Scouting was started in Sri Lanka 104 years ago in 1912, initiated by a British colonial civil engineer Mr. F. G Stevenson then residing in the Matale Administrative District in the Central Province. Within a few years the movement spread to other parts of the island more particularly to the administrative districts of Kandy, Colombo, Galle and Jaffna.

At the time of Mr. Stevenson's departure in 1945 from the Island, branch associations had been opened in several other districts making a total of 20 branches.

The first Jamboree was held in Sri Lanka in the district of Colombo in the Year 1959. This was followed by seven other jamborees held in (1962)Colombo, Anuradapura ,Kurunagala, Galle(Balapitiya), Nuwara Eliya , Kandy and Hambantota.

In addition to these national Jamborees, held as far as possible at intervals of four Years, the Association also staged a SAARC Jamboree in 1990 with the participation of several National Associations in the Indian sub-continent, known as the First SAARC Jamboree. It also hosted one friendship camp for SAARC participants sponsored by Mr. Madanjeet singh. By 2011 the year that the National Organization reached 99 Years the Scouting Population in Sri Lanka had increased to 46,000 the growth taking place mostly in the 7 year period from 2003 to 2010.

This National Organization was open only to Boys until 2007. In that year the National Committee decided to open the movement to girls on a proposal made by the Chief Commissioner. This was achieved by making an amendment to the Sri Lanka Scout Council Act & Rules in 1999. This was a new opening for the organization and the proposal was cautiously implemented in stagers with the first Girl recruits being in the Cub sector. In 2009 the stage was set for bringing in Girl Scouts in the age group of 12 to 17. By the time the of planning APR Jamboree, Girls in Scouting had a membership of 5500 including leaders and had by then enjoyed camping experience having attended two national Jamborees and also taken part in 3 foreign friendship camps in Bhutan, Bangladesh and India.

On 2nd September 2009 the Foundation Stone was laid for a 6 shoved Building with a basement car park and on 22 December 2015 His Excellency Maithripala Sirisena President of the Democratic Socialist Republic of Sri Lanka and Chief Scout declared open the New Scout Headquarters Building.

REPORT

In the Year 2015 main emphasis was given to improve the quality of Scouting while increasing the numbers for which many Adult Training Programme were conducted at different levels for Scouters in Singithi, Cub Scouting, Scouting & Rovering . Newly introduced Singithi Scouting became popular in many districts.

164 Scouts, 20 Scoutes and 12 Commissioner participated at International Scout Gatherings inclusive of The World Scout Jamboree in Yamaguchi, Japan.

We are grateful to the Ministry of Education , Sri Lanka Navy , The Air Force, National Energy Authority, Sri Lanka girl Guides Association and many other state and Private Organizations for working with us for acka of Scouting.

Scouting is doen in Districts and to improve the district Coordination with Headquarters following Commissioners held responsibility in coordinating Scout activities in 37 Scout Districts, Mr. Damian Silva, Asst. Chief Commissioner Provincial & District Coordination for Sabaragamuwa, Uva & Wayaba Provinces Mr. Kapila Kalyana Perera, Asst. I wish to Conway my sincere thanks to the outgoing District Commissioner and Headquarters Commissioners who cover duties of the District Commissioners.

In 2015 nine new Headquarters Commissioner was appointed while Mr. Amithan Karmegam , Mr. Prabath Kularathne & Mr. E K Dilum Duminda completed 10 years of their honorable service as headquarters Commissioners.

I am happy to inform you that following National Commissioners have served in different Committees in Asia Pacific Region and WOSM.

Mr. Janaprith Fernando – as a Member of Asia Pacific Regional Committee (2015 – 2018) and as Chairperson of Global Support Core Group – WOSM , Mr. Kapila Kalyana Perera as a Member of Adult Support Sub-Committee (2015 – 2018) Mr. Prabath Kularathne as Vice Chairman Scouting Profile Sub Committee (2015 – 2018).

In year 2015 our scouts have collected Rs. 25, 249, 802.00 during the service and Public Relationship Week. This is the highest collected amount Rs.15,149,881.20 were retained with the Scout Troop for their Scout Activities and District was given Rs.5,049,960,40 and Headquarters received Rs.6,362,450,50 out of this Rs.1,262,490.10 was for the construction of a Cabin at Pedro Training Camp.

I am Grateful to my uniform Staff, both Commissioners and Scouters who are performing a Volunteer Service to the younger generation in this Country through Scouting.

I am happy and privileged to send this note to the 2015 – 2016 Annual Report to be published towards the Annual General Meeting to be held on 28th May 2016.

This year, Sri Lanka Scout Association is 104 years old and have come a long way to achieve the appreciation and respect of the scouting fraternity and the general public of Sri Lanka. We have marched hand in hand towards establishing standards and achieve goals and targets. Sri Lanka Scout Association should be grateful and thankful to the 37 Scout Districts, the respective District Commissioners, Assistant District Commissioners and Leaders, the respective Singithi groups, Cubs, Scouts, Rovers who have come forward to embrace the Doctrines, Philosophy and Principles of Scouting. We have had many National, International & District Events which well supported our envisaged annual calendar. The efforts made by our 4 Provincial Coordinating Commissioner should be commended and the major strides they have made towards membership growth and also efforts made by the District Commissioners and Asst District Commissioners and Leaders of the respective Districts

We have to be reminded that all these achievements and results are purely because of the strong foundation laid by our Fore-Fathers who spent their time, energy and money to make Sri Lanka Scouting a strong force in the non-formal education system in Sri Lanka. We have also stamped our mark in the International arena and for this, the credit should go to The Chief Commissioners, International Commissioners of the past and present and to all those who associated represented SLSA in International events.

We should appreciate and thank the members of The Sri Lanka Scout Council and The Executive Committee especially The President, Chairman, Secretary and Treasurer and supporters of Scouting and the staff of SLSA who have contributed their mite to establish a strong membership base and Scout fraternity in Sri Lanka.

Work shop for ADC (Prog)th

A workshop for ADC(Prog) was held on the 25 of January at the auditorium of the Sri Lanka Scout Association. 29 Districts were represented. The role of the ADC(P) was discussed in detail at this work shop. I am grateful to Mr.Jerome De Silva(HQC) for making a presentation on “Messenger of peace” at this work shop. The work shop was coordinated by Mr. Ruwan Ariyaratne (HQC Programme)

Sea Scout trainingWe had two sessions on Sea Scout training by the Sri Lanka Navy at the Welisara Navy Base. The first one was

th thheld on the 15 of February and the next on 17 May. A total of over 400 Sea Scouts from various Districts participated.

World environment BadgeMost of the work on the World Environment badge is over, but the Chief Commissioner wanted the language of the Sinhala version to be more user-friendly for the children. We are working on that.

Work shop on Sustainable energyA work shop on Sustainable energy was conducted for the Scouts by the national Sustainable Energy Authority at President's College Rajagiriya. Over 300 Scouts from Different scout Groups took part. We received two solar panels gifted by “Global Sri Lanka “ through the good office of the national Sustainable Energy Authority. They were presented to the Chief Commissioner who would make arrangements for them to be used at the National training centers.

Quiz on Sustainable energyThe National Sustainable Energy Authority conducted 4 Quiz programmes for the Scouts on sustainable energy, at the SLBC. These were coordinated by Mr. Ruwan Ariyaratne (HQC Programme) and the winners were given valuable prizes.

World Mental Health dayThe Scouts took part in the World mental health day programme conducted by the National

thCouncil for Mental Health on the 9 September. Very useful speeches were made by the Chairman of TLN Mr. Shan Wickremasinghe and other specialists .

Prevention of Child Abuse & Stress managementWe are at the moment working on this at the request of the Chief Commissioner Prof. Nimal De Silva, and hope to include them in the Scout Programme.

25th Asia Pacific Regional Scout Conference - South Korea3-8 November 2015 in Gwangju, South Korea. A delegation consisting 04 Delegates and 01 Observer attended this Conference Prof. Nimal De Silva, Chief Commissioner as the Chief delegate of Sri Lanka and Mr. Kapila Kalyana Perera, ACC, Mr. Prabath Kularatne HQC and Mr. Jerome de Silva participate as a Delegate and Mr. Amil Abeysundara ADC, Colombo will participate as an Observer to this Conference. 8th Asia-Pacific Regional Scout Youth ForumthThe 8 Youth Forum was held at Suncheon, Cholla Nam-do, Korea from 29 October – 1 November 2015. A

rd23 World Scout Jamboree –Yamaguchi Japan: World Jamboree was successfully concluded with the participation of over 33,000 Scouts & Leaders. Sri Lanka Contingent Consisting 116 Participated in this Jamboree. Prof. Nimal De Silva Chief Commissioner was the Head of Contingent.4 Scouts & 1 Leader received sponsorship made Operation Kirara.

Cub Scouting continued in the district with Cubs participating in pack and district activities Pack holidays, hikes

,field trips Gold Star ceremonies and districts rallies were held in most districts.

We did not organize any special events through National Headquarters but encouraged all district cub event.

Cubs also participated in events such as service and relationship week (job week), Wesak and Poson Programmes , giving alms and Christmas Carols.

thWe had many Cubboree meeting s and ADC meetings to plan for the 11 National Cubboree celebrating 100 years

th thof Cub Scouting to be held at Richmond College Galle from the 13 -15 May 2016.

I am very pleased to report that registration of both girls and boys cub scouts have increased by approximately 1500 from 2014 to 2015

NORTHERN & EASTERN PROVINCES

M.F.S.MUHEEDSPECIAL COMMISSIONER

REPORT

There are 7 Scout Districts in the Northern Province and 4 Scout Districts in the Eastern Province. All Districts are functioning. Some Districts are functioning well while a couple of them are not to the expected levels.

Mullaitivu became functional after the appointment of the new District Commissioner and I hope they will become more active in time to come and start scouting in more schools. Since the Conflict ended it was only this year we have been able to get Mullaitivu off the ground.

Batticaloa showed a remarkable increase of 51.6% membership growth due to the untiring efforts of the DC Mr. Anantharajah. Jaffna came a close second with an increase of 34.3%, followed by Trincomalee 17.7%, KKS 14.9 %, and Ampara 4.18%.

Decreases were recorded as follows :Akkaraipattu/Kalmunai 64.7%, Vavuniya 41.6%, Kilinochchi 34.7%, Mannar 20%.The reasons I can adduce for the decrease is that the membership fees have not been collected and paid and there is no real decrease.

Most Districts also organized BP Day celebrations and Jaffna District performed duties at Religious festivals.

thJaffna was also preparing to host the 9 National Jamboree in February 2016 along with the Organizing Committee of National Headquarters while also preparing to celebrate 100 years of scouting in Jaffna District.

ndAmpara District organized the District Rally from February 29 to 2 March 2015

EASTERN PROVINCE

Maha Sivaraathri Celebration at Batticaloa Sri Mamankeswarar temple. District Scouts and Scouts leaders had participated ATShramadhana ,Temple Decoration and Bajan were the programmes that were done by our Scout Association. Lunch was provided by the Temple Trustees

Our Founder's day was celebrated in front of the Founder's Statue- Batticaloa. The whole District Scouts, Scout leaders , Principals and the Ex-Co members had participated in the programme.

We organized a Walk from Founder's Statue to the Government Teachers' college which was about 2 km . And then assembled at the college Auditorium for a meeting after having two hours of rally

About 600 Scouts and 40 Scout leaders were present that day and Mr.Sasikumar was the sponsor to this event

The Scout leaders participated in several programmes at Batticaloa Government Teachers' college Auditorium and Grounds. The programmes held were 1.Phase 01 –Scout Leaders2.Phase 01 – Cub Leaders3.Singithi Scouts4.30 Leaders who completed Phase 04 received their Certificates5.Wood badges were issues by the NTC for the senior leaders who have completed Wood Badge course. This programme was organized to whole district level leaders .The NHQ commissioners who had participated in this programme Mr.Godakantharachchi NTC, Mr.MES.Jayasinghe , Mr.Sirisena De Silva,Mr.S.Soundararajah

The Zonal Director of Batticaloa Mr.K.Baskaran had also participated in this Programme

On 15.02.2015, Provincial Training Team Seminar was held at J/Victoria College, Chullipuram and Singithi Scouting Phase – 1 training held on 16.02.105 at same school.On 22.02.2015, B.P. Day celebration was held at J/Mahajana College, Tellipalai.

March - On 14,15.03.2015, Proficiency badges training was held at J/Manipay Memorial English School.April - On 12.04.2015, New year festival was celebrated.May - On 30.05.2015, Scout and Cub Scout Phase – 1 first day seminar.June - On 13,14.06.2015, Proficiency badges training was held at J/Manipay Memorial English School.July - On 05.07.2015, Scout and Cub Scout Phase – 1 training.

thOctober - District day was celebrated on 13 October 2015.November - On 06,07,08.11.2015, our District celebrate annual rally and club field day at J/Union College, Tellippalai.

Service & Relationship WeekThis year our District did a good collection and collected Rs. 3,23,900.00.

The Sri Lanka Scout Association wish to place on record the unstained support and

cooperation given by large number of individuals leading to the smooth function of National

Headquarters. Special mention should be made of those who have given non-monetary form

of support whilst appreciating and gratefully acknowledging those who have initiated

financial support which made it possible to conduct many events, such as Jamborees and

Training Programme.

One of the area where Sri Lanka Scout Association solicited unstained manpower support

was at skills training and Youth empowerment programs and events, where members of the

National Training Team and other auxiliary staff which included guest speakers. We are

indeed grateful and indebted to all those who unhesitatingly contributed their knowledge

and skills.
