This guide contains information and instructions regarding the following emergency situations:

Rocket and missile attacks carrying conventional warheads •(missiles carrying explosives only).

Rocket and missile attacks carrying chemical warheads (non-conventional missiles).•Earthquakes.•

EMERGENCY PREPAREDNESS – AN INTRODUCTION

Protective kits are being redistributed to you now. Although these protective kits

are an important element in improving your preparedness to cope with emergency

situations, you should remember that optimal emergency preparedness also requires

advance preparation in other areas. This GUIDE TO EMERGENCY PREPAREDNESS

provides information and instructions on how to protect yourself and your family in

various types of emergency situation. Past experience in the State of Israel, and in

the world in general, has shown that dangerous and emergency situations are likely

to occur without warning, but that those who were prepared in advance, knew how

to cope and thus were able to act appropriately, saving themselves and their family

members.

and mutual involvement are the key factors that enable us to remain steadfast

The Home Front Command possesses modern

warning systems that issue different warning times

during an emergency to all areas of the State of

Israel (as detailed in the map). “Warning time” is

the amount of time you have to enter a secure

space from the moment the missile is fired until it

lands. The alarm will be activated via a system of

sirens in areas that are at risk of being affected by

the missiles or rockets. The warning will also be

transmitted via radio and television. In addition to

the warning, the Home Front Command will give

instructions through the media.

Choose your secure space based on the amount of time you have to get there from the time the alarm is sounded, in the following order of priority (from most preferred to least preferred option):

A reinforced secure room in a house/apartment (mamad) or reinforced secure •room on the same floor in an apartment building (mamak) are the preferred options.Bomb shelter•

Bomb shelter in a multi-dwelling building• - A shelter inside a building that can be reached through an interior stairwell without concern for the warning time limit, since the surrounding stairwell walls provide protection.Public bomb shelter• - A shelter that can be reached within the warning time limit, according to the map of regions by warning time.

If you do not have a reinforced secure space in your home, on your floor, or quick access to a bomb shelter:

If you are on the top floor of a building that does not have an internal bomb •shelter, go down one flight of stairs and remain in the stairwell.If you are not on the top floor, select an internal secure space in which there •are few external walls, windows, or openings/doorways.

Do not choose a kitchen, bathroom or shower because of the risk that porcelain, ceramic, mirrors, and glass will shatter as a result of shockwaves from the blast.

HOW SHOULD YOU CHOOSE A SECURE SPACE?

RESIDENTS OF THE SOUTH:Residents of communities that directly border Gaza and have a 15 or 30 second warning time should choose a secure space in the part of the house that is furthest from the source of the attack (the Gaza Strip

PREPARING THE SECURE SPACE – RECOMMENDED EQUIPMENT

AFTER CHOOSING THE SECURE SPACE BASED ON THE AMOUNT OF TIME YOU HAVE TO GET THERE, STORE THE FOLLOWING EQUIPMENT THERE:

1 Television, radio and batteries, telephone, and a computer that is connected to the internet so that you can continue to receive updates.

2 4 liters of water per person per day. A 3-day supply is recommended.

3 Food in closed packages, such as canned goods or snacks.

4 Emergency lighting or flashlight and batteries.

5 A first-aid kit.

6 A fire extinguisher.

7 List of emergency phone numbers for organizations, family members, and neighbors.

8 Things to help the time pass more pleasantly and make your stay in the secure space easier, such as games, newspapers, and books.

9 Copies of important documents, medical documents, prescriptions of medications that are used on a regular basis, identifying documents, personal documents, and financial documents. (Keep a backup copy of these documents in an additional location outside the home.)

10 A personal bag of supplies in case evacuation is necessary, containing all vital supplies in the event that you are evacuated from your house for several days (for example: medications, cash, a tent, matches, candles, a multipurpose knife, special equipment for babies, equipment for people with special needs, etc.).

11 Sealing equipment: Nylon polyethylene sheeting, at least 100-micron-thick; and an adequate supply of wide, clear sticky tape at least 30-micron-thick and 50 mm wide to seal the room’s windows, doors, and other openings.

You should carry out ongoing maintenance operations on the secure space in your home and on the bomb shelter according to the instructions that are publicized on the Home Front Command’s website : www.oref.org.il.

IN THE EVENT OF A NON-CONVENTIONAL THREAT, THE HOME FRONT COMMAND WILL UPDATE THE PUBLIC WITH APPROPRIATE INSTRUCTIONS ON HOW TO SEAL THE ROOM AND USE THE PROTECTIVE KITS. WHEN THE ALARM OR EXPLOSION IS HEARD, ACT ACCORDING TO THE FOLLOWING INSTRUCTIONS:

PROTECTING YOURSELF DURING A CHEMICAL (NON-CONVENTIONAL) MISSILE ATTACK

If you are in a building:

Go immediately to the sealed room, finish sealing the room, and put on the

protective kit.

If you are outdoors:

Enter nearby buildings immediately and put on the protective kit. If there are no

nearby buildings, or if you are in an open area, put on the protective kit, lie on the

ground, and protect your head with your hands.

If you are in a vehicle:

Stop on the side of the road and turn off the engine. Close the windows, doors,

and vents, and put on the protective kit.

You may leave the sealed room only after receiving explicit instructions from the

Home Front Command via the media.

PROTECTING YOURSELF DURING A CONVENTIONAL MISSILE ATTACK

WHEN YOU HEAR THE ALARM OR AN EXPLOSION, ENTER THE SECURE SPACE WITHIN YOUR ALLOTTED TIME.Pay attention to these instructions to protect yourself when you hear the alarm:

If you are in a building – Enter the secure space you have selected in advance, within the time allotted for the region, and close all doors and windows.

If you are outside – Enter a nearby building within the time allotted for the region. If you are not near a building, lie down on the ground and protect your head with your hands.

If you are in a car/vehicle – Stop on the side of the road. Leave the car and enter a nearby building or shelter. If it is impossible to reach a building or shelter within the allotted time for the region, leave the vehicle, lie on the ground, and protect your head with your hands. If you cannot leave the vehicle, stop on the side of the road and wait for 10 minutes.

Listen to the media for instructions.

Wait 10 minutes, and only then leave the secure space, unless the Home Front Command instructs otherwise through the media.

It is important to stay away from unidentified objects, rockets, or missiles that are on the ground. Ensure that curious onlookers keep their distance, and inform the police.

HOW TO PREPARE BEFORE AN EARTHQUAKE: Resistance of the building - The best way to prevent loss of life and property damage during an earthquake is to make sure that your residence is earthquake-resistant. It is recommended that an appropriately-trained structural engineer check whether your home meets the requirements of the Israeli Standard for Structures’ Resistance to Earthquakes (Israeli Standard 413). Buildings constructed before 1980 are apparently not resistant according to the requirements of this standard, and therefore it is advisable to reinforce them. You can be assisted by the National Outline Plan for the Reinforcement of Buildings from Earthquakes (Tama 38). Additional information about Tama 38 is available on the internet website www.moin.gov.il/tama38.

Preparation of the home - Many earthquake-related injuries are caused by the collapse of shelves and heavy objects, glass fragments, as well as fires and gas leaks. Therefore it pays to stabilize shelves, televisions, gas containers, air conditioners and compressors today, and to reinforce their connections to the wall.

WHAT TO DO DURING AN EARTHQUAKE

Inside a building• - If you are in a building when an earthquake starts, quickly move to a secure place according to the following order of preference (from most preferred to least preferred options):

Open space • - If you can immediately leave the building (within a few seconds), go outside to an open space (this option primarily applies if you are in a house that is attached to the ground or in a ground-floor apartment).Reinforced security room (mamad) or stairwell • - If you cannot immediately leave the building (within a few seconds), quickly enter a reinforced secure space (mamad) in your home. If you do not have a mamad in your home, go to the stairwell and remain there until the earthquake is over.Under a heavy table or in an internal corner of the room • - If you cannot immediately/quickly go outside to a reinforced secure space (mamad) or to a stairwell, take shelter under a heavy table or in an internal corner of the room

When the earthquake is over, go outside to an open area. (This is especially •important if you live in a multi-story building.)

Choose a secure place at home and at work now, based on these instructions, and

decide upon a location outside where you will meet the members of your family.

Destructive earthquakes have occurred in our region in the past, and according to

experts, these earthquakes will also occur in the future. It is impossible to predict

in advance when an earthquake will take place. It is equally likely for one to occur

tomorrow, in another month, or several years from now, but there is no doubt that a

strong earthquake will occur in Israel at some point, and we need to be prepared for it.

HOW DO WE KNOW THAT AN EARTHQUAKE IS TAKING PLACE?When there is an earthquake, we feel the floor shake, the windows rattle in their

frames, objects and furniture move in a strange manner, light fixtures on the ceiling

sway, and the shaking makes stability and movement difficult.

ADDITIONAL INSTRUCTIONS THAT APPLY INSIDE ALL TYPES OF BUILDINGS:

(After you have reached a securֿe place according to the above instructions.)

Stay away from external walls, windows and shelves.•If you use a wheelchair, lock the wheels and protect your head.•Do not use an elevator during and after an earthquake, as you are likely to be •trapped inside.

If you are outdoors - If the earthquake occurs while you are outside a building, remain

in the open area and go as far away as possible from buildings.

If you are in a vehicle - If the earthquake occurs while you are traveling, immediately

stop and wait inside the vehicle until the earthquake stops. Do not stop on or under

a bridge, or near buildings.

If you are at the beach - If you are at the beach during an earthquake, leave the beach

immediately and go as far away from it as possible in case a tsunami occurs and floods

the beach.

WHAT TO DO AFTER AN EARTHQUAKE:

When you are in a building, do not light a fire. Do not turn on any type of electric switch •Do not use a cellphone, as it could cause an explosion if there is a nearby gas leak.

Leave the building and stay in an open area far away from buildings.•Before leaving the building, disconnect the cooking gas tap and turn off your •home’s main electric switch (make sure that family members know the location of these

switches).

Do not enter buildings that have been damaged without the authorization of a structural •engineer (unless it is for rescue purposes).

People trapped in rubble - If people are trapped in rubble close to your location,

exercise discretion and use household items such as an auto tire jack or an iron rod to lift

up heavy objects. Offer first aid as much as possible.

Aftershocks - Be prepared for additional tremors (aftershocks). These tremors appear

minutes, days, or months after the earthquake and are likely to collapse buildings that

were weakened by the first earthquake.

The ability to cope well in emergency situations depends on advanced preparation and readiness. Preparation among family members is a key component in an emergency.The first step is to prepare a family emergency plan.Start preparing your family’s emergency plan by clarifying potential dangers and identifying dangerous areas at home, at school, and in the workplace. Your completed preparations will include an operating plan that involves the distribution of tasks among family members, acquisition of vital equipment, and family discussion.Assembling a family emergency plan yields positive results:

Increased sense of being able to cope with and be in control during an emergency •situation.Recognizing the threat and understanding its significance.•Distributing tasks improves the family’s ability to function during an emergency.•More effective real-time decision-making due to advance preparations.•Decreased denial as the threatening situation comes closer. •

PREPARING AN EMERGENCY PLAN FOR YOUR FAMILY

Make sure that all family members, including children, know the self-protection 1.1instructions in the various emergency situations, as well as how to act and where to enter or leave, even when they are not home or when they are by themselves. Speak with the members of your family about preparedness for various threats.Clarify how much warning time you have according to the regional map of warning 1.2times. See page 7.Include your children and family members when choosing the secure space that 1.3you will enter when there is an alarm, and explain the logic behind the choice (why this is the best secure space in the house and why it is important to enter it in an emergency).Involve neighbors in the preparations if your secure space is a shared bomb shelter 1.4or a shared reinforced secure room.Define the distribution of tasks among family members and plan your preparedness 1.5according to your family’s unique needs and characteristics.

This information is intended for people with special needs, and its purpose is to help people with disabilities and their family members, caretakers, friends, neighbors, acquaintances, and professionals to prepare appropriately and to conduct themselves according to the principles that are necessary in various types of emergency situations.

Preparing the secure spacePrepare the secure space and its accessibility in advance, in a manner that will suit the needs and abilities of the disabled person. Make sure that all instruments and vital objects used by the disabled person and other people who are with him (such as: television, telephone, fax, computer, tape recorder and cassette tapes, eyeglasses, contact lenses, means of mobility, medications, guide stick, etc.) will be within reach, and have a supply of additional batteries on hand. It is advisable to organize a permanent place to sleep in the secure space that is adapted for the disabled person.

Extremely important! Check how much time the disabled person requires in order to reach the secure space. If he requires more than the allotted time in his region, locate a closer secure space for him.

TO THOSE WHO SUFFER FROM MEDICAL PROBLEMSMake sure to have medical documents signed in advance by your physicians that indicate: your state of health, a list of medications and required dosages, a list of routine tests/examinations, and any additional prescriptions.Make sure you have a list of medications that you are not permitted to use, and that you have an adequate supply of medications for the entire period of the emergency.If you are housebound, ensure in advance that your name is on the list of the health and social services agencies and the Kupot Cholim (health insurance funds).

EMERGENCY PREPAREDNESS FOR PEOPLE WITH SPECIAL NEEDS

See the instructions on pages 17-19 if you have a family member with disabilities.1.6Equip yourself with items that will help you to cope better. See details on page 9.1.7Prepare a list of Israel Police, Magen David Adom, Israel Fire and Rescue 1.8Services, and Home Front Command phone numbers. Write down your work telephone and cellphone numbers so that your children and other family members will know how to contact you in times of need.Discuss emergency preparedness with family members. The parent should lead 1.9the discussion, but it is also very important to include the children into the family discussion.

It is advisable to prepare for the discussion in advance:Think of the topics you will discuss.•Set aside a suitable time and comfortable place for everyone for the discussion.•Speak about protecting oneself in the various types of emergency situations.•Make note of the fact that during the Second Lebanon War and during the rocket •attacks on towns that border the Gaza Strip, citizens’ lives were saved because they obeyed these instructions. Allow your children to speak about their feelings.•Show your children the educational films for children on the Home Front •Command’s website, www.oref.org.il.

A family emergency plan can make all family members, including children, take an active role in the family’s preparedness regarding an emergency situation. The more we give family members clear tasks and have them practice performing them, the better they will function and cope in an emergency situation. It is important to speak with neighbors about these situations and to establish ways of working and mutual cooperation and assistance in an emergency.

THE HEARING-IMPAIREDHearing-impaired people are eligible for the special beeper that recieves emergency •warnings and instructions.People aged 12 and older who have a hearing deficit of at least 50 decibels are •eligible for the special beeper. More details are available from the Office of Social Services. It is desirable to have an interpreter/communications person who will be with you in the secure space.Equip the secure space that you chose with the particular accessories that you •require, such as: hearing aids and their cleaning accessories, additional batteries, a television receiver with an amplification system (if you have one), and a supply for the amplification system, fax machine, paper and additional ink cartridges, cell phone which can send and receive SMS messages, a recharger, beeper and batteries. a computer which is connected to the internet (if you are accustomed to using it), a multiple electric outlet, writing implements and a small notebook, an identifying tag on which important messages are written (for example: “I only read lips”) and warning systems that you have (for example: a baby cry detector, telephone ring warning, fax, alarm, amplifier or flashing light signifying a knock at the door or ringing doorbell, distress call button, and a whistle or bell to summon help).

THE BLIND AND VISUALLY IMPAIREDThe protected area and the approach to it should be organized in advance for maximum access and ease. All objects that are likely to impede movement should be moved out of the way.

PEOPLE WHO ARE GUIDED BY SEEING-EYE DOGSEvery blind person is required to have in his possession a personal identification •card that includes: his first and last name, teudat zehut (identity card) number, Kupat Cholim and attending physician, name of his close caretaker, a list of medications which he uses, blood type, special needs, allergies, medical issues, and family members’ and relatives’ phone numbers.The dog’s necessary equipment should be prepared in the room that has been •selected as a secure space. An emergency kit for the dog which will last at least 7 days should be prepared. It is desirable to also include in the kit a preferred toy, a leash and muzzle, a folding bowl for food and water and other equipment An updated copy of the dog’s immunization booklet and a valid permit should also be attached. A picture of the dog should also be kept.

PEOPLE WITH LIMITED MOBILITYOrganize the secure space and the approach to it in advance, for maximum •accessibility and ease. Move all objects that are likely to obstruct movement. If you use a wheelchair or motorized cart, make sure you have additional batteries available.Be prepared for the possibility of a punctured wheel. Prepare a kit to repair •punctures and fill them with air as necessary, or as an alternative, prepare additional inner tubes and a pump.Be equipped with a pair of heavy gloves if you need to rotate the wheels on •defective paths.Store the emergency bag in a package that can be attached to the wheelchair, •walker, motorized cart, etc.

THE PSYCHOLOGICALLY IMPAIREDCommunity clinics and rehab units are prepared to respond in times of emergency.Consult with the regular caregiver or provider regarding questions.Equip yourself with a sufficient stock of medications for the entire period of emergency, with prescriptions and with documents that detail the nature of your treatment.

INTELLECTUALLY AND/OR DEVELOPMENTALLY IMPAIRED AND AUTISTIC INDIVIDUALSIt is desirable to have the impaired person practice the actions that are necessary to enter and stay in the secure space as well as the conduct that will be required in a time of emergency.It is important for the caretaker to prepare an emergency plan that takes into account the essence of the impairment and the needs of the disabled person in the event of an alarm and an extended stay in the secure space.Required medications, aids, and personal equipment should be prepared in advance. Prepare changes of clothing, personal hygienic products, etc.It is important to create a calm atmosphere in the secure space and to keep the person occupied with enjoyable, calming activities.

ADDITIONAL RECOMMENDATIONSContact the relevant organization, the professional framework with which you are connected, or the municipal telephone center to make sure in advance that there will be someone to assist you if necessary.Equip yourself in advance with telephone and fax numbers, e-mail addresses and community contacts.

The protective kit is personalized and adapted to each resident according to his/her age, facial structure and health condition.

IN CASE OF LOSS OR DAMAGE:Beginning with the current distribution (2010) of protective kits, you will responsible for paying for a replacement kit if you damage or lose your kit. The set price that you will have to pay is the Ministry of Defense’s* cost, as outlined below:

* The charges will be updated every year on February 1 according to the rate of the new Consumer Price Index, as opposed to the baseline index. The new index is the last publicized index before the update. EMERGENCY PREPAREDNESS FOR THE ELDERLYThe elderly require assistance that takes into account the type of threat and their unique needs. Most are experienced and are capable of helping themselves and those who live in their vicinity. Some elderly, independent people are capable of doing more, while others’ ability to function and understand the situation is limited. Follow the principles stated below when considering the abilities and limitations of the elderly.

GENERAL PRINCIPLES OF ASSISTING THE ELDERLY:The elderly person should do as much on his own as possible so that he will have •a sense of control over the situation. Explain to him beforehand what he should do, so that he will do those things on his own as much as possible, and have him assist other elderly people who are less capable.It is advisable to use simple examples when explaining the situation to the elderly, •and to focus on clear, simple ways of action.As you get organized, keep in mind the particular needs of the elderly person, such •as: medications, an extra pair of glasses, batteries for accessory instruments, etc.Incorporate your response to the elderly person’s needs as part of your family •emergency plan. (For example, contacting him and updating him on the situation to make sure that he is taking the proper measures to protect himself, finding out how he is, etc.)Prepare a personal emergency card for each elderly person which he will wear •during an emergency. The card should include: his first and last name, teudat zehut (identity card) number, Kupat Cholim (health insurance fund) information and attending physician, name of his close caretaker, a list of medications, blood type, special needs, allergies, medical issues, and telephone numbers of family members and relatives.Instruct the elderly person on what to do and how to protect himself in the event •of an alarm and an extended stay in a protected area.

Do not open the protective kit unless the Home Front Command explicitly •instructs you to do so.Keep the kit in a cool, dry, shady place.•Store it far away from the reach of children.•Store it out of the reach of animals.•
