Dr. Salame-Alfie is a New York State and national leader in public health and emergency preparedness. In her current position as the Director of the New York State Department of Health's Division of Environmental Health Investigation she manages an organization responsible for protecting the public from the full spectrum of environmental health hazards. In this role she has many accomplishments, to include being a lead planner for the EMPIRE 09 National Level 2 Radiological Exercise. In her collateral role as the Preparedness Director for the New York State Department of Health's Center for Environmental Health, she is the emergency response leader in the state for all public health emergencies. Dr. Salame-Alfie has served as the Chairperson of the Conference of Radiation Control Program Directors (CRCPD) in addition to being a leader or member of multiple committees and task forces within that organization. She has also served as the Tri-Chair of the National Alliance for Radiation Readiness (NARR). Currently, Dr. Salame-Alfie is the President-Elect for both the Northeastern New York Chapter and the Homeland Security Section of the Health Physics Society. Her next term as President of the Northeastern New York Chapter will be her second term served. In addition to her leadership role in a broad range of organizations supporting radiation protection, she has been the author or co-author of nearly 30 publications, to include being the CRCPD Committee Chairperson for Radiological Dispersal Device – Dirty Bomb First Responder’s Guide (CRCPD 06-6, September 2006).

Dear Armin:

I am pleased to support the nomination of Adela Salame-Alfie for the 2014 Fellow Class of the

Health Physics Society (HPS). Adela is a longtime friend and colleague for over 10 years. Adela is

without question a highly effective and ethical health physicist and has provided many years of

service primarily in the regulatory sector, but also has experience in nuclear power health physics

and engineering.

Adela is a former Chairperson of the Conference of Radiation Control Program Directors (CRCPD),

and served 4 years on the Board of Directors of CRCPD. She has also served as chair of several

CRCPD committees. In all of these capacities, she served with dedication and excellence. Adela

also was involved in the formation of the National Alliance for Radiation Readiness and was one of

the first Tri-Chairs of that alliance, which has brought together many radiation protection,

emergency preparedness and public health organizations to be the voice of health in radiation

emergency preparedness. She has been recognized both nationally and internationally as an expert

in radiation protection, especially in public health preparedness for radiological events. Currently

she is serving as the Chair of CRCPD’s Task Force for Interagency Environmental Data Sharing and

Communication.

Adela’s activities in the Health Physics Society include serving currently as the President-Elect of

the Homeland Security Section and President of the Northeastern New York Chapter of HPS.

Adela is one of those unique individuals that is truly dedicated to her profession in health physics

and volunteers generously of her time outside of work to the mission and goals of health physics

organizations. She is truly deserving of recognition for her commitment; therefore, I heartily support

her nomination as a Fellow in the Health Physics Society.

Dear Armin,

It’s a pleasure for me to support the nomination of Dr. Adela Salame-Alfie as a

Fellow of the Health Physics Society. I have known Dr. Adela Salame-Alfie for over 10

years and have worked with her on a wide range of homeland security and radiological

emergency response initiatives as a colleague of the Health Physic Society. Adela has

devoted her career to heath physics and is a well known and highly respected and

accomplished health physicist and leader. She clearly exceeds the qualifications for

selection to the Fellow Class of 2014.

Dr. Salame-Alfie has been prolific in her contributions to the regulatory process

in New York State in protection of the health and safety of the public and the

environment and preparedness for a radiological emergency. Some of Adela’s

noteworthy accomplishments are at the national level through her leadership role as Chair

of the Conference of Radiation Control Program Directors. She is a recognized scientific

expert and has been a member of the National Council of Radiation Protection and

Measurements (NCRP) Scientific Committee SC4-2 that authored “Population

Monitoring and Radionuclide Decorporation Following a Radiological or Nuclear

Incident”, and the American Society for Testing and Materials Committee ES54.2 for the

Standard on “Practice Standard for Radiological Emergency Response”. In 2009, she was

elected to the NCRP Council.

Dr. Salame-Alfie is an outstanding member of the Health Physics Society and the

profession. No one is more deserving of this honor and recognition. I give my highest

personal and professional recommendation to the Awards Committee in support of this

nomination.

The Awards Committee of the Health Physics Society:

I most strongly support the nomination by the NENY HPS Chapter to elect Dr. Adela Salame-Alfie to

the Fellow status of the Health Physics Society (HPS). I have known Dr. Adela Salame-Alfie through

NENY HPS Chapter activities after I joined the faculty at RPI about 20 years ago and, from 2011 –

2013, I worked with her frequently in my role as the head of nuclear engineering program at RPI.

I came to RPI in 1995 to fill a joint RSO / faculty position left by Prof. Robert Ryan who cofounded

the NENY HPS Chapter in the 1960s. Prof Ryan, who passed away last year, was a fellow of HPS

with a legacy of educating a generation of health physicists who have become leaders of health

physics, including John Boice, Raymond Guilmette, and George Anastas (and perhaps a few others). I

think Dr. Adela Salame-Alfie, who received her mentorship from Prof Ryan in the late 1980s at RPI,

fits that group of outstanding former students very well.

In the past 20 years, I have interacted with Dr. Adela Salame-Alfie through regular meetings organized

by the NENY HPS Chapter. Dr. Salame-Alfie has played an integral role in all aspects of the chapter

for many years including the president. Our chapter members have been extremely impressed by the

fact that Dr. Salame-Alfie has been a key figure in shaping the radiation protection program in New

York State, as well as at the national level through her roles with the Conference of Radiation Control

Program Directors (CRCPD) and the National Alliance for Radiation Readiness (NARR).

Her interest in educating the future generation health physicists is remarkable. Our nuclear

engineering program at RPI consists of 10 faculty members and 160 undergraduate/graduate students

— roughly 20% of which pursue a career in health physics. Dr. Salame-Alfie promoted student

research through local chapter meetings held on the campus. She forwarded information about job

openings and reached out to students who are in need of placement. When I served as the head of the

nuclear engineering program, Dr. Salame-Alfie was one of the three individuals who were appointed

by RPI to our nuclear engineering advisory committee. She is tireless and selfless when it comes to

the education of young health physicists.

In summary, Dr. Salame-Alfie is a highly respected nuclear engineer/health physicist and a true leader

who I believe will play a still more visible leadership role at the national level in the future. As a

faculty at RPI and a colleague, we are tremendously proud of her achievements as well as the future

contributions she is ready to make. Her election to the Fellow status of the Society has my strongest

possible support.

ADELA SALAME-ALFIE, Ph.D. PROFESSIONAL EXPERIENCE RESEARCH SCIENTIST VI, New York State Department of Health, Division of Environmental Health Investigation, November 2006 to Present Nov- 2006 – Present - Director, Division of Environmental Health Investigation Examples of responsibilities include:

• Technical and administrative oversight of the Bureau of Environmental

Radiation Protection, which includes radioactive materials, radiation producing equipment, contaminated sites, radon and radiological emergency response.

• Technical and administrative oversight of the Bureau of Environmental Exposure Investigation responsible for the public health aspects of cleanup of hazardous waste sites under the Superfund, Brownfield and Voluntary programs.

• Technical lead for radiological emergency response for nuclear power plant accidents and other radiological events including terrorism.

• Lead Department of Health planner for the EMPIRE 09 National Level 2 Radiological Exercise that took place in May-June 2009 in Albany, New York. This national level exercise simulated the response to a radiological dispersal device in an urban environment. The response involved participation from the city, county, state and federal agencies.

• Development of technical guidance documents to determine the appropriate distribution of radio-protective drugs in the event of a radiological emergency

• Development of competency standards to be used by first responders during a radiological emergency.

• Preparation of documents used to train first responders and county health department staff in responding to a radiological emergency.

• Coordinator for the Federal Preventive Health and Health Services Block Grant (PHHSBG) for New York State programs.

• Oversight of preparation of Health Consultations and other documents prepared for the Agency for Toxic Substance and Disease Registry (ATSDR) as part of a Cooperative Agreement with New York State.

• Development of training material for radiological emergency response courses delivered in conjunction with the State University of New York School of Public Health.

• Department coordinator for activities related to High Volume Hydraulic Fracturing during the preparation of revisions to the Supplemental Generic Environmental Impact Statement with a focus on protection of public health and issues related to naturally occurring radioactive materials.

April 2013 – Present – Preparedness Director, Center for Environmental Health

• Serves as the lead coordinator for Center for Environmental Health preparedness activities including planning and responding to emergencies.

RESEARCH SCIENTIST V, New York State Department of Health, Bureau of Environmental Radiation Protection, February, 1993 to November 2006 2002- November 2006 - Director, Bureau of Environmental Radiation Protection. Responsibilities include:

• Oversight of programmatic, research and administrative Bureau issues, encompassing the Radioactive Materials, Radiation Equipment/X-Ray, Radiological Emergency Response and Environmental Radiation/Radon Sections.

• Lead technical person for the revision of the State’s potassium iodide (KI) policy. Developed the new state policy for the administration of KI to members of the public during a radiological emergency resulting from an accident at a nuclear power plant. This work entailed researching data from various sources, including the FDA regarding the side effects, as well as the effectiveness of KI as a radio-protectant drug to prevent thyroid cancer as demonstrated after the Chernobyl accident by the population from Poland. In addition to the development of the new State policy, spearheaded a task force to implement the new policy, worked with staff from the State Education, Board of Pharmacy, Office of Children and Family Services, County and State Emergency Management Offices and County Health Departments to develop fact sheets and distribution plans. The fact sheets were used as model for implementation of the KI policy at other states.

• Lead technical person in the areas of radiological risk assessment and radiological emergency response.

• Lead technical person for the development of the Department’s Radiological Terrorism Rapid Response Card which was distributed across the county. The team that prepared the card received the Department of Health’s Commissioner Recognition Award for this work.

• Responsible for the review and comment of characterization, remediation and close-out plans for various radiologically contaminated sites in New York State. This includes interacting with Federal agencies such as the Department of Energy, and the Environmental Protection Agency, Army Corp of Engineers, as well as with other State and local governments for sites such as the Brookhaven National Laboratory (BNL); Seneca Army Depot; Linde; Ashland, Seaway, etc.

• Participation in public meetings at those sites, to answer technical questions as well as concerns pertaining to health effects of radiation.

• Provide technical assistance to other bureaus and county Health Departments regarding radiation issues.

• Participated in the Suffolk county task force to look at the environmental impacts of radiological releases from the BNL site. The task force was comprised of representatives from various regulatory agencies, academia, environmental activists, and members of the public. A final report was prepared for the Suffolk County Legislature regarding the findings.

• Department of Health representative in the Governor’s Task Force to investigate the February 15, 2001 incident at the Indian Point nuclear power plant, located in Buchanan, New York. The Task Force was comprised of several state agencies, including the State Emergency Management Office, and the Public Service Commission. This involved a review of the plant’s activities prior and during the response to the event, as well as review of other pertinent data. A final report was prepared for the Governor’s office and the utility.

• Preparation of the Annual Environmental Radiation Report. This involves overseeing the data collection, analysis and reporting from the laboratory, as well as the preparation of summary tables of the data.

• Coordinator of the Assessment and Evaluation section of the Emergency Operation Center at the State Emergency Management Office for radiological emergencies. This includes participation in scheduled drills as well as actual events. Responsibilities include coordination of the engineering and dose assessment activities, briefing to the command (who reports directly to the Governor’s office during a real event) and to the other agencies present at the State Emergency Operations Center.

• Participated in several investigations of mammography providers that were providing sub-standard quality of care. Our efforts resulted in changes in the way the federal government and its contractors review and evaluate mammography films during an American College of Radiology (ACR) review.

• Oversight of the radon program. This includes overseeing the preparation of annual grant applications to the EPA for the State Indoor Radon Grant program (SIRG), as well as oversight of contracts with counties and with the radon detector provider laboratory.

Section Chief for the Environmental Radiation Section. Responsibilities included:

• Oversight of a staff of 11 people in the areas of: radon in homes; radon in schools; state environmental program; contaminated sites; and nuclear emergency response.

• Project Manager for the characterization, decontamination and decommissioning of a radioactively contaminated building in New York. Responsibilities included overall project management, including the preparation of Survey and Health and Safety Plans; management of a staff of 25 in the performance of the site characterization in accordance with NUREG/CR-5489; sample collection and preparation; results interpretation; and preparation of a comprehensive characterization report. Additional work included preparation of a request for proposals, overall coordination of contractor selection, contract preparation and overall project oversight during field activities involving the actual decontamination and decommissioning.

• Conduct surveys and prepare reports on contaminated sites throughout New York State. Responsibilities included the preparation of reports for the former Canadian Radium Site and the Croton Landfill.

• Assist in the preparation of emergency plans and participate in nuclear power plant exercises. Responsibilities include participation in the EPA-400 Task force, comprised of representatives from all of the New York State utilities, as well as the State Emergency Management Office (SEMO), in the preparation of a position paper regarding the new dose assessment methodology. Preparation of a draft position paper addressing a correction factor (to account for internal as well as external doses) to be used by emergency workers during nuclear emergencies. Participate in Federal Emergency Management Agency (FEMA) and Nuclear Regulatory Commission (NRC) observed exercises for various nuclear power plants in New York State in the capacity of nuclear power plant engineering and dose assessment specialist.

PROJECT NUCLEAR ENGINEER, Dames & Moore. May 1989 to September 1992.

• Project Manager for Brookhaven National Laboratory in the preparation of an Engineering Evaluation/Cost Assessment (EE/CA) for the removal of three radioactively contaminated tanks and the underlying soil. Responsibilities included revision of an earlier draft to incorporate resolution of comments from the Department of Energy, performance assessment calculations during and after remediation using the RESRAD computer code, and the preparation of a cost estimate of two removal alternatives.

• Principal Investigator in the Preparation of a Low Level Radioactive Waste Storage Study for the New York State Energy Research and Development Authority (NYSERDA). Responsibilities include support in areas of Regulatory Analysis; Treatment, Reduction and Storage Options; Storage Period Evaluation; Generator Storage Capability; and Centralized Storage Facility.

• Principal Investigator in the regulatory review of 6 NYCRR Part 383 "Proposed Regulations for Low Level Radioactive Waste Disposal Facilities" for the New York State Energy Research and Development Authority (NYSERDA). Responsibilities included review of the requirements for design and construction of land disposal facilities, requirements for operation of land disposal facilities, and closure, post closure and institutional control requirements.

• Project Manager for Brookhaven National Laboratory to conduct soil sampling at the 'D' Waste Tank area. Responsibilities included preparation of scope of work, budget, subcontract agreement and support during sample collection.

• Principal Investigator, Millstone Steam Generator Transportation Safety Analysis Report. Responsibilities included preparation of a Safety Analysis Report (SAR) for the transportation of Northeast Utilities Millstone 2 Steam Generators to the LLW disposal site at Barnwell, SC. The SAR was prepared in accordance with Regulatory Guide 7.9 and 10 CFR 71. Since this is a unique type of shipment, a detailed accident analysis specific to the type of shipment was performed. This included calculation of doses due to direct gamma, inhalation and immersion. The calculations included probabilities of occurrence of the various accidents, initiated by natural and/or man-made events.

• Principal Investigator in the preparation of a License Application for Onsite Disposal of contaminated soils and sludge under 10 CFR 20.302 and in accordance with NUREG 1101. The contaminated sludge is considered to be mixed waste. Responsibilities included compilation of information from the Closure Plan and Part B application, and performance assessment calculations during and after remediation using the RESRAD computer code. Additionally, prepared a safety analysis report for the sludge processing.

• Technical support in the preparation of a remediation plan for a contaminated site. Responsibilities included preparation of several sections, including remediation alternatives, and a cost estimate to compare onsite vs. offsite disposal options.

• Coordinator and Principal Investigator for Safety Assessment Activities required for the License Application for the Central Midwest Compact's Low-Level Radioactive Waste Disposal Facility in Illinois. Responsibilities included participating in the preparation of the design basis documentation, calculating operational boundary exposures, performing shielding calculations to determine minimum wall thickness taking into account direct and scattered radiation. Additional work included source term development, evaluation of doses due to the various pathways and the development of a design basis accident report. Other responsibilities included presentation of the results to the client during Design Review Meetings.

• Technical support for computer modeling for a variety of parameters involving remedial actions for a radiologically contaminated industrial site. Responsibilities included evaluation of pathways and calculation of potential dose commitments to workers and off-site public.

CONSULTANT, New York State Energy Research and Development Authority, Albany, NY. 1988-1989

• Developed data base management programs using DBASE III+ to aid in the processing of information obtained from generators of low-level radioactive waste in New York. This information was used to prepare the Generator's Annual Report.

RESEARCH ASSISTANT, Rensselaer Polytechnic Institute, Troy, NY. 1985-1988

• As part of the Ph.D. thesis developed an expert system to assist training of operators of nuclear power plants during emergency classification. Additionally, prepared benchmark runs of pipe stress analysis, generated and compiled regulatory questions in the areas of reactor systems and mechanical engineering. • Chair, CRCPD Homeland Security/Emergency Response Council’s HS/ER-2 Committee for Fostering Partnerships and Developing Operational Guides to Support Emergency Preparedness and Response. The Committee was responsible for the planning and execution of the “Center for Disease Control and Prevention (CDC) and CRCPD Roundtable on Communication and Teamwork: Keys to Successful Radiological Response”, held on June 17-18, 2008, and the "CDC-CRCPD Workshop: Alliance to Expand Radiological Emergency Preparedness in Public Health", held on April 1-2, 2009. The purpose of the roundtable and workshop was to bring together representatives from state and local public health agencies and radiation control programs to address the following key concerns: increase awareness and understanding of mutual responsibilities for preparing and responding to radiological incidents; strengthen communications and improve working relationships among participating organizations; share information on available resources; and increase awareness of emerging roles and responsibilities regarding radiological events. The roundtable and workshop led to the formation of the National Alliance for Radiation Readiness, launched in March 2011.

• Chair, CRCPD HS-5 Task Force for Responding to a Radiological Dispersal Device. The Task Force was responsible for the planning and execution of a medical roundtable that brought together physicians, nurses, medical examiners, emergency medical services and radiation control program staff to determine priorities in the development of tools for first receivers that could be used to respond to a radiological dispersal device event. The results of the roundtable were used by the Centers for Disease Control and Prevention (CDC) in the development of their REMM Website.

• Chair, CRCPD HS-5 Task Force for Responding to a Radiological Dispersal Device. The Task Force was responsible for the preparation of the “Radiological Dispersal Device – Dirty Bomb – First Responders Guide” and the companion “Handbook for Responding to a Radiological Dispersal Device First Responder’s Guide – the First 12 Hours”, CRCPD Publication 06-6, September 2006.

• Member of the American Society for Testing and Materials (ASTM) Committee E54.02 responsible for the development of the E2601-08 “Practice Standard for Radiological Emergency Response”. The standard was published September 2008.

• Appointed to Scientific Committee SC4-2 of the National Council on Radiation Protection and Measurements. The committee was responsible for the preparation of NCRP Report #166 “Population Monitoring and Radionuclide Decorporation Following a Radiological or Nuclear Incident".
