• Area of Operation for Mission- 59 PESA blocks + PVTG villages

• Situational analysis of blocks on certain parameters to be carried out for all the 59 PESA blocks with existing information available.

• Considering forming a Society

• Mission will work in all the 6 six sectors – Health, Nutrition, WASH, Education, Livelihood and Migration

• PIA will be NGO, Government agency, local body, Societies, Trusts.

• For PVTGs – enumeration of PVTGs datawise to be done for Aadhar card and caste certificate to be provided. This process will start in collaboration with the Revenue Dept from June onwards and finish by Oct

• Issue of migrant workers to be addressed such as can we provide services to the migrants through the contractors?

• Connectivity issues in terms of road, telephone to be prioritized.

• For strengthening monitoring CBM to be included

• Use of IT technology for funds distribution and monitoring of Mission. For eg; GPS monitoring

Other Points Discussed

• Mission will not be a implementing agency but a technical, sanctioning and monitoring agency.

• Mission will depute CMTDF under the Collector

• Mission to have institutional support from agencies such as – IIT Mumbai, TISS, IGIDR, GIPE, Yashada

• Besides all the tribals, non-tribals in TSP areas to be covered by Mission and proportionate funds spent on non tribals to be re-imbursed from concerned depts.

• Declare one NGO coordinator among the PIA for every block and will be changed after one year.

• The Governing council will include 3 National/ State level NGOs of which one retires every year and is replaced by another NGO.

• Executive Committee will include 3 State level NGOs of which one retires every year and is replaced by another NGO.

• PIAs (NGOs) will not be part of the Committees under Mission

• UNICEF will be part of Executive Committee

• UNICEF will technically support, capacity building, communication partner, M&E support and will build linkages with other partners for Tribal Mission

Other Points Discussed

• Clear definition of powers between Secretary, Commissioner and Mission Director in order to avoid duplicity of work and resources.

• Mission to be supportive agency for Commissioner.

• RBM will incorporated as M&E component.
