TITLE: Oil and Gas Conservation




SUMMARY:

Requires the State Oil and Gas Supervisor perform his or her duties in a manner

to encourage the intelligent, safe, and efficient development of oil and gas

resources. Requires the supervisor to regulate instead of supervise the drilling,

operation, maintenance, and abandonment of wells and the operation,

maintenance, and removal or abandonment of tanks and facilities attendant to

oil and gas production. Establishes the Standing Advisory Council on Oil and Gas

Extraction, composed of specified members.

TITLE: Nitrous Oxide: Retail Sales

SUMMARY:

Prohibits any retailer of tobacco or tobacco-related products from selling,

offering, or exposing for sale nitrous oxide. Authorizes a civil penalty to be

assessed against a retailer who violates this prohibition. Requires the

suspension of the retailer's license to engage in the sale of cigarettes or tobacco

products, if the retailer possesses that license.

TITLE: Oil Spill Response and Contingency Planning




SUMMARY:

Amends the Lempert-Keene-Seastrand Oil Spill Prevention and Response Act.

Requires a study of best achievable protection of state waters from spills of

nonfloating or potentially nonfloating oils. Provides for new criteria for oil spill

contingency plans, OSRO capability ratings, and marine facility certificates of

financial responsibility.

SUMMARY:

Amends existing law which requires the State Oil and Gas Supervisor to

supervise the drilling, operation, maintenance, and abandonment of wells and

the operation, maintenance, and removal or abandonment of tanks and facilities

related to oil and gas production. Extends the time period to commence

operations before the notice is deemed canceled. Authorizes a city or county to

request from the supervisor a list of all idle wells.
