Background The Hawaii State Rural Health Association was
incorporated in
1998 and is an active member of the National Rural Health
Association (NRHA) and the NRHA State Association Council.
The Hawaii State Rural Health Association is an organization
whose purpose is to provide communications, education, and research
opportunities related to rural health issues in Hawaii and to
provide leadership in developing healthy rural communities.
HSRHA actively pursues solutions to the unique issues that are
associated with providing robust health services to Hawaii’s rural
populations.

HSRHA Mission and Vision
Mission- To advocate for rural health issues and promote
communication, education and research of issues related to rural
health.
Vision -To be the collaborative health
leader for rural communities in Hawaii

July 2014 Board Retreat
Goal: Collaborate and partner with others interested in rural
Hawai`i and/or the health care community to serve the health needs
of rural communities.
One-Year Objective: Create access to behavioral health services
for all ages through a statewide Tele-Health Program.

CAMHD (Child and Adolescent Mental Health Division) has 18
telehealth sites throughout the state at family guidance centers
and residential provider sites. Drs. Michels and Ulrich report that
they have billed for, and been reimbursed at Medicaid rates. AMHD
(Adult Mental Health Division) has multiple projects in startup,
John Jansen is leading project for Maui community mental health and
Maui Police Department to receive ipads to assist in evaluations
and reduce the number of in-person provider visits. DOH upgrading
bandwidth in Ka’u and Kona CHC for telepsych visits.
Current Telehealth Projects

Current Telehealth Projects Mind and Body Works Dr. Roth is
providing
consults from psychiatric offices for kids in homes and schools.
DOE is paying for these services
PIER Project Dr. Iwaishi and Dwayne Lopes. Using telehealth in
processes and procedures for medical evacuations for children from
the Pacific Islands. Collaboration with Shriners for Ortho and
Neuro developmental telehealth as well as with UH
Telecommunications and Social Informatics (TASI)

Current Telehealth Projects
Telestroke DOH and Queens. Wahiawa, Molokai, and Hilo currently.
Expansion to N. Hawaii, Kona, and Queens West planned
Kapiolani has working tele-echo screening with Hilo Medical
Center
Telederm –Dr. David Wong in CA to Lanai CHC and HMSA Online
Care-1 hour a week telederm from Big Island

Telehealth Infrastructure Development INET Institutional Network
-fiber provided
by Oceanic Time Warner to the State of Hawaii as part of a
franchise agreement. Office of IT working to identify rural areas
that could be served by expansion of this network
FCC Healthcare Connect Fund up to 65% discount available to
eligible rural health centers to develop broadband infrastructure.
