Abraham Lincoln was known to take an evening

constitutional on streets around the White House during his presidency. Often greeted with “How goes it with the Union, Mr. President?” Lincoln would reply, “It goes well.” Our response to “How goes it with GVR?” would mimic Honest Abe’s “It goes well.”

This monthly column about GVR’s fi scal stewardship is the fi rst of several upcoming articles that will dig deep and explain much about the healthy state of our corporation. We will begin with an overview of fi scal policies and our overall well-being, since most of our 23,000+ members want to make sure that GVR remains fi nancially healthy, current in its leisure and recreation offerings, and competent in maintaining our $30 mil-lion capital infrastructure. Strong fi nancial stewardship heightens confi dence in investing in GVR-member homes, leading to higher home values.

Over the past two years, GVR instituted several monetary policies and budgetary “best practices” to put the corporation on solid fi nancial footing. These should give all GVR homeowners and investors peace of mind:

The GVR Foundation, in partnership with Green Valley Recreation, Inc. (GVR) and

Kino Landing, is inviting all adults 50 years and older to register for one or more of the 30 events in the 32nd Annual Southern Arizona Senior Games. The registration deadline for the month long, multi-sport games

in March is Feb. 18. The Southern Arizona Senior

Games annually hosts more than 1,000 participants hailing from nearly 40 states and Canada who compete in 30 athletic, intellectual and “just for fun” events at GVR recreation and wellness centers and other venues in Green Valley.

Gold, silver and bronze medals are awarded to winners of events, which include tennis and pickleball tournaments, card games, swimming, volleyball, chess, powerlifting, golf skills, a 5K run and 2K walk, and a modifi ed triathlon, among many others.

Living within our means. The GVR Board of Directors adopts only balanced annual budgets, ex-pressed as a combined operating and capital budget. The Fiscal Affairs Committee (FAC) reviews budget reports and shares at reg-ularly scheduled board meetings. The FY 2016 approved annual budget also is posted on GVR’s website: http://www.gvrec.org/Information/Finance/2016%20Budget.pdf

Using an accrual-based accounting system. Consistent with Generally Accepted Ac-counting Principles, GVR admin-isters an accrual-based accounting system instead of a cash basis. This aids fi scal planning and allows for the future allocation of income and expenditures, as ap-propriate. For ease of understand-ing, we show the GVR annual budget in a cash budget format, though this is not required by any recognized accounting standard.

Adhering to our Budget Development Policy, approved by the board in 2014. It guides budget development, review, and adoption.

Conducting annual audits. An annual audit of GVR’s pre-ceding fi scal year is conducted by an independent, external CPA fi rm. The external audit on FY 2015 fi nancials is about to begin.

Establishing a Reserve Policy and Reserve Accounts. The 2014 Board-approved Reserve Policy identifi es three fi nancial reserve funds – Operating, Capi-tal Replacements, and Initiatives & Innovation – to ensure GVR’s long-term solvency and sustain-ability as part of the corporation’s Financial Planning Principles. For each reserve fund, the purpose, scope, target fund range, funding source, authorization, and invest-ment parameters are defi ned.

GVR projects a fortuitous FY 2015 year-end budget surplus of approximately $1 million result-

ing from increased sales of GVR member properties, reduced expenditures, and expanded non-dues revenue streams, among other sources. In accordance with GVR’s Reserve Policy, the 2015 year-end surplus will be applied to reserve funds.

Approving a new Reserve Study. Conducting a new, four-year Reserve Study will put GVR in compliance with our exter-nal auditor’s recommendation. The study will include physical inspections and replacement cost estimates of GVR facilities. The most recent 2009 study recom-mended GVR set aside $14 mil-lion in reserves. We have grown our combined reserves (including the 2015 budget surplus) to about $7.5 million, but it’s clear we have some catching up to do.

Hiring a Financial Invest-ment Firm. GVR’s board in 2015 approved hiring a fi nancial investment fi rm to maximize returns from monies placed in GVR reserve accounts. Efforts are underway to determine GVR’s risk tolerance for each reserve account.

Using fi nancial reporting formats. GVR adopted fi nan-cial reporting formats that are easily understood. Design of our reporting formats evolved through many FAC meetings over several months, beginning in 2014. Some might prefer different reporting formats than what we now use. Individuals in this camp are invited to attend the FAC meetings and voice their opinions. Nonetheless, there is no accounting standard for budget reporting formats, and our external CPA auditor has no issue with our current reporting methods. GVR’s 2014 clean audit report is testimony to this fact.

Members of GVR’s FAC are highly qualifi ed, successful indi-viduals who were selected based upon their former fi nancial walks of life. Their careers encompass that of successful business own-ers, division level corporate man-

GVR Board of Directors Meeting HighlightsBelow are highlights from the Dec. 17 GVR Board of Directors Special Meeting

Complete minutes from the meeting are posted on GVR’s website: http://www.gvrec.org/your-board-members/board-and-committee-minutes/

At a Special Meeting of the GVR Board of Directors on Dec. 17, 2015, the Board unanimously adopted six changes to fees and/or fee policies previously approved as part of GVR’s FY2016 annual budget on Sept. 29. 2015.

The meeting was called to effect changes in fees and fee policies prior to the start of GVR’s new fi scal year on Jan. 1, 2016. The six revisions approved by the Board were considered prior to the Special Board Meeting following a review of GVR’s governing documents by the Chair of GVR’s Board Affairs Committee; co-Chairpersons of the Fiscal Affairs Committee; President; CEO; and Chief Financial Offi cer. All proposed changes were reviewed in advance and endorsed by GVR’s legal counsel.

The approved revisions are as follows:• Roll back Board-approved FY2016 Initial Fee

($2,425) to the FY2015 Initial Fee Rate ($2,296).• Rescind GVR Transfer Fee implementation guide-

lines approved previously by the Board of Directors on September 29, 2015.

• Amend the CPM Defi nition of “Transfer Fee”• Provide an alternative Transfer Fee for conveyance of

property title for estate planning (e.g., estate trusts) or other similar purposes, as determined by the Board of Directors.

• Amend CPM Defi nition of New Member Capital FeeDue to revisions to the previously Board-approved

FY2016 Budget including fee schedules and implemen-tation guidelines, re-balance the FY2016 Budget by amending it by reducing the FY2016 Capital Budget by $81,691 from $967,420 to $885,729 [to account for the variance and begin FY 2016 with a balanced budget.]

GVR’s Corporate Policy Manual (CPM) Section VI - Board/Board Committees; Sub-Section 3 Board Meetings; B.; 3, offers guidance in conducting Special Meetings of the Board of Directors: “Special meetings of the Board may be called by the President or the Vice President, due to special circumstances or at the request of any two (2) Directors. Directors will be given two (2) days written notifi cation of any special meeting. An

agenda will be provided once the meeting is set.” Notice of the Special Board Meeting was given to GVR mem-bers via an eBlast announcement on Friday, December 11. The stated agenda for the meeting was “to discuss fees, fee policies, and fee implementation guidelines that may impact the FY 2016 budget.”

Fitness and Nutrition Apps Keep you on TrackBy Shelly Whi tlatch

For many of us with a smart phone or activity tracker, motivation and monitor-ing progress are just a tap or click away on an app. These apps allow you to join a friendly competition with friends and fam-ily—even those a distance away – and help you stay focused and on track toward your goals. A colleague recently mentioned that she found herself in 9th place out of 10 people in her FitBit walking group. She went home and immediately jumped on her treadmill! Talk about motivation.

Research clearly documents that logging exercise steps, minutes, or mileage as well as what we eat throughout the day are vital steps toward achieving our goals. Whether you want to compete with your-self or others, the applications listed below will help you focus on a healthier 2016.

GVR Receives $75,000 In-surance Payment for North Abrego Pool Failure and OK on Land Use for Parking

CEO Kent Blumenthal announced at the Dec. 17 Special Meeting of the Board of Directors that Lovitt & Touche and Traveler›s Insurance have agreed to pay GVR $75,000 as an accommodation in recovery costs for the failed Abrego North Center pool.

With the payment, there is no obligation of GVR to reestab-lish a business relationship with either fi rm. GVR changed insur-ance brokers after its initial claim for the leaking pool and several

appeals were denied by Lovitt & Touche and Traveler›s Insurance.

Blumenthal also announced at the Special Meeting that Coun-try Club North homeowners association has agreed to issue a quit claim deed for undeveloped land adjacent to Abrego North Center to allow for required additional parking, per Pima County codes.

“I believe I can make a positive contribution toward the goal of main-taining and improving the Green Valley experience for the residents of the community,” Allen said. “My purchasing respon-sibilities required highly developed negotiating skills as well as the ability to work with and under-stand numbers. I believe my mediation experience as well as the experience negotiating and executing high dollar and complex contracts have given me

the insight to see and un-derstand varying sides of an issue and work toward common ground.”

Allen’s activities at GVR include taking Elementary Spanish courses and en-joying GVR’s swimming pools and fi tness centers.

Joe GuntonAn incumbent candi-

Gunton hopes to continue to contribute his leadership training, board and policy governance, fi nancial management and legal ex-perience to benefi t GVR.

“I have had command and management assign-ments while in the U.S.

Army. I [also] served as vice moderator and chairman of the Finance Committee for my local church in Denver. For many years, I conducted seminars and training in Constitutional Law and fi nancial management courses for federal agen-cies,” Gunton said.

Gunton enjoys attend-ing GVR’s live perfor-mances and social and community events, and participates in card games with other members.

Lathrop retired from the U.S. Army in 1994 after 37 years of civilian service.

He was a senior executive in fi nancial management for his last 16 years with the Army, and also was a comptroller and deputy commander for resources, managing a budget ex-ceeding a billion (B) dol-lars annually. He holds a Bachelor of Science degree from the University of Iowa and a Master of Business Administration degree from Syracuse University.

Billy McGuigan Yesterday and Today: The Interactive Beatles Experience7 p.m. Tuesday, February 2

Rock to the music of the Beatles in an all new inter-active concert experience where the audience creates the playlist for the night… every night! There’s no denying that everyone has a Beatles song attached to an event in their life. Through laughter and personal stories, Yester-day and Today: The Interactive Beatles Experience con-nects the audience and performers in a way like no other. Each performance is a unique and remarkable event with the audience requesting the songs each night. The Beatles music is the soundtrack to our lives, and Yester-day and Today gets to the heart of that.

With dead-on musical precision, audiences will be im-mersed in the sights, sounds and memories of the 1960s and their favorite Beatles songs. Voice: If Music Be the Food of Love7 p.m. Thursday, February 18

Voice, the acclaimed British vocal ensemble from Ox-ford, England, formed in 2006. The trio explores reper-toire that is diverse while being complementary. The group performs works by Hildegard of Bingen and other early masters, traditional songs and arrangements from around the world, and contemporary compositions. In 2013, they launched their debut album Musical Harmony, a carefully crafted selection of songs defi ning Voice’s distinctive sound, described as “fresh and really rather beautiful” according to Andrew McGregor of BBC Radio 3 Summer CD Review.

The trio’s latest collaborative project, If Music Be the Food of Love, sees the creation of fi ve new pieces on the theme of love by British composers. This new pro-gram will include songs both new and old to explore the beauty, heartache, and humor of love. The trio focuses the program on the extraordinary role of women in music as composers, performers and muses. The concert includes Shakespearean song (in honor of the 400th anniversary of his death), medieval music, folksong arrangements from the UK and Ireland, and contemporary repertoire including a set of newly commissioned works by British composers, Stevie Wishart, Helen Chadwick, Emily Levy,

Ayanna Witter-Johnson, and Marcus Davidson. Members $24/$20, Guests $27/$23, General Public $32/$28.

Simon and Garfunkel Live in Central Park (Revisited)7 p.m. Tuesday, February 23

Live in Central Park is a celebration of historical, iconic concert events from New York’s Central Park, recreated using bona fi de set-lists. These are not impressions or imper-sonations; but a revisit with the music that made these nights magical. Lee Lessack and Johnny Rodgers recreate Simon and Garfunkel’s legendary concert in Central Park from September 19, 1981. This concert was a collection of Simon and Garfunkel’s best known hits from their long and illustrious careers including “Mrs. Robinson,” “Slip Slidin’ Away,” “Bridge Over Troubled Water” and “The Sound of Silence.” In this unforgettable event, Lessack and Rodgers will per-form the greatest set list from one of the most unforget-table concerts of all times. Members $32/$28, Guests $35/$31, General Public $40/$36.

Tucson Symphony Orchestra Masterworks Mendelssohn’s Reformation James Feddeck, Conductor Thursday, March 3, 2016, 6:30 pm. Preshow Lecture, 7:30 p.m. Performance

This program combines romance, childhood memories from France, and a celebration! Inspired by a romantic attraction, Glinka’s Valse-Fantasie transforms a waltz into an expansive symphonic poem with an incredible range of emotions. Dedicated to his three-year old daughter, Debussy’s signature mellifl uous melodies evoke child-hood memories in the Children’s Corner. Mendelssohn’s Fifth Symphony, Reformation, ends the program on a celebratory note. Members $38/$34, Guests $41/$37, General Public $46/$42.

The Man from U.N.C.L.E.2 pm (Open Captioning) and 7 pm, Fri., Feb. 19

Henry Cavill stars as Napoleon Solo, opposite Armie Hammer as Illya Kuryakin in director Guy Ritchie’s “The Man from U.N.C.L.E.,” a fresh take on the hugely popu-lar 1960s television series. Set against the backdrop of the early 60s, at the height of the Cold War, “The Man from U.N.C.L.E.” centers on CIA agent Solo and KGB agent Kuryakin. Forced to put aside longstanding hostilities, the two team up on a joint mission to stop a mysterious international criminal organization, which is bent on destabilizing the fragile balance of power through the pro-liferation of nuclear weapons and technology. The duo’s only lead is the daughter of a vanished German scientist,

who is the key to infi ltrating the criminal organization, and they must race against time to fi nd him and prevent a worldwide catastrophe. Rated PG-13 for action violence, some suggestive content, and partial nudity. Warner Bros. 116 minutes. 2015. CR# 33560/33561.

GVR Euchre Club

Club Profi le

According to Bicycle Card Company, the game of Euchre is the rea-son why modern card decks were fi rst packaged with jokers. What is Euchre? Euchre is defi nitely a social card game and GVR Euchre Club members always have a fun evening. The club averages more than 60 players during the winter season, although the club plays year round.

For the past 13 years, the club has met Friday evenings at Desert Hills Center. In fact, Club President Max Elliot has been elected president every year since they fi rst became a GVR club in 2002. Annual dues are kept low to just $1 a year, so what’s holding you back from joining?

The club believes in making a difference for others by donating some of their kitty money to the local food bank at least once a year.

New members are encouraged to sign in at 6 pm Fridays, with the games beginning at 6:30 pm. For more information contact Club Pres-ident Max Elliot (520) 393-7918 or Club Treasurer Verna Rogge (520) 393-0381.
