The President of India, Shri Pranab Mukherjee inaugurated the Diamond Jubilee

Celebrations of Coir Board today (November 25, 2013) at a function at Vigyan

Bhavan, New Delhi. Speaking on the occasion, the President said that he was

glad to learn that along with up-gradation and development of new machinery

and diversification of the traditional items produced in the coir industry, due

attention is being paid to the development of environment-friendly technologies

and production processes. As this is an industry where 80% of the workforce

is constituted by women, the importance of its modernization and upgradation

of its infrastructure cannot be emphasized enough, he said. These steps are

indispensable to bring about greater morale in the work force, higher productivity

    and better quality of products.

The President stated that he wished to see the Coir industry become self-

reliant in terms of raw material procurement. He urged employers to ensure

that the workers engaged in this industry are provided enhanced support through

the insurance and welfare schemes of Government. Among the dignitaries

present on the occasion were Union Minister of Finance, Shri P. Chidambaram,

Minister of State for Micro Small and Medium Enterprises (MSME), Shri K.H.Muniyappa, Deputy Chairman of Rajya Sabha, Prof. P.J. Kurien and Minister

of State for Human Resource Development, Dr. Shashi Tharoor.

Speech by the President of India, Shri Pranab Mukherjee on theoccasion of inauguration of the Diamond Jubilee Celebrations of the

    Coir Board

It is indeed my privilege to be present amongst you on this happy occasion

when the Coir Board is celebrating 60 years of its existence. At the very

outset, I would like to extend to you all my greetings and felicitations.

    2. As one of the oldest commodity boards under the Government of India, the

Coir Board has done well on all accounts whether it is production, employment

or export earnings. The coir industry, originating in Kerala came under the

Coir Industries Act in 1953 followed by the establishment of this Board in

    1954.

    3. I am happy to note that since then, this unique industry - of coir manufacturing

    - has grown into a highly successful sector. It has spread into other coconut

growing States and today, thousands of household units are engaged in fibre

extraction and spinning of coir yarn throughout the coir producing regions. The

industry employs about 7 lakh workers, predominantly women in more than

    14 states and Union Territories.

    4. It is also amongst the foremost foreign exchange earning industries in our

country - whose products have a stable market all over the world. I am toldthat even at the time when our exports were adversely affected by the global

recession, our coir industry remained in a positive growth trajectory.

    5. This industry has, in fact, evolved in a remarkable way - in terms of quality

improvement, technological and scientific upgradation of the products, better

market research and product promotion to become a net earner of over

1100 crores from the export of its products.

    6. I am glad that in the 12th Plan, sufficient allocations have been made to this

traditional agro-based cottage industry to enable it to expand further. Its further

growth is bound to have a positive multiplier effect as most of the units in thisindustry are in the rural segment of our economy in the category of micro

industries and nearly 40% are small and medium scale production units.

    11. Through its various schemes and financial assistance, and support in regularprocurement of raw material by producers as well as infrastructural support

Government of India has given critical backing to boost the existing coir industry

    and encourage new entrepreneurs.

    12. Certainly, there are always challenges to be faced alongside success: as in

other areas of the agricultural sector, difficulties may be faced in availing credit

facilities, or with the cost of credit and often delays are encountered in procuring

raw material. There is also the problem of inadequate access to updated

technology. These are the areas where it is important for the coir industry to

receive all the support that it can get.13. I would very much like to see this industry become self-reliant in terms of

raw material procurement; and I would urge employers to ensure that the

workers engaged in this industry are provided enhanced support through the

insurance and welfare schemes of Government.

    14. The Coir Board, in the five-plus decades of its existence, has certainly

done a lot to address these issues. I congratulate the Coir Board for its successful

efforts and innovations - and its steady focus on market trends. I appreciate its

efficiency in converting information and knowledge swiftly into strategy and

guidance for the participants in this industry.

    15. It is gratifying to learn that the Coir Board has taken up a number of capacity

building measures to upgrade the skills of the workers in the manufacturing

    process.

    16. I compliment the Coir Board for their initiatives to make this industry

successful. I am sure that through its more than 42 sales outlets throughout the

country, its research centres and its continuous innovation of new products to

popularize this natural, eco-friendly fibre, the Coir Board will achieve the goal

of significantly increasing revenues in this agro-based industry in the years to

    come.

    17. I wish you all success, as well as a very bright and prosperous future.

Ms. Lise Grande, United Nations Resident Coordinator and UNDP Resident

Representative said, This project shows that small and medium sized enterprises

are big players when it comes to energy efficiency. The enterprises that have

adopted energy efficient technologies are saving money, contributing to a better

environment and becoming more competitive. The approach they are taking is

a winning approach. Much of the investment in cleaner and more energy

efficient production processes in the first phase of the partnership was driven

by small mill owners themselves. Thirty-one units saved up to INR 40 crore in

fuel savings. Companies were able to pay back investments made in energy

efficiency measures in 6 to 18 months. Nearly 150 stakeholders representingsmall scale steel mill owners, industry associations, technology providers and

government agencies participated in the launch workshop.

    India is 10th most vacation-

deprived country: ReportNew Delhi, Nov 21 : India is the worlds 10th most vacation-

deprived country, a study revealed here Thursday.

The 2013 Vacation Deprivation Study, an annual analysis of vacation habits

by online travel portal Expedia, said that India slipped from last years fourth

position. Around 63 percent of Indians admitted that they felt vacation-deprived

as on an average they utilized 20 of the 26 leaves granted to them, said the

survey. Eighteen percent of Indians dont use all the leaves because they fear

that it will be perceived negatively by their employer while many avoid longvacations to remain in their boss good books, said the survey. Around 60

percent are not able to plan their vacation in advance because of their work -

again the highest in the world - while 74 percent have either cancelled or

postponed their vacation due to work, it added. As per the survey, Indians lag

behind in relishing leisure time while on vacation with 94 percent checking their

work mails while holidaying - highest in the world followed by France (93

percent), Thailand (92 percent), Malaysia (91 percent) and Mexico (91 percent).

Indians also lead when it comes to getting money in exchange for unused

in Delhi felt the most vacation-deprived at 74 percent followed by Mumbai at67 percent and Bangalore at 56 percent.

Holidays play an important role in relaxing and re-energizing employees while

enhancing their motivation and productivity. We strongly believe that vacations

are an essential part of a healthy work life balance, said Vikram Malhi, general

manager, South and Southeast Asia Expedia India.

Around 38 percent of Indians work around 42 hours a week which is much

more than their counterparts from other countries. This shows the need for a

better work-life balance, he added. However, despite being the country withone of the most overworked people, 85 percent of the respondents said that

they were satisfied with their jobs, said the study.

    East and Northeast should tap

    Chinese tourists

Kolkata, Nov 21 : The tourism industries of India and China should

collaborate and the eastern and north-eastern regions take advantage

of fast growing outbound tourists from that country, leaders of a 36-

member delegation from the neighbouring nation said Thursday.

Of the 70 million outbound tourists from China, India gets only 100,000

visitors. The number is very small. Please note that many Chinese tourists are

big spenders. There is a huge opportunity waiting to be grabbed in the eastern

and north-eastern parts of India, said Kong Can, vice director, Yunnan

Development Research Council (YDRC), after parleys with CII (Eastern

    Region) members here.

In our view, West Bengal, which is endowed with hills, sea, forests, and most

importantly a rich heritage can draw a lot of Chinese tourists. The tourism industries

must come closer and collaborate, Kong said. We would also bedelighted to see more tourists from this region visiting China, especially the

south-west part of China. Its such a small distance, and a great opportunity

for the tourism industry in West Bengal as well, he said.

Notably, the air-travel distance between Kolkata and Kunming at just under

1,500 km is less than the distance between Kolkata and New Delhi. The

Chinese delegation, which comprised leaders from a range of sectors such as

manufacturing, engineering, media, food processing, infrastructure, logistics,

energy, IT and ITeS and hospitality, underscored the need for exploring

opportunities for partnerships in agriculture, especially tea.

Tea made in Yunnan and that produced in Darjeeling will make for a beautiful

blend, and most importantly, a good market. The potential is unbelievable,

said Xia Yundong, vice president, Yunnan Provincial General Chamber of

Commerce (YPCC). During the meeting, CII Eastern Region and YPCC

signed a memorandum of understanding to increase economic, trade and

investment cooperation between India and China. As per the MoU, CII Eastern

Region and YPCC will assist personnel and delegations from economic, trade,

elementary studies, Deputy Chief Minister Tara Chand said hereMonday.

Tara Chand, who also holds the education portfolio, said the act was in the

final stages of being framed and encompasses provisions contained in the Right

to Education Act, 2009. It will also take into account state-specific

recommendations as suggested by state-level consultation forums.

The education department is vigorously pursuing implementation of the Right

to Education Act in the state. The legislation is almost ready and the act would

ensure compulsory admission, attendance and completion of elementaryeducation besides ensuring good quality education to all, he said. Tara Chand

Monday chaired a high level meeting of the education department to review

the pace and progress of various projects being implemented in the state.

The deputy chief minister highlighted the role of training in the department and

said experts should be called from outside the state and master-trainers should

be trained at national level training centres.

He said training for teachers both at the time of recruitment as well as during

various stages of service was very important.

In the first instance, at least 25 to 30 teachers from each division should be

sent to institutions of national repute so that these master-trainers can then

impart training to other teachers in the state, he said.

Tara Chand also reviewed tours being organised for students and said preference

should be given to students from rural, border, backward and hilly areas.

The deputy chief minister said food being provided in schools should be strictly

monitored by a committee involving health officials at district levels. Periodic

inspections should also be made to ensure hygienic food in schools.

Shri Manish Tewari addresses the 44thInternational Film Festival of India in Panjim, Goa

Film Festivals Reinforce Values of Pluralism, Diversity, Democracy and Ability

to Challenge Conventional, says Information and Broadcasting Minister

Shri Manish Tewari, the Information and Broadcasting Minister addressed the

star studded inaugural function of 44th International Film Festival of India in

Panjim, Goa today. Shri Tewari said that Film Festivals reinforce the values of

pluralism, diversity, democracy, freedom of thought and expression and the abilityto challenge the conventional. He emphasized that organizing such festivals

underscores and reiterates the core values that define the very idea of India.

The text of Ministers speech is as follows:

Year ago when I was given the privilege of being asked by the leadership to

serve as Indias minister for information & broadcasting, an office which

many believe is a hangover from the erstwhile socialist era, maybe perhaps

increasingly becoming irrelevant to Indias emerging profile. However, one

of the first tasks that I had to perform was to review the preparations for

the 43rd edition of the International Film Festival of India (IFFI),

commemorating the centenary of the Indian film industry.

It indeed intrigued me as to why was the Government is in the business of

organizing film festivals and that too not once but 44 times repeatedly if not

consecutively. After all the Indian film industry had grown in spite and despite of

successive Governments. It rightly resents the probing obtrusiveness of officialdom.

Should it not be the film industry in all its multi splendored brilliance that should

really be reveling and toasting its own success by inviting the best in the world to

soak in the salubrious climes of its agonies and ecstasies rather than Government

    chaperoning the process?

After thinking hard and deep I concluded that in organizing the film festivals, and we are doing three different festivals in this year alone what we really

underscore and reiterate are the core values that define the very idea of India.

What we really seek to reinforce are the values of pluralism, diversity,

democracy, freedom of thought and expression and the ability to challenge the

conventional that the founding fathers of the modern Indian state strived,

struggled and stood for. An Ethos that we have carefully nurtured over the

past sixty-six years by embedding it in the collective psyche of our people.

Perhaps these thoughts were also in the heart and mind of Indias first Prime

Minister Pandit Jawaharlal Nehru, one of the foremost thought leaders of his

generation, as he ignited the torch of the film festival movement by inaugurating

    the first IFFI in 1952.

What we reject with vehemence is any assault on these libertarian values that

seek to constrain our liberal spaces, constrict freethinking, and circumscribe

non- conformism that is the essence of the renewal and rejuvenation of the

great human experiment. The twentieth century was witness to horrendous

trials and tribulations. A century that saw the human mind elevating death and

destruction to an industrial scale by using chemical, biological and nuclear science

for weapons of mass destruction. The first decade of the twenty first centuryhas been no better with these and other instruments of death and destruction

being honed to an efficiency that makes even ruthlessness blush with envy.

However all throughout this train of tragedy cinema performed a yeoman role

in celebrating the indestructibility and immortality of the human spirit. It provided

soup to the soul and kinship to the kindred.

Over the next ten days as we soak ourselves in the extravaganza that has been

laid out I urge you to kindly reflect on the contribution that people of the arts

and literature need to make to ensure that the values that underpin this effort

are preserved, protected and persevered with so that we can build a world

free of fear of monologues and monotheistic manifestations.
