Greetings. It’s my pleasure to share with you our 2018 Grantmaking Report. As we are witnessing both threats to our basic rights, the separation of church and state, our court systems, and other core elements of our democracy as well as opportunities for proactive progress on social change issues, Proteus is pleased to share that we are having a more significant impact than ever. This was the fourth straight groundbreaking year for us, as our aligned organizations (Proteus Fund, Proteus Action League, and Colombe Peace Foundation, a family foundation managed by Proteus) made a combined 470 grants for a total of $19,222,611.
Not only was this both the highest number of grants and the most funds awarded in Proteus Fund’s history, but in 2018 we also reached the cumulative milestone of over $200 million in total grant awards to advance our vision of democracy, human rights and peace.
At the core of our growth trajectory are our three donor collaboratives: Piper Fund, the RISE Together Fund, and the Rights, Faith & Democracy Collaborative. These programs continue to evolve and innovate, responding to the needs of the issues and organizations they support, as well as learning from their donor partners, grantees and allied organizations, and colleagues. One such evolution is within Piper Fund, which continues to expand its new line of grantmaking to protect the right to protest as a core element of its broader work to defend democratic institutions and build a robust democracy that works for all.
Colombe Peace Foundation’s longtime dedication to movements for peace, as well as the steady expansion of grantmaking by our fiscally sponsored projects and Donor Advised Funds, were also key
to our growth in 2018. For example, 2018 saw the continued expansion of our grantmaking to support international work, with over $575,000 awarded across the range of our projects and programs.
In this report, you’ll read about the scope and issue area focus of our grantmaking, learn about the geographic focus of our programs and projects, and find a full index of the 388 cutting-edge organizations we supported last year.
As a philanthropic intermediary, our mission is to partner with foundations and advocates. The more than $19 million we awarded in 2018 is a testament to these partnerships: our work is driven by the networks and communities of dedicated social justice changemakers working within philanthropy, as well as the visionary grassroots, grasstops and other leaders and organizations across the country—and the world—who, in response to this perilous time for democracy, human rights, and peace, continue to innovate, mobilize, and organize.

Proteus Fund is a public foundation that advances democracy, human rights and peace.
Proteus Fund and its affiliated organizations (Proteus Action League, our 501(c)(4) sister organization, and Colombe Peace Foundation, which we manage) awarded 470 grants for a total of $19,222,611 in 2018.
We specialize in strong donor collaboratives, in which our partners’ combined assets, networks, resources, and efforts work in concert to create maximum impact. Our collaboratives bring funders and movement leaders together to identify challenges and opportunities to achieve collective goals, build collaborative strategies for change, and bolster the field through grantmaking, leadership development, and other forms of support.
In 2018, Proteus was home to three donor collaboratives:
Piper Fund (and Piper Action Fund), which defend democratic institutions and diminish the influence of corporate and special interest money on our political and judicial systems.
The Rights, Faith & Democracy Collaborative, which supports state-based coalitions that bring together LGBTQ and reproductive justice advocates, as well as progressive faith leaders, to balance the free exercise of religion with protection against discrimination.
RISE Together Fund (and RISE Together Action Fund), the only national donor collaborative dedicated to supporting Muslim, Arab and South Asian (MASA) communities, goes beyond traditional grantmaking to bolster the critical work of MASA communities, and to advocate for all those impacted by racism and xenophobia.
Proteus Fund also manages Colombe Peace Foundation, a family foundation dedicated to building and sustaining intersectional movements for peace that bring about changes in United States policy.
Additionally, we offer fiscal sponsorship and Donor and Group Advised Funds to aligned projects and philanthropists.

All the programs, projects, and funds of Proteus Fund, Proteus Action League, and Colombe Peace Foundation are built on our flexible, responsive grantmaking capacity, and benefit from our deep experience in facilitating collaborative social justice philanthropy.
2018 was again, for the fourth straight year, the biggest year in the history of our grantmaking, in terms of both grants made and total funds awarded.
This report will illustrate this grantmaking across our areas of work, highlight some particular success stories, show our national footprint and issue area focuses, and provide a full index of our nearly 400 grantees.

RISE Together Fundand RISE Together Action Fund
America is a land of diverse races and faiths, but not all communities have experienced equal protection or justice as guaranteed by the U.S. Constitution. In particular, Muslim, Arab and South Asian (MASA) communities frequently experience acts of anti-Muslim bigotry and xenophobia as well as structural and societal barriers designed to sideline these growing and influential communities. Nevertheless, MASA communities are rising together locally and nationally to build community power and resilience, to diversify the media coverage of MASA communities, and to advocate for the rights of their communities and all those impacted by racism and xenophobia. As the only national donor collaborative dedicated to supporting MASA communities, the RISE Together Fund works with partners to bolster the critical work of MASA-led advocacy and organizations. Our role goes beyond traditional grantmaking. We intentionally direct our grants toward building long-term, sustainable movements, and then also work alongside our grantees and others in the MASA field to help them grow, connect, and develop a collective voice.

ReThink Media, $425,000
ReThink Media was launched in July 2007 as the first nonprofit, strategic media organization focused on progressive foreign policy and national security issues. The RISE Together Fund (then known as Security & Rights Collaborative) began funding ReThink Media in 2009 to provide strategic communications tools and services to organizations in the MASA field. This support grew into the Rights & Inclusion team, which now exclusively focuses on supporting the communications work of the Muslim, Arab, and South Asian (MASA) advocacy field.
The 2018 grant supported ReThink Media’s Rights & Inclusion team in increasing the voice share of the MASA community in mainstream and social media by building out a speaker’s bureau that fills journalists’ need for fresh voices, training new spokespeople, and supporting proactive and responsive communications campaigns.
“ReThink has been a great resource and a partner to us. Most recently, they helped our new Civic Engagement Manager Dhaha Nur publish an op-ed on the Muslim Ban. Check out his story in our local Union Tribune.
When ReThink media placed stories on the Supreme Courts decision on the Muslim Ban, they did an assessment to determine the effectiveness of the media placements. We learned that the op-ed we helped publish with their help on USA Today was better received by readers. We plan to continue to lean on them for this type of support.

Piper Fund is a donor collaborative that unites individual donors and foundations to defend democratic institutions and diminish the influence of corporate and special interest money on our political and judicial systems.
Like never before, our democracy is under assault. Corporate and special interests are making it harder for everyday people to participate in the democratic process, have a fair day in court, and exercise their right to protest—all fundamental pillars of our democracy. It’s time to fight back.
At Piper Fund, we champion work that defends democratic ideals and institutions and gives a stronger voice to historically disenfranchised communities. Money in Politics
After leading successful efforts to create public financing programs in Montgomery and Howard Counties in 2014 and 2016, the Fair Elections Maryland (FEM) Coalition—led by Piper grantees Progressive Maryland, Common Cause Maryland and Maryland PIRG—advocated for similar reforms in Prince George’s County and Baltimore City in 2018. The public support fostered by the coalition’s education efforts led to two new programs: a public financing system created by the Prince George’s County council for implementation in 2026 and a similar program passed via ballot initiative in November by Baltimore City. The FEM coalition is leveraging this momentum to push for statewide money in politics reforms that will ensure underrepresented communities have a stronger voice in our democracy. Judicial Independence
ReThink Media has been a key communications resource for Piper’s Money in Politics and Judicial Independence focus area. To build the
communications capacity of the judicial independence field, in 2018 Piper grantee, ReThink Media created a messaging guide based on Piper-funded research. Shared through a webinar and in several state-based meetings, the guide has served as a critical resource for organizers. As one advocate explained, “a fresh look at best messages was long overdue for the field and both the underlying work and the webinar were extremely useful in getting everyone oriented in the proper direction.” Right to protest
When the National Park Service proposed new regulations that would significantly restrict protest rights in Washington DC—charging fees for protests, eliminating protest in front of the White House, and more—Piper sprung into action. We provided a rapid response grant to the Partnership for Civil Justice Fund (PCJF), which created an online platform to gather comments, and to conduct outreach to organizations. Within just two weeks, 140,000 people submitted comments expressing their outrage over the proposed regulations.

Rights, Faith & Democracy Collaborative
The Rights, Faith & Democracy Collaborative (RFDC) believes in a democracy that balances freedom of religion with progress made by the movements for LGBTQ justice and reproductive health, rights and justice (RHRJ).
We are seeing an alarming growth in attempts to harm the LGBTQ community and limit reproductive rights under the guise of religious freedom, including religious refusals legislation. This legalized imposition of one set of religious beliefs on others represents an erosion of the separation of church and state.
The RFDC, formed in 2016, is a donor collaborative that builds state-based coalition capacity at the intersection of LGBTQ justice, RHRJ, and allied faith communities to defend and advance legal protections and build public support. It awards grants to support the organizations leading this fight, bridges divides between allies, and builds a learning community of donor partners.

SisterSong, $125,000
Within the Georgia coalition, SisterSong developed and launched a plan to build a strong network of faith leaders as spokespeople for the Reproductive Justice movement in Georgia. They joined the abortion out loud Amplify Campaign, and hired a project coordinator to engage faith communities of color to mobilize people in RJ organizing in Atlanta, Clarkston, and South Fulton. This work has included creating a survey in order to map the landscape of faith leaders’ openness to RJ, identify leaders to train and topics to focus on, and build their faith leaders cohort. Additionally, they hosted a “Faith & RJ” webinar with over 400 registrants, featuring diverse clergy and people of faith in exploring how faith has been used as a tool to attack rights and autonomy, and how it can also be a positive tool for change. At their annual Southern RJ Cohort meeting, they gathered input on southern RJ organization’s experiences and insights on RFRA messaging.
ACLU of New Mexico Foundation, $100,000
A highlight within the New Mexico collaboration has been ACLU of NM’s work on Catholic hospitals. Their research and investigative work has included speaking to reports at national outlets to encourage investigation, and reaching out to doctors in the community to examine admitting privileges agreements and speak with them about their knowledge of refusals throughout the state. They also drafted a public records request to the New Mexico Department of Health, requesting any complaints submitted by medical staff, patients and their families, and members of the public alleging a patient was refused care, treatment or information because of the religious policies of the healthcare institution or the providers. They also launched a public legal complaint form on the website. Findings from these activities have already resulted in a series of informative graphics supported by paid social media ads, and a scheduled video shoot with a local healthcare provider who has treated patients who were refused service at other facilities.

Colombe Peace Foundation
The Colombe Peace Foundation is dedicated to building and sustaining intersectional movements for peace that bring about changes in United States policy.
As American war-making has come home, it is suffusing our society even as it wreaks destruction abroad. It has also become increasingly inoculated from accountability. For that reason, the Foundation’s grantmaking strategy is aimed at educating the public, building community power to transform American institutions and narratives, introducing accountability, and organizing toward a future in which militarism and exceptionalism play less of a role in shaping American life and policy.
The Foundation further seeks to advance public education around spending that favors human needs over the war machine as well as for cooperative approaches to U.S. foreign policy. Its work is built on the recognition that foreign policy is inextricably linked to domestic policy.

Win Without War, $350,000
Formed in 2002, Win Without War is a coalition of over 40 national organizations dedicated to ending the war paradigm, aspiring to serve as an anchor institution for the progressive movement on national security and foreign policy. They offer a mainstream, patriotic voice for engaging opinion makers, activating concerned citizens, and communicating effectively to the media.
This grant was given to support Win Without War’s building of its core capacity, Phase Two of their predictable emergencies effort, and expanded outreach to grasstops leaders to help with framing foreign policy issues.
Pentagon Budget Campaign, $285,000
Colombe Peace Foundation has been the anchor funder of the Pentagon Budget Campaign (PBC)since 2012. The PBC seeks a significant long-term reduction in Pentagon spending, driven by analternative vision of the military’s role in US national security.
It has created a unique, transpartisan experiment to infuse this new vision into national policy. Itsefforts are aimed at educating opinion makers and opinion-shapers on how to reduce the Pentagonbudget by hundreds of billions of dollars a years without sacrificing national security. Its partnersinclude a broad coalition of organizations across the political spectrum working to reshape federalspending priorities, starting with the Pentagon, and educating those not already active on this issueabout the consequences of federal budgeting trends.
Dissenters, $55,000
Dissenters envisions building a national youth-led organization that works to remove public support for all forms of U.S. militarism, including weapons manufacturing and sales, domestic law enforcement, and border security. Dissenters builds community power that primarily uses nonviolent direct action and public displays of dissent to generate a culture shift among young people to reject war, militarism, and empire. The organization is led by young people directly impacted by militarism living in the U.S., namely people of color and working class people.

Fiscally Sponsored Projects
2018 Highlights
Proteus Fund and PAL provide comprehensive fiscal sponsorship to a range of mission-aligned projects, with a particular focus on those that facilitate collaborative philanthropy. These include affinity groups, non-grantmaking donor collaboratives, and membership organizations, among others.
Some of our fiscally sponsored projects are grantmaking initiatives.
Third Wave Fund, the only activist fund led by and for women of color, intersex, queer, and trans folks under 35 years old in the United States.
Philanthropy Advancing Women’s Human Rights (PAWHR), an affinity group which expanded in 2017 to include a pooled fund. In 2017, this pooled fund made Proteus Fund’s first international grant, a number which expanded to four in 2018.
More Equitable Democracy and MED Action are new projects at Proteus Fund and PAL. They made their first grants in 2018 to strengthen democracy at the state and local levels.

Proteus Fund offers Donor and Group Advised Funds to aligned institutions and individual donors to support their philanthropic objectives. Proteus Action League offers a similar donor advised 501(c)(4) grantmaking vehicle—Donor Advised c4 Accounts—to give donor partners the flexibility to support a broader range of lobbying and advocacy.
This area represents a continually growing proportion of Proteus Fund’s activities—2018 set a new record for us in terms of number of grants awarded from advised funds.
