Experience with calculation:Life expectancy
The average life expectancy index for 2005 was computed on the basis of the demographic data (1-4 years of age and age group 5-69 +).
The computation of mortality coefficients by age groups used as a denominator of the population size in the middle of the period – population size at 31December 2005.
Complications for comparability:IMR differs from international methodology (life birth
definition based on former Soviet criteria)Last population census done in 1989

CEI = (Enrolment index + 2 *Adult Literacy Index) / 3
Literacy Coefficient Literacy represents the relative share of population over 18, which is
educated enough to read and write according to a definition, used in the methodology for the latest census
Net Enrolment Coefficient (NEC) The enrolment coefficient was computed on the basis of data for
students, enrolled in general, specialized and professional schools from first and second degree (initial, primary and secondary school) between the ages of 7 and 18, calculated as of 1 October 2005. This data is compared to the total number of the population aged 7-18, calculated as of 31 December 2005, according to the formula:
NEC = Students 7-18 / Population 7-18

The calculation was based on the top-down method since some of the industries have only national –level meaning
Real GDP per capita ($PPP) was measured by income, not disposable income or expenditure/consumption
The calculations are based on data from the national non-financial accounts by institutional sectors – households, central and local branches of the state administration and enterprises.
At a national level this data is regionalized by using municipal information for taxes levied on income of financial and non-financial enterprises; taxes levied on household income and property; subsidies transferred from the central state administration to regional administrations.
Due to a lack of information the calculation does not take into account the impact of unemployment at the municipal level. It was hard to evaluate the movement of labour resources
