HALBERTON VILLAGE HALL On the 12th May at 12.30pm our Annual Duck Race will take place on the Pond followed by The May Fayre held in the Rec’. Duck race tickets will be available from the farm shop as well as members of the VH committee. Village Hall volunteers will also be cooking Burgers and Hot Dogs in the Rec’ and will be, as in years past, be running a Licenced Bar. The time table for all the May Fayre weekend events can be seen on the inside back cover of this Newsletter. The VH regrettably did not escape the recent ‘Big Freeze’ with some minor flooding problems and having to cancel a meeting and our monthly Fun Quiz. Obviously we apologise to anyone that was inconvenienced by these cancelations. We are pleased to confirm that the long awaited flooring repairs have now been completed in our loft storage area.

ASH THOMAS NOTES The Travelling Library Service Some months ago I used the term “Use it or Lose it” in an article concerning the viability of our daily newspaper delivery. The papers appear on most mornings, whatever the weather, in a box inside the former Telephone Kiosk, near the gable end of Brooklyn Cottage. Since publication of that article I have been pleased to notice that a few more papers have appeared and I hope that the increase will continue. Very recently, the lady who drives the library van and looks after her customers asked if I could think of any way in which more people could be encouraged to use the library. One obvious response occurred to me – the current entry in the Newsletter indicates that the van calls at the Village Hall, whereas it actually opens for business at the other end of the hamlet - outside the old Church at the bottom end of the main street. Someone new to the area might park by the

village hall, find no-one there, become disheartened and not bother to look or enquire any further! Bearing in mind the increasing average age of those who use the travelling library, more large print books and a more frequent change of titles would be helpful. However, it has been noticed recently that childrens’ voices have been heard in Ash Thomas again, so perhaps a brief questionnaire could be produced by the Library service to find out what would attract more local residents to use the facilities that could be provided – e.g. books for children and young people during school holidays. Survey sheets could perhaps be sent to the Editorial team and either included in one or two issues of the Newsletter or simply delivered with it. Food for thought, perhaps, before it’s too late! Fibre Broadband. Following a recent complaint to BT regarding the speed of my Internet connection (0.3mbs), I was contacted by an unusually helpful engineer, who replaced a length of the old copper-wired cable between Ash Thomas and Halberton. The result was immediately noticeable as the speed improved to 3mbs – brilliant but still woefully slow compared to the average expectancy in urban areas. At present Openreach are only “investigating possible solutions” to improving the service from Halberton to Ash Thomas. There is some hope, however, that by registering an interest on their web site in what is called the Community Fibre Partnership, BT might agree to pay for bringing a line to Ash Thomas, with a little financial help from the residents of course! The more people who register to express an interest, the more likely will BT be sufficiently interested in the potential revenue to take physical action, and the cost per connection would be reduced accordingly. I received an e-mail from Openreach recently, indicating it would be helpful if I could register a community interest; in other words they want to find out the number of people prepared to pay towards the cost of an upgraded service, before spending time/money preparing their own detailed estimate! I have since submitted details of over 20 residents in Ash Thomas who have expressed their interest and that number seems to be sufficient for Openreach/BT to provide an approx. estimate of the likely total cost involved. If neither my wife nor I have already spoken to you, and if you would be interested in such a scheme, please let me have your e-mail and postal addresses/landline number, so that I can inform Openreach and contact you as and when further progress is made. The new season starts on 1st April for this year. New members are very welcome with a special introductory subscription of only £50 for the first year . Club Nights are on Mondays and Thursdays from 6pm. Juniors are also very welcome from age 5 years to 18 years . Juniors sessions are held on Tuesday nights from April until end of November. We have 2 Mens Teams in the Exeter and District Tennis League in Div. 2 and 3, also we have introduced a new Ladies Team in the same League for the first time for many years. We also run one mixed team in the East Devon League. The courts are available to the public, so if you are not able to join the tennis club, please come and use the courts and pay Mrs. Morrison at Driftwood, Gables Rd. opposite the courts. There is quite a long lead time on these newsletters so as I write there is still snow on the ground, however I hope by the time you read it spring will have sprung and the sun will be shining. The resurfacing and new junction works on the A361 are progressing well and ahead of schedule. It should be finished by June with minimal disruption for Halberton. I am very pleased that the work is going so well, and the work done so far looks very good. I use this stretch of the A361 daily, and I know how frustrating it can be for drivers at peak times, but it looks like the works will be completed ahead of schedule which is good news for everyone. The next section of resurfacing work will take place in the autumn. This is my first newsletter since Devon County Council set its budget in February, so by now you will hopefully have seen all the details. Councillors approved a council tax rise of nearly five per cent to fund a big boost in spending on the elderly, the vulnerable and the county’s roads. Suffice to say that I think it is a good budget which will see more money for important areas such as Highways and Social Care. As Council leader John Hart said “This budget is well thought through, practical and right for Devon.” As a County councillor I will receive £10k to award from the locality Budget and £10k from the Invest in Devon Fund which is for capital projects. The £1 Elector fund, generally known as the TAP fund will continue and applications for these will open in a few weeks. Dear Residents. The biggest interest going at the moment is the local plan. At the last Full Council meeting there were 19 questions asked about development at Turnpike Sampford Peverell, known as Policy SP2, funny enough, not much about Junction 27. There is strong opposition to SP2, It is on the sky line and most of the traffic will go through Sampford Peverell. At this meeting it was agreed that only the schedule of amendments made to the Sustainable Appraisal Update Report will go out for a 6 weeks public consultation, ending 11th April, not the whole local plan, because that has already been out for consultation. Anyone wanting to make comments can, the comments will be assessed and then sent to the Inspector who will then have their own public consultation of the whole plan. I believe the whole process will take nearly to the end of the year. Although this might not appear to matter to Halberton, County have had been awarded £18.2m for improvements to Junction 28 and the Link Road Junction, but more importantly £8.2m of this will be spent to complete the Cloverleaf Junction on to the Link Road. Before it was only going to be left in and left out, which means that most of the traffic, I believe, would not go down to the to Gornhay Junction to go to Taunton or Exeter direction, but would come through Halberton making it a shorter journey. This is good news. There was a motion that we had to consider about recycling trolleys, it was about making it easier for physically disabled people. MDDC offer a service to those people for their black box to be collected from their door, and there are 662 who receive this service. Any disabled person can apply to MDDC for this service, the collection operators will come to you and pick up your black box. To provide trolleys, (wheelie bins), for the 662 would carry a capital costs of £25k plus delivery, £38 each, with ongoing revenue costs. That was defeated but we will look at it again in the form of an amendment.

The Budget is always a thorny subject. We were looking at a short fall of £195k which can and will be made up. Government have allowed us to increase our precept by 3%, other years it has been 2%. We will still be able to maintain a General Fund Balance of 25%, £2m, a recommendation from Audit. We have 408 full time employees, which includes 11 apprentices. We are being very good with our waste management, currently standing at 53.4% an increase of 2.6% on previous year, that being the biggest increase across Devon. Please keep it up and do more if you can, it does help to deflect our landfill charges, which is about £120 per ton and we get paid for recyclables that we can sell. You would have had all this by now, but the increases in Council tax is made up of increases of, Police 6.81%, Fire 2.99%, DCC 4.99% , MDDC 2.99% and the average of Parish Councils 7.7%. Our AGM will be on Friday May 25th at 7.30 pm, also in SP village hall. We plan to make the business part of the meeting as short as possible, leaving plenty of time to socialise – drinks and nibbles will be served – and to see photos and films of past twinning visits. Our French “twins” will be visiting us from 10th to 14th August and we do hope that some of you will be able to meet them or perhaps host one or two in your homes. Tea at Ritz during the May Festival May 13th Sunday afternoon Methodist church. Come and enjoy afternoon tea in china cups! Donations for Christian Aid 3.00-4.30pm Sundaze happened for the first time on the first Sunday in March. Despite the cold weather that was fast thawing at least 60 people including 8 whole families gathered in St Andrew’s church after the communion service. They started by joining in the lovely refreshments including Hot toasted buttered tea bread, cakes and fruit and of course welcome hot drinks. Steph our families’ worker introduced the story of David and Goliath and two volunteers took the parts dressed up and acted the welknown battle. Then there were several activities around the church such as a real working model Trebuchet which you could have a go at firing (soft) rocks down the central aisle of the church! Other activities were a large collage of David and Goliath, making Rocky Road biscuits, a reflective area with pictures stones and a river to guide your thoughts and prayers and a couple of movie making activities. Finally we gathered together our thoughts and the themes again. The church buzzed for the hour and a half and everyone enjoyed and joined in as much or as little as they liked or just chatted to new friends. Thank you to the group who planned and prepared every aspect of a very enjoyable morning. Look out for the posters around the village and come and join in. The next sessions should be happening on Easter Sunday April 1st and May 6th about 10.30am. THOUGHT FOR THE MONTH ‘March comes in like a lion and goes out like a lamb’, as the old saying goes, and sometimes within the space of just a day, one moment it can be blowing a gale with rain, hail and even snow and be warm and sunny the next! But slowly and surely whatever the weather, the light is returning as the days lengthen and we move towards the spring equinox and Easter, which this year is right at the end of March with Easter Sunday falling on April 1st – also April Fool’s Day! Many well-loved saints such as St Francis of Assisi and more recently Mother Teresa, both famous for siding with the poor and dispossessed, have been described as ‘fools for Christ’ . They literally gave up everything to follow Jesus and share the good news of God’s limitless love and generosity for all, regardless of wealth or social status. It is to these ‘holy fools’ and those like them that we owe the honourable tradition of giving to charity. Traditionally, Lent is a time for renewing faith through prayer, fasting and giving to those less well off than ourselves. However fasting, other than perhaps giving up chocolate or alcohol, fell out of fashion in recent decades, but it has begun to make a bit of comeback. Perhaps, as the gap between rich and poor becomes ever wider, it is good to remind ourselves of what it is like to feel hungry. Sadly, as the growing numbers of people using foodbanks demonstrate, there are many who need no reminder. On Easter Sunday, Christians from all over the world will gather to share bread and wine together, to remember how Jesus ‘the Bread of Life’, gave his body to be broken on a cross and rose from the dead that we might live in the fullness of God’ s eternal love. As I write this in February, the first daffodils in my garden are coming into flower, and by the time you read this, hosts of golden daffodils will be ringing out their shouts of praise throughout our villages. This coming Easter, whatever your circumstances, may you know God’s promise of hope and joy in your own lives. Julia Barrett. Arrangements for our Fete are now well in hand. The City Steam Jazz Band will be entertaining us again and we have plenty of stalls and games. Council supporting homeowners with essential home repairs
Mid Devon District Council is taking the opportunity to remind homeowners about their loan scheme to enable homeowners to fund essential home repairs. The scheme has been developed to keep people warm, safe and dry in their homes. A variety of works can be considered such as roof and thatch repairs, boiler and other heating system replacement or installation, replacing rotten or draughty windows, structural repairs or electrical or plumbing work to name a few. The scheme has been set up to enable eligible homeowners to choose their own contractor and there are a variety of loan products available to suit individual needs and means. The scheme is delivered through Wessex Resolutions CIC a not-for-profit, Responsible Finance provider in close partnership with the council. The partnership has been running for over ten years across West Dorset and has helped a huge variety of homeowners. A recent client said "For all my adult life I have not had central heating and, now I'm getting a bit older, it will be nice to feel warm in the winter." Through providing loans, the council are ensuring funds for homeowners are sustainable meaning that every repayment goes back into the council pot to lend to homeowners into the future. A loan funded by the council could help spread the cost of home repairs but let you enjoy the benefit right away.

Second Garden Club outing to THE BISHOP'S PALACE GARDENS, Wells, will be on Saturday 30th June. This visit will include a guided tour of the Gardens, plus a 10% discount in The Bishop's Table Cafe. Our topic during the summer term is ‘Colours’. We will create our main display by exploring the prime colours and looking at what happens when we mix colours together. Our interest table will display a different colour each week and the children will be encouraged to bring items from home. Events in the summer term will include transition for the leavers going to primary school, mini sports day, summer trip and teddy bear’s picnic. New Playhouse We are currently working hard with an ongoing project of converting a new shed into a playhouse. We are relying on the generosity of our local community to do this and thank Stuart Webber and Nick Watson for the time they have given so far! May Festival On Saturday 12th May the children’s artwork will be displayed at this year’s May Festival. This is held in the ‘Rec’ and starts after the 12noon duck race on the pond. HALBERTON HISTORY GROUP
In March a few members visited the Devon Heritage Centre at Exeter.
One of the items we looked at was a register of Parish Apprentices 1815-
40. It was sobering to see that the average age of these children, all
apprenticed until they reached the age of 21, was 9 – 10 and a few were
only 7 and 8. They were mostly assigned to farmers.
As November this year sees the centenary of the end of the First World
War we are renewing our efforts to find out more about those who served
and to understand more about the effect the war had on those left behind.
We’ve all heard about rationing in WW2 but what is known about how
those left at home were coping in WW1. If you have any stories handed
down please let the Group know. And if the name of your Grandfather,
Uncle or other family member is on the memorial board please get in touch
and tell us a bit about them.
Our postponed AGM will now be held on Thursday 19th April. After a
(hopefully brief) business session we shall have a talk by John Baker who
came to Devon as an evacuee from London and never went back. He will
be telling us about his life which included a time at the Twose Works in
Halberton. A warm welcome is extended to everyone, member or not.
Our secretary of eight years is standing down at the AGM. We are going
to divide up the various tasks and are urgently seeking two or three
volunteers to take on a part such as arranging meetings or publicity. If you

The History Room will be open on the Sunday of the Halberton May
Festival from 1.00 to 3.00. Besides many photographs of local people and
places, we have a very large scale plan of the High Street in about 1890, a
complete run of Newsletters from 1995 and books on local history. We
look forward to greeting visitors.

Councillor Vacancies
The Parish Council is looking to appoint two new councillors to represent your community. If you are you are interested in becoming actively involved in making decisions and influencing how your local services are run then this is an opportunity to join a dedicated and friendly Council who strive to make the Halberton Parish a great place to live, work and visit. Services that the Councils runs or is actively involved in are:
The recreation ground and play area
The parish newsletter and business directory
Footpaths maintenance
Halberton Cemetery
Local emergency planning
The Council also reviews and comments on all planning applications, and will lobby on behalf of residents on any other matters affecting the parish. The Council has its own budget and sets its own Council Tax each year. The Council has meetings in the evenings on the second and fourth Tuesday of every month where items are discussed and decisions are made and you will expected to attend meetings on a regular basis. You do not have to belong to any political party or have had previous experience as training and support will be provided. Enthusiasm and a willingness to listen to and represent your

community are the most important criteria! This is not a paid role but reasonable expenses will be reimbursed. HALBERTON PARISH COUNCIL UPDATE
Matters to report from the Council meeting held on 13th March:
Ian Batchelor was welcomed as a new member onto the Council. There are still 2 vacancies for councillors if anyone is interested.
The planning application for car parking & a recreation area at Cordwents will be decided by Mid Devon Planning Committee on 18th April. Thank you to everyone who submitted comments.
The Council is aware of ongoing flooding at Five Bridges and has been putting pressure on DCC to deal with the matter. We have requested that temporary traffic lights be installed urgently in the interim to avoid accidents.
It was noted that progress is being made on the A361 which should help reduce the amount of traffic coming though the village. However further resurfacing works are planned for the autumn.
The Council is carrying out minor works around the parish under the Road Warden Scheme, including filling in potholes and clearing drains. We do acknowledge there are a lot of problems with traffic and parking in the High Street and are working with with Highways and the police e.g. looking into getting more 20pmh signs put up, speed monitoring, putting pressure on Highways to deal with the broken signs, paving slabs and overgrown hedges. Thanks to Snow Warden Lee Davis for his efforts in the recent poor weather.
The Council is putting forward a proposal for a footpath from Willand, past Hitchcocks, to Uffculme, but will need to work with planners and Highways to get this progressed.
Grants were awarded to the History Group and the CAB to help support their work in the parish. The Council is also pleased to offer financial support to the Community Assoc in commemorating the end of the Great War. Local meetings are being held to gather ideas and everyone is welcome.
Finally a reminder that the Annual Meeting of the Parish will be held on Monday 30th April in the Village Hall. Everyone welcome.
