INTRODUCTION Disaster Management Act No. 57 of

2002 Promulgated on 15 January 2003. Commenced:

National / Provincial: 1/4/2004 Municipal sphere: 1/7/2004 Minister designated to administer Act: 31/3/2004 Act provides two years for total implementation.

Strategic intent regarding the implementation of the Act

Serious and urgent delivery within two years of an institutionalised Disaster Management system for South Africa. - Section 63(1)(a)

Empowered and committed disaster management team imbued with a passion for the reduction of risk and trauma to the people and the environment.

However, reality has revealed the magnitude of the task of implementing the Act within the two year period.

The programme is utilised by all 30 municipalities, provincial departments and security forces in the province;A Provincial Emergency Management Centre has been developed and implemented. This Centre accommodates both the emergency communication as well as disaster management line functions;A Provincial Disaster Management Framework is in its final stage of development; andA Disaster Risk and Vulnerability Assessment study was conducted. All the possible hazards as well as high risk areas in the province were identified.

Government to Government Agreement between Sweden and South Africa (28 June 2005) - In terms of this agreement a Swedish disaster management software package was provided to South Africa free of charge; and

Eastern Cape Pilot Project initiated – will serve as a blueprint for the rest of the country

CURRENT CHALLENGES AND REALITIESTwo main factors hamper progress –• 1.) Financial constraints

• Start-up Funding for the establishment of Disaster Management Centres and risk assessments

• Capacity Building• Red tape - cumbersome process of releasing funds

• 2.) Lack of sufficient and qualified personnel

• Evaluation of overall progress is currently underway (Evaluation Tools)
