311 Gets Better, Faster and Stronger with new Mobile App Source: City of Denver, Office of the Mayor, Michael B. Hancock

Mayor Michael B. Hancock announced the launch of a new 311 mobile app and online help system, two customer service improvements designed to enhance transparency and open communication between the City and its residents. “In order for city government to work better, faster and stronger we need to apply a 21st Century approach to how we operate,” Mayor Hancock said. “Using these new technologies will provide quick and easy access to city information. The upgrades to the 311 system will boost efficiencies and enhance customer experience.” Available for the iPhone, iPad and iPod Touch, the 311 Mobile App provides citizens a new avenue to access city services while on-the-go. The new mobile app can be used to request assistance from Denver’s 311 Help Center and track the outcome of a request. It offers the convenience of GPS recognition to help identify the location of a complaint, upload photos of a problem, and transmit requests on a wide range of topics. To learn more or to download the app, visit the iTunes App Store at (itunes.apple.com/gb/app/denver-311/id484143327?mt=8). “We’re excited about these new information platforms,” Mike Majors, 311 Contact Center Director, said. “The means to accessing information is ever-evolving. It’s important that we stay on pace with the latest technology to increase efficiencies and better our customer service.” 311 has also developed an upgraded online help system to make it easier for residents to request services, complete transactions and access general information online. Services and information on the upgraded system include: * Recycling and trash pickup schedules * Motor vehicle registration and renewal requirements * Business licensing requirements * Graffiti removal information The new 311 Online Help System can be accessed through your mobile device or Smartphone. Denver has been recognized for excellence in multi-channel contact centers and best practices for the use of Citizen Relationship/Records Management (CRM) systems, 311 services, web portal technology, telephone systems and mobile communications infrastructure.

Storm Water Quality Management - what is it exactly? By Ken Albert, Facilities Supervisor

The Clean Water Act of 1992 improved the standards of water quality throughout the country and helped deal with a rising problem with Urban Development in the United States. Through this important piece of law, developers were mandated, starting in 1993 to start putting in Detention Basins (water quality management infrastructure) throughout their residential and urban development to help with street flooding and water quality management. This infrastructure is put in at the same time that the sewer systems, streets, medians and curbs are all installed (well before any homes are built). As rain and snow storms occur, these ponds offer a mechanism that allows for street storm water to drain into them. This accomplishes two things, first it improves the safety of the streets by preventing street flooding. Second, it allows the water to filter through the water quality vaults that are established in these ponds and helps filter sediment and other items (chemicals pulled from the street and washed off of lawns, walkways and driveways like fertilizers, pesticides, also grass clippings, leaves, etc.) before it gets into the storm sewer system. This filtering method, and the controlled rate of discharge from these ponds allow for cleaner water to enter into our local waterways. Ecologically there are huge benefits as our waterways maintain safer levels of bacteria, sediment, chemicals, etc. After these detention basins are installed by the developer, they are usually deeded over to a local government entity, or if not available, a Homeowners Association for ownership and maintenance. The GVR Metro District owns and maintains eleven ponds throughout our District and has annual, five year and ten year maintenance plans for these ponds to make sure they are functioning correctly to meet standards. The City of Denver is the authority that inspects these annually to make sure they are meeting all needed functional standards. As a homeowner and resident, there are things that you can help with, regarding water quality management: 1. Make sure you only use as much water on your lawn as needed. Manage your sprinkler system to where

there is minimal, if any, excess water draining into the sidewalk and curb. When you fertilize or use pesticides on your lawn, flowers and gardens, make sure very little, if any, is being sprayed onto the impervious services (concrete, asphalt, rocks, etc).

2. Direct downspouts off of your roof and gutter system to drain on your turf and garden areas away from your foundation. Try to avoid having these drain directly into the street if possible.

3. Avoid at all costs putting dirt, sediment, rocks, leaves, grass clippings, etc. into the streets or curb. These items not only decompose and cause bacteria and chemical imbalance issues in the storm water system, they also can block the flow of storm water from reaching our detention basins.

4. If you have any kind of spill on your driveway (oil, engine coolant, household chemicals, etc) or any other residential impervious surface - clean it up thoroughly and immediately after the spill. Help prevent these from being washed into the storm water system.

5. Clean up and dispose of your pet waste properly. To the right is a picture of a small, dry detention basin. There are several different types of basins that can be installed, including ones that rely on wetland vegetation and others that remain as a wet pond (there is one of these by the Recreation Center by Town Center Park). All of the ponds that we have in our part of GVR are dry ponds that are meant to be fully drained of water within 72 hours of any storm event. District Manager’s Message by Andrew Pimental, District Manager

Life’s Miracles As I sit here and write this article, I wait with vigorous anticipation for the arrival of my wife and I’s first child. I’ve lived many years in a world without children, before deciding to have a family. The miracle of life is one that I must admit was a little intimidating for me, but one that will no doubt be permanently registered as one of my all time treasures. Many of us, and I definitely include myself in this mix, go through life in a monotonous fashion, predictable in our ways. We drive the same route to work, have our same cup of coffee each morning, and live our “normal” life. Dare I ask, what is normal in a day and age where people must change to acclimate to the world’s demands? I always thought of myself as an electronic junkie, but over the holidays I was lost in trying to help set up my mother-in-law’s iPad she received as a gift. I got caught not being up to minute with the world’s electronic know-how. So, in my article for the community, in each edition of the 2012 newsletter, I want to do two things: 1. break up the monotony and 2. give to you all the power of knowledge, so those that want to stay up on what is current with the District and community will have it in their hands every two months. The GVR Metro District has been busy over the past couple months planning for 2012. This year we are going to hire, train and manage our own staff to do the turf mowing and care throughout the community. Through a cost analysis, we computed that we could save money doing this over an eight year period, but we would also have much better control on the actual quality and quantity of work performed. The GVR HOA, in cooperation with the District, have looked at 2012 as a year of continuity to retain higher levels of overall covenant compliance throughout neighborhoods within the Master HOA. Improvement was seen in 2011, with many properties cleaned up, but the goal has been raised in 2012 to really start having a positive impact on home values as the housing market hopefully heats back up! Another big item the District will be working on in 2012 is the clean-up of several of the Detention basins (dry ponds) within the area. These are commonly seen as open spaces, however, they serve a much more functional purpose - Storm Water Quality Management. As sediment builds up, along with growth of volunteer plants and trees, we must go in and keep the basins cleared out, especially the concrete trickle channels that often runs in the middle of the larger ponds. Lastly, work around the water quality vaults and the outlets must be done to keep this area completely clear of large vegetation, sediment and other items that could prevent the ponds from draining, filtering and functioning appropriately. All storm water from the streets and curb eventually flow through one of the detention basins in the community. These ponds work to clean the water before it eventually ends up in our local rivers. Keeping these functioning correctly helps maintain ecological standards downstream. Lastly, the standards that we must adhere to come from Colorado and Federal regulations through the Clean Water Act of 1992. See the additional article (page 4) in this months newsletter for more info on detention ponds. Just after this newsletter is finalized and sent out, we should know who the candidates are for the 2012 District Board election. All I can say with this election is that you as the homeowner and resident of the GVR Metropolitan District have the right, the honor, and most importantly the responsibility to elect the four individuals who will serve you, via four year terms, May 2012 through May 2016 on our District Board of Directors. Get to know your candidates for the Board positions, ask them questions about what they will do to represent you and the rest of the community, and make your vote count on May 8! The election this year will be a mail ballot election. The District will continue our youth and senior programs in 2012, so don’t be afraid to sign up your kids for a day camp. Likewise, don’t hesitate to sign up for one of our senior and adult programs to expand your experiences in 2012 as well.

Establishment of a community Master Plan for GVR for Parks, Recreation and related services By Andrew Pimental, District Manager

What do all of the most successful communities have that GVR doesn’t? A Community Master Plan for Parks, Recreation , and related Services. The District Board has utilized immediate feedback from the community via email, phone calls, attendance at meetings, and through surveys completed in 2009 and 2010 to help steer them as they update the District’s Strategic Plan every couple of years. This past year, the Board wanted to take this a step further and have a more inclusive, and Conclusive process for the community to truly find out what the community desires in the area for parks and recreation services and amenities. The District will be working with a consultant in spring 2012 to identify and start the process of creating our very own Master Plan. This process will include surveys, public meetings, and other opportunities to get information from those living in the community. We understand we have people that want every amenity known to man, as well as, those who see very little or no value to having any additional development in the area. This mechanism is meant to gather everyone’s information and then use this process to help guide the 2012 update to the District’s mid and long range goals. Please keep an eye out for further information and participate if at all possible, so we know what everyone really wants in this community of ours.

If you can’t participate in this process for any reason, don’t hesitate to call our office at 303-307-3246 and let us know your desires and concerns for the community and it’s future. The Denver area has very few areas where growth is still projected. Green Valley Ranch and the Far Northeast portion of Denver is one that will continue to see growth for years to come and having this Master Plan will make our efforts that much more effective.

2012 Collaborative Projects in Green Valley Ranch Per past survey results and from comments and desires expressed by community members at public meetings and staff at the GVR Metro District, the following projects are currently being planned, in cooperation and with a collaborative effort with the City and County of Denver. 1. Paving of the North section of the gas line easement that runs

from 42nd Avenue north to 48th Avenue. The southern section of this easement was paved many years ago and through feedback, this is a small trail project that we are going to try and get finalized in 2012.

2. Work to establish several break areas along the Highline Canal trail where benches and trash cans will be installed. We have heard several times that there is not a good place that people can stop and rest when they are using the Highline Canal trail, as well as, there is a lack of trash cans to help keep trash in its proper place.

3. Finally, there have been several community members advocating for a disc golf course to be established in the community. After doing some research with the City of Denver Parks Planning staff, we are narrowing down the best possible location for this possible amenity and hope to have one installed sometime in 2012.

Our association wants your kids to be safe while riding their bikes and scooters in our community, and we recognize that you can’t be there to watch them all the time. Here are four steps that could increase their safety when you’re not around. • Teach kids how to fall. Learning how to ride correctly is only part of what keeps a kid safe. Falls are inevitable, and teaching your children to fall correctly will prevent many serious injuries. Teach them to roll on impact, relax their body, and try to land on their padded and fleshiest parts.

How do we measure success?

One year has passed since the Metro District started providing services to the HOA for covenant enforcement. As we look back over the course of the year, there were many changes made that helped the year be successful. The HOA Board of Directors authorized the purchase of a software system that changed the covenant enforcement process from a labor-intensive, archaic process to a stream-lined one. What used to take days can now be done in hours! We have made changes that not only save time, but natural resources as well. Instead of sending a picture with each violation letter, the pictures can be emailed upon request from the homeowners. When the District started providing services again in 2011, the goal was to provide consistent and fair enforcement. Prior to 2011, there was not consistent enforcement in the community, which helped contribute to the run-down look of many properties. In fact, research conducted in Northern Virginia by a professor and student at George Mason University, indicates that community associations with consistent enforcement can add a 5-6 percent increase in property values over similar homes in nearby non-association communities. Over the course of 2011, the HOA office sent out over 10,000 letters. They were not just violation letters but also included any correspondence that was sent out to homeowners as simple communications. Close to 1,200 letters fall into this category. By comparison, a total of 2,411 violation letters were sent out in 2010. If success could be judged simply by the numbers, then we can say we were successful. But can numbers alone judge success for the HOA in 2011? What else can we use? The quantity of letters is one way to evaluate success, but not the only way. Over the course of the year, the HOA staff had over 5,000 conversations with homeowners, either in person or by phone. The ARC and Hearing Committees enjoyed more homeowner attendance than ever seen in the community. This gave the committees a chance to work with homeowners to address their concerns and help them come to solutions. But most of all, there is the improvement in homes as you drive through the community. Yards that used to be dirt now have grass; yards that were spotty with weeds throughout are now beautiful; and houses that used to have piles of wood and junk on the side have removed them. Homeowners are stepping up and taking pride in their homes and in Green Valley Ranch - their community! After talking with so many of you, we understand that we are not done yet; there are still rough areas that need to be addressed, but we are on the right track!

Letters are sent out from your GVR Homeowners Association all the time. Yes, some of the letters are a violation for your property, but not all. Please do not hesitate to open your mail from us thinking you know what it’s about. It could just be some helpful hints sent to offsite homeowners, recommendations on how to take care of weeds in your yard, reminder of the annual meeting to elect your district delegate, or something else that could benefit you as a homeowner. Violation Letters If it is a First Notice violation letter, there is no need to panic. First off, please read the bold print on your violation letter which is what informs you of what it is that incurred this particular violation. We no longer send the pictures which are taken of your property at the time of the violation, however, with a request by email ([email protected]) or a phone call (303-307-3240) a picture can be sent to you. The next paragraph in this letter simply states the rule from the Green Book, so you know what rule has been broken. In order to cure the violation, everything described here must be in compliance. Also, if you cure this violation, and you incur another violation of this same rule number within a six months time period, you will go straight to Hearing. Hearing letters This leads me to the next letter! If the violation is not corrected within 15 days of the date on the First Notice letter, a call was not made to the HOA office asking for an extension, or if it is a re-occurrence within six months you will receive a Hearing letter and face a possible fine. The first letter does mention you could face a possible fine of $1,000. This is only for those property owners who have had several violations, a lien was put on their home and they still have not complied. The $1,000 fine is the maximum you could face, if you continually ignore the rules. The different specific rule Violation fines range in amounts from $50 to $200 for first time offenders. So please read your mail from the HOA to avoid furthering a First Notice violation letter, any possible fee you would not be aware of if you didn’t open your mail, or for some helpful and beneficial information for you as a homeowner.

3.62 Painting and Staining. ARC approval is required. A. Paint. Color selections must be submitted for consideration for all painting including repainting of existing colors. Samples of each proposed paint color must be submitted for consideration by the ARC. Body, trim and accent colors must be clearly identified on the ARC Improvement Request Form. Submittal of 1st and 2nd choices of color combinations is required. Approval will take into consideration, the "sheen" of paint, the home's architecture, stone or brick accents, roofing color, and color of neighboring properties. Paint must be a flat or low luster finish. Re-painting of existing colors will require ARC approval. B. Stain. Stain that modifies the natural color of the wood must be approved by the ARC. This would include but is not limited to any stain containing a paint additive. Re-staining of existing wood structures will not require ARC approval if stain is identical to previous stain used. Staining of any part of the house body requires stain colors to be submitted. C. Maintenance. Minor touch up of paint, trim, around trim, doorways, shutters, and windows using the previously ARC approved trim paint colors may be done without ARC approval. If you are unsure about the ARC approval of your paint colors you may contact the Association Office for documentation.

There are many houses in GVR that need to be painted! Letters were sent to homes as a heads up last year, and very few violations were actually sent. However, this year, any house that

needs to be painted will be sent a violation. If your house needs to be painted, please submit an ARC form as soon as possible!

If you submit a form first, you will have a year to complete the work. If you submit a form in response to a violation, you will only have 6-months!

For those of you who have wondered about our final 2011 statistics for

violations, I have compiled the data. The full spreadsheet is on our website (www.gvrhoa.com) but I wanted to break it down and make it

a little easier to read.

They key to success…Communication! By Peggy Ripko, HOA Supervisor

As we head into spring, it’s time to start thinking about your landscaping! Once we hit April 1st, we will start sending landscape violations again. Also, we will be sending letters for fences, painting, trees and other items that can be addressed in the warmer months. We understand that many homeowners in GVR are having a hard time financially, which makes it difficult to do some of the improvements that you may need to do, such as painting or new grass. We are happy to work with you through a timeline to complete your improvements, but the key to this is communication!

Remember, the violation policy for the community states that homeowners who receive any violation must either fix the violation or contact the HOA offices within 15 days. Failure to do one of these things will result in the violation being sent to a hearing. Communication is key!!!! If you do not want to go to a hearing, which can result in fines, contact our office with a plan to get the violation corrected!

As we move into summer, the thing I would like to emphasize is COMMUNICATION! The more you communicate with us, the better! If you cannot fix a violation within the allotted 15 days, we will work with you. If you cannot meet an extension deadline, we will work with you! As long as you intend to complete the work and are requesting a reasonable timeline in which to get the work done, we will work with you!

Tips to Discourage Burglars Source: CAI

The association makes every effort to maintain a secure environment in our community, but there is only so much we’re authorized to do. Unfortunately, illegal entries into homes in our area—and others—happen from time to time. Residents can do more to protect themselves and their property than the association can do. Here are a few common-sense suggestions for reducing your chances of being the target of burglary. ~ Install double-cylinder, dead-bolt locks on your outside doors and include a reinforced strike plate to

strengthen the doorframe. ~ Lock all doors and windows no matter how briefly you’ll be out of the house. ~ Install bars or lock pins on sliding doors and windows. These are available at local hardware or discount

stores. Some mechanisms allow you to lock a sliding window or door in a partially-open position so you can enjoy fresh air securely while you’re at home. However, if you go out, close the window and lock it.

~ That old trick of hiding a key somewhere outside your home is a bad idea. Burglars—or anyone who may have seen you hiding the key

- will know where to find it. Instead, give a key to a neighbor or leave one with the association management office. ~ “John, I’ve gone to pick up your sister. I’ll be home at 3:30. - Mom” This note also means, “Burglar, this house will be unoccupied for

45 minutes. Help yourself.” Don’t ever leave notes like this. ~ If you’re going to be out of the house for a short time, leave a television or radio on to create a sense of activity and presence. ~ If you’re going to be away for a longer time, such as a vacation, take a few simple precautions to keep your home from looking empty.

Ask a neighbor to collect your mail and keep the door and porch clear of delivery notices, newspapers and fliers. Pick up several electric timers at the local discount store, and use them to turn lights, a television or radios on and off at various times during the day

and evening. Let your neighbors and the manager know how to reach you in case there’s an emergency. ~ Marking your valuable personal property won’t prevent it from being stolen, but it will help you get it back if it is. Engrave your

driver’s license number on items in a hidden area. Check with the local fire department, police station or library to borrow an engraver. They’re also available at large discount stores and are worth the investment if you have many items to mark. Photographing the item (and the engraved marking, if possible) will make it easier to retrieve your items from the police if they are recovered, and will aid in making an insurance claim if they aren’t.

It doesn’t take much to discourage a burglar. He succeeds on opportunity, and if your home doesn’t offer a good opportunity, he’ll move on to one that does.

continued from the front page, Bike and Scooter Safety Tips • Check equipment. Check bikes and scooters for cracks or dents, sharp metal parts, jutting edges and slippery surfaces. Replace defective equipment, consult a professional for repairs and apply self-adhesive, non-slip material

to slippery surfaces. • Make a rule for your kids - one person to each piece of equipment. They might be less likely to hop on a friend’s

scooter if they know it’s unsafe and that they’ll have to pay for replacing it when it breaks. • Require protective equipment. Scooters, roller blades, bikes and similar equipment cause thousands of injuries - and even some deaths

- every year. Make sure your children are wearing helmets, knee pads and elbow pads, especially if they are just learning. Buy a helmet your kid thinks is cool and you know is safe - it’s worth the extra money if your child is more likely to wear it.
