2020 New Rules or Rule Changes The following items are new rules or changes to rules for the 2020 Fair.
General
● Ownership for animals that was previously 60 days is now 75 days. DNA deadline is December 16, 2019
● There will only be one pre-fair clean-up two weeks prior to fair. Clubs can make arrangements with
fairgrounds management to come in during the week if needed.
● Post fair clean up is to be done prior to Sunday March 15, 2020. Pen clean up is NOT to be done Monday
morning March 9, 2020 (load out day).
● There will be ZERO tolerance on missed deadlines, either DNA or online entry.
● Barns are closed to the general public (including extended family) during show and auction hours
● The use of the medication ractopamine hydrochloride or feed containing ractopamine hydrochloride for
any animals is prohibited.
● Fair will provide shavings for first bedding only. Shavings (not straw) must be brought in by exhibitor
thereafter.
● Lixits will be provided on all swine pens they are not to be removed.
○ $100 fine to club for each lixit found to be removed
● All animals must show evidence of clipping/shearing within 3 weeks of entering fair. No clipping or shaving
of animals other than touch-up is allowed once animal has been admitted to the fair.
● Feeder calves are to be completely dehorned, no signs of horns
● No pronged or spiked collars are to be used on goats.
● Primary’s pygmy goat show will be broken into classes based on age of exhibitor
● The use of foreign materials in order to prop up animals tails is prohibited.
● General post-fair recommendations from organizations and clubs need to include the following
information to be considered:
○ The recommendation
○ Reason/rationale for the recommendation
○ Cost for implementation of recommendation
○ Methodology for recovery of increased costs
○ Recommendations will be accepted at the livestock committee meeting on April 7, 2020
● The show for poultry (feathered animals) has been cancelled for 2020
● There will not be a dairy heifer show for 2020.
Points of Emphasis
● No Pop Up tents are allowed on the grounds ● No power washing/blowing etc during clean up day when kids are present ● The Exhibitor is required to sign “intent to sell” if they plan to sell. No signature, no sale ● Swine and production steers will be shown by breed, all other “large” animals will be shown by
weight class ● Online registration for exhibitors will open on Dec 15 and will close on Jan 15. During this period we
will only be accepting entries, YQCA certifications, etc. NO passes will be sold during this period. Shortly after the end of the entry deadline, ShoWorks will be reopened for the specific purpose of purchasing passes which will close February 15. No passes will be sold after February 15.
● No FOOD in the livestock area! There will be no potlucks inside the fairgrounds.

Auction Policy Changes
Exhibitors who have met all the rules and regulations set forth in the exhibitors Handbook of the California Mid- Winter Fair may sell livestock at the annual Auction Sale(s) sanctioned by the 45 th District Agricultural Association.
● Auction Management shall reserve the option to issue the Auction Resale price to any exhibitor who violates the Auction Rules and Regulations, thereby nullifying the bid placed in the Auction Ring.
● SELLERS are responsible for animals that are condemned or rejected at processing centers. No auction funds will be PAID.
● Auction Management has the right to refuse bids from anyone who has a previous record of default in payment or who has declined to make proper registration and / or credit clearance with the auction management. If a buyer has not paid for a prior Auction obligation, the buyer(s) will not be allowed to register.
● NEW BUYERS: Any Buyer, who has not purchased an animal as the main buyer, within the previous three (3) years (2017, 2018, 2019), will be classified as a new buyer. A new buyer is required to put a $500 deposit either through a check or a credit card hold prior to receiving a buyer number. New buyers are also required to provide a government issued identification which will be kept on file. These new buyers will need to pay in full on or before the end of the respective auction. Credit will only be extended to buyers that have previously purchased from the junior livestock auction, are in good standing and good record of payment. Only buyers with established credit will be billed.
● All buyers are required to show a government ID in order to receive their T-card. T-cards will only be given to the person associated with the account.
● BUYERS with total auction bills of $ 500.00 or less must be paid on the day of sale. ● If a previous auction sales invoice was signed by the exhibitor’s parent, immediate family and / or
guardian and remains unpaid, Auction sales proceeds will be withheld from the exhibitor until such time as full payment for the prior obligation is received.
● BUYER INVOICE due and payable within 30 days of the billing date. After that time a 2% per month or $100.00 (Whichever is greater) service charge will apply to bills that remain unpaid. All unpaid accounts are turned over to a reputable collection agency on July 1 st of that year. After that date, money received through the collection process will be issued to the exhibitor, less the collection agencies commission fee.

Local Rules
General Rules
NOTE: State Rules are a part of this booklet. Please be sure to read all applicable rules pertaining to your department, as changes have been made for 2020; some local rules will supersede State Rules. The 2020 Fair will use state rules from 2019. A copy of the 2019 rules is available on the fair’s website. 1. Please read all the rules and regulations carefully, since important changes have been made. Awards
may be withheld if printed rules are not carefully complied with. 2. The Fair will take reasonable precautions to ensure the safety of exhibits and property entered for
competition or display or any other purpose while on the grounds that shall be subject to control of the 45 th District Agricultural Association, but the owners themselves must take the risk of exhibiting them. In no case will the Fair Staff be responsible in any way for any loss, damage, or injury of any character to any property, article or person, while exhibits are on the fairgrounds or at any time or place, nor be liable for or make any payment for damage, loss or injury. The 45th District Agricultural Association will not be responsible for any loss or damage caused by or arising out of strikes, riots, lockouts, or acts of God.
3. County, district and state fairs cannot legally carry liability insurance covering exhibitors and/or their exhibits. Liability insurance is the responsibility and the discretion of the exhibitor. Therefore, it is suggested that exhibitors themselves consider taking out a liability policy covering themselves and their exhibit. Should the Fair’s insurance carrier or Board require each exhibitor to provide insurance naming the Fair as additional insured, exhibitors would be responsible to meet the insurance requirements regardless of notification date.
4. Each exhibitor will be solely responsible for any consequential or other loss, injury or damage done to or occasioned by, or arising from any animal or article exhibited by him, and shall indemnify the Fair Board, the Chief Executive Officer, or any other officer or employee of the 45 th District Agricultural Association against all legal proceedings in regard thereto.
5. The Fair will pay cash awards only on those classes specified in the Exhibitor Handbook and only the judge’s books will be the basis for cash award payments. Ribbons and exhibit tags are not acceptable. The Fair Board does not guarantee the payment of Special Premiums and awards offered in this list by merchants or breed associations. These prizes are usually secured by Heads of Departments with a promissory statement in good faith and must be contested for under these conditions.
6. Each exhibitor, in consideration of acceptance as a contestant, hereby agrees that his or her name and photograph may be used for publicity purposes.
7. The 45 th District Agricultural Association reserves the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions and differences in regard thereto, or otherwise arising out of, connected or incident to the Fair.
8. The 45 th DAA designees will make every attempt to make accurate decisions regarding all entries and exhibitors at the annual Fair. However, please note the 45 th DAA and their agents, Directors, officers, volunteers and staff cannot be held liable for any Errors and Omissions on the Exhibitor Guide Book or other printed material or on-site decisions.
Fair Parking & Roadways
9. Speed Limit on all Fair Property is 5 MPH . Failure to adhere to speed limit will result in loss of all parking permits and passes and may be subject to dismissal from the grounds.
10. The State Fire Marshall prohibits parking by exhibit buildings and other structures. Parking out of designated areas will not be tolerated.
11. Special parking areas have been reserved and designated for all Fair participants. All participants are advised to utilize those areas so designated. Any vehicle obstructing fire lanes, drives, or streets shall be subject to towing at the owner's sole expense and responsibility.
12. No overnight camping in parking lots is allowed.

13. RV Facilities: We have limited camping facilities for people with recreational vehicles who wish to stay on the fairgrounds during the fair. Priority for available spaces is given to previous year campers and non-local commercial exhibitors. Remaining available sites are filled based according to fair board policy.
Entries: General Information
14. Entries close: January 15th for ALL ADULT and JUNIOR/YOUTH ENTRIES 15. Entries must be submitted as follows: All entries must be submitted online using the Fair’s online entry
system. After the close of entries each Club/Chapter leader/advisor will be issued a report to sign to validate entries so they may be accepted by the Fair.
16. If payment for entry fee is refused by the bank, a penalty of $30 must be paid prior to the judging of the entries. If payment is refused after the judging, any or all premiums won, will be held until the fees and penalty are paid.
17. All premium checks will be made payable to the exhibitor in whose name the entry was made and will be distributed through 4-H, FFA, Grange, Independent, or appropriate organization for disbursement or mailed to address as entered. Premium checks not cashed within 60 days of the date issued will be forfeited .
18. Refunds of any kind will be granted only upon approval of the Board of Directors. Requests for refunds must be made in writing to the Fair. Refunds may be made only because of sickness, accident, or death, cancellation of a class, or lack of exhibit space. Refunds will not be granted for entries that are “scratched”. No refunds for less than $5.00 will be considered.
19. Receipts should be kept with exhibitor in the event proof of entry is required. 20. Exhibits must have been made, collected, grown, or prepared solely by the exhibitor and completed
within one year of the opening date of the Fair, unless specified differently. Items must be clean and pressed, soiled articles will not be judged.
21. Management reserves the right to cancel entries and cash awards and request the removal of exhibits from the grounds where exhibitors are disorderly and endangering or disturbing the public or other exhibitors. Management reserves the right to reject any exhibit offered if it is objectionable in any way or if it requires an excessive amount of space.
22. Management reserves the right to put items in the appropriate category. 23. Entries must remain on exhibit for the full duration of the Fair as specified in the Exhibitor Handbook. Any
exceptions must be approved by management. All entries must be claimed Monday, the day after the close of Fair. Items not claimed within five (5) days of that time will be forfeited.
Age & Eligibility Requirements
24. Adult Department: The Adult Department is open to adult exhibitors over the age of 18 (post High School), including residents of Imperial County, Mexicali Valley, and Snowbirds.
25. Junior Department: The Junior Department is open to youth exhibitors who are residents of Imperial County (residency is where you reside/live--see specific sections for entry requirements).
26. FFA members may participate as members until the end of the calendar year following the year of graduation from high school. Members of the FFA organization must abide by all the rules of their organization and be in good standing.
27. 4-H members may participate as primary members upon entering kindergarten and continue through the time they complete third grade. Regular 4-H members are 9 years old and can exhibit as a member until the end of the calendar year in which the member reaches age 19. Members of the 4-H organization must abide by all the rules of their organization, including limitation of primary members entering competitive events and be in good standing. Refer to State Rules.
28. GRANGE exhibitors may participate as Grange members who are 9 years old and until the end of the calendar year in which the member reaches 19 will exhibit in the appropriate age classes and be subject to the same novice, junior or senior requirements as specified in this book. Members of the Grange organization must abide by all rules of their organization. Refer to State Rules
29. ALUMNI YEAR EXHIBITORS— Alumni Exhibitors are students who have graduated high school and still meet the age eligibility requirement to show. All livestock projects must be personally cared for by the

exhibitor. Exhibitors must reside in Imperial County and projects must be housed within the Imperial County. The exhibitor must have a sponsoring organization and a Leader/Advisor signature on all required forms serves as proof that the advisor/leader approves that the exhibitor has met all project requirements and the project was personally cared for by the exhibitor in its respective youth agriculture program.
30. INDEPENDENT JUNIOR exhibitors may enter designates independent class as specified and must comply with the California Mid-Winter Fair & Fiesta Independent Policy as described in this book. Furthermore, for participation in the Fair ALL Organizations (4-H, FFA, Grange, or Independent exhibitors must be in good standing with their organization and the Fair.
Junior Livestock
31. Exhibitors are responsible for all rules printed in the Exhibitor Handbook. Please note that in addition to the general rules printed in this section there are rules specific to each division and class printed throughout the handbook. Please take the time to familiarize yourself with all of the rules before the Fair.
32. All live animal exhibits are entered at the owner’s risk. The Fair shall take every precaution to ensure the safe keeping and handling of all animals on the grounds, however, shall not be responsible in any way for any loss, damage, accident, or death of any exhibit during the Fair or in transit.
33. The Fair Management reserves the right to send home any animal which may be considered a liability to the exhibitor, fair guests, or staff; and considered a disqualified entry at the Fair.
34. Due to safety concerns, exhibitors may not consume food or drink in the livestock area or designated areas as posted. Failure to comply may result in disciplinary action as stated under Consumer Protection Program information.
35. All swine pens will include a lixit which is not to be removed. Any lixits which are removed will result in a $100 penalty to the club.
36. Barns are to be free and clear of public and extended family during shows and auction.
Consumer Protection Program
For the safety and welfare of everyone who attends and participates in our Fair, the Consumer Protection Program was implemented in 2012 for future fairs. The following guidelines are important aspects of this program, but are subject to revision after further inspection from safety personnel.
● Under no circumstances is food allowed inside of any barn . The only food that should be in the barn is food for the animals.
● Drinks will be allowed in the livestock area and in the barns as long as there is a lid on the cup or plastic bottle (no glass).
● There will be parameters set for designated areas: Food, Animal, and Transition Areas. Please cooperate and obey all posted signs.
● The wash rack (in auction area) will be closed at 8:00 a.m. on the morning of the large livestock auction. It will reopen after the conclusion of all auction activities.
● There will be a designated eating area for Friday and Saturday’s Auction. ● The west end of the sheep/goat barns will be people exit only. Animals must only enter/exit from the east
doors. The north and south doors will be open for air circulation, but are for emergency exit only. ● Each barn will have posted cleaning instructions on the bulletin board. ● There will be only ONE area to dispose of soiled shavings and dirty water. Please use the disposal bunker
and the designated water receptacle from 5:30 a.m. - 7:30 a.m. daily. Pens should be cleaned in the morning only . Should you need access to this area outside of posted hours, contact the livestock office. This is a restricted area, limited only to those involved in the livestock program.
● Animals should not leave the designated livestock area. Please cooperate and obey all posted signs. ● Please be a good example for our fair guests who may not fully understand the need for these precautions.
Working together we can help to secure our livestock program for future generations.

● Unfortunately due to the serious nature of this issue, consequences must be imposed for violating the Consumer Protection Program. As stated in Local Rule #34, “Due to safety concerns, exhibitors may not consume food or drink in designated areas as posted. Failure to comply will result in disciplinary action.” Please review the Violation Consequences as listed.
Consumer Protection Program-Violation Consequences
It is recommended that the livestock leaders/advisors and volunteers work to remind all those involved in the livestock program the importance of following the Consumer Protection Program. If all involved in the livestock program can work together and give friendly reminders, it will not be considered a violation. However, if Fair personnel needs to address any of the programs or combination of the issues, the following consequences will result. Please help us get the information out and avoid any violations. 1st Offense: The exhibitor, parent, leader/advisor or member of the public that violates the Consumer
Protection Program will receive a verbal warning and will sign that they have received a verbal warning.
2nd Offense: If the same person has to be reminded of the Consumer Protection Program a second time; they will receive a written warning.
3rd Offense: If the same person has to be reminded a third time the following action will be taken: 1. If it is an exhibitor, their animal will be disqualified. 2. If it is a parent, leader/advisor, or volunteer, they will be asked to leave the facility for the remainder
of the fair. 3. If it is a member of the public, they will be asked to leave and not return to the fair that day. 4. If it is staff or contractor, they risk possible termination.
37. Ethics/Code of Conduct : A state approved course in ethics/code of conduct is required every year for ALL exhibitors (Primary members are exempt). The CMWF has adopted the Youth for the Quality Care of Animals for its adopted curriculum. This is an online program, which each exhibitor will register and must complete on their own time prior to registering for the fair. . A PDF certificate is available once the course is completed, this certificate will be required to be uploaded as part of your fair registration.
38. Market/Breeding Animal Pre-registration/Limits : Exhibitors must pre-register all animals. Each exhibitor may show two market animals, but not two animals of the same species. Exhibitors will be allowed to pre-register and tag/DNA sample as many (Beef, Sheep, Swine, Feeder Calves and Market Goats) animals as they want to. Exhibitors will only be allowed to pre-register and enter two animals of each species paying the entry fee by the registration deadline. Exhibitor will be allowed to only bring one animal of each species to the Fair. ( NOTE: Market Beef, Production Steers and Holstein Feeders calves are considered the same specie ). This is done by having the animal ear tagged or tattooed and the breeding animal marked per specie requirements. For the purpose of enforcing ownership requirements, the 45 th DAA will require that all Market Beef, Sheep, Swine, Goat and Feeder Calves complete a DNA hair sampling process. The fee for each DNA hair sampling kit is included with the entry fee. For educational purposes we encourage exhibitors to participate in the DNA sampling process themselves. ● Beef & Horse - 120 consecutive day ownership rule requires purchase, tagging and DNA sampling by
fairs current ownership deadline. ● Production Steers- 170 consecutive day ownership rule requires purchase and tagging and DNA
sampling by fairs current ownership deadline. ● Goats (All) - 75 consecutive day ownership rule requires purchase and tagging byfairs current
ownership deadline. ● Feeder Calves - 75 consecutive day ownership rule requires, tagging and DNA sampling by fairs
current ownership deadline. ● Sheep and Swine - 75 consecutive day ownership rule requires, tagging and DNA sampling by fairs
current ownership deadline. ● All Breeding (Beef, Swine, Sheep) - 75 consecutive day ownership rule requires purchase by fairs
current ownership deadline. ● Dairy Animals- 75 consecutive day ownership rule requires purchase by fairs current ownership
deadline.

● All Small Animals (Junior Breeding Rabbits, Junior Breeding, Cavies) - 75 consecutive day ownership rule requires purchase by fairs current ownership deadline.
After the DNA deadlines, animals must have fair issued ear tags in place at all times. Market animals that do not have their fair ear tag after the deadline, risk disqualification. For lost ear tags, see Retag Procedure and Policies . Leaders and FFA advisors are required to prepare a pre-registration log with the name of the exhibitor, animal species, breed, Fair ear tag number or tattoo, DNA sampling kits for the required species and physical location of the animal. The pre-registration log should be submitted electronically to the fair by ownership deadline. All animals arriving at scale must have the documented ear tag intact. Any animal arriving at fair without their documented ear tag faces disqualification. Please note that all ear tags and DNA samples must match and are the sole responsibility of the exhibitors and leaders/advisors; please verify that all information submitted is accurate . Note: As a livestock exhibitor of the 45 th DAA‘s Fair, you agree to adhere to all terms and conditions of the DNA Sampling program. Any discrepancy in the DNA match will result in disqualification of the animal and may result in disciplinary action or disqualification of the exhibitor. The decision of the Fair Management is final.
Retag Procedure and Policies
If your animal loses its Fair issued ear tag, please contact the Fair Office immediately to complete the reissue process. 1) The replacement ear tag will cost $40.00, which is due upon the issuance of the new tag. Payable by
cash or check; if paying by check, please make checks payable to: California Mid-Winter Fair & Fiesta 2) You will receive a new tag and be asked to complete the top portion of the animal registration form.
On the animal registration form, in the upper right corner, please list the old ear tag number; and also on the back of the new envelope, in the upper right corner.
3) Once the old ear tag number has been recorded, place the animal registration form (all copies) outside of the DNA envelope, secure with a rubber band, and drop it in the DNA collection box. It will remain in the collection box until this animal arrives at the Fair, at which time, this envelope will be used for the DNA sample that will be pulled for DNA comparison.
40. All livestock entries will be subject to any and all testing fair management deems necessary 41. Weigh-in : Animals will be weighed at the times listed in each division. No wet, dirty, overly stressed or
fatigued animals will be permitted across the scales . In the case of a dispute, exhibitor will exit scale area, scale will be rebalanced, and exhibitor will reenter scale for a re-weigh. All disputes will be handled at the scale at time of weigh-in. Weigh-in Judge/Livestock Superintendent has final say. There will be NO changes, coming back or disputing after animal leaves the scale area. All animals not meeting weight requirements may be exhibited in showmanship classes only. These animals are not eligible for sale, either auction or barn. Animals shall be removed from the grounds at time posted by Livestock Office. Failure to comply with this rule may result in a fine imposed by the Fair office.
42. Sifting Committee : The sifting committee will inspect animals brought onto the fairgrounds. Animals not meeting the appropriate standards as stated in each division will be disqualified and not be eligible for show or sale. All animals MUST BE SIFTED PRIOR to being placed in barn/pen space. The decision of the sifting committee is final.
43. Brand Inspections : All Cattle/Bovine exhibitors must have proof of ownership (which include bill of sale, transportation slip and brand inspection) with them for presentation to the Brand Inspector. Joint bill of sales are unacceptable ; exhibitors must present individual bill of sale.
44. Drug Withdrawal Certificate : Federal law prohibits the shipment of meat, which is altered with drugs or chemicals or any illegal substance. Livestock owners must certify that their animals have been withdrawn from drugs, chemicals and medicated feed. All livestock exhibitors and their parents are required to sign the certification form. Signed and completed drug withdrawal forms (or green form) must be presented at the scales at the time of weighing in order for the animal to be a part of the Fair and

Junior Livestock Auction . The Fair reserves the right to perform drug testing on any animal as deemed necessary. A drug withdrawal certificate is required for all market animals, including Rabbit Meat Pens.. During fair if any animals must receive a medicated injection it is required to be at the direction of a veterinarian and in the presence of the Livestock Superintendent.
45. Milk Withdrawal Certificate : All exhibitors will be REQUIRED to sign a Certification of milk withdrawal form. Calves must be off milk by completely off bottle before arriving on the fairgrounds. Any exhibitor found feeding milk or feeding any liquid with a bottle on the fairgrounds will face possible disqualification and/or forfeiture of auction proceeds. The withdrawal form (or blue form) is required to be presented as the scale. The Fair will evaluate this project again this year.
46. Registration Papers : All registration papers for breeding animals must be checked upon entry to the fair. Registration papers must be in exhibitor’s name (exemption for primary exhibitors). Association recording date or transfer date, if indicated on registration papers is acceptable for determining length of ownership; a bill of sale is not. Original papers only. No exhibitor may enter an animal that has been shown by that exhibitor or another person in a market class at any other Fair or livestock show.
47. Disqualifications : Disqualified animals (small or large animals) are NOT eligible for auction or barn sales. Animals shall be released and must be signed out by the Livestock Superintendent and shall be removed from the grounds at the posted times.
48. Animals of the second species : All exhibitors that have a second species must remove their second animal at time posted by Livestock Office. These animals do not qualify for auction or barn sales. The second species may qualify for Showmanship and Round Robin (large market animals only).
49. Bedding : All livestock must be bedded in clean wood shavings (No straw). Pens must be kept clean at all times. Failure to do so may result in the implementation of fines.
50. Animal Cleanliness, Feeding and Care : All animals must be kept clean, fed, watered and be properly cared for by the exhibitor throughout the Fair including tack areas, aisles and bedding (This includes all species; Small and Large). Pens are to be cleaned daily between 5:30 – 7:30 a.m. daily. We DO NOT want cleaning done at night when the public is present. (Night cleaning is for touch up cleaning ONLY). Manure to be disposed in designated areas and according to rules that are posted . No manure/pen debris is to be put into trash cans. Failure to care for animals and disposing of waste properly may result in disqualification from the show, the imposition of a $100 fine and/or the revocation of premiums/auction earnings. The livestock superintendent may require exhibitors to take their neglected animals off the grounds and reserves the right to do so. Vehicles will be allowed on the grounds for feeding daily from 5:30 a.m. to 7:30 a.m. only. All vehicles entering the grounds during that time must be removed to the appropriate parking lot by 7:30 am. Vehicles in violation will be towed at owner’s expense. Operator must have a valid Driver’s License.
51. Care and Grooming of Animals : Junior exhibitors are expected to groom and care for their own animal(s) when at the Fair. They shall refrain from accepting active assistance from Adults (including parents, relatives, and Imperial County Carded leaders ) and non-exhibiting youths unless the Junior Exhibitor is with their animal and the assistance is ONLY for instruction. Failure to comply could result in disqualification of the exhibit as well as the exhibitor. NO PROFESSIONALS ALLOWED.
52. Stall cards are mandatory. All exhibitors must have a Fair issued stall card above their animals or pre-approved designated area at all times .
53. Pen/Barn Assignments and Tack : The Fair will make pen and/or barn assignments. All animals must be housed in their assigned pens with their club with the designated stall card above. Tack pens will also be assigned accordingly and tack areas must be kept clean. Tack must be secured and is the sole responsibility of the club. Grooming areas are 1 st come 1 st serve and clubs need to work together and share space. Aisle ways in barns must be kept clear at all times. Pig walkers will be allowed and must be placed where designated.
54. Release Times : Please note release times are posted in respective sections of this book. Livestock exhibitors need to check the schedule to see actual release times. Please note vehicles are not allowed on grounds until fair closes. Under the direction of the Livestock Office in conjunction with security and Fair management release times may change.

Show Uniforms
55. Show Uniforms : All exhibitors are required to wear their organization's official uniform whenever showing, auctioning and/or representing their respective clubs or chapters on fair property. Please note that this rule also applies to those individuals that will be assisting the exhibitor in the show ring. Sunglasses may only be worn when medically necessary, otherwise, NO SUNGLASSES. Closed-toe shoes must be worn at all times and are part of the show attire.
FFA : The official uniform to be worn during livestock shows and auctions consists of white pants, white dress shirt (short or long sleeved) with the official FFA emblem attached to the left pocket and the official FFA necktie. The official FFA jacket is optional; if worn, the shirt emblem is not required. No hats or headgear of any kind is allowed. 4-H : The official uniform to be worn during livestock shows and auctions consists of white shirt, white skirt/pants, the appropriate tie or scarf, and the appropriate 4-H hat (white or green). No other hats will be allowed. Grange : The uniform to be worn consists of white skirt/pants, a white collared shirt and red grange vest. Exhibitor is not allowed to wear any kind of tie/scarf, or hat. Independent Juniors : The uniform to be worn consists of white skirt/pants and a white shirt. Exhibitor is not allowed to wear any kind of tie/scarf, emblem or hat.
There will be no deviation to these rules of attire and those choosing to do so may be disqualified and/or premiums forfeited.
Livestock Credential/Parking
56. Livestock exhibitors will be issued a season credential admission pass and one parking pass. Credentials lost by exhibitors will only be replaced at a $50 charge.
57. Livestock exhibitors’ parents/family may purchase additional season passes and parking passes (parking is limited to four additional per family) which are valid for fair admission and parking, for the duration of the fair at the price determined for the year’s fair pricing. Additional daily admission passes may be purchased at the regular presale prices at authorized locations. After the conclusion of presale, no further credential or parking passes will be sold but tickets may be purchased at ticket booths at regular price for admission. Please be prepared to purchase any tickets for anyone in your vehicle that does not have their season credential or admission pass with them at the time of entry, this includes parking credentials. Passes must be purchased online using the online entry program.
58. Each club/chapter may receive a maximum of 3 season credentials to be distributed at the discretion of the Club/Chapter.
59. Livestock storage trailers will be allowed to park in designated areas ONLY, as assigned by management. License Plate numbers and description of trailer must be reported to the livestock office to receive appropriate permit. These trailers may be parked overnight, however, NO CAMPING will be allowed. Failure to park in designated area may result in removal of trailer by a tow truck at the owner’s expense.
60. Any exhibitor that cannot show his or her animal during the Fair due to illness, injury or other emergency must submit a letter to the Fair office explaining the circumstances. Letter must be submitted 24 hours in advance. A determination will be decided by the Fair Management.
61. Barn Awards : All materials used in decorating stalls, pens, racks, exhibits or booths must be made from non-flammable materials or treated and maintained in a flame-retardant condition. Non-flammable materials must have approved seal prior to placement in barn areas. All decorations in small and large animal barns must be kept in place until 7 pm. on Sunday, of fair closing.
62. Grievance Committee : The grievance committee will consist of two (2) Livestock Committee members of the Fair Board, the Livestock Superintendent, the CEO of the Fair and others as deemed necessary.

Protest
As per State Rules, Section V - Protest. 1. The judge’s decision on awards cannot be protested. 2. Protests will be considered only if there has been a violation of a State or Local rule. 3. All protests must be presented to the management of the Fair in writing within 24 hours of the alleged
violation and must be accompanied by a $100 deposit (cash, money order, or certified check only). A $500 deposit is required if the protest relates to violations of State Rules X-XI (Animal Health Rules).
4. Protests and appropriate action are decided by the Fair’s Board of Directors or designee.

Independent Exhibitor Policy The California Mid-Winter Fair & Fiesta welcomes Independent exhibitors. Please be sure to review all the Fair’s rules regarding participation in the Fair as an Independent exhibitor. Unfortunately, without a supporting organization the burden to gather information and meet deadlines is all on the exhibitor and their family. All information will be available on www.ivfairgrounds.com . The Fair has outlined the requirements and encourages contacting the Fair via email with any questions. Emails should be sent to [email protected]. All Independent Exhibitors must complete the following requirements to participate in the upcoming California Mid-Winter Fair & Fiesta.
1. Independent Exhibitors must follow all State and Local Rules set forth by the Fair for the project
he/she will participate in. 2. Independent exhibitors need to meet all deadlines; including, but not limited to the following:
a. Ear tagging/DNA ownership deadline b. Pre- registration logs c. State Approved Ethics Course d. On-line entry deadline
3. Independent Exhibitors must complete the Independent Enrollment Form, providing contact information and Emergency numbers to the Fair.
4. Independent Exhibitors must participate in the Fairs mandatory clean up days and any mandatory meetings for participation in the Fair’s livestock program.
5. Proof of insurance must be provided to fair or it can be purchased from the Fair Office at the current rate prior to fair’s entry deadline.
6. A Project Report/Record Book must be completed. The Fair will provide a report outline and a summary of requirements and their deadlines on-line for review.
7. Checks will be distributed based on the Fair’s Check Distribution policy. The Fair will release checks to the Independent Exhibitor’s parents after confirmation of Thank You note(s) to the Buyer(s) has been made and the final Project Report has been accepted. Exhibitor’s should make a copy of their Thank You note and place it in their Project Report.
For participation in the Fair ALL Organizations (4-H, FFA, Grange, or Independent must be in good standing with their organization and the Fair.)

1. No stallions are permitted. 2. Horses/Ponies must be leased or owned by exhibitor or exhibitor’s family for at least 120 days prior to
opening day of the fair. Registration/proof of ownership shall be submitted to the fair no later 120 days before the first day of the fair.
3. State fair and local rules found elsewhere in premium book apply to this department. All classes will be judged by the American system. USEF ( www.usef.org ) and State Fair rules will govern all classes.
4. Exhibitors must enter the appropriate class in the division by the close of entries. 5. It is the project leaders/advisors responsibility to verify eligibility before signing entry forms. 6. All patterns will be posted one hour prior to the beginning of the show. 7. Exhibitor must be on hand and ready to show when class is called to the ring. Those exhibitors with
conflicting fair show schedules (i.e. rabbits, cavy, chicken or pigs) must notify the show manager and an attempt will be made to accommodate exhibitor. Final decision is left to the judge and judge’s decision is final.

Horns must be less than 2 inches, smooth and polished, with no sharp points. 7. Animals will be sifted. Animal must be free of unsightly medical disorders. Excessive warts, warbles or
other unsightly conditions shall be grounds for disqualification, and exhibitor may be asked to remove the animal from the grounds. Determination will be made by the sifter.
8. All animals must be owned by exhibitor at least 120 consecutive days prior to weigh-in. Proof of ownership to be determined by Bill of Sale, tagging and DNA. (An individual bill of sale is required for each animal.)
9. All market cattle must be accompanied by proof of ownership (such as bill of sale or previous brand inspection) and transportation papers and must be presented to brand inspector at the designated time.

1. This is considered a part of the Bovine Division. 2. Class will consist of two breeds, Holstein and Cross 3. Must come from predetermined local feedlot, (Imperial Valley). 4. Ownership; minimum of 174 days, all animals will be purchased and weighed on the Saturday prior to
174 days of ownership. Will be tagged and weighed on same day. 5. Entry to Fair will require show of control and calmness of animal. Entry day will require exhibitor to
show livestock superintendent ability to control animal. 6. Before steers enter the sifting area, all body hair will have been slick sheared, and the tail switch must
be properly clipped, and hooves trimmed if necessary. Steer may have NO MORE than 5 inches of horn growth from hairline and horns MUST be blunt tipped or will be sifted. Removal of animal from the fairgrounds may be required at the time of arrival and unloading, if the livestock superintendent feels the animal is so unruly that it creates a safety hazard or is obviously unfit in any other way.
7. The sifter also may reject and send home any steer he feels has been poorly cared for and does not carry enough finish to be a good marketable grade animal, despite whether the steer has met the above requirements for weight and grooming.

1. Entry fee of $15.00 per entry is due. (Limit one entry per primary exhibitor) 2. This show is recognized by the American Rabbit Breeders Association and is an Official ARBA Youth

3. Animals must be owned by the exhibitor for 75 consecutive days prior to the opening day of the fair. 4. Animals will be sifted. Animal must be free of unsightly medical disorders. Sick or unruly animals
shall be grounds for disqualification, and exhibitor may be asked to remove the animal from the grounds. Determination will be made by the livestock superintendent.
5. At the judge’s discretion, a rabbit may be disqualified from competition because of temporary or curable defects or viciousness.
6. Rabbits must be shown in their natural condition. 7. Cage locks are NOT allowed. Only zip-ties may be used, but must be removed prior to judging.
Failure to do so will prevent animal from being exhibited. 8. EACH EXHIBITOR IS RESPONSIBLE FOR FEEDING AND WATERING their animals the entire time they
are on the fairgrounds. If the exhibitor is not available, it is his or her responsibility to have a sibling or fellow organization member take care of the animal. Violation of this rule subjects exhibitor to disqualification and may result in loss of premiums and imposition of a fine.
9. All rabbits must be identified by permanent ear markings in the left ear conforming with the information on the entry form. No two rabbits, in the same class, owned by one exhibitor, may have the same identification markings . Animals not marked with legible and permanent tattoo, or animals with duplicate markings, will be disqualified. Animals must be tattooed prior to arrival on the fairgrounds and ears must be free of excess ink.
10. All animals, except those exhibited in the PRIMARY Youth Class, must be purebred. 11. Positively NO breeding of animals permitted during the fair. 12. PRIMARY Youth Classes are not eligible to compete for Best in Show, Reserve in Show, Best of Breed
or Best Opposite of Breed, or Auction sales or Barn Sales. Only participant ribbons will be given to PRIMARY Youth Classes. No premiums will be awarded.
13. Entries in “All Other Varieties” and “All Varieties” classes must include the animal’s breed and/or color on the entry form. The miscellaneous division of Heavyweight Breed and Lightweight Breed will apply to all standard breeds as prescribed by the latest edition of the American Rabbit Breeder Assn., Standard of Perfection . At the judge's discretion any rabbits being shown in Heavyweight or Lightweight miscellaneous divisions may be placed into breed separations and/or variety separations to allow to be judged for ARBA regulations. These animals will be allowed for auction separation of original entry division.

days prior to the opening day of the fair. 3. Dogs are not allowed in livestock barns. Dogs may only be on grounds for judging and must be
removed after judging is completed. 4. All dogs must be on a leash and under control at all times, you may kennel the dog while you are on
the fairgrounds. 5. All dogs must have proof of rabies vaccination with rabies tag, implanted microchip number or tattoo
number, with rabies certificate. 6. Entry Form: Use small animal entry form and list dog's name and ID number where noted. The dogs
ID number may be a microchip implanted into the dog or a Rabies Tag number. You must have proof of this number with you at check in. Dogs may not be shown without verification.
7. Follow all vaccination recommendations from your veterinarian. 8. Judging: The Imperial County Dog Show rules and AKC rules apply. AKC rules may be obtained from
www.AKC.org . 9. Exhibitors must be on hand and ready to exhibit at the time called for judging. 10. When the dog is released at the conclusion of the show they must exit directly to the east parking lot.
Dogs are not to enter or exit the fairgrounds through the main gate. 11. No dogs in season allowed on the fairgrounds. 12. Top two Junior and top two Senior Showman must compete in Small Animal Round Robin. 13. Dog Showmanship:

1. Exhibitor must show his or her own animal when entering the class of showmanship. 2. Only animals shown and exhibited in the Junior Livestock Divisions and owned (horses may be
leased) by the exhibitor are eligible for Showmanship. Animals may not be brought on the ground specifically for showmanship classes (except dogs and horses entered in the fair).
3. Entry Fee : Refer to Specific Species Schedule. 4. All exhibitors are required to wear the official show uniform of the organization they represent and as
approved by this Fair. 5. Exhibitor’s age for showmanship is based on fair’s age and eligibility requirements. 6. Novice Classes are only to those that have never shown or exhibited within the large or small animal
designation, including primary exhibitors who are now regular members. (e.g., If you showed or exhibited a rabbit as a primary member, you are now a junior exhibitor at age 9 with a rabbit.) You can only be a novice once for small animals and large animals.

1. Each contestant will show each specie for a limited amount of time. At the end of the time limit, the
contestant will move on to the next specie. 2. The competition will conclude when each contestant has showed each specie. 3. Time allowed: Small Animal contestants will be allowed 5 minutes for showmanship of each specie.
Large Animal contestants will be allowed 4 minutes for showmanship of each specie. They will switch animals at the half time point.
4. There will be a separate judge for each specie. Each judge will be provided a judge’s score card and the criteria for judging.
5. The scores from each specie will be added and the contestant with the highest combined score will win.
6. Contestants will be judged solely on showmanship. 7. Each exhibitor will first present their animal which they qualified with and the animal cleanliness and
presentation will also be considered; however, one rotation will take place as exhibitor will show the animal they qualified with last.
8. In the event that two exhibitors have the same combined score, a tie will be broken in this order: a. Exhibitor with the highest score on the specie that qualified him/her for Round Robin wins. If
the exhibitor qualified with more than one specie, the FIRST qualifying specie will be used. b. Exhibitor with the most consistent set of scores wins. c. Judges may be required to make tie breaking decision.

Junior Livestock Animal Sale
General Information
ALL EXHIBITORS must declare animals to be sold in Live Auction and Barn Sale (both Large and Small) one hour after the exhibitor’s last specie is shown. Every exhibitor/parent/leader must declare intent to sell or not sell with the Livestock Office by 6:00 p.m. on Sunday or they may not be allowed to sell. The livestock office will prepare the sale order and it will be posted on the livestock bulletin board for review. Exhibitors are responsible to verify that the information is correct and to notify the Livestock Office of any corrections by the posted deadline. There will be no changes after the sale order goes to print. NO EXCEPTIONS .
There will be no soliciting of any animal that has been taken home prior to the Small Animal Auction, Large Animal Auction, or the Barn Sales. Anyone caught soliciting the sale of an off-site animal will be removed from the premises and may not be allowed to return in the future.
For exhibitors participating in the Auction or Barn Sale, they also have restrictions on solicitation of buyers. Buyer letters or marketing by the exhibitor is encouraged before the fair begins and then a follow-up letter or contact is encouraged to invite prospective buyers to the auction. It is unacceptable and not allowed for exhibitors soliciting buyers for main, group buys, add-on’s, barn sales, etc. Exhibitors found soliciting with add-on lists or requesting more monies from buyers could face forfeiture of proceeds for their animals. Add-on lists or Group buy forms are provided by the bank and are for buyers needs only.
Thank You Letters
All participants in the Junior Livestock Auction and Barn Sale are required to write a thank you note to both their main and add–on buyers. Junior Livestock Auction buyers support and advocate youth large and small animal projects. Please take the time to thank them properly for their continued support and generous contributions. Leaders/Advisors will be provided a list of Main and Add-on buyers by close of fair for exhibitors use to send out thank you notes. (Note: Some buyers do not remit payment until a thank you letter has been received.)
Check Distribution
Each livestock exhibitor shall receive their animal sale proceeds as soon as their buyers and bonus buyers have satisfied their obligations in full. Schedule is as follows :

Bank Loans
Through the generous donation of local banks, some exhibitors have the opportunity to get a loan for their annual project. The 45 th DAA would expect a member to pay back their loan in a timely manner and will communicate with the banks regarding check distribution. If a member fails to pay back their loan, he/she will jeopardize their future participation in the Fair’s junior livestock program.

Exception to this rule is the requirement that all blanketed animals must be sold in the auction. Best in Show and Reserve in Show Rabbit, Cavy may go through the auction but are not required. All Champion and Reserve Champion Rabbit. MUST go through the Auction with the exception that if said winner has a Large Animal and they declare their Intent to Sell their large animal. They must declare this intent as directed for auction intent. Members must walk their own animal in the auction, except in the case of illness or other valid reason accepted by the livestock superintendent prior to the auction. Exhibitors that choose not to go through the auction or are unqualified to go through the auction
Settlement booths will be provided at the sale ring area on Friday and Saturday’s auction with receipts issued and payments accepted from the purchaser or purchaser’s representative through one hour after the completion of the Auction. Reminder: All Add-on bonus’ to exhibitors animal sale MUST BE PAID IN FULL the day of Auction within one (1) hour after the completion of the sale to be a valid add-on. NO LATE ADD-ONS will be accepted. Each livestock exhibitor shall receive their animal sale proceeds according to the check distribution schedule once their buyers and add-on buyers have satisfied their obligations in full Purchaser must arrange for disposition of the animal at this time. No switching of animals is allowed. NO EXCEPTIONS.
All auction “live” pickups will be released AND must be picked up on Sunday following auction from 8:00 a.m. to 11:00 a.m. Failure to pick up by this time will require buyer to arrange for pick-up on Monday morning once consignment shipping is complete.
A sales commission of 6½% of the Sale Price of each animal sold at the auction will be withheld. As required by the State of California Audit Office, an analysis of the auction expenses must be done to ensure the reserve has adequate funds. These percentages of withholdings may change as a result of this analysis.

Barn Sale
Saturday March 7, 2019 8:00 am Sperber Conference Room Barn Sales Office will close at the conclusion of last sale Barn Sale will be only on Saturday. No Barn Sales on Sunday. Any animal not sold will be taken off the grounds on Sunday morning. NO EXCEPTIONS. Blue and red ribbon animals will be sold in the Barn Sale. All barn sales will be concluded after the final sale. Animals not sold by this time must pay 6½% of buy back price before Livestock Superintendent releases the animal for removal from the fairgrounds.
Large Animal Barn Sale Large Animal Barn Sale will consist of animals eligible for the Barn Sale. There will be no selling of projects outside of the official Barn Sale. The Large Animal Barn Sale will begin when the Large Animal Auction begins. Small Animal Barn Sale Small animal barn sale will consist of all the remaining small animal projects, not eligible for Auction, to be sold at this year’s fair. There will be no selling of projects outside of the official Barn Sale governed by the Junior Livestock Auction rules. The Small Animal Barn Sale will begin when the Large Animal Auction begins. The exhibitor will be responsible for the proper care (including feeding, watering, and bedding) of their animals until delivery to purchaser on designated load-out day. Exhibitors failing to properly care for their animals will for the first infraction receive a written warning and the animal must be cared for immediately; second infraction will result in a $100 fine to the exhibitor; and the third infraction will result in mandatory removal of the animal from fairgrounds or an additional $100 fine and forfeiture of any Auction and/or Premium money.
The Livestock Superintendent may send any animal home at any time. Any fines not paid will be deducted from the sale check. A $25 fine will be imposed for late delivery or improper delivery to the designated disposition point.
