Highlights from the November 6, 2019 Board Meeting

The new HUB Transportation Plan will start in SY 2020-21 for High School Choice Program Students! At the Informal Meeting of the Board, District Transportation Staff presented the Board with an update on plans for the HUB Transportation Plan being implemented for Choice Program high school students in the 2020-21 School Year. The presentation offered information on Hub site locations, the implementation timeline, and provided some detail on the potential need for a future modification to the bell schedule. A survey to learn more about the parent options has been deployed and public meetings are planned over the coming months. Graduation Rate Rises Again! SCCPSS Outperforms the State Average for Five Years in a Row At the Regular Meeting of the Board of Education, Board Members were presented a report on the SCCPSS Graduation Rate for the 2018-19 SY. On September 18, 2019, the Georgia Department of Education (GADOE) published official graduation rates for each school, district, and the state. SCCPSS achieved a graduation rate of 87.8% - a gain of more than 1 point compared to last year. It establishes a new record high for the district. For the fifth consecutive year, the district exceeded both the state and the comparison group graduation rates and in SY 2018-19, SCCPSS earned the highest graduation rate within the comparison group. Post Secondary Accelerated Options (PAO) Staff from the Academic Affairs Division presented the Board with a report on student achievement in the District’s Post-Secondary Accelerated Options. Some Key Points include: • In SY 2018-19, 1,813 students successfully completed one or more AP, IB, or dual

enrollment courses. The district’s PAO completion rate was 20% -- 6 points below the SY 2018-19 target of 26%.

• While most PAO completion is within the Advanced Placement option, the number of students completing dual enrollment has steadily increased over the past three years.

• Johnson’s IB exam success rate was 40%, representing a 4-point gain over last year while Windsor Forest’s IB exam success rate of 46% was 4 points lower than prior year.

• In SY 2018-19 students earned over 3,600 dual enrollment credits – over 600 credits more than in the previous year, and a gain of over 1,300 credits from SY 2016-17.

Workforce Readiness At the Informal Meeting of the Board, CTAE Senior Director Dr. Angie Lewis presented Board Members with an update on Workforce Readiness programs in Savannah-Chatham County Public Schools. Key Points include:

• SCCPSS pathway completers earned a 71% End Of Pathway Assessment success rate in SY 2018-19. This represents a 4 point increase over the past three years, and exceeds the state benchmark target.

• Eighteen percent (18%) of SY 2018-19 SCCPSS graduates participated in one or more work-based learning courses during their high school career, reflecting a 1-point increase from the prior year.

School Nutrition Program Financial Update At the Informal Meeting of the Board, members were provided an update on the financial performance of the District’s School Nutrition Program. Data was provided on the Comparison Group as well as SCCPSS program expenditures and revenues. Budget Process FY 2021 Mr. Larry Jackson, Chief Financial Officer, provided a document to initiate early planning on the FY 2021 Budget process with Board members. Legislative Priorities The Board discussed its 2020 Legislative Priorities in advance of final adoption scheduled for the December 11th Board meeting. Two SCCPSS High Schools Recognized as Breakout Schools The Savannah-Chatham County Public School System is home to two of only seven high schools named Breakout Schools in the state of Georgia this year! The honor is bestowed each year by the Georgia Association of Secondary School Principals (GASSP) and is designed to identify, recognize, and showcase Georgia High Schools that are high achieving or dramatically improving student achievement. Policy First Reads Policy GAN-Employee Tobacco Use (Mid Period Review) District Administration has reviewed Board Policy GAN and is recommending certain revisions. Policy GBRJ, Administrative Regulation GBRJ-R – Arrangement for Substitutes (Four Year Review) Pursuant to Board Policy BDE-Policy Review, District Administration has reviewed Board Policy GBRJ-Arrangement for Substitutes along with the supporting regulation and has determined a need for changes. Substitute teachers shall be provided during the absence of regular teachers.
