HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 185NOTICE OF PUBLIC MEETING
Notice is hereby given to all interested parties that the Board of Directors of thecaptioned District will hold a public meeting by telephone conference call. Members of the publicmay access the meeting by following the instructions listed at the bottom of this notice.
The meeting will be held at 11:00 a.m. on Monday, June 22, 2020.
The subject of the meeting is to consider and act on the following:
1. Approve minutes of May 18, 2020 meeting
2. Public Comments
3. Tax assessor/collector’s report; invoices and checks; investment of Districtfunds; delinquent tax collection and uncollectible tax accounts; authorizecollection actions or other actions as appropriate
4. Bookkeeper’s report; checks and invoices; investment of District funds
5. Review ethics letter and update by Investment Officer
6. Operator’s report; operation, repair and maintenance of District facilities;water well and waste discharge permits; customer appeals; termination ofservice to delinquent accounts; bollard report; status of discharges from LastWishes

On March 16, 2020, in accordance with section 418.016 of the Texas GovernmentCode, Governor Abbott has suspended various provisions of the Texas Open Meetings Act thatrequire government officials and members of the public to be physically present at a specifiedmeeting location (the “Order”). In accordance with the Order, the District has implementedprocedures to allow members of the public to participate and address the Board of Directorsduring the telephone conference meeting. To participate in the telephone conference meeting:

Minutes of Meeting of Board of DirectorsMay 18, 2020
The Board of Directors (“Board”) of Harris County Municipal Utility District No.
185 (“District”) met on May 18, 2020 by telephone conference and in accordance with the duly
posted notice of said meeting and the March 16, 2020 Order by Governor Abbott, with a quorum
of Directors present as follows:
Walter B. Deason, PresidentDeji Adeyeye, Vice PresidentPhillip B. Costa, Jr., Assistant SecretaryDavid Lalor, Director
and the following absent:
John W. Marks, Secretary.
Also present were Ms. Miranda Burks, tax assessor-collector for the District; Mr.
Ryan Fortner, also with the tax assessor-collector; Mr. Bob Ideus, bookkeeper for the District;
Ms. Trina Kilgore, District operator; Mr. Alan Hirshman, District engineer; and Mr. W. James
Murdaugh, Jr., attorney for the District.
The President called the meeting to order and declared it open for such business
as might regularly come before it. In the absence of Director Marks, Secretary of the Board and
of the District, Assistant Secretary Costa was designated to sign the minutes of this meeting and
all other appropriate documents.
1. The Board reviewed the minutes of the meeting held April 27, 2020.
Upon motion duly made, seconded and unanimously carried, the Board approved the minutes as
presented.
2. The Board opened the floor for public comment. No members of the
public were present.
3. The Board then reviewed and approved the certificates of election and
oaths of office of Director Deason and Director Marks, who were re-elected to the Board of
Directors as a result of the May 2, 2020 directors election having been canceled. The Board also
reviewed their qualification letters and statements of elected officer. Upon motion duly made,
seconded and unanimously carried, the Board voted to approve the qualifications and statements

as well as the oaths of office of Director Deason and Director Marks, and declared them to be
fully qualified to enter into their next four-year term as members of the Board of Directors. The
Board considered whether to elect officers, and after a brief discussion agreed that the current
officers did not need to be changed and would remain in place.
4. The attorney noted the annual director conflict questionnaires which had
been distributed and requested that all Board members complete and return them as soon as
possible.
5. Ms. Burkes presented the tax assessor-collector’s report, copy attached,
which showed 94.92% collections for 2019 taxes and current certified taxable value in the
District of $127,944,961. Upon motion duly made, seconded and unanimously carried, the
Board approved the tax assessor-collector’s report and the checks drawn on the tax fund. Mr.
Fortner reviewed the annual sales tax report from commercial enterprises in the District, and a
copy his report is attached. He also stated that during this time of pandemic his office would
check on commercial activities within the District on a more frequent basis.
6. Mr. Ideus presented the bookkeeper’s report, copy attached. He observed
a favorable budget comparison at seven months into the fiscal year and also addressed questions
concerning the status of District investments. Subject to that discussion, upon motion duly
made, seconded, and unanimously carried, the Board approved the bookkeeper’s report and the
payment of the checks listed thereon. The Board discussed the required review of the District’s
investments in compliance with Senate Bill 253. The Board requested that the District’s
bookkeeper and investment officer review the list promulgated by the State Comptroller and
monitor it periodically to prevent violations of Senate Bill 253.
7. Ms. Kilgore reviewed the operations report, copy attached. Seven
bacteriological tests had been performed, all with good results. No excursions had occurred at
the sewage treatment plant. She reviewed maintenance which had been performed and noted
that the Last Wishes holding tank had been installed and appeared to be operating satisfactorily.
She discussed the pending insurance claim for fence repairs and reported 94.9% water
accountability for the previous month. No delinquent accounts were presented nor were any
accounts for writing off as uncollectable. There were 40 total connections during the previous
month. She addressed the need for inspection of two ground storage tanks and both

hydropneumatic tanks and stated that the total cost for all inspections would be $2,050 which
was approved by the Board. The Board also reviewed and approved the annual Consumer
Confidence Report, and authorized its distribution by link to the operator’s website.
8. Mr. Hirshman presented the engineer’s report, copy attached. He
continues to coordinate with the operator on a list of repair projects and also with proposed
amendments to the District’s existing Industrial Waste Order which will be presented for review
and action at the next meeting. He stated that the current new holding tank for Last Wishes
appeared to be operating satisfactorily. He presented recommendations for the installation of
safety items at the sewage treatment plant site to prevent further traffic accidents. After a
discussion the Board authorized the installation of the barricade rails on the fence at an estimated
cost of $1,000, and the engineer agreed to coordinate with the local Harris County precinct for
additional signage and measures, which were expected to be paid for by the County, but in the
event that the items would be charged to the District, the engineer agreed that the cost would not
exceed $2,500.
9. As previously discussed the Board expected proposed amendments to the
District’s Industrial Waste Order, applicable to all commercial operations in the District, to be
presented next month. The operator and engineer confirmed that they continue to coordinate on
updating the existing Emergency Prepared Plan.
There being no further business to come before the Board, the meeting was
adjourned.

• Approve additional fence work from Turnbuckle Fencing for the Sewer Plant in the amount of$3,300.00. This was an unforeseen cost and the contractors didn’t realize the additionalexpenses until after the brush was removed and the bid was already presented.Once the brush was removed the contractor realized there was no wood fence to attachpickets to so they went with the chain link repair and privacy slats.Contractor is aware and understands that this quote may not be approved.

The following is the Engineers report for the District. 1. Created with operator a list of projects within the district to determine costs for repairs. Operator has submitted cost for some items, to be discussed. Operator is working on inspections of the water plant tanks, we will then be able to prepare documents for a cost estimate and bid documents.
2. We had the barricades installed on the fence and will work with the County to do the maintenance work such as installing a stop ahead warning sign, move the stop sign to a better location and repaint the stop bar.

The Subsidence District is committed to preventing subsidence and ensuring a sustainable future for ourgroundwater resources within the District. Over 25 years ago, the Subsidence District started a WaterConservation Program, educating our region on how they can make small changes in water use. This year due tothe COVID-19 pandemic, our school program has experienced some disruptions. We would like to communicateour actions in response to this with you.
Please be advised that fully sponsored WaterWise kits are still being shipped to the schools; however, many of theorders are experiencing a delay in delivery or have been returned to the warehouse due to school closures. We willcontinue to attempt shipping all orders until the middle of May. In the event the WaterWise kits cannot bedelivered to a school we would like to give our sponsors the option to have the kits shipped to their offices, wherethey could be used at a later date for a community event.
In addition, the number of schools enrolled in the Water Conservation Program has been greatly affected, leavingmany sponsorship requests unfulfilled. To address this disruption, we are offering opportunities to sponsor theDistrict's Water Conservation Program for this current (2019-2020) school year. For every $36.46 spent onsponsorship of the program, the District will issue 84,000 gallons of Groundwater Series B credit.
All revenue received through sponsorships are restricted for use only within the Water Conservation Program,which consists of: the WaterWise school program, the competitive water conservation grant program, and theoperation and maintenance of the Water My Yard program; which in cooperation with the Texas A&M AgriLifeExtension provides education on efficient outdoor water use.
