Letter from the Editor
The snow is melting and we can all see the grass beneath it. Not only can we see the grass we can also see the droppings of the dogs belonging to lazy
owners. I would like to take the time to remind everyone to please pick up after your animal. The common area is not your dogs’ toilet and it really is disgusting to see all the feces left behind by lazy pet owners. We do have children playing in the common areas so please have the common courtesy to pick up after your animal.

Recycling Drop-off coming to HeatherRidge!
We are proud to announce that Heather Ridge has added a new installment to its grounds. It was a project that started two years ago by two 8th grade students at Prairie Crossing Charter School. They have been aided by many people to help achieve their goal of installing this new feature to Heather Ridge. This new installment is a Recycling drop-off site that the two students feel will help the Heather Ridge community.
Hi this is Brendan and Nick, we are proud to have just announced to you about the new Recycling Drop-off Spot. In this article we will talk about the hard work it took to get this task accomplished. We will give you all the information you need to be able to use the drop-off efficiently, plus some interesting facts that’ll make everyone feel good about recycling.
Two years ago, we chose to be partners for the Culminat-ing Project, a Large Scale Project where students from Prairie Crossing Charter School in Grayslake, starting in 7th Grade work on a community oriented project that helps out the lo-cal environment. When it came time to pick our Project, we chose to establish some type of recycling program in Heath-
erRidge. This is where Brendan lives, which gave us the idea. Throughout the year we were in contact with Erik Jensen, Management Analyst Officer at Gurnee, and Al Villasenor, community Manager here at HeatherRidge. They were both a great help. Finally we got to a point where Erik and Al, along
with other members of each as-sociation, and Waste Management were able to reach a deal to have a program at Heather Ridge.
The future drop-off site’s ad-dress will be 900 Leonard Drive. It is a maintenance yard near the Heather Ridge golf courses.
The Dumpsters at Leonard will able to recycle many daily ob-jects. Here is a list of what can be recycled:

“So why should you recycle?” you’re probably asking. Well first off, its helps combat pollution. More pollution is cre-ated when you make more items, but if you recycle them, it

Thanks to last month’s tip, many residents came by the security office to update their emergency contact infor-mation and submit their spare keys. Remember, it’s always cheaper to call up security to get into your house rather than the locksmith, as well as more convenient!

will make less pollution than re-making newer ones. It also saves space as less trash is being sent to landfills, which slowly get bigger as they pile up with trash. As a result, the landfills need more space and more land is taken. One last thing that will benefit from recy-cling, is that it uses less resources, in the end making future products made from resources like trees, cheaper.
Nick and I hope that all of this information will help you for when the drop-off is ready. The Drop-off will be installed sometime this month. Make look on the website for an announce-ment on the exact date. The work took a long time, but with a lot of people we were finally able to get it done. We would like to thank all the Staff from Heather Ridge, and Gurnee, that helped us with this hard project.

Second-annual Chili Cook-off WinnerThanks to the five brave contestants
who brought their works of art to be judged the best at the second annual chili cook off. It did take some time for the RAC committee to arrange this event and I as the reigning champ was eager to defend my title.
As the sampling began it was obvi-ous my effort was subpar to the other contestants. Each contestant had some-thing to give and no two chilies were the same. Each chili was very different from one to the other. As everyone vot-ed two chilies rose to the top and were tied with 5 votes each. Cathy McGrath and John Dalton went head to head and when the dust settled the winner of the Second Annual Chili Cook Off was John Dalton.
Congratulations to John on being the best of the best as hopefully he will share his award winning recipe with you if you ask him.

HeatherRidge Senior Men’s Golf League 2013 Registration Form
Please use the form below to sign up for the Men’s Senior Golf League.
• Eligibility is 50 years of age or older.• Membership Fee: $40
Includes our September Banquet and team prizes. A Social membership is available for $20 which only includes the banquet and special golf events—scrambles, etc.
The Senior Men’s League will record and calculate our own handicaps this year so we will not require members to pay the HeatherRidge Pro Shop handi-cap fee for our league. If any of our members play in other HeatherRidge leagues then payment of that fee will likely be required.
New Members: If you have a cer-tified handicap please indicate it on the form. If not, please play at least 3 rounds by April 25th to establish one. Please leave your scorecards for these rounds with the Pro Shop. Our mem-bers will be pleased to play with you. Just mark the signup form below if you want to be contacted.
Our organizational meeting is sched-uled for Thursday, May 2nd at 10 AM. in the Conference Room of the Club House. Teams, schedules, and rules, will be discussed.
Members from last year must be registered by Thursday, April 25th to be placed on a team.
New players will be assigned in order of the date membership is paid. After teams are filled, late sign-ups will likely be placed on the substitute roster.
Any man who meets the age require-ment and having a valid handicap may play as a substitute when requested by a member, but is not eligible for special events or the banquet unless he is a paid member. There is no fee to the Senior Men’s League for plating as a substitute.
The team/handicap chairman will create teams (in coordination with the Committee). The teams will be formed so that the team’s total handicap meets our consistency requirements.

Board Of Directors Meeting
HeatherRidge Umbrella Association (HUA), March 1, 2013
These minutes have not yet been approved by the HUA Board. Any corrections, addi-tions, or deletions will be made at the next regular HUA Board meeting prior to official approval.
President Todd Campbell called the meeting to order at 7:00 pm. Present: Todd Campbell, Sam Dent, Owen Hill, Mark Hutchison, Linda Kirby. Absent: Paul Kelly, Cris Mekuly, Terry Potash, and Carole Stern. President’s Remarks
Todd Campbell noted that the regular meeting was postponed due to the heavy snow storm of February 26, 2013. The storm left over 12 inches of snow over the area and once again, the Landscape, Maintenance, and Security Department staffs did an outstand-ing job of plowing, shoveling, and clearing all streets, walkways, and entrances. A brief Executive Session will be held at the conclu-sion of the regular meeting.Vice President’s Remarks

A Management Report was submitted in writing and was available to the audience.
Al Villasenor reviewed the progress of Security and Search Committees for the next Chief of Security. Final interviews will be held and it is hoped that an appointment will be made by April 1, 2013. Al Villasenor reminded all that the next March 26, 2013 meeting will have both the Annual and Regular meetings, including the election of three Directors. Proxies have been sent and are available at the HUA office and in the HeatherRidge Happenings. Al further endorsed the exceptional performance of our staffs in the past two snowfall events. Owen Hill made a motion to accept the Management Report, seconded by Linda Kirby. At vote, all aye, motion carried.
Standing Committee Reports
Architecture And Maintenance CommitteeNo formal report or motion required.
Retaining walls are being evaluated and plans will be made for the incremental replacement and possible reconfiguration of a few of them. Audit Committee

The January 2013 financials were reviewed and the Treasurer has reviewed the checks issued for the past month, they are appropri-ate. The multiple insurance renewals were reviewed and will be finalized in the New Business section of the meeting. General Election And Oversight

Financial reports were distributed. Sam Dent noted that HUA received some walker mowers that were to be discarded from the Merit Club. The golf course maintenance staff was able to cannibalize the machines for parts and use on our own mowing equipment. The outdoor canopy will be used for one last season before replacement in the following year. Mark Hutchison made a motion, seconded by Linda Kirby, to receive and accept the Golf and Tennis Report. The Landscape Committee is focused on snow removal and looking forward to spring projects throughout the property and picnic grove. No formal report or motion required.Ponds Committee

Mark Hutchison noted the challenges and delays with the web site update. The committee is hoping to improve the site and to encourage site visitors to spend more time perusing various pages, pictures, and event information. There is also a problem with printing the cover of the HeatherRidge Happenings in color (and the rest exclusively in black and white) so until a technical solution can be implemented the newsletter will be printed only in black and white. The cover will also highlight events and activities as it is the first view our residents see in the distribution boxes or in their condo delivery. Sam Dent made a motion, seconded by Linda Kirby, to receive and accept the Publications Report. At vote, all aye, motion carried.
Recreational Activities Committee (Rac)The RAC meeting was held on February
12, 2013. No formal report or motion required.Security Committee
Linda Kirby noted that the acting Chief is providing informational memos and activity reports to the committee. Residents are requested to update their emergency and con-tact information for the Security Department so that they are better able to respond and help in emergencies or security situations. A copy of the Emergency Data Information Sheet is included in the newsletter. Residents can also deposit a house key (secured and available only to authorized contacts) for home access with Security. No formal report or motion required. Tax, Legislation, Law, Contracts, Insurance and Special Issues (TLLCISI):

The Welcoming Committee met on Tuesday, February 12, 2013 and three residents attended. The next meeting will be held Tuesday, March 12, 2013 at the Central Recreation Facility.
Old Business
2013 Hua Board Of Directors Election And Annual Meeting Information.
The formal notice for the Annual Meeting and Election has been mailed and includes the nomination forms for the three applicants: Sam Dent, Carole Stern, and Brett Wodach. Proxies are available in the newsletter and at the HUA office. Collection boxes are provided in the five condominiums and proxies can also be delivered or sent to the HUA Office.

Insurance: General Liability, Umbrella, D&O, Auto, And Equipment For March 5, 2013 Renewal (Received February 21, 2013) (Enclosure)
Al Villasenor met with Tom Poll of Carl Mellen Insurance to review the multiple insurance policies. Carl Mellen Insurance is a broker and many insurance carriers were queried for the various policies. There is an inevitable, yet nominal, increase in premiums and HUA did have claims that had to be considered by the insurance providers. Linda

Administrative & Finance:• The Security Department transition
is in-progress and is being managed in cooperation with the Search Committee. Since my last formal report, the pool has been reduced to four and Department Head interviews have been completed and we are awaiting board interview scheduling. In the interim, Officer Bowles has managed the Security Department seamlessly after the initial chaos.
• The election will be the evening of March 26, 2013 and this report is formally included in the board packets. Generally the process has been slower than in the past. Participation and interest seem to have waned. Efforts are being made to spark interest and meet quorum.
Maintenance/Landscape:• The new tree contractor has been
active on the property. Initial reaction to their work has been very good. They appear to be somewhat
more proactive and helpful than the prior vendor.
• Snow removal continues to be an efficient process this year. We have had our normal share of ice-related incidents which are due to what is considered normal accumulation. Complaints have been minimal and have revolved around either justified calls involving icing due to melt and freeze which we address proactively in addition to responding to calls, or regarding timing of snow removal in relation to individual schedules. The latter can be mitigated through communication to the residents from my office going forward.
• The new maintenance truck has been delivered and put to use.
• Landscaping will be purchasing a new mower. Money had previously been allocated in the budget. Two bids were solicited per the purchas-ing policy. Net cost after trade is $3,224.
Other:• A while back I allowed some
students from the Prairie Crossing
Charter School to work on the graduation project, a study of the re-cycling issue within our community. At this point, they have secured a verbal commitment from Waste Management and the Village of Gurnee to allow a central recycling collection bin to be placed on HUA property at no cost. A few sites have been identified that are not used heavily by our residents. The program will be presented formally as details are available.
• The Village of Gurnee is initiating a social networking site organized by neighborhood. They have reached out to us to discuss our participation. There is not cost for the service and it is already being utilized in some test neighborhoods in Gurnee. I have included Mark Hutchison in the information string to date in his committee role. We will advise as details are known.

Kirby made a motion to accept the insurance renewals (Liability, Auto, Umbrella, D&O, and others) at the cost of $72,789.67 for the next year, seconded by Owen Hill. At vote, all aye, motion carried. Furnaces for 5801 Manchester Building (informational enclosure)
The purchase order and documentation was included in packets for the Board. The existing units were very old and not efficient or very functional. Five new furnaces were installed throughout the Landscape, Maintenance, and Security building. Multiple bids were received and the bid came in for under the $7,500 Purchasing Policy limit for approval. Allied Air Conditioning and Heating provided the best proposal at $6,900 and it is noted that they are the servicing contractor for the HUA common area buildings.
Maintenance TruckThe purchase of a new Maintenance
Department truck and snow plow outfitting is a planned expenditure per the Six-Year Plan and in accordance with the Purchasing Policy. Raymond of Antioch submitted an exceptional bid and will accept the older Maintenance Department truck as a trade-in. Sam Dent made a motion to ratify the pur-chase of the truck, snow plow, and outfitting as proposed, seconded by Mark Hutchison. At vote, all aye, motion carried. Resolution 70-604, Excess Income Applied To Following Year’s Assessments. (Enclosure)
The Resolution complies with IRS regula-tions assuring that any excess income from the year be applied toward the subsequent year’s member assessments. Linda Kirby made a motion to accept Resolution 70-604, Excess Income Applied to Following Year’s
Assessments as presented, seconded by Mark Hutchison. At vote, all aye, motion carried.Open Discussion For Homeowners

President Todd Campbell thanked Community Manager Al Villasenor and the other community volunteers for their work collecting proxies in the HUA neighborhoods. The submission of proxies was slow and in spite of the mailings, newsletter notices, and web site information, making quorum was a chal-lenge. The quorum of proxies must be met to legally hold the Annual Meeting and elections. Vice President’s Remarks

Treasurer Paul Kelly was able to attend the meeting via Skype teleconferencing. Paul reported on the February financials

A Management Report was submit-ted in writing and was available to the audience.
Al Villasenor noted that volunteers assisted proxy collection. If quorum is not met the entire election process must be repeated incurring great costs in time, postage, and administrative expenses. The Security Chief hiring and selection process is in the last stage and it is antici-pated that an offer will be extended to a candidate by April 1, 2013. The Board performed due diligence in advertising, collecting resumes, interviews, and in final candidate selection. Two young men have worked with HUA, Waste Management, and the Village of Gurnee to institute a recycling project (free) for HUA as their 8th grade school project. This first year will be the benchmark and hopefully a formal agreement can be entered into after evaluation. Carole Stern noted that the Art Show has been rescheduled to April 19, 2013 (rather than the previous week). There is a piano concert scheduled for Sunday, April 7, 2013 at the CRF. Stu the Piano Guy will perform from 4-6 pm featuring music from Billy Joel, Elton John, Frank Sinatra and others. Cover charge is $10 and the Waterfall Lounge will be open for drinks. Linda Kirby presented information provided by our acting Security Chief Mike Bowles. The committee is up-dated on activity or reports throughout HeatherRidge on a regular basis. Our Security Officers often respond and help residents who are having medical emergencies yet unsure of how to get help. Cudos are offered to our Security Department Officers for exceptional service. The emergency contact and key program is being updated and over 70 responses have been received to update resident emergency and key access information. Please review and update your record for your own protection and to allow our Security Department to offer the best possible assistance. Forms avail-able at the HUA office and the Security office. HeatherRidge Umbrella Association attorney change.
The HUA Board, Finance and TLLCISI committees have reviewed the current legal counsel support with management. Another legal firm is being evaluated and information has been provided to the Board. After discussion it was decided that the firm of Fullett, Rosenlund, Anderson, PC will be solicited to assist HUA in a legal matter of homeowner/private property responsibility for landscaping. It may be decided to retain the firm for future legal support. The specialization of home-owner and condo association law limits the number of firms that can be retained. Paul Kelly made a motion to contract the firm of Fullett, Rosenlund, Anderson, PC to represent HUA with the landscape property responsibility issues, seconded by Sam Dent. Paul Kelly modified the motion to coincide with the TLLCISI recommendation that the firm may be a choice for full representation in the future, seconded by Sam Dent. At vote, all aye, motion carried.Health Insurance Provider Switch
The health insurance renewal period for HUA employees is in May but the ADP broker must have the choice by April 5, 2013. The Finance Committee has reviewed the proposals of Aetna, Humana, and Blue Cross Blue Shield providers. The Humana program actually offers a slight cost reduction for their comparable benefits and program (and will also offer the short-term disability coverage not offered now); Aetna had an increase; and Blue Cross Blue Shield was not competitive. a motion to switch the HUA health insurance plan to Humana at the cost of $57,072, seconded by Carole Stern. At vote, all aye, motion carried. Picnic Grove Plan
Al Villasenor presented some history on the condition and use of the Picnic Grove since it was turned over by the developer decades ago. The natural abun-dance of trees, primarily Black Willows, has evolved over the years and many of the willows have been felled by storms, weather and disease. The Picnic Grove is not being used or optimized as it was in the past. The Landscape Chairperson and the HUA staff are currently replacing trees as time and budget judiciously allow using industry standards. The Finance Committee has reviewed and approves of the plan. Skunk and critter removal costs
The past year has seen a huge in-crease in the skunk population within HeatherRidge. The nature of our wooded areas and open spaces carries the disadvantage of being prime property for the wildlife in this area. It is a difficult to decide responsibility and costs for critter removal. There was considerable discus-sion, but it is hard to determine if infesta-tion is on limited common elements or private property. Management and Board committees have recommended that trapping be the responsibility and expense of the homeowner when the critter is invading private property such as decks, patios, attic spaces, etc. Condo law states that if the nuisance is within the private space or deck/patio area it is owner responsibility. There will not be a motion to change the policy or to absorb the cost and contracting for critter removal on or within private property.

Pat Leese of the Cambridge neighbor-hood asked about the Emerald Ash Borer problems and she was given informa-tion on the past, current and on-going treatment that is being handled by the Landscape Department.
Ann Richter of the Hidden Hills Townhome neighborhood asked the status of the buckthorn removal program. Al Villasenor said that the Landscape
Department is moving forward with removal within the funds that have been allocated.

The quorum (20% of 956 units) of 192 proxy ballots was met and exceeded.

President Todd Campbell explained the
process of the HUA Board elections (three Directors elected every year, with a service period of three years). There was discussion on the general structure and responsibilities of the residential homeowner associations and their Boards. It is noted that all owners are welcomed at the regular HUA meetings and have an opportunity to present issues or concerns at the conclusion of the regular Board meetings. Closing Nominations

Discussion followed on the Rules and Regulations regarding pets. This relates to the current situation of a dog living in Unit 109 at the 690 condo building. According to our attorneys at Kovitz, Shifrin, and Nesbit, the dog is within the purview of our Rules and Regulations and does meet the legal definition of a dog medically serving a disabled individual as prescribed by a physician and the ADA requirements for sheltering such animal within the Unit. See the definition as follows:
Pets: R & R Section 8.01 and 8.02 specify: Pets are limited to cats, birds, and tropical fish. Cats must be confined to the owner’s unit at all times. Dogs, with the exception of Guide Dogs, and
exotic pets are not permitted in the building at any time. Exotic pets are defined as reptiles, monkeys, ferrets, rodents, etc. If you have any further questions and concerns please contact President Gaither.

• The door leading to the landing on the second floor of the northeast stairwell is being cut at the bottom, so that it does not drag on the floor and will open all the way.

that should NOT be there so I am addressing this issue.
• Notices have been posted on the bulletin boards showing what can and cannot be recycled. Please read and familiarize yourself with what you can put into bins in the garage (copies were made and distributed to those attending the meeting). The sides of the two containers are clearly marked for recyclables only.
• When putting boxes into the containers, please break them down flat so that more will fit in the containers, while making sure there is NO Styrofoam left in the box. Styrofoam should be put into the trash bins inside the double doors to the left of the recyclable containers.
• Lampshades and other small household items should also be put into the TRASH bin, while plants, furniture, appliances, carpeting, etc. should be taken over to the dumpsters to the east of the Security office on Manchester. Please refer to Section 9 of your Rules and Regulations.
• I notice people have been using our ‘share’ table in the garage elevator area for sharing books, puzzles, and other items of interest. I hope this has been helpful to others - thanks to all for monitoring the table so that the items are not left to gather!
• I want to thank Berkson & Sons (and in particular Debbie Nissen, our property manager for the last several years) for all their help in keeping up our buildings and for helping us with our questions and problems. Thank you again!

Spring is on its way and the Clubhouse is ready. Soon burgers will be coming off the grill at TGIF. Just a reminder that the Waterfall Lounge is open every Friday (TGIF) from 5:30pm to ??? for your enjoyment.
Everyone had a great time at the Chili Cook-off on March 8th. There were 5 entries and they all tasted amazing. After the voting ended there was a tie and we had a taste off be-tween the two. The winner of this year’s HeatherRidge Chili Cook-off was John Dalton.
We have several events planned for April. First on Sunday April 7th we will be holding a concert at the Clubhouse. Stu the Pianoguy will be performing from 4pm to 6pm. See flyer in the Happenings. This is something new we are trying at the Clubhouse. We are working on a concert series (Spring through Fall) and this is our first concert. Stu sings covers by Billy Joel, Elton John, Frank Sinatra, and Van Morrison, and more, Stu knows nearly 1,000 songs and is a creative songwriter. We are very excited to have Stu as our first performer. The concert cost is $10 for adults and $3 for those under 16. We will also have the Waterfall Lounge open for refreshments. Please note that there is NO Dinner with this show, price is for the entertainment only. The Waterfall
Lounge does have pizza available for $8.00.Next on Friday April 19th from 5:30pm to 8:30pm we
will be welcoming back our local artist for an “Art & Photo show”. There are plenty of talented artist in HeatherRidge and they will be displaying their talent. These items will be for sale and there will also be a table for bargain hunters. The Waterfall Lounge will be open for refreshments and there will be live music playing from 8:30pm to close. If you would like more information about how you can participate in the Art & Photo Show please contact me.
Finally, once the weather gets a little better we will be putting together our Friday dinner/show events. These events were very popular last year with Elvis, Sinatra and Neil Diamond tribute artists performing and we are working on some new faces. I am also working on doing another comedy night. Watch the Happenings or stop in on Fridays to get the latest.

from Paula Palmer, 650 - Unit #409 regarding the discussion held at the January 16, 2013 Association meeting in relation to Lint Pro and requested that it be included in the minutes. (Since this meets the definition of Old Business it is hereby a part of the March 20th meeting minutes)
“I would like the main point that I tried to make at the last meeting, specifically reflected in the minutes. Here is the point that is of major concern to me and is not in the minutes:
I was told by Lint Pro, who I must consider to be the experts in this instance because they were hired by management and the board, that the problem in several of the units where they were unable to complete their job was due to the original faulty installation of the dryer vents or pipes. Lint Pro stated that in some cases the vents or pipes were not connected to anything or did not lead to the outside.
In addition, on the top of page 4 of the minutes, as a part of the President’s report, it is not fully stated the kind of problems that Lint Pro encountered - the original faulty construction of dryer vents that was discovered by Lint Pro. I think it is fair and important that this aspect of the encountered problems be reported as well.” Paula Palmer.
New Business President Gaither has sent out a letter of
explanation to all unit owners regarding their assessment billing for the month of April by the new Property Management Company, PSI. An error in the assessment billing was made, and all Unit Owners have been asked to send their regular monthly assessment as usual. Make sure it goes to the NEW address posted on the invoice. Coupon books will also be forthcoming soon. Ryan Newland will be taking over as of April 1, 2013 as the new property manager and contact information will be posted in all the common areas. However, please continue to contact Debbie Nissen with any problems through the last day of March. Again, we thank Debbie for all her hard work and diligence in maintaining our 650 and 690 property so efficiently and graciously.Homeowners Forum
Homeowner’s are asked to be mindful about parking their cars in their spaces. A resident in the 690 building had a difficult time getting her car out of her space because the person in the next spot is parking much to close and it leaves her no room to back out or pull in safely. She damaged her rear view mirror on one of the posts trying to maneuver out of her space. Please, everyone respect
your neighbor’s space!!! In addition, it was advised that if this situation is encountered in the future to immediately call Security and let them handle it.
Karen Gaither (Unit 408 - 690) asked for con-tact information in the event there was a problem in the building, i.e. such as the garage door. Again, emergency numbers for the new property manager will be posted at all common areas for residents on April 1 2013.Announcements
