Dr. Kuo received both of his B.S. and M.S. degrees from National Chiao-Tung

University, Taiwan R.O.C. in 1970 and 1973.

He received Ph.D. degree in 1977

from

He took a Research Associate position from Rensselaer Polytechnic Institute (RPI) to work at the Oak Ridge National Laboratory on the Elmo Bumpy Torus (EBT) fusion program.

He returned to in September 1978 as Research Assistant Professor in the Electrical

Engineering Department and was promoted to full professor in 1986.
