Although SH 114 at one time was a two-lane country road in Southlake, it is now a major freeway through the city and used by motorists to get to South-lake Town Square, Gateway Church and large corporations.
The freeway also now serves as an economic stimulus for the city because it provides travelers with a route to get to the Dallas-Fort Worth International Airport, making it prime real estate for developers, according to Shannon Hamons, southlake director of eco-nomic development & tourism.
Hamons said in the past two years the city has attracted new businesses that will bring thousands to the SH 114 cor-ridor daily, which has in turn created a need for more hotels in the area.
“This region is an existing and future high-growth area for residential and businesses,” he said. “Examples of cur-rent business development include the Granite Properties’ 160,000-square-foot office building being constructed near Town Square and the anticipated TD

of Big Daddy’s Ship Store in Grapevine, said he looks forward to Memorial Day—or “Super Bowl day,” as he calls it—when his Lake Grapevine restau-rant sees hundreds of people visit to have a meal.
However, he said he is especially looking forward to this Memorial Day because last year he had to do some-thing he has never done since the restaurant opened in 1997—close for Memorial Day.
In May 2015 the Dallas-Fort Worth area received 16.95 inches of rain, mak-ing it the wettest May ever recorded in
the area. The lake rose more than 26 feet in Grapevine, ultimately topping its spillway and causing all lake parks and ramps and several businesses around the lake to be closed because of severe flooding.
“Going into spring we were in a drought,” Pritchett said. “Then we started getting rain in April, and we started to get excited because we thought [the lake levels were] going to come back to normal. Then, in May, we got too much rain, and the next thing you know we are flooded.”
Pritchett said he recalls last summer being one of the roughest periods for the restaurant.
“I have 30 employees during the summer, and I went down to one after [the May rains],” he said. “You literally had to walk through water to get to the walkway to even get here. You had to park in neighborhoods in front of peo-ple’s houses because all of [Big Dad-dy’s] parking was under water.”
Pritchett said it was only through the support of the Grapevine community, which held fundraisers for lake busi-nesses during the past year, that his and other lake businesses were able to stay in operation.
Now, almost a year later, although Big Daddy’s Ship Store is able to open,

FROM THE EDITORWhen I started at Com-
munity Impact Newspaper almost two years ago, I was amazed at how much transportation construc-tion was going on in the Dallas-Fort Worth area. Being from Louisiana, I had never experienced this level of construction, and I must admit it took some time to realize that
construction would be something I would have to endure every day on my daily commute to work in the Grapevine, Colleyville and Southlake area.
I soon came to realize that transportation projects, although they may be a pain during the construction phase, will ultimately end up being a good thing.
In Southlake, residents have watched the traffic count along SH 114 increase throughout the years. That traffic is expected to increase even more not only because the Metroplex is growing exponentially, but also because Southlake continues to attract large
corporations. On Page 11 you’ll find a story about Southlake’s newest corporation to gain approval from City Council, TD Ameritrade, and how residents are concerned about increasing traffic.
Also, in one of our front-page stories, we explore how Southlake city officials plan to address traffic along SH 114. One of those ways is a project that will begin this year to widen SH 114 from four lanes to six lanes from Kirkwood Boulevard in Southlake to east of Trophy Lake Drive in Westlake. In the story, South-lake Mayor Laura Hill also talks about introducing a public trolley service, which is intended to help take vehicles off the road.
One thing is for sure: Transportation projects and traffic will remain a constant in this area. However, I also know city, county and state officials will never stop looking for ways to help alleviate traffic.

To help bridge the funding gap for transportation projects, statewide, Texas voters approved Proposition 1 in 2014 and Proposition 7 in 2015, both of which add money to the State Highway Fund. However, with the funds from Proposition 1 and Proposition 7 depending on the state’s oil and gas industry, which has taken a downturn and overall state economy, the impact to the SHF may be less than some officials hoped.

The Posh Paw Resort Business focuses on pampering pets
A t The Posh Paw Resort in Colleyville, co-owner Dawn Hoverson said staff treats
each pet as if they were a human walking into a spa to get pampered. Hoverson said the pets enjoy them-selves so much that they cannot wait to come back.
“We have customers that walk in and say, ‘All I have to say at home is, “Do you want to go to Posh Paw?”’ and their dog goes to the door, runs and jumps in the car,” she said.
Hoverson said her love for animals started as a child, and when she and her husband, Will, opened the resort three years ago it felt like a “dream come true.”
Hoverson said her business is unique because of three factors: its attention to safety, the level of cleanli-ness and the environment for the pets.

“It feels like a second home for our visitors, so whether they’re here to have a makeover in grooming or a play day or an overnight stay, we want to make them feel as comfortable as [if they were] at home,” she said.
The pet care business offers services including boarding for dogs and cats, grooming, day care and pet sitting.
The Posh Paw Resort’s groom-ing services are run through what Hoverson called a “by-appointment atmosphere.” That means that instead of an owner dropping their pet off and returning after the dog has been at the groomer’s all day, the pets are brought in for their appointment, groomed and then go home.
“The dogs are only here for a short amount of time during their appoint-ment time,” she said. “They don’t have to wait all day.”
For dogs who need to be cared for during the day, either while their owner is at work or because they require specific types of play, The Posh Paw Resort offers day care, in which the pets are matched with animals of similar temperaments and size to ensure they are safe.
“We only have size-appropriate play, so they’ll never be mixed with larger dogs if they’re small,” Hoverson said. “And we do temperament testing to see which dogs can go together in groups.”
There are special three-tiered suites available for the business’s feline cli-ents. The suites allow the cats to climb and spread out more than a traditional crate does, Hoverson said. There is also a cat tower, on which the cats can climb and play on.
The resort also allows pet owners to check in on their pets via webcam, whether they are being boarded or there for day camp.
In addition, the resort sells retail pet items, including items made by local companies.

The pair said they are all about family, which is why Nick uses his
grandparents’ recipes, and treats guests like family.
Nick said besides creating a family atmosphere, he also likes to make sure he is a hands-on owner, which is why guests may see him interact-ing with diners instead of working behind the scenes.
“I love serving people and meet-ing people,” he said. “It makes me happy.”
Although some Italian restaurant owners may interact with guests as well, Nick said he stands apart from them as he also interacts with guests by performing magic tricks for them tableside.
“It’s a lot of fun. … We all have fun here,” Nick said. “Everyone likes being treated like family.”
Nick said the restaurant’s menu serves traditional northern and southern Italian cuisine as well some items unique to his family.
For an appetizer the restaurant offers bruchette ($5.95) that is made with fresh tomatoes, and also stuffed mushrooms ($7.95) that are stuffed with crabmeat and breadcrumbs and have vodka sauce drizzled over them. Nick said another popular appetizer is the Mozzarella Caprese ($7.95), which consists of tomatoes, Buffalo mozzarella cheese, capers, basil, olive oil and balsamic vinegar.
Lunch offerings start at $7.95 and feature dishes such as chicken fettuccini alfredo ($8.95). All dishes come with a house salad and a bas-ket of warm Italian bread.

Lunch diners are more of a business crowd during the week, and dinner time, Nick said, can get “very busy”

dining rooms to accommodate large parties—a private room that seats up
to 40 and the main dining room that seats up to 60.

TD Ameritrade coming to SouthlakeResidents express concern about traffic from new campusBy Sherelle Black
Along the SH 114 corridor in South-lake lies major corporations such as Verizon Wireless and Sabre. Another business will soon join the corridor as plans for TD Ameritrade’s regional campus were approved at the April 19 Southlake City Council meeting.
“This is the greatest gift the city has received,” Southlake Mayor Laura Hill said. “They are going to build a high-quality campus and quality invites quality. I think we are going to reap the benefits from this for years.”
The 355,000-square-foot building will be located at 1051 W. Kirkwood Blvd. and consist of a three-story office building and a five-level parking garage on 78 acres.
Construction is expected to begin this spring and be complete in the fall of 2017.
Kim Hillyer, director of commu-nications and public affairs for TD Ameritrade, said the new campus will consolidate Ameritrade’s call center, technology and operations staff from
two office buildings in Fort Worth.“We have been in Fort Worth since
1999 in our location off of Alliance Gateway [Freeway], and that location is now at capacity, bursting at the seams,” she said. “So we were looking for a location that we could expand and build and thought the Southlake location was perfect. The location is ideal because of its access to [SH] 114, and it moves us a little bit closer to Dallas, which helps us from a recruit-ing standpoint.”
Approximately 1,200 employees will make the move to the new campus, but the building can accommodate up to 2,000 associates.
Because the campus is bringing more than 1,000 employees to an area where traffic is already congested, the new campus saw opposition at the council meeting from residents living in the Kirkwood Hollow neighbor-hood who say that their neighborhood is seeing more and more corporate employees congesting the roads to
avoid traffic on SH 114. One neighbor-hood resident, Doug Harsy, filed an appeal against the campus, but he said it was denied because it was not spe-cific enough. He has since filed again.
“We are very disappointed that the city of Southlake has chosen to allow TD Ameritrade to utilize the Kirkwood Hollow neighborhood as a major entrance,” he said. “We find this unsafe for our community, and their plan lacks compassion to be a good neighbor to the Southlake citizens. It is very unfortunate that TD Ameritrade has chosen to route their employee traffic through our neigh-borhood rather than utilize [SH] 114 frontage as their employee access point.”
Hill said traffic will continue to be something that the city examines.
Hill said in October that the Texas Department of Transportation will begin a project on SH 114 and SH 170 that will help alleviate traffic.
“One of the things I tried to express to the citizens who have legitimate concerns is that right now because the traffic is backing up on [SH] 114 as it moves west into Trophy Club, people are using those new phone apps like Waze, and they are being told to go through neighborhoods and on our side streets,” she said. “A lot of that traffic is going to go away once the 114/170 project is finished.”
Hill said the project is expected to be complete when the campus opens.

Public meeting held for new dog parks
Colleyville Economic Development Director Marty Wieder to step down
GRAPEVINE The Grapevine Parks and Recreation team held a public meeting May 2 to gather public input on the city’s first dog parks.
The dog parks, which will be located at Big Bear Creek and McPherson parks, are expected to open in 2017.

COLLEYVILLE Colleyville Eco-nomic Development Director Marty Wieder gave notice to Colleyville staff on April 25 that he had accepted a position with the city of Grand Prairie.
Wieder has been with the city since 2009 and is responsible for helping facilitate deals to bring Whole Foods Market, Einstein Bros. Bagels, Petco and Zoe’s Kitchen to Colleyville.
“I’ve been blessed to work with everyone in Colleyville, and I appreci-ate how everyone has worked together to boost this local economy,” he said. “I particularly love how Colleyville residents have gotten involved. I’ll always be grateful for my time here.”
Wieder was recruited by Colleyville City Manager Jennifer Fadden, who credited him with much of the city’s economic development success during
phases with the first phase around 9 acres. When the McPherson dog park is built out, it is projected to be 20 acres, making it the largest dog park in the Dallas-Fort Worth Metroplex, according to city staff.
About a 100 people came to the meeting to pose questions for city staff and representatives from Pacheco Koch, which will be doing the civil engineering, land surveying and land-scape architecture for the parks.
Some residents had questions as to why the locations were chosen, as Big Bear Creek Park is home to disc golf,
and McPherson Park is a lake park, which means it is subject to flooding.
“There was no perfect location,” Parks and Rec-reation Director Kevin Mitchell said. “They either had not enough room or not enough park-ing. Also, almost all of our parks flood except for neighborhood parks.”
Mitchell said disc golf will still be played at Big Bear Creek Park, but the number of holes is
expected to be reduced from 18 holes to nine holes.

Plans for Southlake’s Westin Hotel change
GCISD employees to receive pay increase
SOUTHLAKE At the May 3 Southlake City Council meeting, council members voted unan-imously to approve a site plan for the Westin Hotel that makes several changes to the plan that was approved in April 2014.
The new site plan presented to council reduces the hotel from seven stories to six stories. It also calls for a reduction in rooms from
276 rooms to 253 rooms as well as reduces the parking garage from three levels to two levels.
The hotel will be located on 6.83 acres at 1200 SH 114. When complete, it will have a conference center and be a full-service hotel.
Officials say the hotel will take about two years to build.
Developers will also extend Grace Lane up to Kirkwood Boulevard.
TARRANT COUNTY On May 7 voters in Colleyville decided who would become the city’s next mayor as well as City Council members for Place 1 and Place 2. Also, voters in Grapevine-Colleyville ISD cast their vote for or against the dis-trict’s $249 million bond package.
GRAPEVINE-COLLEYVILLE ISD District employees will receive a 2 percent raise that will go into effect starting with the 2016-17 school year.
As part of budget planning for the upcoming school year, the board of trustees asked administrators to include a cost-of-living adjustment.
Superintendent Robin Ryan said a pay increase was one of the major items mentioned in feedback from
the community during GCISD’s Thoughtexchange—an online pro-cess that allows the district to reach out to everyone—discussion last fall.
“Teacher compensation was a major topic of discussion in the dis-trict’s Thoughtexchange survey ear-lier this [school] year,” Ryan said. “Thank you to our board of trustees for their leadership in making the commitment for a pay increase for our dedicated staff members.”

Kevin Mitchell, director of Grapevine Parks and Recreation said much of the rest of the Lake Grapevine area is still not back to pre-flood condition.
“The status—as far as the lake condi-tions— is the same as last May,” he said. “There has been no one in the parks with the exception of one weekend in November when we were able to open The Vineyards [Campground]. We also had Rockledge Park open on and off, but other than that, every lake park has been closed.”
City Manager Bruno Rumbelow said the reason why the lake parks are still under water is because Lake Grapevine is a part of a system operated by the U.S. Army Corps of Engineers that is used to control flooding in the area.
“Lake Grapevine is a part of a flood control system, and it is not looked at independently as one lake,” he said. “It’s looked at as part of a system that ultimately goes down the Trinity River and through the southern part of Texas. Implications of last year’s floodAlthough officials thought lake parks
would be open by now, that is not the case as lake parks are still closed as well as some boat ramps. Mitchell said he expects to see them open again by July.
Last May’s flooding did not only affect the lake area, but also the city’s future Public Safety Building, which is under construction. At the April 19 City Council meeting, City Council approved an additional $350,000 from city reserves to cover new expenses for the building caused by the flood.
“Because of the heavy rains, the building foundation piers had to be redesigned,” Rumbelow said. “The new one cost more than the cost of the origi-nal one, which is why we had to go back and ask for more money.”
Rumbelow said the project is still on track and is expected to open in 2017.
The city is also unsure if it will be able to host fireworks on Friday nights, which is done in the summer months.
“We are in evaluation mode as far as the Friday night fireworks program goes, but we will do the Fourth of July fireworks one way or another,” Rumbe-low said. “It’s just hard because of the lack of parking available and access available around the lake.”
Financially, the city is projected to have a $600,000 gap in its Lake Parks Fund. Most of the fund’s rev-enue is generated by The Vineyards
Campground, which has taken in almost $1 million less compared with the same time last year.
Chief Financial Officer Greg Jor-dan said between insurance payments and money from the Federal Emer-gency Management Agency, the city is expected to receive $3.5 million. If for some reason the city needs more money to cover expenses, Jordan said Grape-vine would use city reserve money.
Rebuilding for the futureIn March council members approved
new restroom facilities and gatehouses for Lakeview Park, Meadowmere Park and The Vineyards Campground. Mitchell said almost all of the lake parks need to have something replaced. The new buildings will be made of concrete and will be able to withstand future floods.
“This is just cost of doing business in Grapevine—dealing with the lake issues,” Rumbelow said. “Fortunately because of FEMA we are able to use federal dollars in order to do that and insurance proceeds to deal with our revenue problems. So we feel confident that at the end of the day we will end
up with something better than we had.”Mitchell said not only will the Vine-
yards be getting a new restroom, stor-age building and gatehouse, but it will also have the fastest Wi-Fi of any camp-ground in the nation after the city fin-ishes its fiber-optic network.
“We are hopeful that things will be up and operational at the Vineyards by July,” Mitchell said.
Although the Vineyards may not be open to RVs on the campground yet, staff is still taking reservations for when the campgrounds reopen.
“We are still open for business,” he said. “There are people booking stuff for Thanksgiving, Christmas and fall break. We are still booking, and we are still at the same [rental] rate.”

SH 114With large corporations and hotels coming to Southlake along or near SH 114, city officials have noticed increased congestion along the freeway. To help alleviate some of the congestion the city plans to implement a public trolley system. An expansion project along part of SH 114 planned to begin this year is also intended to help with mobility.

Hamons said the Granite building could attract 700 or more office jobs, and TD Ameritrade could bring up to 2,000 employees. Also, renovation of the 380,000-square-foot Vista at Solana building at Kirk-wood Drive is nearing completion and will be avail-able for office users in May.
“It is anticipated that these and other potential office developments could necessitate additional hotel space,” Hamons said.
Currently, the city has one hotel, the Hilton Dal-las/Southlake Town Square. However, a second hotel, Cambria Hotel & Suites, will open later this year off SH 114, and the Westin Hotel is expected to open in 2017 or 2018 near Gateway Church, which is off of SH 114 as well.
“The Hilton is continually operating at near capac-ity, and some events and large groups are sometimes turned away because of lack of space,” Hamons said. “The Cambria Hotel, [which is] now under construc-tion on Kimball Avenue at SH 114, will be open some-time this fall and will serve a more casual traveler, which is an underserved consumer in our market. It appears there is room for several additional hotels of varying service levels.”
With more businesses and the two additional hotels under construction, city officials have turned to exam-ining ways to alleviate traffic concerns on SH 114 and finding alternatives to car transportation in the city.
Trolley serviceThe increase in businesses and hotels is expected
to make an already crowded SH 114 more congested, which is why Southlake Mayor Laura Hill said she plans to implement a trolley to help alleviate traffic.
“I’ve visited cities who have ‘hop-on, hop-off ’ trol-leys, and given the challenges we face today with traffic in our city, I started wondering about how that might work in Southlake,” she said. “Development continues to grow along the [SH] 114 corridor with the new TD Ameritrade project and the Granite office building, so the thought expanded from something that would just service our residents and tourists [to something that would] also get our many office workers out in the city during the day so that they could take advantage of shopping opportunities and restaurants without
having to add more cars to the roads.”Hamons said the trolley could be key to reducing
unwanted corporate traffic in neighborhoods.“Certainly the added offices and hotels will bring
more visitors to the community,” he said. “However, [the trolley] placement along SH 114 will reduce the stress of traffic into the city and neighborhoods. Fur-thermore, a trolley system between the offices, hotels and destinations like Town Square may also increase the ease of circulating throughout the city. Employees and hotel guests could enjoy the community ameni-ties without requiring them to get into their cars and drive throughout the city. The trolley could ease traffic while increasing the city, employer and hotel services.”
A trolley service operated briefly as a pilot project in 2008, and its route was limited to eight stops within Southlake Town Square and The Shops of Southlake. City officials said the trolley service did not continue because of a lack of riders and limited stops.
Hill said the new trolley service would have a dif-ferent route and stop at more destinations. However, she said the city is still at the planning stage of imple-menting a trolley system and will be considering sev-eral options.
“We have to look at things like route lengths and passenger demand, but in the end our goal is to have connectivity between the places where people are and where they want to go,” Hill said.
One thing that has not changed since the pilot pro-gram is how the trolley is funded, which is through the city’s hotel occupancy tax, or HOT tax.
When the trolley ran in 2008 only the Hilton was open. However, with two more hotels planning to open, Hill said there will be increased funding for the trolley system.

ing, and I would say that right now we are really in the planning phase,” she said. “The city staff is preparing a plan for council to consider in the upcoming budget. If that is approved, we could see a trolley operating as soon as next year.”
Expanding SH 114In July, the Texas Department of Transporta-
tion will open a $16.7 million expansion proj-ect to contractors for bidding that will widen SH 114 from four lanes to six lanes from Kirk-
wood Boulevard in Southlake to east of Trophy Lake Drive in Westlake.
Hill said the project could begin construction in October and be complete around the same time the TD Ameritrade campus opens.
Tarrant County Precinct 3 Commissioner Gary Fickes said the major problem is westbound SH 114 in Southlake where SH 114 is three lanes wide until Kirkwood, where it narrows to two lanes.
“That’s causing a huge bottleneck of cars backed up in Southlake and probably into Grapevine,” he said. “I think by adding additional lanes, drivers are going to see a big improvement and increased mobility in that area, but there is still going to be things that need to be done long term. It’s a good first step, but it doesn’t solve the problem. It will help to clean up a lot of traf-fic in Southlake in that portion of SH 114.”
Fickes said he is currently in talks with city and transportation officials to discuss adding an SH 114 frontage road between Dove Road and Kirkwood that will help with alleviating potential traffic from TD Ameritrade.
