BACKGROUND

• Guarantees:- The infrastructure of the South African National Health system with regard to availability of a comprehensive health and medical services on a 24 hours basis will be put at the disposal of 2010 FIFA World Cup- Upgrading of the current health infrastructure - Accreditation of foreign medical professionals to practice on

their players and other relevant members of the delegations - There will be no restrictions on the marketing, distributing (including import and export) serving, consuming and advertising of alcoholic beverages.

AREAS OF FOCUS In delivering the guarantees the department focused in the following

areas of service provision:

• Emergency medical services • Hospital services • Port health • Communications • Environmental health services (including food and water safety) • Communicable disease control and Surveillance• Forensic Pathology and Forensic Medicine• Health Promotion• Command and Control • Facilitate accreditation of foreign medical contingents

1.2 EMS Personnel

1.3 Communication systems

•Ready and gaps filled with SAMHS, Private sector and NPO’s•Finalize deployment of first aiders from NPOs by end of May 2010

• Provinces have communications control centers ready except in North West and Eastern Cape.• Both provinces are currently upgrading their systems and set to be ready by the 21st May 2010.

1.1 Vehicles The following categories of vehicles readily available for the tournament. • Ambulances • Primary response vehicles• Disaster Buses• All Terrain and Rescue vehicles•Golf carts with stretchers• Mobility of EMS across boundaries to ensure prompt response to incidents

• Facilities for treatment of assault cases identified and ready in all provinces

3.2 Forensic pathology • Ready in all provinces except in Eastern Cape and SAMHS will support with provision of motuary vehicles• Dedicated mortuaries identified and equipped• Staff trained for mass fatalities response• Vehicles including disaster trucks ready

8. Communicable Disease Control • Surveillance plans in place • Vaccination of staff in ports of entry on H1N1 vaccines completed • Vaccination of other targeted groups to be completed by end of May 2010.• Outbreak response teams established in all health districts

Environmental Health • Formal &Informal food vendors trained on food safety and will be accredited to provide food in Stadia, fan parks and PVAs • Sampling of water and testing • Inspection of all catering and accommodation establishments• Inspection of food and water at all remote search parks and stadia

7. Health promotion • Health promotion messages developed and some rolled out already during prevention of injuries campaign• IEC material to be distributed at ports of entry and fan parks/ PVAs • Donations for condoms received from UNFPA and will be distributed in designated areas

9. Command and Control • Management structure finalized • SAMHS nerve centre to be taken over by DoH for National Health operations centre . Being setup for commissioning by mid May 2010• World Health Organization to provide technical support on mass gatherings• DoH, SAHMS, Private, NPOs & WHO to be represented • Direct linkages with NATJOC & PROVHOC

10. Accreditation of Foreign Medical Contingents

• LO C and FIFA Medical offices finalizing information for submission to DoH• Completed accreditation forms for all competing teams will be submitted to the Minister of Health for approval by end of May 2010

Challenges • Use of Golf Carts and Quad Bikes on

stadia /fan park demarcated roads .

• Cooperation between Provinces and municipalities

Mitigation steps• Special relaxation of regulations for

EMS to use carts etc within the vicinity of the stadia precinct.

• Relax municipal /provincial boundaries to facilitated cooperation and effective use of EMS resources. Facilitate easy interprovincial transfer of patients.
