STREET LIGHTING MASTER PLAN

On May 29th of 2006, the Ayuntamiento de Sant Cugat del Vallès approved its Master Plan of Street Lighting. This Plan contains the global plan of the municipal needs, as the necessary actions to reach it, fitting the facilities to the norm. The aim of the master plan was to:

Define the functional parameters of the municipal Street lighting according to the zone: Levels, uniformities, tipology, etc…

Minimize the energetic consumption of the facilities

Minimize the light pollution

Implement remote management systems to improve the efficiency

Fit the facilities to the new norms

IMPLEMENTATION OF THE DIRECTOR PLAN OF STREET LIGHTING

Most of the bulbs were removed and updated to new technologies like LED or others more efficient. Besides lamps and post lamps were changed

in order to guarantee the safety of the installation as well as to reduce the light pollution.

At the end of the first stage of implementation the energy consumption was reduced around 30% and the light pollution was reduced 70%.

In 2014 we tendered the energy management of the street lighting and since then Citelum is in charge of it. The current figures are:

- 20,000 street lights.

- 208 cabinets, all of them connected to the control centre.

- 130 power regulators.

- In the pedestrian streets lights run with a presence sensor that dim the light according to the real needs.

- Energy consumption around 6,000 MWh.

- Traffic lights in 40 cross-roads

- Access to pedestrian areas using cameras

features of the contract.

- Citelum manages the contract and has its headquarter in the city. Where the work teams are deployed, and offices are located.

- As a highlight we have the control room, located in the City Hall and is the key to manage the maintenance. In the control room all the data is

gathered and accessible to everyone.

The value of citizens

- citizens’ complaints are collected and managed in a common site.

- citizens’ complaint arrive from by different ways eve by social media, that’s why it’s important to have a common site to collect and manage

them.

Street lighting data I

-In the Control Room we’ve installed the most advanced technology to manage the service.

-In the lighting of the streets we have the electrical cabinets connected to the control room, we have total control of public lighting. We can program

alarms, control the energy or activate different plans ...

-On the other hand, in those places where it is necessary to manage the lighting individually we have systems to control them point to point.

Street lighting data II

-Another key issue is to have all the useful data available in the control room to improve the decision making process.

For this reason, the data of the light values, the night patrols follow up or the regulated inspections are available for the control room, with the

objective to implement the continuous improvement management.

Traffic systems data

- For traffic management we have centralised crossroads, where we can modify the different plans and receive the breakdowns notifications.

-We’ve installed cameras to control the access of vehicles to the pedestrian area.

-Get a smart and versatile management of Sant Cugat traffic in each moment.

Energy Data

- Efficient energy management is key so, we collect the energy consumption data and analyse it. We can detect and correct billing errors and

make future decisions.

Street lighting by demand

-In the pedestrian streets all the street lamps are equipped with motion detectors. These detect pedestrians and, increase the power, and reduce

it when pedestrians have gone. Street lighting adjust automatically to the real needs.

One step further

-In the future of IOT’s, more and more devices will be connected. It is necessary to collect all these data and design new interrelated behaviours.

-We install new sensors obtaining additional information to interact with other elements.

-For example, we can know the noise level in the street and use the lights to send a signal to people to reduce the volume so we improve the

residents’ quality of living.

Muse Control Room

- A tool is needed to manage all this data. This tool must be, powerful, versatile, and easy. For us this tool is Muse.

- Muse is our data centre, we introduce all dysfunctions and send them to the different work teams.

-With this we manage the inventory, preventive and corrective maintenance, we can get plans and reports or to check indicators.

-Muse is a powerful tool adapted to customers’ needs.

Muse Mobile

-Muse has a mobile module that allows different teams to be connected to the control room through tablets and they repair the dysfunctions in

real time. Optimizing resources and getting better quality.

Conclusions

The service is more efficient

All data is centralised in the Control Room

We have a single agent with a global vision

We make common processes and objectives

A Control Room that manage all information.
