2. TOURNAMENT OBJECTIVES

The Tournament is staged for the purposes of:

training the reserve for U-21 and National football teams of Russia; determining the winners and the best players of the Tournament; strengthening the international sports relationships; promoting football in Russia.

3. TOURNAMENT DATES AND VENUES

The Tournament will be staged in St. Petersburg from 03 June (arrival day) to 15 June (departure day) 2019.

The Tournament Matches will be held at the main sports arena of the Petrovsky stadium (the city of St. Petersburg), at Roschino Arena (the city of Roschino, the Leningrad region) and at Turbostroitel (the city of St. Petersburg).

The training sessions will be held at the following stadiums: Spartak (Zelenogorsk), Olimpiets (Pavlovsk) and Spartak (Lomonosov).

The Tournament Matches will be held on the natural pitches.

4. TOURNAMENT MANAGEMENT

The Tournament is an official FUR competition. The Tournament is included into the Minsport of Russia’s Calendar of the Interregional, All-Russia and International Sports Competitions and Events for 2019 and into the FUR’s Sports Events Calendar for 2019. The FUR is obliged to stage the Tournament in accordance with the FIFA Regulations Governing International Matches and with the present Regulations.

The whole process of managing and staging the Tournament shall be regulated by Minsport of Russia and the FUR.

The authority of Minsport of Russia as the organizer of the international competitions shall be exercised by the Federal State independent entity “Office for Sports Events Management”.

The Tournament shall be conducted by the FUR Competitions Department and the RB, the composition of the latter defined by the FUR RD.

5. TOURNAMENT PARTICIPANTS

The Tournament shall be staged in accordance with the present Regulations approved by the FUR and in accordance with the Laws of the Game.

12 Youth National Football Teams will participate in the Tournament.

The teams’ squads shall consist of players born on 1 January 2001 and later.

Each delegation shall consist of 24 persons including 18 players and 6 officials.

Each team may register not more than 2 additional players. The financial terms in connection with their accommodation are stipulated in Article 9 of the present Regulations.

6. PARTICIPANTS’ ELIGIBILITY

The Participants (players and team officials) are made eligible to participate based on their application and the decision of the tournament organizers. The technical meeting will be held on the day of the teams’ arrival.

The National Associations (Football Federations) shall make up applications for their teams that are going to participate in the Tournament. The application shall be signed by the Head Coach and the Team Doctor. The application form is given in Annex 1 to the present Regulations.

The Participants shall forward their applications to the FUR not later than 10 May 2019. Not less than 18 and not more than 20 players, as well as up to 10 officials shall be included into the application.

On the technical meeting day, the Tournament Participants shall include not less than 18 and not more than 20 players, as well as up to 10 officials into the final list. Not more than 6 officials are allowed to sit on the substitutes’ bench.

The applications shall be sent to the email addresses given in Article 17 of the present Regulations.

By 10 May 2019, the National Associations (Football Federations) shall send the following official data about the team in electronic format to the email addresses given in Article 17 of the present Regulations:

Full information about the match results of the team over the previous football season;

Photo of the team; Photo of the Head Coach; Background of the Head Coach: career and achievements as a player and as a coach.

At the technical meeting, each Tournament Participant shall provide the organizers of the Tournament with the following documents:

The team’s application form in English filled in in accordance with the present Regulations (correct spelling of players’ surnames and names with word stresses);

The passports (originals) of citizens of the country participating in the Tournament; Documents confirming that all the members of the Youth National team have insurance

valid on the territory of the Russian Federation; Kit samples (2 kits of outfield players including socks, shorts, T-shirts and 2 goalkeeper

kits).

For the whole duration of the Tournament each player shall have the same shirt number which is indicated in the tournament application form.

At the technical meeting, the team official shall check the flag, the anthem and the logo of the national football federation of their country with the Tournament Organizers.

Each team will have one team liaison officer during the Tournament. If possible, the liaison officer will speak the team’s language as well as English and the local language. In case there is no possibility to have a TLO speaking the team’s language, the Tournament Organizers kindly ask the team to have an English speaking staff member for the team to be able to communicate with the TLO and other officials.

7. TOURNAMENT FORMAT AND CONDITIONS

The Tournament Matches shall be held in accordance with the IFAB Laws of the Game 2017/18 and with the present Regulations.

The Tournament Matches are played in accordance with the principles of Fair Play stipulated by FIFA. Each match will consist of 2 halves of 45 minutes each with the halftime not longer than 15 minutes.

The tournament has two competition stages.

At the first stage, 12 participating teams are divided into 3 groups.

The first stage will be held in accordance with the round-robin system, with each team playing all other teams in the same group once.

The rankings of the teams at the first stage are determined based on the points acquired by each team in all the group matches (3 points for a win, 1 point for a draw, 0 point for a defeat).

If two or more teams are equal on points, the following additional criteria are applied, in the order given, to determine the rankings in the group:

results of the matches played among the teams in question (number of points, goal difference, number of goals scored);

superior goal difference in all the matches; higher number of goals scored in all the matches; lower disciplinary points (1 point for caution, 3 points for expulsion)

If the rankings are still equal, they shall be determined by drawing of lots.

The second stage of the Tournament shall determine the final rankings in play-off matches:

the group winners and the best runner-up (determined by the additional criteria) form the semi-final pairings and contest for places 1-4;

the group runners-up (excluding the best runner-up determined by the additional criteria) and two best third-placed teams (determined by the additional criteria) contest for places 5-8;

the fourth-placed teams in the groups and a third-placed team having the lowest ranking in accordance with the additional criteria contest for places 9-12.

The following additional criteria are applied to determine the rankings among the group runners-up:

higher number of points; number of wins;

superior goal difference in all the matches; higher number of goals scored in all the matches.

In case the rankings are still equal, they shall be determined by drawing of lots.

The same procedure is applied to determine the rankings among the third- and fourth-placed teams in the groups.

The semi-final pairings are formed as follows:

Match 19: the team having the best ranking among the fourth-placed teams – the second team in the ranking among the fourth-placed teams;

Match 20: the third team in the ranking among the third-placed teams – the third team in the ranking among the fourth-placed teams;

Match 21: the third team in the ranking among the runner-up teams – the best team in the ranking among the third-placed teams;

Match 22: the second team in the ranking among the runner-up teams – the second team in the ranking among the third-placed teams;

Match 23: Group C Winner – the best runner-up; Match 24: Group A Winner – Group B Winner. In case the teams played in the same group at the group stage, the next team in the

corresponding ranking shall become the opponent of the team mentioned first in that pairing.

In case of a draw at the end of the normal playing time in the play-off matches and in the final match, the winner shall be determined by kicks from the penalty mark in accordance with the procedure described in the Laws of the Game.

The Coaches (representatives) of the teams shall indicate the players’ surnames, names and numbers in the match sheet 45 minutes before the kick-off. The match sheet shall include surnames of all the players indicated in the application (starting 11 players and not more than 9 substitutes) and 6 team officials.

In each match the teams can substitute 9 players with the substitutes indicated in the match sheet before the kick-off. The teams are allowed to make substitutions not more than three times per each half and unlimited number of substitutions can be made during the halftime. During the match, each team may use a maximum of three stoppages in play per each half to make its substitutions. Substitutions made during the halftime are not considered as a stoppage. Not more than three players can be substituted at the same time.

A player who has been substituted may not take part in the match again.

In case a goalkeeper gets injured or cannot participate in the Tournament matches due to physical incapacity, the Tournament Organizers may include another goalkeeper into the application that was not previously listed there upon a written request from the relevant team.

The costs related to the replacement of an injured or ill goalkeeper including the cost of travel, accommodation and boarding for a goalkeeper additionally included for the participation in the Tournament shall be borne by his National Association.

The players’ kit must be in compliance with Law 4 of the IFAB Laws of the Game 2017/18.

The kit must not have any political, religious or personal slogans, statements or images.

The players must not reveal undergarments that show political, religious, personal slogans, statements or images as well as brand demonstrations other than the manufacturer’s.

The players whose kit or undergarments have political, religious, personal slogans, statements, images or brand advertisement other than the manufacturer’s shall be sanctioned by the Tournament Organizers.

The team named first in the schedule and designated as the host team shall fill in the match sheet first.

In case of clash of the kit colors, the team named first in the schedule has the right to choose the kit color.

The team named second in the schedule shall be seated on the substitutes’ bench behind the first assistant referee during the match.

Before the kick-off of each match the teams shall take a photo of the starting eleven.

Within 30 minutes after the end of the match the team coaches and the referee shall make the match report.

After the end of the match the Head Coaches of the teams must participate in the press-conference.

The players and the team officials participating in the Tournament must comply with the Laws of the Game and with the present Regulations.

Upon the FUR’s decision, the match schedule from 10 to 14 June 2019 may be amended.

9. FINANCIAL PROVISIONS

The FUR carries out financing of the Tournament in accordance with the approved budget. The budget is drawn up taking into account all the expenses necessary for staging the Tournament and the budget financing carried out by Minsport of Russia.

The FUR’s obligations begin one day before the first group matches and end on the day following the final match.

The FUR provides the following conditions for the Tournament Participants:

Accommodation and boarding for the Tournament Participants (for not more than 24 persons per each team) from 03 June, 14:00 to 15 June, 12:00;

One massage room and one baggage room at the place of accommodation of the Tournament Participants;

Local transportation for the participating teams in St. Petersburg for the duration of the Tournament, including transfer: airport – hotel - airport;

Laundry service for the playing kits used during the matches (shirts, shorts, socks and thermal underwear): not more than 24 kits in total per each team after each MD of that team;

Meeting rooms for team meetings (according to the approved schedule) including the room for the referees’ theoretical meetings;

Filming of the Tournament Matches and USB sticks with the video records provided by the FUR for the Tournament Participants;

Provision of balls for the matches and training sessions.

The FUR provides the following conditions for the referees and the RB members of the Tournament:

Accommodation and boarding for the non-resident referees and the RB members; Local transportation and transfer from place of accommodation/work to the Tournament

venue and back for the non-resident referees and the RB members appointed by the FUR RD for the Tournament;

Remuneration for the referees and the RB members appointed by FUR RD for the Tournament;

Filming of the Tournament Matches and USB sticks with the video records provided by the FUR for the referees;

Laundry service for the referee kits used during the matches (shirts, shorts, socks), not more than 1 kg per each referee.

All other costs not stipulated in Article 9 of the present Regulations including but not limited to team’s international travel costs shall be borne by each participating association individually and at their own expenses.

10. REFEREES AND REFEREE OBSERVERS

Refereeing of the matches shall be carried out in accordance with the IFAB Laws of the Game 2017/18.

The referees for the matches shall be appointed by the RB. The team officials shall be responsible for compliance with the player eligibility rules.

The match referee is obliged to:

Inspect the pitch, assess its quality and suitability for the match in advance; To provide the teams’ representatives with a match sheet 1 hour before the kick-off for

the teams to indicate the players’ surnames, names and numbers and to compare the kit colours of players and goalkeepers of the teams to avoid clashes;

To make a match report within 30 minutes after the end of the match.

If cautions, expulsions, injuries of the players as well as disorders at the stadium take place during the match, the referee is obliged to indicate them in the report before it is signed by the teams’ representatives.

The RB shall consider official protests (except the ones against the referee’s decisions taken at the pitch regarding the episodes that took place during the match) submitted within 30 minutes after the end of the match. The protests shall be considered only if they are submitted to the Chief Tournament referee in writing.

The team managers and other team officials are not allowed to interfere with the referees’ actions and are fully responsible for the behavior of their team players.

Any requests from the teams to change the match referees appointed for the match shall not be accepted.

Referee observers for the Tournament matches shall be appointed by the FUR RD. The rights and obligations of the referee observers are stipulated in the FUR Regulations.

The FUR shall ensure the availability of the equipment at the Tournament venues which is necessary for the Referee, Assistant Referees and the Fourth official to carry out their obligations properly.

11. AWARDS FOR THE TOURNAMENT PARTICIPANTS

The first-placed team is titled as the Winner of the XXXI International Youth Football Tournament in Memory of FIFA First Vice-President Valentin Granatkin and awarded the Winner’s Cup. Each player and team official is awarded a medal. The second- and third-placed teams are awarded memorable prizes, the players and officials are given medals.

The following categories of the Participants as determined by the Football Union of Russia will be awarded prizes: “best player”, “best goalscorer”, “best forward”, “best midfielder”, “best defender”, “best goalkeeper”. The FUR may decide upon giving any other (unofficial) team and individual awards.The awards are provided by the FUR.

12. SECURITY PROVISIONS

Safety and security for the Participants and spectators are ensured in accordance with the current legislation of the Russian Federation.

The competition will be held at the sports venues included into the All-Russian Register of Sports Venues in accordance with Paragraph 5, Article 37.1 of Federal Law No. 329-FZ of 4 December 2007 “On Physical Culture and Sports in the Russian Federation”; and meeting the requirements of the current legislation of the Russian Federation including:

Federal Law No. 329-FZ of 4 December 2007 “On Physical Culture and Sports in the Russian Federation”;

Resolution of the Russian Government No. 353 of 18 April 2014 “On Approving the Security Regulations for Official Sports Events”;

Order of the Ministry of Internal Affairs of the Russian Federation No. 1092 of 17 November 2015 “On Approving the Requirements for Official Sport Competition Venue Infrastructure and Technical Equipment of the Stadia for the Purposes of Public Order and Security” (requirements for the sport venue with the expected attendance from 15 thousand to 40 thousand spectators);

Resolution of the Russian Government No. 202 of 06 March 2015 “On Approving the Requirements for Counter-Terrorism Measures on the Sport Venues and the Passport of the Sport Venues”.

It is mandatory for the following to be available at the sports venues during the training sessions and the official matches:

2 ambulances equipped with life support equipment with relevant medical staff; A fire-truck; 4 paramedics with stretchers must be within easy reach to the touchline during the

matches.

The spectators are admitted to the venues in advance based on their tickets and invitations.

The time when spectators are admitted to the venue is determined jointly by the Tournament Organizers, the police, the stadium owner and/or the tenant.

13. DISCIPLINARY SANCTIONS

In case of violations committed before, during, or after the end of the match, the following disciplinary sanctions shall be imposed by the RB on the national teams, players and officials:

cautions; suspensions.

If the match is abandoned due to misconduct of players of one of the teams, the team whose player(s) committed the offense shall be sanctioned with a forfeit and considered to have lost the match with the score 0:3 and the opposing team shall be considered to have won the match with the score 3:0. If the goal difference is bigger, the match result remains valid.

In case an unregistered or suspended player takes part in the match, his team shall be sanctioned with a forfeit and considered to have lost the match with the score 0:3, and the opposing team shall be considered to have won it with the score 3:0.

If the game is abandoned due to the fault of both teams, they both are sanctioned with a forfeit defeat (0:3).

If a team is awarded a 3:0 victory, the goals scored by players of that team in the match (matches) the results of which were annulled will be taken into account in their individual competition.

If a team is sanctioned with a 0:3 forfeit defeat, the goals scored by players of that team in the match (matches) the results of which were annulled won’t be taken into account in their individual competition.

Players will be suspended for the following violations committed during the matches:

- every third yellow card (caution) received in different matches of the Tournament – suspension for one match;

- two yellow cards (cautions) received in the same match – suspension for one match (previous cautions do not expire);

- red card received for denying a player of the opposing team an obvious goal-scoring opportunity – suspension for one match;

- red card received for serious foul play – suspension for two matches;

- red card received for directing offensive, insulting or abusive language and/or gestures at a team mate, an opponent, the referee team, officials, spectators – suspension for three matches;

- red card received for attacking an opponent during the match or after the match is stopped; for a fight, a serious foul play resulting in an injury – suspension for three matches.

In case a team official is sent off from the substitutes’ bench, he will be suspended for the next match of the Tournament.

In case a player is sent off from the pitch or a team official is sent off from the substitutes’ bench for some other reason, the RB shall decide upon the term of the sanction.

14. INSURANCE FOR THE TOURNAMENT PARTICIPANTS

Participation in the tournament is subject to the existence of accident insurance for each Participant which should be provided to the RB.

The costs of insuring the Tournament Participants shall be borne by the participating National Associations.

15. COMMERCIAL RIGHTS

All the commercial rights in connection with the Tournament belong to the FUR.

16. FORCE MAJEURE CIRCUMSTANCES

All matters which are not covered by the present Regulations including force majeure circumstances are to be considered jointly by the FUR, Minsport of Russia and the RB. Their decisions shall be final and may not be appealed.
