr. Purandeswari, Mr.Seif Sharif Hamad, the Fist Vice President of Zanzibar and Dr. Kigoda. Duringthe inaugural address at the India Show, Dr. Purandeswari acknowledged the

    fact the East African region was the largest export destination for Indian exportsamong all the regions in Africa and stressed on the importance of people-to-people contacts for enhancing the trade and investment relations.

    Seemandhra Cong leaders wanthigh level panel to visit AP

    Hyderabad: Faced with pressure from united Andhra supporters, the ruling

    Congress leaders from Seemandhra regions Tuesday said a committee

    comprising Union Ministers should tour Andhra Pradesh to look into issues

    concerning the proposed division of the state. A committee comprising Union

    Ministers should visit Andhra Pradesh. They should focus on issues in the state.

    Congress alone is not guilty (in the proposed division), state Finance Minister

    Anam Ramanarayana Reddy told reporters here. The committee would

    help understand concerns of the Seemandhra region, Reddy said. Observing

    that Congress alone is not to be blamed for the proposed division, he said they

    would like to work with the slogan Save Andhra Pradesh, Save Congress.

    Reddy was speaking after a meeting of some Andhra Pradesh ministers and

    other Congress leaders. His remarks came in the wake of raging united Andhra

    agitation in coastal Andhra and Rayalaseema regions and the ruling Congressleaders being blamed for the division. State Congress unit president Botsa

    Satyanarayana has already urged AICC president Sonia Gandhi to depute the

    members of A K Antony committee to visit the state. The A K Antony panel

    was constituted to go into the situation arising out of the decision to form separate

    Telangana. The PCC president, who is likely to visit Delhi tomorrow, is

    expected to convey the concerns of the Seemandhra leaders to the party

    leadership there.

    The Congress Working Committee (CWC) had given its nod for separate

    Telangana demand on July 30 and protests against proposed division in

    Seemandhra regions continue unabated.

    Andhra DGP V Dinesh Reddy retires

    Hyderabad: Andhra Pradesh Director General of Police (DGP) V Dinesh

    Reddy, against whom a CBI probe is pending on charges of acquiring

    disproportionate assets, on Monday retired from service.

    Reddy, who was accorded a ceremonial farewell on superannuation, took

    the salute at the Parade Grounds at Central Police Lines in Amberpet here.

    Andhra Pradesh High Court had yesterday rejected Reddys house motion

    plea seeking extension of his term for one more year (till the end of

    September 2014), against the decision of Central Administrative Tribunal

    (CAT) which had refused to grant him interim relief to continue him as the

    head of state police force till the end of September 2014. A division bench

    of Justice Ashutosh Mohanta and Justice D Seshadri Naidu dismissed

    Reddys plea.

    Reddy had last week moved the house motion in the AP High Court against

    the decision of CAT which had declined to grant him interim relief after he

    Hyderabad: Seven bogies of a goods train derailed at Vizianagaram railway

    station this evening, Government Railway Police said. No one was injured in

    the mishap, they said.

    The incident occurred at around 6.45 pm at platform number 5.

    One of the rails was broken, which probably caused seven bogies of the

    Raipur-bound goods train carrying gypsum to derail, according to the

    preliminary probe. No one was injured and train movement was not affected

    as platform number 5 is meant only for goods trains, a GRP officer said

    had challenged the state governments decision about not extending hisservices in the wake of a CBI inquiry pending against him for allegedlyamassing disproportionate assets. It is learnt that ACB Director General BPrasada Rao is the front runner to replace Reddy as the new DGP.

    Earlier, addressing the police personnel, Reddy said strength of police forcehas crossed the one lakh mark and reached 1,29,578. Dial 100 acentralised system on the lines of an emergency response agency like 911in the US was launched as part of people friendly steps that also includedsub-controls for assistance to public, he said.The challenge of ongoing agitations (over bifurcation of state) is met with

    restrain but in a highly effective manner, Reddy said, adding the state policealso achieved great success on the anti-naxal front within and outside AP.

    Mohanty issued a Government Order (GO) this afternoon placing Prasada

    Rao in full additional charge of the DGPs post until further orders.

    Though it was expected that Prasada Rao would be appointed as the

    regular DGP (Head of Police Force) in place of Dinesh Reddy, thegovernment chose to make an interim arrangement to follow the prescribed

    procedure of referring a panel of names to Union Public Service

    Commission for making the final choice, official sources said.

    This is to avoid any legal tangle, as it happened in previous cases, sources

    maintained. The State Government will now forward names of eligible

    DGP-rank IPS officers to the UPSC from which one will be eventually

    appointed as the HoPF, according to sources.

    Its now a mere formality before Prasada Rao would be appointed as the

    regular DGP in next few days, they added.Prasada Rao, a non-controversial officer, is currently the Director General

    of state Anti-Corruption Bureau. He previously served as the Vice-

    writes to Sonia to resolve issueHyderabad: Andhra Pradesh Congress today requested party president

    Sonia Gandhi to send representatives of the AK Antony Committee to

    the state to facilitate an amicable solution to the ongoing agitations

    against the proposed carving out of a separate Telangana. PCC

    president Botsa Satyanarayna, according to sources, has written to

    Sonia Gandhi requesting the move, in the wake of raging protests in

    Seemandhra region against the proposed creation of a separate

    Telangana even two months after the resolution was adopted by the

    Congress Working Committee.

    Five Indian varsities in worlds top 400 listLondon: India has improved its position in the worlds definitive university

    rankings with five Indian varsities entering the top 400 list, up from three in

    2012. Panjab University made its debut in the Times Higher Education - World

    University Rankings 2013-14 in the 226-250 band followed by two other new

    entrants - Indian Institute of Technology (IIT) Delhi and Kanpur in the 351-400

    band. The new entrants join IIT Kharagpur, which slipped from 226-250 into

    the 351-400 group, and IIT Roorkee, which retained its place in the 351-400

    band. These results should be encouraging for India: while no Indian institution

    makes the top 200...India now has five representatives in the top 400 - a sign of

    growing commitment to the global rankings, said Phil Baty, editor of the Times

    Higher Education - World University Rankings.

    The drive in India to share more data and to compare its institutions against the

    trusted, established and rigorous standards set by the Times Higher Education -

    World University Rankings is a great step to improved quality, he added.

    The increased representation for India in the rankings has been attributed to a

    two-day National Policy Dialogue in May on international rankings, when

    representatives of Times Higher Education were invited to meet with senioruniversity leaders by Indias Ministry of Human Resources Development and

    Planning Commission.

    India is clearly focusing more and more on quality to compete with the worlds

    best. These rankings require a lot of data and in the past this engagement was

    lacking. Even though the Indian universities have missed out on a top 200

    ranking, having five in the un-ranked top 400 list is a strong performance, said

    Elizabeth Gibney, a rankings expert at Times Higher Education.

    Overall, the California Institute of Technology retained its place at the top of the

    rankings for the third consecutive year, with Harvard University regaining

    second place (up from fourth), a position shared with the UKs University ofOxford. Stanford University slipped from joint second to fourth.

    HC moved for protection to pilgrims

    visiting TirumalaChennai: A petition seeking to protect Tamil Nadu pilgrims visiting the famous

    hill shrine of Lord Venkateswara in Thirumala in Andhra Pradesh in the

    backdrop of continuing anti-Telangana stir has been filed in the Madras High

    Court. Petitioner, advocate Gnanasekharan, sought a direction to the Centre

    and the governments of Tamil Nadu and Andhra Pradesh to take adequate

    steps to provide sufficient protection to the pilgrims en route Tirumala.

    He said the Centres announcement on July 31 last that a separate Telangana

    would be formed has triggered protests in more than ten districts, including

    Chitoor under which Tirupati-Tirumala falls.

    The anti-telangana protesters were indulging in violence and disrupting peaceful

    life. Pilgrims from Tamil Nadu to Tirumala were not allowed to visit the shrine,

    he charged. He submitted that he had been visiting the temple continuously from

    1983 and the Freedom of Worship and Religious Practice which are guaranteed

    under the Constitution had been affected by the acts of trouble makers.

    The PIL is expected to come up for hearing on October 3.

    Man arrested in Manipur, arms seized

    Imphal: A man has been arrested and heroin and arms have been

    recovered from his possession in Imphal East district of

    Manipur, police said here on Thursday. Following reports of

    some persons moving in Imphal East district with narcotic drugs

    and small arms, personnel of Narcotic Cell of Imphal West

    district launched a search operation at Hatta Golapati area in

    Imphal East district, the police said. The man was identified as

    Guwahati: Assam Chief Minister Tarun Gogoi Wednesday announced that

    a university would be set up in the state which would uphold the teachings

    and philosophy of the Father of the Nation Mahatma Gandhi.

    The proposed university would promote peace and harmony by finding

    ways to resolve conflicts through the teachings and philosophy of

    Gandhiji, Gogoi said at a meeting organised here on the occasion of the

    Bapus 145th birth anniversary by the Kamrup (Metropolitan) district

    administration. Gandhiji spread the message of brotherhood, tolerance

    and love for fellow humans throughout his life and his teachings were

    relevant for all times to come, he said. The university would propagate his

    ideals and philosophy among the youth in order to promote peace and

    harmony. It would also carry out research with a view to resolving

    conflicts, said Gogoi.

    If we want to bring an end to violence and save the world and mankind,

    we have to follow in the footsteps of Gandhiji by adopting ahimsa, or

    non-violence, he said, adding that various initiatives would be taken up

    aimed at disseminating Gandhijis valuable philosophy among the people.Plans are also on the anvil for installing a statue of Gandhi ji in every district

    and to make a film on him to inspire and motivate the youth, he added.

    1. Introduction:

    A proposal is a request for

    financial assistance to implement

    a project. For a community project,

    it may be used to seek approval

    from the community members (the

    community itself being the most

    important donor). You may use

    these guidelines to seek project

    funding from any donor. We

    recommend that you aim formultiple sources of funding. If you

    have only one source of funding,

    you may become dependent upon

    that one source.

    A proposal is not just a shopping

    list of things you want. A

    proposal must justify each item in

    the list of things you want, so that

    a donor agency can decide if it

    wants to provide some or all ofthose things. You must know (and

    be able to communicate) exactly

    design a project to carry out what

    you want to achieve.

    It is important to carefully

    formulate and design your

    project. It is equally important to

    write a proposal which will attract

    the necessary funding. Proposal

    writing is a skill which requires

    some knowledge and practice.

    Your project proposal should be

    an honest sales document. Its

    job is to inform and to convince. It

    is not a place to preach, boast or

    to deceive. If you are convinced it

    is a good idea and should be

    supported, your project proposal

    should honestly report it to

    decision makers who weigh its

    merits against other donationcommitments. It should clearly

    indicate how and when the

    project will end, or become selfsupporting. Proposals should be

    neat and tidy, preferably

    typewritten, and without any

    extraneous or unnecessary

    information.

    How elaborate your proposal is

    should depend upon the amount

    of resources being requested and

    how big the total project is.

    Modify these guidelines to fit theproject and proposed donor.

    The project proposal must reflect

    the background work you have

    already done and should be

    logically set out. It is not enough

    to write a letter stating your

    request. You have to demonstrate

    the need and prove that the

    project is worthy of funding.

    Remember that there will bemany other organizations and

    individuals competing for the

    funds.

    Use clear concise and simple

    language which says exactly what

    is meant. If necessary use

    diagrams or charts to illustrate

    key points. Use appendices to

    avoid crowding the body of the

    proposal and the flow of the

    narrative. Tailor your presentation

    to the agency approached.

    Express a willingness to beinterviewed personally by the

    funding agency once they receive

    and read your proposal request.

    And, especially . . .

    Do not be discouraged if your

    proposal is not accepted. Find out

    why, and try another agency.

    2. Plan Your Project (PracticalVision):

    Perhaps you and your associates

    have many ideas of things you

    want to do; you see a need to

    reduce illiteracy, to reduce

    poverty, to provide safe drinking

    water, to improve the level of

    health, to provide training for

    disabled persons, and many other

    things. You must, however,choose a project that is very

    specific, limit your goal to a

    single desired solution to the

    highest priority problem.

    Involve the whole community. In

    choosing your project, call a

    meeting and do not neglect to

    include the people who have been

    often neglected in the past,

    women, disabled, the very poor,those who have no voice in the

    way things are decided in the

    community. Make sure that thepeople who are supposed to

    benefiting your project feel that

    this is their project, for their

    benefit, and that they may

    contribute to it because it is

    theirs.

    It is not enough, however, to

    choose your goal. Good planning

    is needed, identifying your

    available or potential resources,generating several strategies and

    choosing the most viable one,

    deciding how you are going to

    monitor (watch) the project to

    ensure that it stays on track (ie it

    continues to be consistent with

    your original desires) , ensuring

    that the accounting is both

    transparent and accurate, and

    deciding what is to be done when

    (a schedule) . A bit of research

    about the location, the population

    characteristics, the situation, the

    existing facilities, is needed in

    order to objectively describe the

    background to the project.

    Involving the community and the

    beneficiaries in this research is

    the best way to ensure that it is

    valid.

    With the community or target

    group, use Brainstorming

    Principles and Procedures tooutline a Plan or Project Design.

    Without allowing criticism, ask

    group members to contribute to

    each step of a brainstorming

    group process: what is the priority

    problem (list all, even the foolish

    statements; then rank them in

    order of priority) , facilitate the

    group to understand, therefore,

    that the goal is the solution to

    that identified problem. Helpthem to generate objectives

    (finite, verifiable, specific) from

    that general goal. Identify

    resources and constraints, then

    generate several alternative

    solutions, choosing the most

    viable. Other documents are

    available to explain the

    brainstorming process in more

    detail but this was a brief sketch.

    With your background work

    behind you, you will want to start

    drafting your proposal. We highly

    recommend that you obtain

    resources (funds) from several

    sources. Do not let your

    organization or group become

    dependent upon a single donor.

    Before you begin to write your

    proposal, keep in mind the

    following points:

    It is necessary to find out inadvance what sources of funding

    are available, through

    governments, United Nations

    agencies, some international

    NGOs or private foundations.

    Most donors look for the

    degree of local initiative in the

    project proposal, the utilization of

    the available resources within the

    country itself and the plans forthe project to be self-supporting

    once the initial funding has been

    spent.

    Your project should be

    practical, not too costly, and have

    the potential for being repeated

    in other situations.

    Increasingly, funding agencies

    are looking for integratedapproaches to development

    projects. This means that you will

    want to see to what extent your

    project supports and supplements

    existing activities, and is

    designed to overcome identified

    problems.

    Almost all UN and government

    agencies, foundations and private

    voluntary agencies have their

    own proposal format, that they

    will want you to follow. If you are

    not in contact with a local orregional representative, write a

    letter requesting information as

    to proper procedures, application

    format and funding requirements.

    While format varies, the same

    information is asked for by all

    agencies and foundations.

    Find out the budgeting cycle

    of the agency, whether annual,

    quarterly or ongoing. Check to seeif there is a closing date for

    application.

    3. Project Structure (Outline of

    Your Proposal):

    These (structure) guidelines are

    not intended to tell you what to

    write, but rather how to write the

    proposal. If you are responsible

    for writing the proposal, then it isbecause you are the expert (in

    the best sense of the word). If you

    are responsible, then you know

    what you want to achieve and the

    best way to achieve it. In any

    event, dont panic at the prospect

    and dont be put off by the

    technical jargon that

    unfortunately is frequently used.

    Do not try to write the proposal byyourself. Ask for help from your

    friends and colleagues,

    programmer, manager, staff andthose who can assist in either

    concepts or in style. Think of

    preparing a proposal as a written

    form of dialogue in which each

    successive draft is a continuation

    of the process.

    The chapters of your proposal do

    not necessarily have to be written

    in the order presented here, but

    what is written in each chaptermust relate in specific ways to

    what is written in the other

    chapters. Make sure that you put

    the right content in the right

    chapter. Make sure that each topic

    relates to the others and to the

    proposal as a whole.

    4. Title Page (Cover):

    This is a single page; the frontcover of the proposal. It should

    include:

    Date;

    Project title;

    Locations of the project;

    Name of the organization; and

    Any other necessary single line

    information.

    The abstract or executivesummary follows the title page,

    but the proposers should not think

    about that now, read on about the

    other sections of the proposal

    first.

    5. Background (Causes of the

    Problem):

    This section is expected to

    answer why your project isneeded. Here you will want to

    give a description of the situation

    and focus on factors which

    prompted the formulation of your

    proposed project. Tell how the

    need for this project was

    identified and who was involved

    in developing the project. Explain

    your projects origin or context.

    It is most advisable to involve thewhole community in identifying

    priority problems; that is called

    participatory research.

    The first thing the background

    does is to identify the problem.

    That means it must name the

    problem and locate the problem.

    It indicates the target group

    (beneficiaries), the sector, the

    magnitude, and other actors who

    are working to solve that problem.

    It also indicates the extent to

    which the problem has beensolved by the other actors, and

    what has been so far

    accomplished by your group.

    While examining the problem(s)

    to be addressed, several

    questions should arise here.

    What is the condition of the

    target group to justify the donor

    donating money and perhaps

    seconded staff? A history of thecommunity, your group, or the

    project is not essential, but a

    brief outline can be useful. More

    importantly, what conditions, or

    what changes in conditions, are

    envisaged that would lead to any

    donor agreeing to fund your

    project?

    You may wish to include:

    Project area (Issues and

    problems, not descriptions);

    Reasons for making this

    proposal;

    Circumstances leading up to

    the project; and

    Broader plans or strategies of

    which it is a part.

    If yours is a project that is notstarting fresh, the background will

    also indicate any changes in your

    project since it began.

    Remember that the background

    chapter describes the factors

    leading to the problem that your

    project intends to solve.

    Everything in this section should

    be justification to approve the

    project and the requested fundingassistance. Long histories and

    analyses would be detrimental

    here.

    6. Goals & Objectives (Solution =

    Output):

    The goal of your project should be

    to solve the problem or problems

    described in the background.

    Goals and objectives must relateto the previous chapter, by stating

    what is the solution to those

    above problems. You need a set of

    (general) goals, and sets of

    (specific) objectives.

    Start with goals which are

    general, long term, broad desires.

    From those goals generate

    specific objectives which are

    verifiable, measurable, finite, and

    have specific dates of

    achievement. For example: Toreduce illiteracy, is a goal; while

    To teach basic literacy skills to

    20 clients by March 2, is an

    objective.

    You will want to be as specific as

    possible in stating the objectives

    of your project. They should be

    written in terms of the end

    results you expect in the project,

    not how you will achieve theseresults. Those results must be

    verifiable (ie. you can clearly

    show that they have been

    achieved, and they can be

    confirmed by outside observers) .

    When selecting the goals and

    objectives for the project,

    remember the nature of the

    donor you ask; what kinds of

    solutions are sought? The donor

    does not want to contribute to

    dependency, so is not interested

    in funding charitable services

    which may take the pressure of

    obligation off those authorities

    who should look after the rights

    of the local people. Most donors

    are not simply a source of funds

    for carrying out routine

    operations. They are interestedin supporting activities which

    highlight the needs of the most

    vulnerable and distressed, andpromote self reliance, ethnic

    harmony and development.

    7. Beneficiaries (Target Group):

    In this chapter you describe the

    beneficiaries or target groups in

    some detail. You may also add

    indirect or secondary

    beneficiaries (eg people trained

    to help the primary beneficiaries).This can be an expansion of the

    topic mentioned in your

    background section; indicate their

    number, characteristics, reasons

    for vulnerability, locations, and so

    on.

    Most donor agencies will be more

    predisposed towards your project

    if you can demonstrate that the

    beneficiaries have participated inthe choice and design of the

    project. (An appendix can list

    meetings of beneficiaries, listing

    details such as dates, locations,

    times, topics discussed, speakers,

    and lists of beneficiary group

    members who attended. Refer to

    the appendix in this chapter; do

    not include it here; put it at the

    end of your proposal).

    8. Targets and Activities (Inputs):

    This chapter identifies the inputsin your project, ie what resources

    (cash, personnel and actions) will

    be put into your project.

    First, start with examining

    possible strategies to reach the

    objectives mentioned above. In

    each case you have to link with

    the previous chapter. The best

    project proposal lists two, three

    or four different strategies anddiscards or rejects all but one of

    these, and says why. Then it goes

    on to say, Given the objectives

    and strategies, what activities

    must be implemented or started

    to use that strategy and reach the

    objectives?

    Target means, How much, to

    whom, where and by whom? In

    other words, Who does what?

    For example, what kind of training

    will you provide, for how long,

    and how many people will be

    involved? What specific skills will

    be taught and what kind of follow

    up activities are planned?

    Indicate what kinds of jobs are

    being done in the project. Refer

    to your appendix for key job

    descriptions. Always refer those

    activities to how they will achieve

    the objectives mentioned above.Even the activities of the support

    staff must be justified in that they

    must be employed so as to allow

    the operational staff to reach their

    targets.

    9. The Schedule (Each Action

    When):

    In this section you describe in

    sequence the activities you planin order to achieve your

    objectives.

    If you can be so specific as to give

    dates, even if approximate, all the

    better. You may wish to use a

    diagram or bar chart to mark out

    the calendar events.

    Include in the work plan the

    phasing of the project; how onestage of the project leads to the

    next.

    How long will support be needed?

    (When will the project end, or

    when will the project be locally

    self supporting? )

    10. The Organization (Profile):

    This section describes the

    (perhaps changing) organization

    and management structureneeded to carry out the activities

    described above. The O in

    CBO. Diagrams are very useful

    in this.

    Describe briefly your

    organizations goals and

    activities. Be specific about its

    experience in working with

    problems of a similar nature, what

    its capabilities and resources arein undertaking a project of this

    nature.

    The abilities and experience of

    your organizations members, your

    human resources, may well be

    your greatest asset. Indicate the

    kind of assistance your

    organization expects to receive

    from possible collaborating

    agencies. Attach additional

    organizational information, such

    as an annual report, if available.

    Explain:

    How will it be done?

    Who is responsible for the

    project?

    Who will implement (who willdo it)? and

    Who will direct theimplementation of the project?

    Who runs the project? Who is in

    charge of the overall

    organization? Who is responsible

    for its overall implementation (in

    contrast with responsibility for its

    design and its monitoring, and in

    contrast with the separate actors,

    separate agencies, and separate

    locations) ? Will that change?These can be spelled out in the

    proposal. See Organizing

    byTraining for participatory

    methods of developing the

    organization.

    Do not overlook the activities

    (labour) of volunteers who

    contribute to the project.

    Although they might not be paid

    staff, they are resources, andcontribute resources to the

    project.

    11. Costs & Benefits (Analysis):

    In a proposal, the chapter called

    costs and benefits is not the

    same thing as a line by line

    budget with numbers indicating

    amounts of money. (The line by

    line budget should be put as an

    appendix at the end of the

    document, not in the text).

    Here in the text of your projectproposal, the chapter on costs

    and benefits should be analytical

    and narrative, and relate to the

    previous chapters. It should

    discuss those budget lines that

    may need explanation (eg

    purchases, expenses or needs

    which are not immediately

    apparent or self explanatory).

    You should try to make a costbenefit analysis, ie relate the

    quantity of the objectives

    reached, to the total costs, and

    calculate a per unit cost (eg the

    total cost divided by the number

    of children taught literacy will be

    the per unit cost of teaching

    literacy) .Summaries or totals of

    the following information may

    help some donors to decide:

    local costs;

    external costs;

    methods of financing;

    local versus foreign exchange

    needed;

    all non-financial contributions

    by the local community (eachcosted with a money equivalent);

    methods to obtain supplies(where and how purchased); and

    proportion of total costs

    requested in this proposal.

    As well as the costs (including the

    amounts asked for in the

    proposal), you should make some

    comparison between the costs(inputs) and the value of benefits

    (outputs). The following could be

    answered:

    Who benefits?

    How do they benefit?

    Justifications for the project?

    What are the specific outputs

    of the project?

    What is the average total cost

    per beneficiary?

    Will value of benefits exceed

    costs of inputs (or vice versa)? By

    how much?

    When the objectives are

    qualitatively different from each

    other (eg number of new parent

    committees formed and the

    number of children taught literacy)

    , then some arbitrary butreasonable division of per unit

    cost must be calculated.

    The budget totals should be

    indicated in this section, then

    refer to appendix for the detailed

    budget. Other sources (donors

    and the amounts) must be

    mentioned. The total amount

    requested should appear here in

    narrative text.

    12. Monitoring (Observing):

    Monitoring should be done by:

    the affected community,

    represented by the local

    committee;

    Your agency or organization

    (specify who in it) ; and

    Your donors.

    How will achievements be

    measured?

    How will they be verified?

    Monitoring and follow-up should

    be built into the project activities.

    Part should be continuous selfevaluation by you (the

    implementing agency).

    The monitoring and receiving ofreports from the project to the

    donor must be worked out and put

    into your project proposal. The

    monthly reports should be

    designed and reviewed as to

    usefulness to the donor for its

    ongoing planning and

    programming for the whole

    country.

    One thing is for sure; there shouldbe emphasis in reporting the

    results, or outputs, ie the effects

    of the project on the target group

    or beneficiaries. There is no harm

    in also reporting activities if the

    reports are brief. The reporting of

    achieved results, as compared to

    planned objectives as defined in

    your project proposal, is

    essential.

    13. Reporting (Communicating

    the Observations):

    In any agency-funded project,

    accounting and accountability are

    very important. This applies to

    most donor agencies, UN,

    governmental or NGO.

    In your proposal, your reporting

    procedures should describe: how

    often, to whom, including what?You may want to discuss this with

    the prospective funding agency

    since reporting and evaluation

    requirements vary among

    agencies, and are dependent upon

    type of project.

    Evaluating your own project while

    it is under way will help you and

    your donors see your progress and

    accomplishments and the choicesavailable for future action. Careful

    reporting of your project in

    progress is an invaluable resource

    for others who attempt projects of

    a similar nature.

    Your proposal should indicate

    what reports will be submitted.

    These include regular ongoing

    reports, and a final report. Short,

    frequent reports (eg weekly

    sitreps) may include only events

    and activities. Longer reports

    should indicate the results of the

    project activities (not just

    activities) , an evaluation or

    assessment of how far the

    objectives were reached, reasons

    why they were not, and the impact

    or effect on the beneficiaries

    (target group) .

    Reports should be prepared andsubmitted optimally every month.

    The proposal should indicate what

    reports are to be submitted andwith what frequency and content.

    Each project (if your group is

    proposing more than one project)

    requires a separate report (two or

    three pages of text plus needed

    appendices).

    A detailed monthly narrative

    report should include how far

    each of the intended objectives

    has been reached, what were thereasons they were not fully

    reached, and suggestions and

    reasons about changing the

    objectives if they were found to

    need changing. The narrative

    report can include information

    about events and inputs (what

    actions were undertaken, see

    below) , but should emphasize

    outputs (the results of those

    actions in so much as they lead to

    achieving the stated objectives) .

    Attention should be paid to the

    number and location of

    beneficiaries. The monthly report

    would best be organized into

    sections corresponding to the

    sections of your proposal.

    A detailed monthly financial

    report should include what

    moneys were received and from

    where, what moneys were

    indicating the impact of the

    project on the target community
