Power System Planning – Next steps
• Ultra-mega RE parks - evaluate operational impacts of proposed RE parks, and
options to reduce variability and uncertainty to improve balancing.
• Analysis to support the grid integration pilots

Coal Based Flexible Power Generation with NTPC
and GSECL
Pilot Scope
• Examine techno economic feasibility of faster ramp rates and lower technical minimum
in two (2) units each at NTPC (Jhajjar & Ramagundam TPS) and GSECL (Ukai TPS)
• Support implementation of recommended measures by NTPC and GSECL for
achieving flexible operations of the units
Outcomes
• Specific recommendations for changes to O&M procedures/standards and required
design modifications based on Indian grid conditions
• Optimize plant availability and efficiency (including part load efficiencies)
• Evaluation of incremental cost of generation due to cyclic operation
• Regulatory/policy advocacy & implementation strategy for identified interventions
• Scalability for fleet-wide implementation of flexibility across units of NTPC and GSECL

Grid Connected Battery Energy Storage System
(BESS) with PGCIL

Scope & Outcome
Pilot Scope
• Enhancement of existing BESS facility at Puducherry and assessment of economic value
of storage systems.
• Technical design and demonstration of array of BESS applications viz. dynamic
frequency regulation, Renewable energy time shift, capacity firming etc. in providing
grid support.
• Detailed modelling study on the need, quantity and location of storage systems in India
in sub-15 minute time scale.
Outcomes
• Specific recommendations for operation of battery energy storage system and required
enhancements based on Indian grid conditions
• Optimize usability of BESS under the capacity and limitation of the battery.
• Economic evaluation of BESS operation in grid support.
• Development of a scalable roadmap for policy makers and regulators

Dynamic Compensation for Large RE Integration

Scope & Outcome
Pilot Scope
• Power quality measurement and development of mitigation strategy;
• Evaluation of dynamic reactive power compensation including comparative analysis of
reactive power support from Solar Invertors, installation of medium sized STATCOMs
at RE parks and need for grid connected large sized STATCOMs.
Outcomes
• Provide insights for interconnection standards, invertor specifications and regulatory
mechanisms for dynamic reactive control and compensation.
• Help States to develop/improve the appropriate standards and commercial frameworks
to support greater RE integration into the grid.

Automatic Generation Control (AGC) with
POSOCO, KPCL, KPTCL, and APTRANSCO
Pilot Scope
• Evaluate AGC in providing secondary response in southern India to supplement
adoption of AGC for ancillary market.
• Cover both hydel and renewable power plants and identify technical requirements and
compensation mechanisms for generation units that participate in the AGC secondary
reserve market.
Outcomes
• Inputs to CERC for developing regulations for AGC's phased implementation with
accompanying compensation mechanisms.
• Demonstrate benefits of AGC to grid operators and assist SERC in setting appropriate
levels of incentives in retail tariffs.

Real-time monitoring of rooftop solar PV and net-
load forecasting with BESCOM
Pilot Scope
• Enabling real-time monitoring of DERs on a pilot basis and improving net
load forecasting ability of Discoms. Work out the synergies of UDAY’s
smart meters mandate with net-metering systems
• Assist BESCOM in procurement and implementation of net-load (i.e. net of
DER generation) forecasting systems in coordination with REMC/SLDC
• Provide inputs to CEA / FOR towards harmonizing net-metering for
DERs/prosumers with smart meters for consumers
Outcomes
• Inputs to upgrade guidelines on metering, communication and rooftop PV
and net load forecasting
• Significant scalibility potential among DISCOMs

Regional Platform for Reserves Sharing with
POSOCO and CERC
Pilot Scope
• Benefits modelling and demonstration to States for buy-in options for various intra-day
products and gate-closure options.
• Implementation of a day-ahead IT platform for unscheduled generation capacity in
intra-state generating stations in the Southern/ Western Region (as a pilot).
• Implementation of an IT system for automating processes of NLDC approvals in the
intra-day energy market
Outcomes
• Re-organization of the intra-day market with periodic collective auctions and gate
closures
• Substantial reduction in response time for open access approvals and enablement of
the intra-day market to operate much more flexibly with increased volumes of
balancing energy trade across states at short notices.
• Facilitate higher RE capacity development in resource-rich states.

White Paper 1: Mechanisms to Incentivize Inter-
State Trading of Renewable Energy
Objective
• Harness maximum RE potential in the country
through an efficient framework for inter-state
RE trading so that RE rich and deficit states can
contribute together
• Critical review of existing regulatory, policy,
commercial, and infrastructural constraints to
identify key challenges and potential measures
that need to be addressed
• Incentivize inter-state trading of RE
• First draft due in September 2018
