Biographical / HistoricalDean Gooderham Acheson was born in Middletown, Connecticut, on April 11, 1893, to Edward Campionand Eleanor Gertrude Gooderham Acheson. His father was the Episcopal bishop of Connecticut. Achesongraduated from the Groton School in 1911 and entered Yale University, where he was in the same class

(Y1915) with Archibald MacLeish. Acheson would hold his college ties dear, and in later years he wouldserve as a member of the Yale Corporation and a confidant of President A. Whitney Griswold.
From New Haven, Acheson moved to the challenging intellectual climate of the Harvard Law School. Herehe came under the influence of Felix Frankfurter. He received his law degree in 1918 and then worked fortwo years as a law clerk to Supreme Court Justice Louis D. Brandeis. In 1921, Acheson joined the law firm ofCovington & Burling in Washington, D.C. Acheson would continue to be aliated with the law firm, or itssuccessors Covington, Burling and Rublee, and Covington, Burling, Acheson and Shorb for the remainder ofhis life.
In May 1933, President Franklin D. Roosevelt named Acheson to the post of under secretary of the Treasury.Acheson resigned five months later following a disagreement over Roosvelt's gold-purchasing programand resumed his Washington law practice.
Acheson returned to government service in 1941 as assistant secretary of state for economic policy. In thisposition he helped manage the Lend-Lease program and he was instrumental in the development of severalpostwar institutions such as the International Monetary Fund and the Bretton Woods agreement, whichled to the creation of the International Bank for Reconstruction and Development (World Bank).
From 1945 to 1947, Acheson held the post of under secretary, often functioning as the acting secretaryof state for the absent James Byrnes. Acheson became a trusted advisor to President Truman and in1949, following a short term away from the State Department, President Truman asked Acheson to be hissecretary of state, replacing George C. Marshall. In this post war period, Acheson became the principalarchitect of United States' Cold War foreign policy. He helped to forge an alliance between America andWestern Europe to oppose the Soviet Union and the expansion of Communism.
Acheson feared that the Soviet Union would be able to expand its sphere of influence over the MiddleEast, and in 1947 he orchestrated military and economic aid to the governments of Greece and Turkeyunder what came to be known as the Truman Doctrine. In that same year, he outlined the main points ofthe Marshall Plan for war-ravaged Europe. Forecasting that political and social upheaval might result ifconditions did not improve quickly, Acheson advocated a massive American economic aid package tostabilize and rehabilitate seventeen western and southern European nations.
Acheson also believed that collective defense would be necessary to stop further Soviet advances,and one of his first accomplishments as secretary of state was to facilitate the formation of the NorthAtlantic Treaty Organization (NATO). When Communist North Korea invaded South Korea in June 1950,Acheson immediately labeled this an act of aggression and moved swiftly to secure a United NationsSecurity Council emergency session resolution condemning the North Korean attack. For the first time aninternational organization sanctioned a military response to halt an infringement on another country'ssovereignty, and American troops, under UN authority and General Douglas MacArthur's direction,entered combat in Korea. War on the Korean peninsula would command the attention of Truman and hisadvisors for the duration of the administration.
Acheson was a controversial government ocial and a lighting rod for criticism. During his time inthe State Department, the governments in countries in Eastern Europe and China became Communist.Acheson was accused of being "soft on communism." Republican Senator Joseph R. McCarthy declaredthat the State Department was harboring communists, and Acheson's refusal to testify against Alger Hissbrought calls for his resignation.
After leaving public oce, Acheson continued to voice his opinions on foreign policy through his lecturesand writing. He gamely played the role of elder statesman and would serve as an unocial advisor to theKennedy, Johnson, and Nixon administrations. His book, Present at the Creation,won a Pulitzer Prize.
In 1917, Acheson had married Alice Stanley. They had three children: Jane Stanley (later wife of Dudley B.W. Brown), David Campion (later husband of Patricia Castles), and Mary Campion (later wife of William P.Bundy). Acheson died suddenly from a stroke at the age of seventy-eight on October 12, 1971.

Scope and ContentsThe Dean Acheson Papers are a rich source of information on the policies, thoughts, and accomplishmentsof the secretary of state who guided American foreign policy from 1948 to 1953. The papers, which spanthe period from 1898 to 1989, are especially full for the period after Acheson left public oce in 1953until his death in 1971. Included in the correspondence, speech and lecture files, manuscripts of booksand articles, and memoranda, which compose the papers, are examinations of such major topics of U.S.foreign policy as Korea; NATO; post-war relations with the Soviet Union, Eastern Europe, and Germany;tensions in the Middle East; the war in Vietnam; and the U.S. posture towards Rhodesia and South Africa.Evaluations of the Truman, Kennedy, Johnson, and Nixon administrations figure prominently in the papers,and Acheson's role as a member of the Yale Corporation is thoroughly documented. Major correspondentsinclude personal friends and professional colleagues.
Acheson considered these papers to be his private papers, as opposed to the papers he createdprofessionally as a lawyer and publicly as a civil servant. Acheson's legal files remain with the firm ofCovington & Burling. Many of Acheson's ocial papers are now in the Harry S. Truman PresidentialLibrary in Independence, Missouri. Acheson's son, David C. Acheson, donated these private papers to YaleUniversity between 1981 and 1983.

Collection ContentsSeries I. General Correspondence, 1910-1971GENERAL CORRESPONDENCE is arranged in general letter files, which contain most of the correspondencewith the general public and minimal amounts of very routine correspondence with persons of someprominence; more substantive correspondence is arranged in selected individual files. The files arearranged in alphabetical order with general letter files coming before selected individual files of that letter.Selected files listed with an asterisk (*) contain ten or more items.
The series contains the bulk of Acheson's correspondence with family and associates, as well as manyletters from the general public, and comprises nearly half of the papers. Most of the correspondence datesafter 1933, but for the period when Acheson was secretary of state the series shows a noticeable lack ofmaterial.
The papers contain few letters to or from Acheson family members. There are single items, ca. 1910, ofAcheson's immediate family in folder 1, and there is some correspondence with David Acheson during hismilitary service in World War II. There are copies of the letters to daughter Mary Acheson Bundy, whichwere later printed in Present at the Creation. There are only passing references to Acheson's boyhoodin Middletown, Connecticut, and Acheson's years at Groton, Yale, and Harvard are only briefly notedinreminiscences by classmates.
Many of Acheson's earliest letters are to two men who would become his closest friends: Felix Frankfurter,whom Acheson met at Harvard Law School; and Archibald MacLeish, whom Acheson had met duringhis undergraduate work at Yale. The letters in the files for both Frankfurter and MacLeish trace thedevelopment of their careers along with that of Acheson's.
Other friends with whom Acheson had long term and wide ranging correspondences include WallaceCarroll, Raymond E. Lee, Wilmarth Lewis, Ranald MacDonald, Edward G. Miller, Jr., Jacob Podolo, GeorgeRublee, Boylston A. Tompkins, Melvin Truesdale, Joseph Walker, James Warburg, and Frederick Wiener.Lee, a Yale classmate, writes from the C. C. C. Camp in Vermont, where he was an administrator, and fromthe American embassy in London, where he served as a military attaché just prior to the outbreak ofWorld War II. George Rublee, one of Acheson's legal associates, was from 1928-1930 a legal advisor withDwight Morrow in Mexico. His letters analyze the contemporary Mexican political situation. In the late1930s Rublee went to Europe as the director of the International Governmental Committee on Refugeesfrom Germany and Austria, and his letters at the time discuss attempts to enlist the support of Germanmoderates such as Hjalmar Schacht to help prevent the extermination of Jews.
Though there is correspondence dating from Acheson's years as a government ocial, most of it is routineand/or incomplete. Acheson's outgoing letters during the period consist primarily of form replies to lettersof congratulation, encouragement, and commiseration. Incoming letters from the important figures of thepost-war era, such as George Kennan, Dean Rusk, Robert Schuman, and Harry Truman contain very littleinformation regarding policy decisions.
Of particular interest to Acheson after his retirement were the continuing problems over Germany,German rearmament, and reunification. John McCloy is a prime correspondent on this subject as isEugene Rostow. In 1958 Acheson issued a reply, through the American Council on Germany, Inc., to GeorgeKennan's plea for the neutralization of Germany. The files for Christopher Emmet, executive vice chairmanof the American Council on Germany, are a useful source on the Kennan statement and on other topicsconcerning Germany.
U.S. relations with European and Soviet block countries, U.S. defense policies, and nuclear weapons aretopics raised in correspondence with George V. Allen, Noel Annan, Lucius Battle, Stewart Alsop, JohnKenneth Galbraith, Hubert Humphrey, J. William Fulbright, Hans Morgenthau, and W. Stewart Symington.Belgian banker Camille Gutt discusses the situation in the Congo, and interesting letters addressed toBarbara Evans in 1962 record Acheson's trip to Cambodia and meetings with Prince Sihanouk.

Acheson had many personal friends in Europe and elsewhere with whom he maintained long, fullcorrespondence. The correspondence with Anthony Eden begins in 1952 and continues for twenty years,covering a wide range of topics. Desmond Donnelly and Sir Patrick Devlin wrote on the European EconomicCommunity and relations with DeGaulle and Germany. For correspondences of similar tone and scope seethe files for Sir Howard Beale, Lady Pamela Berry, Sir William Elliot, Sir Frederick Leith-Ross, Lady VioletBonham Carter,RobertMenzies, Lester Pearson, Robert Campos, Pedro Pereiro, Lord Frank Stowe-Hill,Thomas Stone, and Sir John Wheeler-Bennett.
Two other of Acheson's most frequent correspondents were John Cowles and J. H. P. Gould. Theircorrespondence, like that of MacLeish, contains the same forthright exchange of ideas on current U.S.policies, including discussions of John Foster Dulles' leadership, Nikita Khruschev, national defense, theuse of missiles, the 1968 U.S. election, the Nixon administration, the Middle East, Vietnam, Rhodesia, andRussian technological growth.
Acheson served as an unocial foreign policy advisor to the Kennedy, Johnson, and Nixon administrations,and the correspondence contains exchanges with each president and with members of their cabinets andstas. In the 1958 exchanges with Johnson, Acheson discussed Democratic Party strategy and the relativeimportance of issues such as civil rights, school integration, and voting. Acheson's opinion of Richard M. Nixon, the Nixon administration, the invasion of Cambodia, and the Nixonadministration China policy are included in exchanges with Lincoln MacVeagh, Frank Stowe-Hill, and SirRoy Welensky, among others. Further views on the Vietnam War can be found in the correspondence withBarbara Tuchman. With Charles Tyroler II, and Paul Douglas, Acheson exchanged views on the formationof the Citizens' Committee for Peace and Freedom in Vietnam. Acheson's views on Vietnam and the Nixonadministration brought him praise from a former virulent critic, William Loeb. There are many lettersbetween the two towards the end of Acheson's life. Acheson had known Henry Kissinger before his riseto prominence in the Nixon administration, and the early Kissinger letters contain more substantivediscussions of issues than those after 1969.
During the last three years of his life Acheson was preoccupied with questions concerning U.S. relationswith Rhodesia and South Africa. He began corresponding with Sir Roy Welensky, and former presidentof Rhodesia UDI. Welensky wrote seeking Acheson's help and influence with American politicians toalter British and American policies towards Rhodesia. The two exchanged ideas about Wilson's policyin Rhodesia, race relations, and Rhodesian constitutional talks. With Charles Burton Marshall, Achesontestified before the Digg Committee on Rhodesia and South Africa. In correspondence with Philip Jessup,Acheson also discusses the Rhodesian situation and the outlook at the United Nations. Acheson alsohas some interesting exchanges with Frank Gregory, a young relative from South Africa who vistited theUnited States as an American Field Service exchange student. For other substantive correspondence onRhodesia and South Africa see the files for Lord Graham, H. L. T. Tasswell, Kenneth Tousey, Ted Xanathy,Denis Black, and Ernest Lefever.
Throughout his life Acheson armed his aection and dedication to Yale University, and for twenty years,including his years as secretary of state, he served on the Yale Corporation and was actively involved inthe decisions the corporation made. The correspondence with the university's provosts, treasurers andsecretaries document Acheson's early work on the Educational Policy Committee, the Budget Committee,and the Library and Museum Committee. In the 1940s Acheson was involved with Yale Law School aairs.In correspondence with Ashabel Gulliver, Charles E. Clark, Eugene Rostow, Harry Shulman, Willard Hurst,and Abe Feller he discusses the recruiting of faculty, the hiring of a new dean, the rivalry with the HarvardLaw School, and the university's policy toward the law school.
A. Whitney Griswold, who was chosen to succeed Charles Seymour as president of Yale in 1950, was tobecome one of Acheson's warmest friends, and the Griswold letters testify to Acheson's involvement in agreat many important policy decisions during the 1950s, from major fund raising campaignsto outlawingjunior fraternities.
