HIRING OF A CONTRACTOR FOR THE PROJECT TITLED, “PUNJAB UJAALA PROGRAM (CENTRAL PUNJAB)”

BACK GROUND

Government of the Punjab (GoPb) through its Energy Department, Project Management Unit

(the “Employer”) intends to provide solar energy to bring uninterrupted light with renewable energy to the

schools by installing efficient fans and energy savers to be powered by hybrid Solar PV systems under Asian

Development Bank Investment Program (Access to Clean Energy).

Accordingly, the Employer intended to engage EPC Contractors for design, supply and

installation as well as operation and maintenance (O&M) for the captioned Project. The hiring process was

done through National Competitive Bidding process under the Punjab Procurement Regulatory Authority Act,

2009 (“PPRA Act”) and Punjab Procurement Rules, 2014 (as amended from time to time) (“PRA Rules”) for

Solar PV Systems having installed capacity of up to 5 kWp at approximately four thousand two hundred (4,200)

selected schools in Central / Northern Punjab including the replacement of electric fittings (the “Project”).

The Project has been divided into seven (7) Packages and comprising of the following districts:

HIRING PROCESS

The Prequalification notice for the Project titled, “Punjab Ujaala Program (Central Punjab)” was

advertised in newspapers and was also posted on the websites of Authorities. The last date to submit the

Applications was 23rd November, 2020 till 1500 hours. M/s Integration – Pakistan Engineering Services (PES)

JV as Project Management Consultant was selected for the hiring process and for Project Management. The

Single Stage Two Envelope, Method of Procurement was adopted. The approved Bidding Document was

issued to the Pre-Qualified Firms, only.

EVALUATION

The Project Management Consultant [M/s Integration – Pakistan Engineering Services (PES)

JV] evaluated the Applications and 14 nos. out of 16 nos. of firms were qualified. The First Round of Bidding

Process was scraped due to the high bids. The rates were higher than the PC-1 Cost.

Further, the details of Evaluation of Rebidding Process is as follows, and it was completed in

Round 2, Round 3 and Round 4:
