Health Planning Advisory Committee
• Advisory Committee held its first meeting on July 19, 2013
• Dr. Myechia Minter-Jordan, President & CEO of the Dimock Center, was elected Chair of the Committee
• Staff presented the Analytic Plan approved by the Council and received feedback from the Committee members
Feedback
• Focus on how plan will ultimately be used for planning purposes; inventory must be linked to policy
• Calculate supply not only by capacity, but also by use. – E.g. evaluate MRI supply not only by the number of machines,
but also by the number of scans performed
• Develop a systematic process for moving services between Levels I, II and III over time
• Include evaluations of unlicensed members of the workforce, such as personal care attendants
Feedback
• The behavioral health category should include state-run programs
• The Plan should analyze and determine both under-supply and over-supply of services
• The Plan should determine if supply and demand for a particular service are affected by that service’s affordability
• The Advisory Committee can help direct staff to existing databases that could be leveraged to create the inventory

• Discussed need for adequate funding to complete this work
• Raised questions about the timeline for completion of this work outlined in the Analytic Plan

Update on Health Planning Activities
Health Planning Activities
June: Analytic Plan approved by Council» State Health Plan due Jan 1, 2014 » Estimated $1.2 million budget required for completion
July: State Budget finalized» $1.6 million requested for health planning activities» Account containing funding for health resource planning was
severely underfunded
August: DPH issued RFR for execution of Analytic Plan
» Issued for approximately $300K» Availability of $300K contingent on ability to carry over
unexpended FY2013 funds
Health Planning Activities
• RFR sought comprehensive execution of Analytic Plan, to be completed by January 1
• Issued August 1
• Closed August 15 with only 1 bid
• DPH suspects misalignment of scope, budget and timeline influenced low response rate
Revised Approach
• DPH will use existing resources to complete Level 1 analysis:– Due January 1, 2014
• Refine RFR to reflect a phased approach – Issued when DPH has more clarity about existing
funding
• Prioritize foundational work on definitions, as allowed within existing resources
