Center activities and transportation are available for seniors55 years of age and older. Hot home delivered meals are available for eligiblePaulding County residents who are homebound. Meal reservations for the diningcenter are appreciated by 9 a.m. on day of service. Lunch is served from 11:30a.m.-noon, Monday through Friday. Transportation is provided to and from thecenter as well as for medical, educational and service appointments. The centeralso offers health and educational programs such as exercise, line dancing, taxassistance, Medicare D assistance and screenings. Other activities are cardgames, bingo, movies, crafts, and holiday celebrations. Special events areplanned for holidays and birthday celebrations. A Cancer Share and Care groupmeets the last Wednesday of each month at the center at 12:15 p.m. The MemoryCaregiver Resource Group meets on the third Monday of each month at 1 p.m.Funding for the senior center is awarded through the Area Office on Aging, localtax dollars, United Way and consumer donations.Department of Job and Family Services: Corey Walker, director, 303 W.Harrison St., Paulding, OH 45879; 419-399-3756, fax 419-399-4674. Paulding County Fairgrounds: located on FairgroundDrive in Paulding Village and extending into Paulding Township to the west. Itis the home of the Paulding County Fair in June, but is also the site of manyother activities, including the annual Flat Rock Creek Fall Festival inSeptember. In addition to the Grand Stand, race track, horse barns, and sen-ior and junior fair board offices, the grounds include several display buildings,a horse show arena, the Ohio State Extension office and the Youth LeadershipBuilding. Indoor storage over the winter (November through May) is availableby contacting Jeff V. Miller at Antwerp. Various buildings and portions of thegrounds are also available to rent by contacting the same.

In 2003 the library was placed on Ohio’s HistoricRegistry in recognition of the library being the first Carnegie library in the UnitedStates built to serve an entire county. The library is currently celebrating 100years of library support in Paulding County!Funding: The PCCL is state funded by the Public Library Fund which is a smallpercentage of the general revenue fund allocated to be divided among Ohio’spublic libraries. In 2009, Paulding County voters approved the first operatinglevy for the library in order to bring library funding up to levels before Ohio’sfunding freeze began in 2002. The library also receives revenue from fees, finesand donations.Technology: The library provides access to the Internet via high-speed fiber opticlines as part of the Ohio Public Library Information Network (OPLIN). Wi-Fi isavailable at all library locations. This service allows patrons to use their personallaptops and the library’s wireless access point for their informational needs. In2001, the library received 26 computers as part of a grant from the Bill andMelinda Gates Foundation. The library was also awarded one of 13 statewideGates Computer Labs for computer training. These computers have beenupgraded or replaced thanks to private and corporate donations. The library alsoprovides online access to its collection via the Polaris automation system. Thissystem allows patrons to request titles off site from their home computers. Thelibrary actively participates in the statewide resource-sharing program, OhioLibraries Share: M.O.R.E. Patrons are able to request resources from any librarythroughout Ohio and have it delivered to their local public library.Online Databases: Via the internet and online reference data bases, patronsare able to access thousands of full-text magazine articles, research and otherauthoritative information to meet their informational needs both at the libraryand remotely from their personal computers. There is a granite stone in the park commemorating theOquanoxa Indian Reservation that once located along the Auglaize River inwhat is now Brown Township.Colwell Park (Auglaize Township Fire House Park): is located on Ohio 637,one mile east of the Auglaize River. Open dawn-dusk. There are two shelterhouses available for use at no charge. The park also has a ball park, play-ground, concession stand, restrooms, outside water, basketball court, and plen-ty of paved parking.Fort Brown: was once located at the confluence of the Big Auglaize and theLittle Auglaize rivers. It was one of a series of posts built by General WilliamHenry Harrison in his campaign against the British and Indians in the War of1812 to defend military supply lines. The site of the fort is now private proper-ty, but in 1953, The Monument Builders of Ohio Inc. furnished a granite memo-rial to mark the spot. The area is an attraction along the Buckeye Trail. Grover Hill Community (Welcome) Park: is located on Ohio 637 and ownedby the Grover Hill Lions Club. The Black Swamp Audubon Society is pro-tecting the area from use that disturbs the wildlife. They currently own morethan 70 acres of land which includes meadows, wetlands, prairies, a butterflygarden, a 13-acre wooded lot. Portions are located along the scenic MaumeeRiver. It is a haven for wildlife and serene environment for its visitors. Hostedbird watching, flora and fauna tours are by appointment only. The path, marked by blue blazes, followsmuch of the Miami and Erie Canal through Paulding County, traveling past suchsites as Fort Brown, Lock 21 and old stone aqueducts left over from the canalera. The trail is maintained by local volunteers. HISTORYTraversed by the Maumee and Auglaize

Rivers and numerous small streams, PauldingCounty is located entirely within that part ofnorthwest Ohio once known as the Great BlackSwamp. The first white visitors discovered aland dominated by water, mosquitoes, andforests so thick that in some places the groundnever saw the summer sun.

An army led by General “Mad” AnthonyWayne marched through the County in 1794 enroute to the Battle of Fallen Timbers. During theWar of 1812, it was crossed again by GeneralJames Winchester, who fought a running battleacross Emerald Township with the British andIndians. Also in 1812, Fort Brown was built atthe confluence of the Big and Little Auglaizerivers by General William Henry Harrison’stroops.

Paulding County was originally inhabited byprehistoric mound builders and later byPottawatomie and Ottawa tribes. Some Indianswere still present until 1832, when the last occu-pants of the Oquinoxa Indian reservation nearCharloe were resettled. The first non-native set-tlement was near Junction in 1819, where on Jan.21, 1826, Daniel Clark Carey, the first whitechild, was born. Around this time, JohnChapman, “Johnny Appleseed,” planted appleseeds, catnip, pennyroyal and hoarhound inCarryall Township.

Surveyed in 1820, the county is named forJohn Paulding, who, along with Isaac Van Wartand David Williams, captured the British spyMajor Andre during the Revolutionary War. Thefirst county seat was established in 1839 at NewRochester on the Maumee River; the site is nowa roadside rest along U.S. 24. In 1841, the coun-

ty seat was moved to Charloe on the AuglaizeRiver, then relocated more centrally at Pauldingin 1851.

Completion of the Wabash Canal in 1843 andthe Miami and Erie Canal in 1845 opened the areato more settlement. Junction, a town that grew upat the junction of two canals, became a thrivingcommunity threatening to outrank Fort Wayne inimportance. Opening of the Wabash Railroad in1855, together with the presence of the WabashCanal, made Antwerp the largest community inthe county during the Civil War era. But thecanals were unable to compete with the railroads.Construction of the Nickel Plate and New YorkCentral railroads during the 1880s resulted in therapid growth of other villages of the county,notably Paulding and Payne.

The state, however, had refused to abandon SixMile Reservoir, which had been created to supplywater to the Wabash Canal. The Reservoir waslocated near the Village of Antwerp, whose resi-dents considered it a stagnant menace to publichealth. When legal efforts to close the reservoirfailed, a group of around 200 men, marchingunder a banner inscribed “NO COMPROMISE,”blew a hole in the reservoir dike and destroyedthree locks during the night of April 25, 1887. Inresponse, a detachment of the state militia wasdispatched, but the guilty parties were never iden-tified. This event came to be known as the“Reservoir War.”

Lumbering and timber products were for yearsthe leading industry in the county, but theseresources were largely depleted by the late 1880s,as the dense stands of native hardwoods gave wayto pastures and farm ground. Today, the county ishome to several manufacturing operations, but
