• Still have around 4.5 FTE staff covering the county
• 9 fatal accidents since April 2010– Incl.: Health Services, Waste, Forestry, Gas,
Lesiure• Lots of domestic gas issues at present
– Winter months?– Cutting corners to save money?
• National inspection campaigns + local projects
Waste & Recycling – Skip Hire
• Inspections being targeted at skip-hire operations and associated recycling activities, particularly those where hand sorting of recyclables (‘totting’) takes place, and has specific emphasis on management of workplace transport risks.
• Help reduce accident rates in the industry

LPG Inspection Campaign (Aim)
Assurance that LPG users and suppliers are undertaking sensible and proportionate management of risks arising from small and medium-sized bulk vessel LPG installations, including the replacement or ongoing inspection of buried metallic pipework

LPG - Risk assessment
• Risk ranking tool adapted from proven use for natural gas pipework replacement
• Inputs to questionnaire e.g. pipework material, age of pipework, gas pressure
• Post code linked to soil type from geological survey
• Inadequate or missing data – default values used
• Need to take into account actual site conditions when considering action and timescales
Risk ranking
• Higher, medium and lower risk
• Higher risk to be replaced within 4 years
• Suppliers have received ranked lists– Will inform customers of result
• Information passed to HSE– Visits by HSE/LA staff to higher risk sites
• Initially HSE said FOD would visit 2000 sites by the end of March 2010. Now revised to be 3000 visits by end of March 2011

• Enforcement led campaign (both by HSE and the LAs)
• Service pipework and tank– Non-domestic– Gas phase pipework (but now picking
up liquid phase)– Not caravan sites or metered estates
(separate exercise – but one or two have been picked up)
