In the past twenty years, an increasing number of universities in non-Anglophone countries have opted to offer courses in English with a view to broadening their international appeal and attracting students and researchers from a different range of backgrounds to their campuses.

This is the first time that a survey of courses detailing modules or full courses in the medium of English in Brazil is published. The purpose of the British Council, in partnership with FAUBAI undertaking the survey, is to twofold: to act as a practical guide for UK students or universities who wish to study at or forge links with suitable institutions in Brazil; and to encourage further internationalisation of Brazil’s tertiary education sector.

In an increasingly globalised world, the ability of the higher education sector to be able to operate at an international level is becoming increasingly critical to a country’s economic success. Globally, more than 4.5 million students or researchers opt to study overseas1. This flow of international students broadens mutual understanding, increases the world’s reservoir of knowledge, and helps build lasting ties between countries.

Brazil’s relative isolation has meant that it is less far ahead in this process than other major countries. But initiatives such as Science without Borders and the UK’s Newton Fund have helped to shift the landscape. The UK too has been slow to capitalise on opportunities for undergraduates and graduates to study in Brazil, largely due to the small number of Portuguese speaking students. But the fact that we have been able to identify 695 courses taught in the medium of English indicates more and more Brazilian universities are keen to offer their expertise to a wider range of students, and we hope that this guide gives further impetus to the internationalisation process. Student mobility is one of the main movers of the internationalisation process

of higher education. The quality of destination institutions, their available infrastructure to receive international students, and the investment to be made by interested students, are factors that define whether the institution will or will not attract a great number of international students. The importance of courses and subjects offered in English, in case of Higher Education Institutions of countries whose communication language is not English, must also be highlighted.

In this scenario, Brazil’s Higher Education Institutions have great advantages,

as the country has many institutions of excellent quality, most of them ready to offer exchange opportunities to international students with no enrolment or tuition fees. The great challenge is still the obstacle with the teaching language. In order to overcome such difficulty, several Brazilian HEIs are directing their human and financial resources to the development of their English language courses and subjects, so that they may be considered as prestigious destinations in the universe of international education.

The release of the first ‘Brazilian Higher Education Courses in English’, a joint initiative of the British Council and the Brazilian Association for International Education - FAUBAI, comes as a catalyst of such efforts, providing information about the courses offered in English by the Brazilian HEIs. International students will be able to consult the possibilities of having excellent academic experiences in Brazil through a standard learning format. Moreover, with the arrival of international students, local students will benefit from the internationalisation process, which is being developed by the Brazilian HEIs at their own home country.

We rest assured that the information contained in this Guide will be able to stimulate more HEIs to develop courses and subjects in English, increasing the possibilities of attracting international students to Brazil, and contributing with the Brazilian Higher Education internationalization process.

Brazil and the Higher Education Institutions

About Brazil

Brazil is the largest country in South America and it shares borders with

every country on the continent except for Ecuador and Chile. It is the fifth largest

country in the world and it is similar in size to the continental United States.

Divided into 26 states and one federal district, its geography varies significantly

per region. The population is of around 199 million people. A disproportionate

percentage of the population lives in the Southeast region, out of which 87

percent in urban areas. Brazil has a fast-growing economy. Key market systems

include agriculture, mining, manufacturing, and the service sectors.

Brazil is Latin America’s main market, representing almost 50% of the

territory and 37% of the overall economy. Brazil’s participation in the region’s

economy is expected to maintain its pace or to reduce its share by 1-2%, mainly

due to Mexican and Colombian rise for the period. Even with the Nominal GDP

participation volume reduction in the continent, Brazil will continue to have a

strong status regarding the inflow of foreign capital and market significance inside

the region2.

Higher Education in Brazil

According to Brazilian legislation, school education encompasses two levels:

basic education, comprising of early childhood education, primary education and

secondary education, and higher education.

completed, while technology courses offer highly specialized professional degrees

and take between two to three years. Five-year degrees are awarded in the so-

called professional careers such as architecture, engineering, veterinary medicine,

dentistry, and law. The undergraduate degree in medicine requires six years of

full-time post-secondary studies, plus several years to specialize in a given field.

For those wishing to be enrolled in full programmes in Brazil, students must

pass a competitive entrance examination (known as Vestibular) for their specific

course. The number of candidates per available openings in the freshman class is

likely to be high in the most competitive courses at the top public universities.

Brazil’s school year starts in February / March, with a break in July and continues

until December. Summer vacation goes from mid-December to early February.

Today, Brazil has one of the most impressive graduate educational levels

among developing countries. Graduate master’s degrees are awarded following

the completion of a two-year programme, plus the submission of a Master’s

dissertation. Doctoral degrees require four years of full-time studies and the

submission of an extensive doctoral thesis.

The Brazilian university system reflects world standards and some of Brazil's

universities appear among the 200 best in the world3. With Brazil’s push towards

improving educational standards and its recent moves towards attracting

international students, it is becoming easier for international students to apply to

study in Brazil.

Internationalisation and Brazilians HEIs

Internationalisation of higher education is a subject that is gaining increasing

relevance both for public and private Brazilian HEIs. Internationalisation has been

used as an instrument that makes a difference in the outlook for teaching, as well as

for research.

To encourage the internationalisation of Brazilian HEIs, many initiatives are

aimed at raising the intensity of student and/or faculty mobility in Brazil. Brazilian

federal research agencies have a long-track record of supporting international

research partnerships. Bilateral agreements with various countries in Europe,

North America as well as Latin America have existed for decades.

To develop the “British Council – FAUBAI Guide to Brazilian Higher

Education Courses in English”, a survey of all courses and activities offered in

English Language at Brazilian HEI’s has been carried out. A questionnaire was

prepared and sent by e-mail to international offices or institutional sections

related to international activities from public and private HEI’s, according to a

specially organized database.

Guide to Brazilian Higher Education Courses in English

This guide presents the results of a survey answered by Higher Education

Institutions (HEIs) from Brazil that offer courses in English for international

students. During the first phase of the research, the questionnaire was sent by e-

mail to international offices of 270 HEI’s, which comprises about 12% of all HEI’s in

Brazil4. The database was built by combining the individual databases of FAUBAI

(Brazilian Association for International Education), ABRUEM (Brazilian Association

of Rectors of State and Municipal Universities); ANDIFES (National Association of

Directors of Federal Institutions of Higher Education); ABIPE, (Brazilian Association

of Professional and Student Exchange); and CRUB (Council of Rectors of Brazilian

Universities). Thus, this guide covers the country’s most important public and

private HEI’s.

In Phase I, HEIs were asked basic information about the institutions (e.g.

number of domestic and international students, number of graduate and

undergraduate programmes, international students support, contact details, etc.)

and whether or not they offered programmes/courses in English. In this Phase,

33% of HEI’s responded to the survey. In a second phase, HEIs that stated offering

courses in English were contacted by e-mail and telephone and asked to provide

more detailed information about their programmes.

The guide was then developed based on 45 Brazilian HEIs, from four

different Brazilian regions, and present detailed information on 671 courses

offered in English.

UNIFEI is a technological and entrepreneurial university with a centenary

tradition in teaching Sciences, Engineering and Technology. It was the tenth

founded university in Brazil, and in 2002, it was placed among the top ten Brazilian

Universities by two different rankings. UNIFEI has two campuses: one in Itajubá,

south of Minas Gerais, located 270 km from São Paulo and 320 km from Rio de

Janeiro; and another campus in Itabira, 544 km away from Itajubá and 105 km

from Minas Gerais’ state capital, Belo Horizonte. Currently, there are 6,920

students enrolled in 35 undergraduate courses, plus 2,000 students in 28

graduate courses. UNIFEI has been working on offering as many classes in English
