The aftermath of the fight was massive destruction and looting of the humanitarian compounds and facilities. Approximately ALL of humanitarian assets and stocks, valued at over 100 000 US dollars, were lost due to damage to property and/or looting. This included looting of: lifesaving medicine, medical accessories, clinic equipment, compound generators, fuel and lubricants, solar and IT equipment, beddings, kitchen equipment, reporting tools among others from at least four agencies. Series of meetings were held between OCHA and humanitarian actors operating in Ulang and the decision of sending an interagency assessment team was made. The purpose of the assessment was to assess the current situation, to establish possibility of return to Ulang, present the current position of all humanitarian actors in greater Ulang county and possibility of returning the looted items from the humanitarian compounds. On 12/05/2016 assessment team made up of Two Goal Staff and 3 NP staff departed from Juba to Ulang for the assessment.

Background:

Following the fight that brokebetween Louand JikanyNuer inMidApril 2016,GOAL team inUlangwasevacuatedduetointensifiedfightingbetweenthetwocommunities.Theaftermathofthe fight was massive destruction and looting of the humanitarian compounds and facilities.ApproximatelyALLofhumanitarianassetsandstocks,valuedatover100000USdollars,werelost due to damage to property and/or looting. This included looting of: lifesaving medicine,medical accessories, clinic equipment, compound generators, fuel and lubricants, solar and ITequipment, beddings, kitchen equipment, reporting tools among others from at least fouragencies.

SeriesofmeetingswereheldbetweenOCHAandhumanitarianactorsoperatinginUlangandthedecisionofsendinganinteragencyassessmentteamwasmade.Thepurposeoftheassessmentwastoassessthecurrentsituation,toestablishpossibilityofreturntoUlang,presentthecurrentpositionofallhumanitarianactorsingreaterUlangcountyandpossibilityofreturningthelooteditemsfromthehumanitariancompounds.On12/05/2016assessmentteammadeupofTwoGoalStaffand3NPstaffdepartedfromJubatoUlangfortheassessment.

AssessmentteamwiththeUlangCommissioner

Summaryoffindings:Upon arrival GOAL and NP teammembers had ameetingwith newly appointed countycommissioner Mr. Keach Ngouth Tiem (Thuraya number: +8821655538338). During themeetingMr.KeachNgouthTieminformedtheassessmentteamthatthecriseswascausedby clashes between Jikany and Lou sub clans communities in western outskirts of Ulangtown. Also it was mentioned, that looting inside Ulang town was committed by localcriminals,whobelongedtoUlangcommunity.

FurthermoreMr.KeachNgouthTiemblamedapreviousUlang commissionerMr.KhorPalwho’sactionsandinactionswasinefficientandonlyinflamedcrisisinarea.

On behalf of the local authorities Mr. Keach Ngouth Tiem expressed deep regret for thecrisessituation,whichcausedinterruptionofNGOactivitiesandlossofNGO’sproperties.Hecondemned the looting in the area and emphasized that he has been making steps forreturningoflootedNGOpropertiesandidentifyingtheculpritsinvolvedinlooting.AlsoMr.KeachNgouthTiemmentioned thatas investigationcontinues, localauthoritieshavebeenable to detect location of stolen NP and GOAL generators, which will be returnedimmediatelytoownerswhenroadconditionallows.

According to the statement of the Ulang commissioner, all representative of Lou tribereturned back to Jonglei State and are heading towardsWaat and Lankien areas. It wasmentionedthatauthoritiesofUlangcountyhavemadestepsandarecontinuouslyengagingthecommunitiestopreventrevengeattacks.

He said that SPLA/IO authorities had already contactedauthorities of Jonglei State with apurpose to identify criminals from Lou tribe, who were involved in the clashes in Ulangcounty.Itwasmentioned,thataftertheincident,SPLA/iodeployedsomesoldiersinUlangtomaintainpeaceandorder(exactnumberswasnotspecified).

Mr.KeachNgouthTieminformedtheteamthatUlangcommunityissuffering,duetothefactthattheirpropertywas lootedordamaged(eitherbyLouor localcriminals).HerequestedtheassessmentteamtopassamessagetoallNGOstoreturnbacktotheareaandresumenormal humanitarian activities and assured the team on full cooperation and support oflocalauthorities toNGOs,andguaranteedsafety forNGOstaffand freedomofmovementwithoutharassment.

On 13/05/2016, the assessment team visited Thorwang, Pajei, Joka and Liap payams. In ameetingwith the local communities, the team obtained information, that almost 80-85%population from the aforementionedpayamshave returnedback to the area. Informationreceived fromall the sourceswas similar: Population fled their villageson12April fearingimminentattackofLouNuertribeandarecurrentlyreturning.Accordingtoallstatements,thesecuritysituationisrelativelycalm,withnofurtherorforeseenexternalsecuritythreats.

Whileinteractingwithcrosssectionofthecommunitymembers,theyallsaidthatthenewlyappointed county commissioner is making efforts to provide security for the localpopulation.

It is estimated by the Ulang County Commissioner in writing that 50,000 people (notdisaggregated)areoccupying structureswithin themarket,UlangPHCCandKopiot school.Ourobservationhoweverdoesn’tcorrelatewiththeestimatedfigureprovided

During our visit to the different locations, the team observed acute food shortage andhungerinarea.

On 14/05/2016 the assessment team used the Goal Speedboat which frtunatly was notdestroyedduringthecrisestogotoothergreaterUlangcounties,forapurposetoexploringevacuationoptionsandprogramassessmentintheareas.

The team conducted a meeting with Yomding commissioner Mr. Bang Biel (Thuraya:+8821621287612). Mr. Bang Biel informed the team that security situation in the area isstable, despite influx of IDP’s fromUlang areas. Hewelcomed the assessment team andpromisedtoallocateaplotoflandforanNPcompound,inacase,ifNPwilldecidetosetupa camp in Yombing.Mr. Bang Biel informed team about the ongoing construction of theairstripinYombingforhelicoptersandfixedwingsplanes(Yombingairstripcanbeadditionaloptionforevacuation/relocationofNGOstaffinacaseofemergency).OfficialsofKuichalsoassured the team that the area is absolutely safe forNGO staff and guaranteed safety forNGOstaffandfreedomofmovement.

On15/05/2016theassessmentteamvisitedthewesternbankofSobatriver(WunkuelandNyangore payams) wheremassive destruction and looting took place. The team observedthatsometukkulshavebeenburntdownandtheareastillremaindeserted.TheGOALclinicandthePayamadministrativeofficebuildingwereinNyangorewerecompletelydestroyed,burneddownandlooted.

Insummary,thesecuritysituationongroundiscalm;thepopulationisindareneedforfood,NFIs,nutritionandmedical facilities.WFPandUNOCHAandother reliefactorsshouldasamatterofurgency,plantodelivertheaboveneededmaterialstotheUlangpopulation.95%oflocalNGOstaffoperatingtheGreaterUlangcountiesareaccountedforandavailableandare currently carrying out emergency Health andWASH services with available resources.ThelocalauthoritieshaveassuredtheircommitmentintheprotectionoflivesandpropertiesandnevertoharassUNandHumanitariansstaff;thecommunitiesarereturningthelooteditemsespecially the ‘big’ items.Thestructures inNGOcompoundsare standinghence,werecommend that humanitarian actors operating in the greater Ulang counties shouldgraduallyresumeactivitiesintheareaafterconductinglogisticneedsassessment.

Rupbuot.• Other facilities that were not functioning at the time of the visit include Ulang PHCC,

Findingsperfacilityvisited:1) UlangPHCC• ThefacilitystructurewasstandingwithIDPsoccupyingtherooms.• Thestore’s lockhadbeensawed/chiselledthroughandonlyfewcartonsofcondomswere

seen• No medical equipment including stethoscopes, thermometers, BP machines, infusion set

stands,patientbeds/mattresses,blanketsandbedsheetswereavailable• EPIroom-Dometic2000RCWfridgewasavailable,0.05mlssyringesfilledthefridge;8solar

panels that powered the fridgeweremissing andmounting rails had been damaged; thedoorlatchestotheEPIroomwerebrokenandthepadlockwasmissing.Droppingsofanimalswereseenintheroom.

• The female/ male wards were empty with no medical equipment; the rooms were beingoccupiedbytheIDPs(beddingswereseenintheserooms)

• Consultationroomwasdeserted,nomedicalequipmentwereseen.• Pharmacy room had a shelf and a dulsa fridgewhich at the time of the incidentwas not

functioning. The canullaeof different sizeswere scatterd all over the floor andmostweredamagedandthuscan’tbeused

• Stabilizationcentreroomhad1IVdripstandwithamattressreportedtobeforIDPslivingintheroom.Nonutritionsupplieswerefound

• Nonutritionserviceswereavailable• Patientrecordingbooks/registersincludingEPI/TTregistershadbeendestroyed• Generally the environment around the Ulang PHCC compound was littered with animals

droppingsandthesurroundingcompoundwithsomehumanwaste.• The latrines were available and not filled up but the IDPS who had settled in the facility

seemednottobeexclusivelyusingthem• Someantimalarialdrugs,RDTs, Iodinehadbeen salvagedandkept in themilitarybarracks

securingmore fuel due to difficulty in accessing the commodity from eitherMalakal as aresultofscarcityandfromEthiopianborderduetopresenceofgovernmentforcesinNasir-pathwaytoUlangbyriver.Nofuelwasvisibleonsaleinanyofthelocationsvisited

• ExplorepossibilityofSolarlightingforthemediumtermforthefacilitiesandthecompoundsincethegeneratorwas looted.ThegeneratorwashowevertraceddowntoBimbimandisunabletobereturnedatthemomentduetothestateoftheroad.Bimbimisofftheriverasstatedabove
