The European Commission established a High Level Group on the "extension of the major transport axes to the neighboring countries and regions" in 2004

- Five major transnational axes were indentified (2005).

◦Motorway of the Seas

◦Northern Axis

◦Central Axis

◦South-Eastern Axis

◦South Western Axis

The Northern Dimension aims at addressing the special regional development challenges of northern Europe, including i.a. insufficient transport and border crossing facilities.

With a new impetus in Northern Dimension Policy development a working group to examine the desirability of a Northern Dimension Partnership for Transport and Logistics (2007)

- Recommendation to establish the Partnership as of JAN 2010 in St. Petersburg.

Recognizing the political intent the Partners:

signed the MoU setting out the modalities of establishing the NDPTL (2009);

signed the agreement on the establishment of a secretariat of the Partnership (2010).

As suggested by the geographical scope of ND the Partnership is composed of:

The northern EU member states: SE, FIN, EE, LV, LT, PL, DE, DK;

Non EU countries: NO, RU, BY;

European Commission

The Partnership is to:

Work together to improve the major transport connections between the ND Partners;

Accelerate the implementation of transport or logistics infrastructure projects along the transnational connections;

Accelerate the removal of non-infrastructure related bottlenecks;

Set up effective structure to monitor the implementation of the proposed projects and measures, to identify new bottlenecks.

High Level Group – strategic decisions on the future development and priorities of the Partnership;

Steering Committee – monitoring the implementation of the Partnership, plans development;

Secretariat – a working body to facilitate the work of the Partnership. -Operational as of FEB 2011

Among other tasks:

To prepare information, analytical and reference materials concerning development of NDPTL projects and measures.

To facilitate coordination and information exchange with organizations and foras of interest for the Partnership.

Collaboration with the NIB, EIB, World Bank and EBRD along with the National Financing Institutions (NFIs) so as to get their views of the projects early on.

Expertice in financing projects

To ensure continuity of the TEN-T network with the neighboring countries (NO, RU, BY):

Definition of the Comprehensive/Core Network in the ND area;

To identify projects of mutual interest, having cross border implications, which contribute to the development of common objectives;

To tackle cross-border bottlenecks:

Elaboration of a concept of the integrated management of the BCPs;

To enlarge scope of the TENtec information system.
