Technology partnerships abound but how many lead to improved outcomes?
Venture capital investment can be high risk so is it suitable for local government?
Is there a long term benefit to the councils and constituents?

ownership of data is vital for local government service
provision now and into the future.
Privacy and security are closely linked with data
ownership, management and trust.

Public versus Private
There is no golden rule about who should own what, however,
ideology should not be the basis for decision making.
Own or retain perpetual access to what you need to complete
your mission.
Co-investment with Telcos is fundamentally flawed if the Telco
is “gifted” the infrastructure asset as part of the deal.

Joint Standing Committee on NBN Report November 2018
Recommendation 15 of the report:
4.39 The committee recommends that NBN works with the Northern Territory
Government and Telstra to investigate how existing optic fibre can be used to expand the
fixed line and fixed wireless footprint in the Northern Territory and other relevant areas.
almost 30% of the NT population is reliant on satellite compared to 6% nationally and
half of the satellite dependent do not have access to mobile communications.
NT government lobbying to have 39 NT communities to the national network via
existing optic fibre

Technology is All Encompassing
Infrastructure is the fundamental starting point – without it your
not in the technology game
Council’s have the capacity to work together to facilitate
access to infrastructure
Encouraging “do it yourself” infrastructure installation should
be carefully managed and supported where possible

There is a need to get business on board and sometimes this
means taking a carrot and stick approach
And consumers need to be active participants
Understanding what business and consumers want and how to
provide this over time is fundamental
